Welche Auswirkungen wird die aufziehende Großmächtekonkurrenz also auf die regionale Sicherheitsordnung haben? Der Beitrag nähert sich dieser Frage über die regionalen Bedingungsfaktoren, die den Rahmen für jegliche Ingerenz extraregionaler Mächte bilden: Die regionalen Sicherheitskomplexe in Lateinamerika und der Karibik, einschließlich der Regionalorganisationen und Regionalmächte, sowie der Einflusssphären und Anreizsysteme der Großmächte. Am Ende wagt der Beitrag einen Ausblick auf die Entwicklung der lateinamerikanischen Sicherheitspolitik im Angesicht der Geopolitik der Großmächte. Die hier vorgestellte Kernthese wagt ein strukturelles und deshalb wenig alarmistisches Argument: Die Großmächtekonkurrenz wird die bestehende Fragmentierung der regionalen Sicherheitsordnung weiter vertiefen, doch wird die Region gleichzeitig nicht substanziell an Agency gegenüber den Großmächten verlieren. Der Schlüssel hierzu ist die außenpolitische Maxime der „gebundenen Äquidistanz“, die Dependenzen diversifiziert und damit nicht als Widerspruch, sondern als Positivsummenspiel versteht.
Während seines Aufenthalts 1803 in Mexiko machte von Humboldt die Bekanntschaft von Dupaix, einem spanischen Soldaten luxemburgischer Herkunft und Liebhaber präkolumbischer Altertümer. Die Entdeckung verschiedener Manuskripte Dupaix’ sowie die Untersuchung diverser Archive und persönlicher Aufzeichnungen des Freiherrn und von Dokumenten unterschiedlicher Institutionen beiderseits des Atlantiks erlauben es, den außergewöhnlichen Weg eines berühmten mexikanischen Objekts, der Chalchiuhtlicue, nachzuvollziehen, die der preußische Forschungsreisende 1810 als „aztekische Priesterin“ in seinem Buch Vues des cordillères … beschrieben hatte. Der vorliegende Beitrag versucht, die verschiedenen Besitzer und die Umstände nachzuzeichnen, welche die Wanderung dieser emblematischen prähispanischen Statuette von Mexiko-Stadt nach London fast ein halbes Jahrhundert lang begleitet haben.

Alexander von Humboldts Sicht auf indianische Kunst

Wurde uns ein neuer Star geboren? Die Begeisterung im globalen Süden, sofern katholisch, und besonders in Argentinien, die mit der Wahl von Jorge María Bergoglio zum Papst Franziskus verbunden war, scheint dies zu belegen. Diese Freude ließ die Probleme, die mit der Wahl dieses neuen Papstes sowohl in der katholischen Kirche als auch mit seiner „argentinischen Geschichte“ verbunden sind, in den Hintergrund, ja fast in Vergessenheit geraten.
Aufbauend auf neuen Zugängen zu der Ende der 1970er Jahren entstandenen Regulationstheorie, die die Strukturen und Prozesse kapitalistischer Funktionsweise mit Elementen von Akkumulationsregimen, Regulation und Krise erklärt, werden von der Autorin sowohl der klassische Zugang als auch dessen Adaptionen auf verschiedene andere sozialwissenschaftliche Theorieansätze - wie z. B. dem Neo-Gramscianismus - kritisch hinterfragt. Aus dem Blickwinkel der Entwicklungsforschung und unter Hinzuziehung verschiedener Beispiele gegenwärtiger gesellschaftlicher Transformationsprozesse und emanzipatorischer Experimente in Lateinamerika wird aufgezeigt, dass die Regulationstheorie nach wie vor eine wertvolle Analysegrundlage für den gegenwärtigen Kapitalismus darstellt, jedoch einer Schwerpunktverlagerung bedarf.
Für Stefan Zweig war Brasilien 1941 "ein Land der Zukunft". Die Realität sieht anders aus: Bis heute ist es ein Land der Gegensätze, geprägt vor allem durch jenen von Arm und Reich. Was Gini-Koeffizienten nüchtern in Zahlen ausdrücken, kann man in Metropolen mit hypermodernen Zentren und Favelas an Berghängen auf engstem Raum erleben. Vor allem die Verteilung von Land resultiert in Auseinandersetzungen. Experten analysieren im Thema die Lage eines Staates, der in seinen Widersprüchlichkeiten gefangen ist.
Weltweit brodelt es, Bürger gehen auf die Straße. In Chile will man sich die Ungerechtigkeiten des Bildungssystems nicht länger gefallen lassen. Nur wer zahlt, darf lernen – dagegen wehrt sich vor allem die Jugend mit aller Macht, auch mit der Macht der Neuen Medien. Öffentlichkeitswirksam werden die Proteste inszeniert. Wird die chilenische Regierung weiterhin mit Knüppeln auf Demonstranten einschlagen oder einlenken?
