Online learning environments, such as Massive Open Online Courses (MOOCs), often rely on videos as a major component to convey knowledge. However, these videos exclude potential participants who do not understand the lecturer’s language, regardless of whether that is due to language unfamiliarity or aural handicaps. Subtitles and/or interactive transcripts solve this issue, ease navigation based on the content, and enable indexing and retrieval by search engines. Although there are several automated speech-to-text converters and translation tools, their quality varies and the process of integrating them can be quite tedious. Thus, in practice, many videos on MOOC platforms only receive subtitles after the course is already finished (if at all) due to a lack of resources. This work describes an approach to tackle this issue by providing a dedicated tool, which is closing this gap between MOOC platforms and transcription and translation tools and offering a simple workflow that can easily be handled by users with a less technical background. The proposed method is designed and evaluated by qualitative interviews with three major MOOC providers.
In this paper, we take a closer look at the development of Massive Open Online Courses (MOOC) in Norway. We want to contribute to nuancing the image of a sound and sustainable policy for flexible and lifelong learning at national and institutional levels and point to some critical areas of improvement in higher education institutions (HEI). 10 semistructured qualitative interviews were carried out in the autumn 2020 at ten different HE institutions across Norway. The informants were strategically selected among employees involved in MOOC-technology, MOOCproduction and MOOC-support over a period of time stretching from 2010–2020. A main finding is that academics engaged in MOOCs find that their entrepreneurial ideas and results, to a large extent, are overlooked at higher institutional levels, and that progress is frustratingly slow. So far, there seems to be little common understanding of the MOOC-concept and the disruptive and transformative effect that MOOC-technology may have at HEIs. At national levels, digital strategies, funding and digital infrastructure are mainly provided in governmental silos. We suggest that governmental bodies and institutional stake holders pay more attention to entrepreneurial MOOC-initiatives to develop sustainability in flexible and lifelong learning in HEIs. This involves connecting the generous funding of digital projects to the provision of a national portal and platform for Open Access to education. To facilitate sustainable lifelong learning in and across HEIs, more quality control to enhance the legitimacy of MOOC certificates and micro-credentials is also a necessary measure.
Developing highly skilled researchers is essential to accelerate the economic progress of developing countries such as Cambodia in South East Asia. While there is continuing research investigating Cambodia’s potential to cultivate such a workforce, the circumstances of undergraduate students in public provincial universities do not receive ample attention. This is crucial as numerous multinational corporations are participating via foreign direct investments in special economic zones at the border provinces and need talented human resources in Cambodia as well as in neighboring Southeast Asian countries such as Thailand and Vietnam. Student’s research capability growth starts with one’s belief in their capacity to use the necessary information tools and their potential to succeed in research. In this research paper, we look at how such beliefs, specifically research self-efficacy and information literacy, can be developed through a short-term intervention that uses MOOCs and assess their long-term effects. Our previous research has shown that short-term training intervention has immediate positive effects on the undergraduate students’ self-efficacies in Cambodian public provincial universities. In this paper, we present the follow-up study results conducted sixteen months after the said short-term training intervention. Results reveal that from follow-up evaluations that while student’s self-efficacies were significantly higher than before the short-term intervention was completed, they were lower than immediately after the intervention. Thus, while perfunctory interventions such as merely introducing the students to MOOCs and other relevant research tools over as little as three weeks can have significant positive effects, efforts must be made to sustain the benefits gained. This implication is essential to developing countries such as Cambodia that need low-cost solutions with immediate positive results in developing human resources to conduct research, particularly in areas far from more developed capital cities.
If taking a flipped learning approach, MOOC content can be used for online pre-class instruction. After which students can put the knowledge they gained from the MOOC into practice either synchronously or asynchronously. This study examined one such, asynchronous, course in teacher education. The course ran with 40 students over 13 weeks from February to May 2020. A case study approach was followed using mixed methods to assess the efficacy of the course. Quantitative data was gathered on achievement of learning outcomes, online engagement, and satisfaction. Qualitative data was gathered via student interviews from which a thematic analysis was undertaken. From a combined analysis of the data, three themes emerged as pertinent to course efficacy: quality and quantity of communication and collaboration; suitability of the MOOC; and significance for career development.
