Auf vielen ehemaligen Truppenübungsplätzen befinden sich wertvolle Offenlandbiotope, deren Erhaltung eine wichtige Aufgabe des Naturschutzes darstellt. Die Sicherung dieser Biotope für naturschutzfachliche Zwecke erfodert ein aktives Management der Flächen, welches z.T. mit erheblichen Kosten verbunden ist. Die Finanzierung dieser Kosten stellt eine große Herausforderung dar, da das Management dauerhaft erforderlich ist und somit kontinuierlich entstehende Kosten bewältigt werden müssen. In der Praxis werden im Naturschutz auf ehemaligen Truppenübungsplätzen verschiedene Finanzierungsmodelle eingesetzt, die jedoch auf bislang nur wenigen Flächen langfristig angelegt sind. Häufig ist die Finanzierung der verfolgten Konzepte nur kurz- bis mittelfristig gesichert, so dass die Gefahr einer suboptimalen Allokation ökonomischer Ressourcen besteht, sollte die Finanzierung des Naturschutzes nicht dauerhaft aufrecht erhalten werden können. Um eine hohe Effizienz der Ressourcenallokation zu erreichen, muss diese Gefahr in der Zukunft möglichst vermieden werden, indem Konzepte erarbeitet werden, für die eine langfristige Finanzierung realistisch ist. Unter Berücksichtigung ggf. vorhandener Belastungen durch militärische Altlasten müssen zudem vorhandene Otimierungspotenziale zur Steigerung der Effzienz des Mitteleinsatzes im Bereich des Naturschutzmanagements zukünftig zunehmend berücksichtigt werden.
This article provides an overview of similarities and differences of local and regional indicator systems for sustainability. While there is a high degree of correspondence in basic matters (e.g., the definition of sustainable development), there are differences regarding the substance dealt with and the choice of indicators. A table presents characteristics of existing indicator systems and contains valuable information for local actors who plan to introduce such a system. Finally, it is concluded that currently indicator systems at the local level fall short of expectations and lag behind their possibilities. The article discusses reasons and presents a modular structure of indicator systems taking into account target groups and functions.
In den letzten Jahren wurden in den Kommunen Nachhaltigkeitsindikatorensysteme entwickelt und eingesetzt. Anspruch der Arbeit ist es, die dabei gewonnenen Erkenntnisse zu bündeln und aufzubereiten sowie die aktuelle Diskussion zusammenzufassen. Dies soll Grundlage für eine gezielte Fortentwicklung und die weitere Diffusion kommunaler Nachhaltigkeitsindikatorensysteme sein. Das F+E-Vorhaben befasst sich dazu mit folgenden Themenstellungen: - Synopse und Auswertung existierender Nachhaltigkeitsindikatorensysteme auf lokaler, regionaler und überregionaler Ebene, - Kompatibilität lokaler sowie regionaler und übergeordneter Indikatorensysteme, - Anforderungen an die praxisorientierte Konzeption von kommunalen Nachhaltigkeitsindikatorensystemen, - Schlussfolgerungen, Handlungsempfehlungen und Ansätze zur Weiterentwicklung kommunaler Nachhaltigkeitsindikatorensysteme.
Entwicklung von Landschaftsszenarien als Grundlage für das Management von Flusseinzugsgebieten

Zusammenfassung Bei der Umsetzung der Wasserrahmenrichtlinie wird, etwa zur Reduzierung diffuser Stoffeinträge, auch an der Landnutzung in den Einzugsgebieten anzusetzen sein. Um dabei eintretende Auswirkungen auf die Gewässergüte abzubilden und abzuschätzen, können verschiedene Fachdisziplinen mit ihrem jeweils spezifischen Instrumentenspektrum zum Einsatz kommen. Landschaftsszenarien sind eine Möglichkeit, um verschiedene Methodenbausteine zu integrieren, raumbezogene Auswirkungen der WRRL zu kommunizieren und entsprechenden Handlungsbedarf aufzuzeigen. Der Beitrag beschreibt am Beispiel des Einzugsgebiets der Havel einen naturräumlich begründeten Ansatz für die Erstellung solcher Landschaftsszenarien. Abstract The implementation of the Water Framework Directive will also address land uses in the catchment areas (e.g. the reduction of diffuse input of material). Several disciplines with their specific methods can contribute to the evaluation of the effects on water quality. Landscape scenarios are useful to integrate different methods, to communicate the results and to highlight the need for action. This article describes such a landscape scenario by using the catchment of the River Havel as an example.
Mit der Neufassung der Eingriffsregelung im novellierten Bundesnaturschutzgesetz sind der Eingriffstatbestand erweitert und die Entscheidungsabfolge verändert worden, indem die Abwägung nunmehr erst hinter dem Ersatz angesiedelt ist. Wenngleich in der Theorie weiter ein Vorrang von Vermeidung und Ausgleich besteht, ist zu erwarten, dass diese Aspekte dadurch in der Praxis indirekt geschwächt werden. Hervorzuheben ist hingegen, dass Ersatzmaßnahmen nunmehr bundeseinheitlich definiert sind und dabei einen Bezug zu konkreten Beeinträchtigungen aufweisen müssen und dass der Gesetzgeber mit der neuen Stellung der Abwägung in der Entscheidungsabfolge ausdrücklich den Vorrang von realer Kompensation betont. Mögliche Folgen der Neuregelung werden anhand exemplarischer Handlungsfelder diskutiert: Dem Schutzgut Landschaftsbild, der Verbindung der Landschaftsplanung zur Eingriffsregelung, den Bezügen zur guten fachlichen Praxis in der Land- und Forstwirtschaft sowie Flächenpools und Ökokonten. Angesichts knapper Kassen ist die Gefahr, dass die Eingriffsregelung zum wesentlichen Finanzierungsinstrument für die Umsetzung von Naturschutzmaßnahmen wird, nicht von der Hand zu weisen. Handlungsbedarf besteht daher vor allem in der Ausarbeitung fachlicher Konventionen zur notwendigen "Gleichwertigkeit" von Ersatzmaßnahmen sowie zur Festlegung fachlicher Qualitätsprofile für Flächenpools.
Landscape planning is frequently mentioned in discussions on the implementation of the SEA Directive. However, one needs to bear in mind that SEA and landscape planning have different tasks: i.e., in the case of SEA dealing with the effects of a plan or programme on environmental factors and in the case of landscape planning a conceptual approach. This article looks at the substantial and procedural overlap of the two instruments. The main problem is the coincidence as regards space and time. One benefit to landscape planning would be a more frequent updates of the plans. However, a danger would be the overloading of landscape plans and a narrower scope. The author prefers a flexible combination of both instruments.
