Das vorliegende Heft 16 der Reihe Studien zu Grund- und Menschenrechten enthält den Tagungsband zum Workshop „Mechanismen zur Folterverhütung im Vergleich“, welcher am 6. und 7. Oktober 2010 in Potsdam stattfand und die unterschiedlichen Mechanismen zur Folterprävention auf universeller, regionaler und nationaler Ebene beleuchtete.
Der Beitrag “Humboldteanisierung des Westens? Die Bedeutung der Reise Humboldts für Europa und Lateinamerika” behandelt der preußischen emprischen Universalgelehrten, in Übereinstimmung mit dem von Ottmar Ette entwickelten Konzept, als einen, wenn nicht den wichtigsten Begründer der westlichen Moderne. Im Gegensatz zu den bekannten Gründern der Moderne (Descartes, Kant, Buffon, Schiller, Hegel, Marx ... etc.) war Humboldt Empiriker und Globaldenker und er tat dies auf transkulturelle Weise, manchmal auch schon auf interkulturelle Weise; allerdings meist auf Basis der römisch-klassizistischen Denktradition und Ästhetik Europas. Der Beitrag arbeitet drei Wissenstypen Humboldts heraus und versucht zu zeigen, dass der Universalismus Humboldt wichtige interkulturelle Grundlagen in der Kommunikation mit amerikanischen Gelehrten und im amerikanischen Empirismus (“lokales Wissen”) hat. Die Bedeutung einer solchen Konzeption der Humboldt-Reise zeigt sich – in der Negierung – in den gegenwärtigen Debatten um Diasporas und “Race” im atlantischen Westen (“Black Atlantic”). Humboldt Kenntnisse der amerikanischen Sklavereien und seine absolute Verurteilung der Sklaverei ist dabei nicht präsent.
Im zweiten Teil zeigt der Beitrag mögliche Lesarten der Humboldt-Tagebücher, indem er “imaginäre Humboldt-Essays” konstruiert.
Viele der mittelost- und südosteuropäischen Länder haben mit der Migration ihrer Staatsbürger nach Westeuropa zu kämpfen und beklagen den brain drain ihrer jungen und gut ausgebildeten Generation. Dieses Buch widmet sich der Migration bulgarischer Staatsbürger nach Deutschland und analysiert die positiven sowie negativen Auswirkungen der Migration auf Bulgarien als Herkunftsland selbst. Es werden die Daten, Personengruppen und Ursachen der Migration unter Berücksichtigung der Push- und Pull-Faktoren beider Länder seit dem EU-Beitritt 2007, insbesondere seit der EU-Arbeitnehmerfreizügigkeit 2014, analysiert. Ferner steht die Frage im Vordergrund, wie der bulgarische Staat und die Zivilgesellschaft mit dem Phänomen der Massenmigration umgehen und was zusätzlich getan werden könnte, um die Migration gezielter zu steuern und so mehr Bulgaren für eine Zukunft in der Heimat zu begeistern.

Siebzehn Beiträge aus drei Schwerpunktbereichen der soziologischen und historischen Forschungen des polnischen Soziologen Andrzej Sakson, Direktor des Instytut Zachodni in Posen, sind in diesem zehnten PTB zusammengefasst: zu deutsch-polnischen Beziehungen, zu den Minderheiten in Polen und Deutschland sowie zur Migration in Europas Geschichte und Gegenwart. Der Band bietet zugleich einen spannenden Einblick in das zeitgenössische Denken eines der führenden Soziologen Polens.
Classical methods to analyze the surface composition of atmosphereless planetary objects from an orbiter are IR and gamma ray spectroscopy and neutron backscatter measurements. The idea to analyze surface properties with an in-situ instrument has been proposed by Johnson et al. (1998). There, it was suggested to analyze Europa's thin atmosphere with an ion and neutral gas spectrometer. Since the atmospheric components are released by sputtering of the moon's surface, they provide a link to surface composition. Here we present an improved, complementary method to analyze rocky or icy dust particles as samples of planetary objects from which they were ejected. Such particles, generated by the ambient meteoroid bombardment that erodes the surface, are naturally present on all atmosphereless moons and planets. The planetary bodies are enshrouded in clouds of ballistic dust particles, which are characteristic samples of their surfaces. In situ mass spectroscopic analysis of these dust particles impacting onto a detector of an orbiting spacecraft reveals their composition. Recent instrumental developments and tests allow the chemical characterization of ice and dust particles encountered at speeds as low as 1 km/s and an accurate reconstruction of their trajectories. Depending on the sampling altitude, a dust trajectory sensor can trace back the origin of each analyzed grain with about 10 km accuracy at the surface. Since the detection rates are of the order of thousand per orbit, a spatially resolved mapping of the surface composition can be achieved. Certain bodies (e.g., Europa) with particularly dense dust clouds, could provide impact statistics that allow for compositional mapping even on single flybys. Dust impact velocities are in general sufficiently high at orbiters about planetary objects with a radius > 1000 km and with only a thin or no atmosphere. In this work we focus on the scientific benefit of a dust spectrometer on a spacecraft orbiting Earth's Moon as well as Jupiter's Galilean satellites. This 'dust spectrometer' approach provides key chemical and isotopic constraints for varying provinces or geological formations on the surfaces, leading to better understanding of the body's geological evolution.