The COVID-19 pandemic has accelerated the pace of digital transformation, which has forced people to quickly adapt to working and collaborating online. Learning in digital environments has without a doubt gained increased significance during this rather unique time and, therefore, Massive Open Online Courses (MOOCs) have more potential to attract a wider target audience. This has also brought about more possibilities for global collaboration among learners as learning is not limited to physical spaces. Despite the wide interest in MOOCs, there is a need for further research on the global collaboration potential they offer. The aim of this paper is to adopt an action research approach to study how a hybrid MOOC design enables learners’ global collaboration. During the years 2019–2020 together with an international consortium called Corship (Corporate Edupreneurship) we jointly designed, created and implemented a hybrid model MOOC, called the “Co-innovation Journey for Startups and Corporates”. It was targeted towards startup entrepreneurs, corporate representatives and higher education students and it was funded by the EU. The MOOC started with 2,438 enrolled learners and the completion rate for the first four weeks was 29.7%. Out of these 208 learners enrolled for the last two weeks, which in turn had a completion rate of 58%. These figures were clearly above the general average for MOOCs. According to our findings, we argue that a hybrid MOOC design may foster global collaboration within a learning community even beyond the course boundaries. The course included four weeks of independent learning, an xMOOC part, and two weeks of collaborative learning, a cMOOC part. The xMOOC part supported learners in creating a shared knowledge base, which enhanced the collaborative learning when entering the cMOOC part of the course.
The goal of this paper is to study the demand factors driving enrollment in massive open online courses. Using course level data from a French MOOC platform, we study the course, teacher and institution related characteristics that influence the enrollment decision of students, in a setting where enrollment is open to all students without administrative barriers. Coverage from social and traditional media done around the course is a key driver. In addition, the language of instruction and the (estimated) amount of work needed to complete the course also have a significant impact. The data also suggests that the presence of same-side externalities is limited. Finally, preferences of national and of international students tend to differ on several dimensions.
This paper examines the attempts of implement-ing components of the concept called Civiliza-tional Hexagon as a pathway to civilizing conflict in the Sub-Saharan Africa in the post-Cold War period. Despite significant decline in the violent conflict and substantial progress socio-economic aspects in the period, most states in the region have been facing challenges in their way to civilize conflict related to absence of inclusive political system, weak state unable to monopolize the use of violence in its territory, and social injustice. On the other hand, states like Botswana and Mauritius managed to civilize conflict through significant improvement in democratic consolidation. Besides their relative success in implementing six elements, these states enabled to integrate traditional institutions with modern state apparatus that helped them to fill the gap created as result of exogenous state formation process and the resulting unfinished nation-building project. Additionally, traditional institutions contributed to managing diversity.
Crochet is a popular handcraft all over the world. While other techniques such as knitting or weaving have received technical support over the years through machines, crochet is still a purely manual craft. Not just the act of crochet itself is manual but also the process of creating instructions for new crochet patterns, which is barely supported by domain specific digital solutions. This leads to unstructured and often also ambiguous and erroneous pattern instructions. In this report, we propose a concept to digitally represent crochet patterns. This format incorporates crochet techniques which allows domain specific support for crochet pattern designers during the pattern creation and instruction writing process. As contributions, we present a thorough domain analysis, the concept of a graph structure used as domain specific language to specify crochet patterns and a prototype of a projectional editor using the graph as representation format of patterns and a diagramming system to visualize them in 2D and 3D. By analyzing the domain, we learned about crochet techniques and pain points of designers in their pattern creation workflow. These insights are the basis on which we defined the pattern representation. In order to evaluate our concept, we built a prototype by which the feasibility of the concept is shown and we tested the software with professional crochet designers who approved of the concept.
Information technology and digital solutions as enablers in the tourism sector require continuous development of skills, as digital transformation is characterized by fast change, complexity and uncertainty. This research investigates how a cMOOC concept could support the tourism industry. A consortium of three universities, a tourism association, and a tourist attraction investigates online learning needs and habits of tourism industry stakeholders in the field of digitalization in a cross-border study in the Baltic Sea region. The multi-national survey (n = 244) reveals a high interest in participating in an online learning community, with two-thirds of respondents seeing opportunities to contributing to such community apart from consuming knowledge. The paper demonstrates preferred ways of learning, motivational and hampering aspects as well as types of possible contributions.
