Die 2016 verabschiedeten Sustainable Development Goals (SDGs) der Vereinten Nationen sind Referenzrahmen von Nachhaltigkeitsstrategien auf Bundes- Landes- und kommunaler Ebene geworden. Städte rückten im Zuge der Agenda 2030 in den Mittelpunkt. Ihre Verwaltungen befinden sich dabei in einem herausfordernden Spannungsfeld: Einerseits haben die SDGs den holistischen Anspruch, vollständig in das Handeln der Kommunen integriert zu werden. Andererseits ist für eine effektive Umsetzung eine starke Anpassung der SDGs an den lokalen Kontext notwendig. Die vorliegende Arbeit betrachtet anhand einer Fallstudie die Frage, wie Kommunen die Nachhaltigkeitsziele der Vereinten Nationen in ihre Handlungsprogramme und Nachhaltigkeitsstrategien übersetzen, und welche Faktoren Einfluss auf diesen Prozess haben. Dabei wird ein translationstheoretischer Ansatz verwendet, der die Übertragung einer Idee in einen lokalen Kontext als aktiven Transfer versteht, bei dem das Handeln der beteiligten Akteure und deren Konstruktion der aufzunehmenden Idee im Fokus steht. Die Translation wird mit Hilfe von qualitativen Interviews nachvollzogen und analysiert. Die Ergebnisse zeigen, dass die SDGs zwar anhand ihrer Relevanz für die Kommune gefiltert werden, der normative Anspruch der SDGs aber erhalten bleibt und angesichts des als gering beurteilten Fortschritts der Kommune besonderes Gewicht erhält. Zentrale Einflussfaktoren für die Translation sind die verfügbaren personellen und finanziellen Ressourcen, die Akzeptanz für die SDGs in Verwaltung, Politik und Gesellschaft und nicht zuletzt das persönliche Engagement einzelner Verwaltungsmitarbeiter*innen.
Depuis les débuts de l’ère spatiale à la seconde moitié du XXème siècle, la France et l’Allemagne ont contribué à l’émergence d’une industrie spatiale européenne dont ils sont les deux principaux acteurs et les principaux partenaires. L’agence spatiale européenne, en s’appuyant sur cette industrie duale, à la fois civile et militaire, a donné une place importante à l’Europe sur la scène mondiale. La création de pôles de compétitivité au tournant du XXIème siècle a contribué à soutenir l’innovation dans un secteur bousculé par l’arrivée de nouveaux acteurs internationaux. Ces pôles se sont imposés dans le paysage économique du secteur en créant des organisations où cohabitent et collaborent des acteurs privés et publics allant de la recherche à la mise en oeuvre des technologies développées. A la multiplicité des politiques de soutien à l’innovation en France et en Allemagne s’ajoutent désormais les objectifs européens définis par la Commission Européenne. Les pôles de compétitivité ne sont pas identifiés comme des instruments privilégiés de la politique spatiale européenne pas plus que dans les projets de coopération franco-allemands des dernières années. La capacité d’action locale de ces organisations n’est pas adaptée aux enjeux économiques à dimension européenne qui prévalent aujourd’hui et ne leur permet pas de s’intégrer efficacement dans l’industrie spatiale moderne.
The Role of Bargaining Power

Neoclassical theory omits the role of bargaining power in the determination of wages. As a result, the importance of changes in the bargaining position for the development of income shares in the last decades is underestimated. This paper presents a theoretical argument why collective bargaining power is a main determinant of workers’ share of income and how its decline contributed to the severe changes in the distribution of income since the 1980s. In order to confirm this hypothesis, a panel data regression analysis is performed that suggests that unions significantly influence the distribution of income in developed countries.
This study investigates the reform of the public budgeting and accounting system (Doppik) in Brandenburg. On the one hand, this thesis aims to identify the key variables shaping employees’ commitment to change and, on the other hand, to examine the extent employees’ commitment to change influences the implementation process of the reform. The results of this study show that the commitment of civil servants towards the Doppik is primarily determined by the content, but also by the context of the reform. Moreover, it is revealed for the case of Brandenburg that civil servants’ affective commitment to change has a significant positive influence on the perceived success of the reform implementation. The results of the study are not only of high scientific importance, but also of practical relevance. The recommendations developed in this study offer grounded guidelines on how to successfully implement the Doppik on local level in Brandenburg.