Already at the beginning of the fifties on the initiative of Italy, negotiations began between the Italian and German governments for the recruitment of migrant-workers, which ended in 1955 with a bilateral agreement between the two countries. Through this recruitment policy and because of the labour-market (Industry and Building) the Italian migration was composed prevalently of men. Female immigration happened in the setting of family reunification and less as an independent movement project. After years of stagnation of italian emigration in the eighties it may also be noted that, since the early nineties, there has been a revival of immigration to Germany. This and modernisation processes in Italy changed the gender composition of the Italian immigration flow to Germany: the distance between male and female immigration is decreasing. A peculiarity of the Italians in Germany is the low occupational participation of women in comparison with other women from EU countries. However, we could observe regional differences, which depend on the migration typologies and the dominating economic structure in the areas. The paper will analyse this different aspects (immigration-processes, migrant-typologies and labour-market participation) by female Italian migrants.
The energy sector is both affected by climate change and a key sector for climate protection measures. Energy security is the backbone of our modern society and guarantees the functioning of most critical infrastructure. Thus, decision makers and energy suppliers of different countries should be familiar with the factors that increase or decrease the susceptibility of their electricity sector to climate change. Susceptibility means socioeconomic and structural characteristics of the electricity sector that affect the demand for and supply of electricity under climate change. Moreover, the relevant stakeholders are supposed to know whether the given national energy and climate targets are feasible and what needs to be done in order to meet these targets. In this regard, a focus should be on the residential building sector as it is one of the largest energy consumers and therefore emitters of anthropogenic CO 2 worldwide.
This dissertation addresses the first aspect, namely the susceptibility of the electricity sector, by developing a ranked index which allows for quantitative comparison of the electricity sector susceptibility of 21 European countries based on 14 influencing factors. Such a ranking has not been completed to date. We applied a sensitivity analysis to test the relative effect of each influencing factor on the susceptibility index ranking. We also discuss reasons for the ranking position and thus the susceptibility of selected countries. The second objective, namely the impact of climate change on the energy demand of buildings, is tackled by means of a new model with which the heating and cooling energy demand of residential buildings can be estimated. We exemplarily applied the model to Germany and the Netherlands. It considers projections of future changes in population, climate and the insulation standards of buildings, whereas most of the existing studies only take into account fewer than three different factors that influence the future energy demand of buildings. Furthermore, we developed a comprehensive retrofitting algorithm with which the total residential building stock can be modeled for the first time for each year in the past and future.
The study confirms that there is no correlation between the geographical location of a country and its position in the electricity sector susceptibility ranking. Moreover, we found no pronounced pattern of susceptibility influencing factors between countries that ranked higher or lower in the index. We illustrate that Luxembourg, Greece, Slovakia and Italy are the countries with the highest electricity sector susceptibility. The electricity sectors of Norway, the Czech Republic, Portugal and Denmark were found to be least susceptible to climate change. Knowledge about the most important factors for the poor and good ranking positions of these countries is crucial for finding adequate adaptation measures to reduce the susceptibility of the electricity sector. Therefore, these factors are described within this study.
We show that the heating energy demand of residential buildings will strongly decrease in both Germany and the Netherlands in the future. The analysis for the Netherlands focused on the regional level and a finer temporal resolution which revealed strong variations in the future heating energy demand changes by province and by month. In the German study, we additionally investigated the future cooling energy demand and could demonstrate that it will only slightly increase up to the middle of this century. Thus, increases in the cooling energy demand are not expected to offset reductions in heating energy demand. The main factor for substantial heating energy demand reductions is the retrofitting of buildings. We are the first to show that the given German and Dutch energy and climate targets in the building sector can only be met if the annual retrofitting rates are substantially increased. The current rate of only about 1 % of the total building stock per year is insufficient for reaching a nearly zero-energy demand of all residential buildings by the middle of this century. To reach this target, it would need to be at least tripled. To sum up, this thesis emphasizes that country-specific characteristics are decisive for the electricity sector susceptibility of European countries. It also shows for different scenarios how much energy is needed in the future to heat and cool residential buildings. With this information, existing climate mitigation and adaptation measures can be justified or new actions encouraged.