Geochemical processes such as mineral dissolution and precipitation alter the microstructure of rocks, and thereby affect their hydraulic and mechanical behaviour. Quantifying these property changes and considering them in reservoir simulations is essential for a sustainable utilisation of the geological subsurface. Due to the lack of alternatives, analytical methods and empirical relations are currently applied to estimate evolving hydraulic and mechanical rock properties associated with chemical reactions. However, the predictive capabilities of analytical approaches remain limited, since they assume idealised microstructures, and thus are not able to reflect property evolution for dynamic processes. Hence, aim of the present thesis is to improve the prediction of permeability and stiffness changes resulting from pore space alterations of reservoir sandstones.
A detailed representation of rock microstructure, including the morphology and connectivity of pores, is essential to accurately determine physical rock properties. For that purpose, three-dimensional pore-scale models of typical reservoir sandstones, obtained from highly resolved micro-computed tomography (micro-CT), are used to numerically calculate permeability and stiffness. In order to adequately depict characteristic distributions of secondary minerals, the virtual samples are systematically altered and resulting trends among the geometric, hydraulic, and mechanical rock properties are quantified. It is demonstrated that the geochemical reaction regime controls the location of mineral precipitation within the pore space, and thereby crucially affects the permeability evolution. This emphasises the requirement of determining distinctive porosity-permeability relationships
by means of digital pore-scale models. By contrast, a substantial impact of spatial alterations patterns on the stiffness evolution of reservoir sandstones are only observed in case of certain microstructures, such as highly porous granular rocks or sandstones comprising framework-supporting cementations. In order to construct synthetic granular samples a process-based approach is proposed including grain deposition and diagenetic cementation. It is demonstrated that the generated samples reliably represent the microstructural complexity of natural sandstones. Thereby, general limitations of imaging techniques can be overcome and various realisations of granular rocks can be flexibly produced. These can be further altered by virtual experiments, offering a fast and cost-effective way to examine the impact of precipitation, dissolution or fracturing on various petrophysical correlations.
The presented research work provides methodological principles to quantify trends in permeability and stiffness resulting from geochemical processes. The calculated physical property relations are directly linked to pore-scale alterations, and thus have a higher accuracy than commonly applied analytical approaches. This will considerably improve the predictive capabilities of reservoir models, and is further relevant to assess and reduce potential risks, such as productivity or injectivity losses as well as reservoir compaction or fault reactivation. Hence, the proposed method is of paramount importance for a wide range of natural and engineered subsurface applications, including geothermal energy systems, hydrocarbon reservoirs, CO2 and energy storage as well as hydrothermal deposit exploration.
Der Verfasser beschäftigt sich mit der Frage des Glaubensübertritts in einem Asylverfahren. Dabei nimmt er Zeitpunkt, Art und Umstände des Religionswechsels in den Blick. Ferner untersucht er, wie die sogenannte Konversion von den zuständigen Behörden und Gerichten zu behandeln und zu bewerten ist. Einführend gibt er einen Überblick zum völkerrechtlichen Schutz der Religions- und Weltanschauungsfreiheit sowie typischen Gefährdungslagen. Überdies befasst er sich mit den Rechtsgrundlagen des Asyl- und Flüchtlingsschutzrechts und stellt Verbindungen zum Flucht- und Verfolgungsgrund der Religion her.
Schwerpunkt bildet die Untersuchung der Verfahrensstadien, in denen die Konversion relevant wird. Dabei berücksichtigt der Verfasser die nationale und europäische Rechtsprechung. Von besonderer Bedeutung sind die Ausführungen zum Zusammenspiel von staatlichen Ermittlungspflichten und Mitwirkungsgeboten von Asylantragstellenden, wobei den Besonderheiten des grund- und menschenrechtlichen Mehrebenensystems Rechnung getragen wird.
Zentral sind ferner die Ausführungen zum Umgang mit Taufurkunden und sonstigen Bescheinigungen über die religiöse Überzeugung. Besonderes Gewicht liegt auf der verfassungsrechtlichen Stellung der Religionsgemeinschaften und der Frage, ob die Entscheidung einer Religionsgemeinschaft, ein neues Mitglied aufzunehmen, die Behörde im Asylverfahren bindet. Diesem Problem widmet sich der Verfasser unter Heranziehung der relevanten Literaturstimmen und einschlägigen Rechtsprechung.
