Nach wie vor stellen Klausuren mit hunderten Studierenden, sogenannte Massenklausuren, insbesondere Lehrende vor organisatorische Herausforderungen, die es jedes Semester aufs Neue zu bewältigen gilt. Dieser Beitrag zeigt technische Möglichkeiten zur Unterstützung und Durchführung von Massenklausuren auf. Hierzu werden zunächst verschiedene Verfahren der Klausurvorbereitung und -organisation aus unterschiedlichen Fachdisziplinen erfasst und analysiert.
Im Anschluss wird ein verallgemeinerbarer Prozess konzipiert, der sämtliche Schritte von der Planung, Erstellung, Durchführung, Kontrolle bis hin zur Archivierung berücksichtigt. Zur Unterstützung der einzelnen Prozessschritte werden technische Systeme vorgestellt, die mit den Bedürfnissen der Prüfungsverantwortlichen abgestimmt sind. Die entstandenen Systeme werden vorgestellt und die durchgeführten Zielgruppentests reflektiert.
The construction of a low-cost potentiostat and an electrochemical cell are described. Both have been used for the potentiostatic deposition of conducting polymers on FTO-coated glass. According to a reported procedure from literature an electrochromic window has been prepared and tested. Furthermore a novel window containing an additional electrodeposited polymer layer that shows a more pronounced electrochromism than the literature example is described for the first time. The required chemicals are inexpensive as well as the entire electrochemical equipment.
Die Finanzkrise der Kommunen beruht auch auf der Übertragung staatlicher Aufgaben ohne entsprechenden finanziellen Ausgleich. Davor sollen nun das grundgesetzliche Aufgabenübertragungsverbot vom Bund auf die Kommunen und die landesverfassungsrechtlichen Konnexitätsregeln beim Transfer vom Land auf die Kommunen schützen. Zwar ist anerkannt, dass diese Vorschriften für Sachaufgaben gelten. Doch ist streitig, ob dies auch für die Auferlegung von Finanzierungspflichten zu gelten hat.
Der Autor vergleicht die landesverfassungsrechtlichen Bestimmungen in ihrer Auslegung durch das jeweilige Landesverfassungsgericht und arbeitet unter besonderer Berücksichtigung der nordrhein-westfälischen Rechtslage heraus, dass die Übertragungsvorschriften nicht umgangen werden dürfen. Übertragung einer Sachaufgabe und Auferlegung einer Finanzierungspflicht sind funktionell gleichwertig und beide konnexitätsrelevant.

Das Mitverwaltungsmodell

Demographischer Wandel einerseits und zunehmende Aufgaben andererseits erzwingen bei finanzieller Notlage kommunale Reformen. Vielfach antworten die Landesgesetzgeber auf diesen Reformbedarf mit immer größeren kommunalen Einheiten. Um dieser „Flucht in die Einheitsgemeinde“ entgegenzuwirken, entwickelt der Verfasser das Mitverwaltungsmodell: Eine Gemeinde bleibt zwar rechtlich selbstständig, bedient sich aber der hauptamtlichen Verwaltung einer anderen Gemeinde. Die Möglichkeit einer solchen öffentlich-rechtlichen Geschäftsbesorgung wird unter Wahrung der Selbstverwaltungsgarantie beider Gemeinden entfaltet. Die notwendigen gesetzlichen Bestimmungen und vertraglichen Regelungen werden entworfen. Dieses Modell soll im Rahmen der Brandenburgischen Verwaltungsstrukturreform umgesetzt werden und kann auch anderen Ländern als Vorbild dienen.

The sociology of violence still struggles with two critical questions: What motivates people to act violently on behalf of groups and how do they come to identify with the groups for which they act? Methodologically the article addresses these puzzling problems in favor of a relational sociology that argues against both micro- and macro-reductionist accounts, while theoretically it proposes a twofold reorientation: first, it makes a plea for the so called cognitive turn in social theory; second, it proposes following praxeological accounts of social action that focus on the dynamic interpenetration of cognition and socio-cultural practices. The argument is that symbolic boundaries constitute the “missing link” that allows for overcoming the micro-macro gap in violence research: Symbolic boundaries can cause people's participation in collective violence by providing the essential relational resources for violent action and by triggering the cognitive/affective mechanisms necessary for social actors to become drawn into mobilization processes that can cause their engaging in coordinated attacks on sites across the boundary. The article offers a new theoretical argument by drawing on knowledge from violence research, social action theory and cognitive science allowing for a non-reductionist theory of action that explains how and why people engage in collective violence.
Christoph Sebastian Widdau leistet mit seinem Buch einen innovativen Beitrag zur Cassirer-Forschung, zu den Leibniz-Studien und zur Begründung der Menschenrechte. Er wirft ein ideengeschichtlich und philosophisch neues Licht auf die 'Natur' im Naturrecht, die kulturelle Bedeutung des Individuums und den Pluralismus politischer Ordnungen. Mit 'Cassirers Leibniz' zeigt Widdau auf, dass Menschenrechte kein beliebiger Zusatz zur Kultur, sondern vielmehr kulturkonstitutiv sind.
As the world cannot be adequately understood from the vantage point of a single language, the literatures of the world can no longer be trimmed to a single world literature in the Goethean sense. This recognition bodes well for the future of philology and of literary production. Through multiperspectival writing, knowledge of life may be attainable without being reduced to a single political, medial, cartographical, geocultural, or aesthetic logic. As a laboratory for polylogical thinking, literature does not represent reality, as Erich Auerbach put it. Rather, it represents multiple lived, experienced, or relivable realities. Whoever is open to a polylogical reception of the literatures of the world can perceive and experience how life knowledge transforms into lived knowledge and how knowledge for survival turns into knowledge for living together. However, literature can be more than it is only if it stays aware of the void, of lack, of privation, of the interminable: aware of the end that never is an end. Such a planetary concept of the literatures of the world offers valuable opportunities to all those who do not fall into the trap of contenting themselves with a supposed abundance of text.
