Land cover change is a dynamic phenomenon driven by synergetic biophysical and socioeconomic effects. It involves massive transitions from natural to less natural habitats and thereby threatens ecosystems and the services they provide. To retain intact ecosystems and reduce land cover change to a minimum of natural transition processes, a dense network of protected areas has been established across Europe. However, even protected areas and in particular the zones around protected areas have been shown to undergo land cover changes. The aim of our study was to compare land cover changes in protected areas, non-protected areas, and 1 km buffer zones around protected areas and analyse their relationship to climatic and socioeconomic factors across Europe between 2000 and 2012 based on earth observation data. We investigated land cover flows describing major change processes: urbanisation, afforestation, deforestation, intensification of agriculture, extensification of agriculture, and formation of water bodies. Based on boosted regression trees, we modelled correlations between land cover flows and climatic and socioeconomic factors. The results show that land cover changes were most frequent in 1 km buffer zones around protected areas (3.0% of all buffer areas affected). Overall, land cover changes within protected areas were less frequent than outside, although they still amounted to 18,800 km2 (1.5% of all protected areas) from 2000 to 2012. In some parts of Europe, urbanisation and intensification of agriculture still accounted for up to 25% of land cover changes within protected areas. Modelling revealed meaningful relationships between land cover changes and a combination of influencing factors. Demographic factors (accessibility to cities and population density) were most important for coarse-scale patterns of land cover changes, whereas fine-scale patterns were most related to longitude (representing the general east/west economic gradient) and latitude (representing the north/south climatic gradient).

Die vorliegende Magisterarbeit beschäftigt sich mit der bemerkenswerten Renaissance des ›Geistes des Kapitalismus‹ als Kategorie sozialwissenschaftlicher Untersuchung. In ihrem Buch »Der neue Geist des Kapitalismus« greifen Luc Boltanski und Ève Chiapello bereits im Titel auf Max Webers religionssoziologische Schrift »Die Protestantischen Ethik und der Geist des Kapitalismus« zurück. Dieser zentralen Bezugnahme geht die vorliegende Arbeit mit Hilfe eines Konzeptionsvergleiches nach. Auf diese Weise werden die komplexen Beziehungen zu Weber, wie auch die Akzentuierung eines ›neuen‹ Geistes und damit einer spezifischen Differenz sichtbar. Über eine Rekonstruktion und kritische Betrachtung der zentralen Schlüsselbegriffe – Geist, Ideologie und Kapitalismus – und der beiden Theoriemodelle, werden wissenschaftsgeschichtliche und theoretische Hintergründe diskutiert. In der näheren Untersuchung zeigt sich, dass sich die ›Wiederbelebung‹ des kapitalistischen Geistes innerhalb von Boltanskis und Chiapellos Transformationsmodell als eine Erneuerung und Rekombination des Weberschen Instrumentariums in ein verändertes theoretisches Verständnis beschreiben lässt. Anknüpfungspunkte sind für die Autoren dabei auch seine herrschaftssoziologischen Überlegungen. Die These von einem neuen Geist ergibt sich hingegen aus einer Perspektive, die ideengeschichtlich Abstand nimmt von Webers Verständnis der Moderne als Rationalisierung.
All over Europe, cities and municipalities face new and numerous challenges to uphold their unique self-governing role in society. This intriguing reality underscores this volume’s ambition of brightening the future of local self-government. After further elaborating on this relevant background and the approach taken, the first chapter introduces three main dimensions of analysis. They are key to the volume’s subsequent parts on the essence of local government’s autonomy, its transformations in the light of digitalisation, marketisation and amalgamation and, finally, its changing intergovernmental relations concerning supervision and subnational policy-making. This volume covers eight countries, spread over Europe. And so, this introductory chapter ends with highlighting main features of the different local government systems involved.
20 Jahre sind mittlerweile vergangen seit die friedliche Protestbewegung zur Abdankung des alten Regimes der Deutschen Demokratischen Republik führte. Im darauf folgenden Jahre kam es zur Wiedervereinigung der beiden deutschen Staaten. Der anschließende Transformationsprozess ist aufgrund der besonderen Umstände in Deutschland einzigartig unter den ehemaligen sozialistischen Staaten Mittel- und Osteuropas. Der Schwerpunkt dieser Arbeit liegt in der Transformation des Verarbeitenden Gewerbes in den Bundesländern Berlin und Brandenburg. Mit der Wiedervereinigung der beiden deutschen Staaten veränderte sich die Situation für die Betriebe im ehemals sozialistischen Teil auf dramatische Weise. Die Auswirkungen werden anhand von Makro- und Mikrodaten analysiert. Untersuchungsgegenstände sind verschiedene ökonomische Indikatoren, wie Zahl von Betrieben und Arbeitsplätzen, Strukturen (nach Größe und Branchen), Umsätze (im In- und Ausland) sowie Investitionen. Der Vergleich von Brandenburg und Ostberlin mit Westberlin bietet dabei die Möglichkeit, Aufschluss über den erreichten Stand des Transformationsprozesses zu erhalten. Die Datenbasis dieser Arbeit besteht neben Angaben aus der Volkswirtschaftlichen Gesamtrechnung der Länder aus verschiedenen betriebsbasierten Erhebungen der amtlichen Statistik. Der Beobachtungszeitraum umfasst dabei die Jahre 1991 bis 2005. Zur Analyse von Betriebs- und Beschäftigungszahlen und ihrer Dynamik steht sogar eine Totalerhebung für die Jahre 1991 bis 2000 zur Verfügung. Ein besonderer Schwerpunkt dieser Arbeit ist die Rolle der Exporte für die betriebliche Entwicklung. Die deutsche Wirtschaftspolitik fördert Unternehmen bei ihrem Schritt auf ausländische Märkte, da man sich von Exporten eine Wachstumsstimulation erhofft. Damit eine solche Förderung auch langfristige positive Effekte entfalten kann, muss einerseits der Export positiven Einfluss auf das Produktivitätswachstum des betreffenden Betriebes haben, und andererseits muss das Exportverhalten eine gewisse Persistenz aufweisen. Beide Bedingungen werden innerhalb der Arbeit detailliert untersucht.