Der rechtswissenschaftliche Beitrag bietet den beteiligten Akteuren nicht nur eine Einführung in das Themengebiet des Glaubensübertritts im Asylverfahren, sondern gibt den Lesenden auch eine praxistaugliche Handlungsunterstützung rund um die wichtigsten Fragen einer Konversion im Asylverfahren an die Hand. Praktische Bezüge entstehen beispielsweise dadurch, dass wichtige Impulse und Empfehlungen für eine gleichermaßen moderne, rechtsstaatliche und grundrechtsorientierte Verfahrensführung entwickelt werden.

From June 22 to June 24, 2021, Hasso Plattner Institute, Potsdam, hosted the seventh European MOOC Stakeholder Summit (EMOOCs 2021) together with the eighth ACM Learning@Scale Conference.
Due to the COVID-19 situation, the conference was held fully online.
The boost in digital education worldwide as a result of the pandemic was also one of the main topics of this year’s EMOOCs. All institutions of learning have been forced to transform and redesign their educational methods, moving from traditional models to hybrid or completely online models at scale. The learnings, derived from practical experience and research, have been explored in EMOOCs 2021 in six tracks and additional workshops, covering various aspects of this field. In this publication, we present papers from the conference’s Experience Track, the Policy Track, the Business Track, the International Track, and the Workshops.

Im Projekt „Forschungsdatenmanagement in Brandenburg (FDM-BB)“ wurden grundlegende Erkenntnisse bezüglich der Anforderungen und des Status Quo im Bereich Forschungsdatenmanagement (FDM) an den acht brandenburgischen Hochschulen generiert mit dem Ziel, daraus konkrete Handlungs- und Implementierungsempfehlungen für Brandenburg abzuleiten.
Mit Hilfe von spezifischen Umfragen (FactSheets, FDM-Palette) an den Hochschulen und Interviews mit den anderen geförderten FDM-Bundeslandinitiativen konnte eine Priorisierung der nächsten Schritte auf dem Weg hin zu einem institutionellen und nachhaltigen Forschungsdatenmanagement identifiziert werden, die jeweils in den Verantwortungsbereichen der folgenden drei Akteursgruppen liegen: Ministerium für Wirtschaft, Forschung und Kultur in Brandenburg (MWFK), die einzelne Hochschule und für gemeinsame Maßnahmen die kooperative Umsetzung durch (fast) alle Hochschulen.
Zusätzlich wurden Implementierungsempfehlungen erarbeitet, wie der lokale Kompetenzaufbau an den einzelnen Hochschulen in Brandenburg, die kooperative Bereitstellung landesweit relevanter IT-Dienste und Dienstleistungen sowie die Koordinierung FDM-BB.
Ziel ist auch, für Brandenburg gemeinsam eine Forschungsdatenstrategie zu formulieren, die alle brandenburgischen Einrichtungen einbezieht und mit Hilfe von kooperativ verteilten Verantwortlichkeiten dem (noch) sehr dynamischen Thema Forschungsdatenmanagement gerecht werden kann.

Mit 52 Texten versammelt diese Dokumentation sämtliche uns heute bekannten Rezensionen zu Theodor Fontanes „Der Krieg gegen Frankreich 1870–1871“, das in zwei Bänden, bestehend aus insgesamt vier Halbbänden, zwischen März 1873 und September 1876 im Verlag der Königlichen Geheimen Ober-Hofbuchdruckerei (R. v. Decker) erschien. Der Text der Rezensionen wird jeweils nach dem Erstdruck in Zeitungen oder Zeitschriften zeichengetreu konstituiert. Damit wird der Forschung zu Fontanes Darstellung über den Deutsch-Französischen Krieg erstmals eine wichtige rezeptionsgeschichtliche Materialgruppe als Ausgabe zur Verfügung gestellt.