Die fortschreitende Diffusion von E-Government ist ein Phänomen, dem in der internationa-len Forschungsliteratur bereits viel Aufmerksamkeit zu Teil wurde. Erstaunlich wenige Studien widmen sich bislang jedoch dezidiert dem Faktor Interdependenz, der eigentlichen Ursache von Diffusionsprozessen. In dieser Arbeit werden Interdependenzbeziehungen anhand dreier spezifischer Mechanismen der Diffusion, namentlich „Nachahmung“, „Wettbewerb“ und „Lernen“, untersucht. Auf Basis einer empirischen Analyse mit Daten zur Einführung von E-Government-Komponenten in 183 deutschen Städten über den Zeitraum von 1995 bis 2014 konnte ein Einfluss der Mechanismen „Nachahmung“ und „Lernen“ auf das Innovationsverhalten von Kommunen festgestellt werden. Für das Vorliegen von Wettbe-werbsdynamiken ließen sich demgegenüber keine Anhaltspunkte finden. Für zukünftige Forschungen zur Diffusion von Innovationen wird angeregt, verstärkt an die mechanismen- und prozessbasierte Perspektive von Diffusion als theoretischem Rahmenkonzept anzuknüpfen.
Bolivia is one of the poorest countries in Latin America. This study analyzes whether rural poverty increases the incidence of food insecurity and whether food insecurity perpetuates the condition of poverty among the rural poor in Bolivia. In order to achieve this aim, the risks that households face and the capacity of households to implement coping strategies in order to mitigate vulnerability shocks are identified. We suggest that efforts by households to become food secure may be difficult in rural areas because of poverty and the vulnerability associated with a lack of physical assets, low levels of human capital, poor infrastructure, and poor health; as well as the precarious regional environment aggravating the severity of vulnerability to food insecurity.
In der vorliegenden Diplomarbeit wird untersucht welche Wirkungen der Industriegüterhandel auf die Beschäftigung im Verarbeitenden Gewerbe Indiens hat. Dazu werden die Implikationen der handelstheoretischen Modelle der Neoklassik, der Neuen sowie der Neu-Neuen Handelstheorie abgeleitet und erörtert. Es schließt sich eine empirische Analyse an, die sich an Jenkins und Sen (2006) orientiert. Dabei werden zunächst der Faktorgehalt sowie die Handelsstruktur analysiert. Um die Beschäftigungseffekte zu quantifizieren, erfolgt eine Zerlegung des Beschäftigungswachstums. Es wird auch untersucht, inwiefern die handelsinduzierte Wettbewerbsintensivierung zu einem effizienteren Arbeitseinsatz geführt hat. Die Ergebnisse zeigen, dass die handelsinduzierten Beschäftigungseffekte im Beobachtungszeitraum zwar positiv, aber vergleichsweise gering ausgefallen sind. Gleichzeitig wirkt sich die Entwicklung der Handelsstruktur zunehmend negativ auf das potentielle Beschäftigungswachstum aus, sodass auf Basis der hier gewonnenen Erkenntnisse nicht davon auszugehen ist, dass zukünftige Handelsflüsse einen signifikanten Beitrag zur Schaffung neuer Beschäftigungsmöglichkeiten leisten können.