Subduction zones are regions of intense earthquake activity up to great depth. Sources are located inside the subducting lithosphere and, as a consequence, seismic radiation from subduction zone earthquakes is strongly affected by the interior slab structure. The wave field of these intraslab events observed in the forearc region is profoundly influenced by a seismically slow layer atop the slab surface. This several kilometer thick low-velocity channel (wave guide) causes the entrapment of seismic energy producing strong guided wave phases that appear in P onsets in certain regions of the forearc. Observations at the Chile-Peru subduction zone presented here, as well as observations at several other circum-pacific subduction zones show such signals. Guided wave analysis contributes details of immense value regarding the processes near the slab surface, such as layering of subducted lithosphere, source locations of intraslab seismicity and most of all, range and manner of mineralogical phase transitions. Seismological data stem from intermediate depth events (depth range 70 km - 300 km) recorded in northern Chile near 21 Grad S during the collaborative research initiative " Deformation Processes in the Andes" (SFB 267). A subset of stations - all located within a slab-parallel transect close to 69 Grad W - show low-frequency first arrivals (2 Hz), sometimes followed by a second high-frequency phase. We employ 2-dimensional finite-difference simulations of complete P-SV wave propagation to explore the parameter space of subduction zone wave guides and explain the observations. Key processes underlying the guided wave propagation are studied: Two distinct mechanisms of decoupling of trapped energy from the wave guide are analyzed - a prerequisite to observe the phases at stations located at large distances from the wave guide (up to 100 km). Variations of guided wave effects perpendicular to the strike of the subduction zone are investigated, such as the influence of phases traveling in the fast slab. Further, the merits and limits of guided wave analysis are assessed. Frequency spectra of the guided wave onsets prove to be a robust quantity that captures guided wave characteristics at subduction zones including higher mode excitation. They facilitate the inference of wave guide structure and source positioning: The peak frequency of the guided wave fundamental mode is associated with a certain combination of layer width and velocity contrast. The excitation strength of the guided wave fundamental mode and higher modes is associated with source position and orientation relative to the low-velocity layer. The guided wave signals at the Chile-Peru subduction zone are caused by energy that leaks from the subduction zone wave guide. On the one hand, the bend shape of the slab allows for leakage at a depth of 100 km. On the other, equalization of velocities between the wave guide and the host rocks causes further energy leakage at the contact zone between continental and oceanic crust (70 km depth). Guided waves bearing information on deep slab structure can therefore be recorded at specific regions in the forearc. These regions are determined based on slab geometry, and their locations coincide with the observations. A number of strong constraints on the structure of the Chile-Peru slab are inferred: The deep wave guide for intraslab events is formed by a layer of 2 km average width that remains seismically slow (7 percent velocity reduction compared to surrounding mantle). This low-velocity layer at the top of the Chile-Peru slab is imaged from a depth of 100 km down to at least 160 km. Intermediate depth events causing the observed phases are located inside the layer or directly beneath it in the slab mantle. The layer is interpreted as partially eclogized lower oceanic crust persisting to depth beyond the volcanic arc.
Coronitalization

Nach mehreren Jahren weltweiter Pandemie ist deutlich geworden, dass Corona Verwaltungshandeln in erheblichem Maße beeinflusst und bestimmt hat. Dieser Beitrag fasst die Forschung und empirischen Erkenntnisse zur Verwaltungsdigitalisierung während der Corona-Pandemie in Deutschland thematisch zusammen. Dabei wird untersucht, inwiefern die Kontaktbeschränkungen und Infektionsschutzmaßnahmen die Digitalisierungsvorhaben in der öffentlichen Verwaltung beeinflusst und vorangebracht haben. Insgesamt ist von einem Schub für die Digitalisierung durch die Corona-Pandemie auszugehen. Eine solche Coronitalization äußerte sich vor allem in verstärkten Investitionen in IKT und E-Services und der vermehrten Abkehr von analogen Prozessen sowie dem Einsatz flexibler Arbeitsmodelle, wie dem Homeoffice, unter Zuhilfenahme digitaler Infrastruktur.
Rund 20 Jahre nach dem Ende der Sowjetunion verharrt ein Großteil ländlich geprägter Regionen in der Russländischen Föderation in einer strukturellen Krise, die sich auf ökonomischer, sozialer und politischer Ebene niederschlägt. Auch wenn sich ländliche Räume als vermeintliche Verlierer der Transformation erwiesen haben, so sind sie doch vielfach in sich differenziert und zeigen verschiedenartige Problemlagen und Entwicklungspfade auf, die vom Umgang mit den Herausforderungen des Systemwechsels zeugen. Beispielhaft wird dies am Deutschen Nationalen Rayon Altai (DNR Altai) dargestellt, dessen Transformationsphase in der vorliegenden Arbeit rekonstruiert wird. Der DNR Altai stellt in vielerlei Hinsicht einen Sonderfall dar, da er als räumlicher Fixpunkt russlanddeutscher Entwicklungspolitik in die bundesdeutsche Förderkulisse eingebettet war. Mit dem allmählichen Rückzug der deutschen Förderinstitutionen stellt sich jedoch die Frage nach nachhaltigen Strukturen, Verstetigung von Projekten und der Zukunft russlanddeutscher Kultur im Altai.