Das 14. Herbsttreffen Patholinguistik mit dem Schwerpunktthema »Klick für Klick: Schritte in der digitalen Sprachtherapie« fand am 14.11.2020 als Online-Veranstaltung statt. Das Herbsttreffen wird seit 2007 jährlich vom Verband für Patholinguistik e.V. (vpl) in Kooperation mit dem Deutschen Bundesverband für akademische Sprachtherapie und Logopädie (dbs) und der Universität Potsdam durchgeführt. Der vorliegende Tagungsband beinhaltet die Hauptvorträge zum Schwerpunktthema sowie die Posterpräsentationen zu weiteren Themen aus der sprachtherapeutischen Forschung und Praxis.
Thomas Morus: Utopia

In Thomas Morus’ Utopia wird intensiv über die in einem idealen Staat herrschenden Verhältnisse nachgedacht. Für den Lateinunterricht empfiehlt sich dieses neulateinische Werk, weil Schüler durch seine Lektüre zum einen erkennen, dass die lateinische Sprache nach dem Untergang des römischen Reiches fortlebte, und weil sie zum anderen zu allgemeinen Reflexionen über vorbildhafte Gesellschaftsordnungen angeregt und für die dabei zu berücksichtigenden Aspekte sensibilisiert werden. So entsteht in ihnen ein Bewusstsein für die Grundfesten eines harmonischen Zusammenlebens. Das vorliegende Lektüreheft bietet umfangreiches, didaktisch aufbereitetes Material, das Lateinschülern echtes Lesevergnügen bereitet und das Lehrkräfte ohne großen Aufwand im Unterricht einsetzen können. Diese Publikation schließt damit eine für die Utopia bislang bestehende Lücke und lässt hoffen, dass das Werk künftig einen festen Platz im Lateinunterricht erhält.

Forth is nice and flexible but to a philosopher and teacher educator Logo is the more impressing language. Both are relatives of Lisp, but Forth has a reverse Polish notation where as Logo has an infix notation. Logo allows top down programming, Forth only bottom up. Logo enables recursive programming, Forth does not. Logo includes turtle graphics, Forth has nothing comparable. So what to do if you can't get Logo and have no information about its inner architecture? This should be a case of "empirical modelling": How can you model observable results of the behaviour of Logo in terms of Forth? The main steps to solve this problem are shown in the first part of the paper.
The second part of the paper discusses the problem of modelling and shows that the modelling of making and the modelling of recognition have the same mathematical structure. So "empirical modelling" can also serve for modelling desired behaviour of technical systems.
The last part of the paper will show that the heuristic potential of a problem which should be modeled is more important than the programming language. The Picasso construal shows, in a very simple way, how children of different ages can model emotional relations in human behaviour with a simple Logo system.
Starkregen in Berlin

In den Sommern der Jahre 2017 und 2019 kam es in Berlin an mehreren Orten zu Überschwemmungen in Folge von Starkregenereignissen. In beiden Jahren führte dies zu erheblichen Beeinträchtigungen im Alltag der Berliner:innen sowie zu hohen Sachschäden. Eine interdisziplinäre Taskforce des DFG-Graduiertenkollegs NatRiskChange untersuchte (1) die meteorologischen Eigenschaften zweier besonders eindrücklicher Unwetter, sowie (2) die Vulnerabilität der Berliner Bevölkerung gegenüber Starkregen.
Eine vergleichende meteorologische Rekonstruktion der Starkregenereignisse von 2017 und 2019 ergab deutliche Unterschiede in der Entstehung und den Überschreitungswahrscheinlichkeiten der beiden Unwetter. So war das Ereignis von 2017 mit einer relativ großen räumlichen Ausdehnung und langer Dauer ein untypisches Starkregenereignis, während es sich bei dem Unwetter von 2019 um ein typisches, kurzzeitiges Starkregenereignis mit ausgeprägter räumlicher Heterogenität handelte. Eine anschließende statistische Analyse zeigte, dass das Ereignis von 2017 für längere Niederschlagsdauern (>=24 h) als großflächiges Extremereignis mit Überschreitungswahrscheinlichkeiten von unter 1 % einzuordnen ist (d.h. Wiederkehrperioden >=100 Jahre). Im Jahr 2019 wurden dagegen ähnliche Überschreitungswahrscheinlichkeiten nur lokal und für kürzere Zeiträume (1-2 h) berechnet.