Governments at central and sub-national levels are increasingly pursuing participatory mechanisms in a bid to improve governance and service delivery. This has been largely in the context of decentralization reforms in which central governments transfer (share) political, administrative, fiscal and economic powers and functions to sub-national units. Despite the great international support and advocacy for participatory governance where citizen’s voice plays a key role in decision making of decentralized service delivery, there is a notable dearth of empirical evidence as to the effect of such participation. This is the question this study sought to answer based on a case study of direct citizen participation in Local Authorities (LAs) in Kenya. This is as formally provided for by the Local Authority Service Delivery Action Plan (LASDAP) framework that was established to ensure citizens play a central role in planning and budgeting, implementation and monitoring of locally identified services towards improving livelihoods and reducing poverty. Influence of participation was assessed in terms of how it affected five key determinants of effective service delivery namely: efficient allocation of resources; equity in service delivery; accountability and reduction of corruption; quality of services; and, cost recovery. It finds that the participation of citizens is minimal and the resulting influence on the decentralized service delivery negligible. It concludes that despite the dismal performance of citizen participation, LASDAP has played a key role towards institutionalizing citizen participation that future structures will build on. It recommends that an effective framework of citizen participation should be one that is not directly linked to politicians; one that is founded on a legal framework and where citizens have a legal recourse opportunity; and, one that obliges LA officials both to implement what citizen’s proposals which meet the set criteria as well as to account for their actions in the management of public resources.
Das Konzept der dynamischen Fähigkeiten, das der Forschung zur Privatwirtschaft entspringt, stellt die Frage wie Unternehmen um ihre Ressourcen optimal nutzen zu können, Fähigkeiten entwickeln, durch die sie in der Lage sind, sich stetig zu verbessern. Da sich auch im öffentlichen Sektor die Frage nach einer verbesserten Nutzung und Einsetzung der zur Verfügung stehenden Potentiale stellt, ist es Ziel dieser Arbeit das Konzept der dynamischen Fähigkeiten auf den öffentlichen Sektor und hierein den Untersuchungsgegenstand Museum anzuwenden. Somit werden mithilfe der Durchführung einer explorativen Fallstudie dynamische Fähigkeiten und deren Parameter untersucht und identifiziert. Hierzu wird zuerst das der Arbeit zugrundeliegende theoretische Verständnis des Konzepts dargelegt um darauf aufbauend anhand narrativer Interviews mit Mitarbeitern des Jüdischen Museums Berlin im empirischen Teil der Arbeit das Konstrukt auf den Untersuchungsgegenstand anzuwenden. Durch den somit erlangten detaillierten Einblick können dynamische Fähigkeiten und Faktoren, die sich auf diese auswirken, identifiziert werden.
Das Personalmanagement in der öffentlichen Verwaltung steht in Zeiten von Haushaltskürzungen und demographischem Wandel vor der Herausforderung, den gestiegenen Erwartungen an Effizienz und Effektivität mit zunehmend älteren Belegschaften zu begegnen. Als ein wesentlicher Stellhebel für den Erhalt bzw. die Steigerung der Arbeitsfähigkeit der Mitarbeiter gilt in der wissenschaftlichen Debatte die Qualität des Führungsverhaltens der Führungskräfte. Im Fokus dieser Arbeit steht das Konzept altersspezifischer Führung, das sich an den individuellen, altersspezifischen Bedürfnissen des einzelnen Mitarbeiters orientiert. Es wird mittels einer standardisierten Befragung von Führungskräften und deren Mitarbeitern in einer Dienststelle der Bundesagentur für Arbeit untersucht, ob die Ausprägung altersspezifischer Führung Einfluss auf die Qualität der dyadischen Arbeitsbeziehung von Führungskraft und Mitarbeiter (LMX-Qualität) hat. Dafür wird zunächst überprüft, wie altersspezifisch die befragten Führungskräfte führen, und welche Faktoren darauf Einfluss nehmen. Im Ergebnis der Untersuchung zeigt sich, dass ein hochsignifikanter Zusammenhang zwischen altersspezifischer Führung und der LMX-Qualität besteht. Daneben stellt sich heraus, dass die befragten Führungskräfte überwiegend altersspezifisches Führungsverhalten aufweisen, wobei jedoch zu berücksichtigen ist, dass die Ergebnisse auch durch organisationale Vorgaben beeinflusst werden, die den Handlungsspielraum der Führungskräfte begrenzen. Auch wurde für die untersuchte Stichprobe festgestellt, dass Alter und Führungserfahrung die Ausprägung altersspezifischen Führungsverhaltens beeinflussen, während sich für das Geschlecht sowie eine vorurteilsfreie Wahrnehmung älterer Mitarbeiter kein Zusammenhang gezeigt hat.