Die Vulnerabilitätsanalyse basiert auf einer von April bis Juni 2020 in Berlin durchgeführten Onlinebefragung. Diese richtete sich an Personen, die bereits von vergangenen Starkregenereignissen betroffen waren und thematisierte das Schadensereignis selbst, daraus entstandene Beeinträchtigungen und Schäden, Risikowahrnehmung sowie Notfall- und Vorsorgemaßnahmen. Die erhobenen Umfragedaten (n=102) beziehen sich vornehmlich auf die Ereignisse von 2017 und 2019 und zeigen, dass die Berliner Bevölkerung sowohl im Alltag (z.B. bei der Beschaffung von Lebensmitteln) als auch im eigenen Haushalt (z.B. durch Überschwemmungsschäden) von den Unwettern beeinträchtigt war. Zudem deuteten die Antworten der Betroffenen auf Möglichkeiten hin, die Vulnerabilität der Gesellschaft gegenüber Starkregen weiter zu reduzieren - etwa durch die Unterstützung besonders betroffener Gruppen (z.B. Pflegende), durch gezielte Informationskampagnen zum Schutz vor Starkregen oder durch die Erhöhung der Reichweite von Unwetterwarnungen. Eine statistische Analyse zur Effektivität privater Notfall- und Vorsorgemaßnahmen auf Grundlage der Umfragedaten bestätigte vorherige Studienergebnisse.
So gab es Anhaltspunkte dafür, dass durch das Umsetzen von Vorsorgemaßnahmen wie beispielsweise das Installieren von Rückstauklappen, Barriere-Systemen oder Pumpen Starkregenschäden reduziert werden können.
Die Ergebnisse dieses Berichts unterstreichen die Notwendigkeit für ein integriertes Starkregenrisikomanagment, das die Risikokomponenten Gefährdung, Vulnerabilität und Exposition ganzheitlich und auf mehreren Ebenen (z.B. staatlich, kommunal, privat) betrachtet.
Face à l’urgence environnementale, l’innovation dans le domaine des nouvelles technologies de l’énergie (NTE) constitue un défi primordial. Les NTE constituent un marché concurrentiel en plein expansion, où s’affrontent dès à présent les acteurs de l’innovation internationale. La R&D énergétique représente donc pour l’Europe un défi multiple : Il s’agit de développer les technologies qui nous permettrons de réduire nos émissions de gaz à effet de serre et nos dépendances énergétiques. L’innovation produite devra également garantir la place de l’industrie européenne à la pointe du marché des NTE dans un contexte hautement compétitif. La collaboration franco-allemande en matière de R&D énergétique recèle ici un potentiel d’innovation disruptive particulièrement important, grâce à des paysages de R&D fortement complémentaires. Les programmes bilatéraux constituent un outil prometteur pour la valorisation des synergies inexploitées. En permettant la mise en place de partenariats franco-allemands restreints, autour de thématiques précises, ils constituent en effet un outil complémentaire aux programmes européens. Le Programme Inter Carnot-Fraunhofer (PICF) constitue un exemple abouti de programme bilatéral ayant permis la concrétisation de collaborations mutuellement bénéfiques dans le domaine des NTE, grâce à la mise au point d’une procédure harmonisée. Néanmoins, l’analyse du PICF montre également que les programmes bilatéraux franco-allemands devront prévoir la possibilité de financements-relai afin de pérenniser les échanges. Dans le contexte particulier des NTE, une extension aux projets de démonstration ainsi qu’un ciblage des sujets porteurs sur la base d’un comité consultatif scientifique indépendant paraissent indispensables. Ces efforts franco-allemands pourront servir de modèle à l’innovation de rupture basée sur la valorisation des synergies intra-européennes.
The paper investigates the question of sustainability of capacity building initiatives by reporting about the multiplication training in the frame of DIES NMT Programme on quality assurance in Uganda and how it could make use of the social capital within the existing quality assurance network to sustain and address challenges during its implementation. The purpose of the article is to explore the nature of networking (social and institutional) which was established by the Ugandan Universities Quality Assurance Forum (UUQAF) and share the strategies used in this training experience for future sustainable capacity building training initiatives in emerging economies. The paper employed a qualitative research method to describe and analyse the training framework based on primary and secondary documents.
Higher education institutions in Guinea face many challenges, including reporting responsibilities, globalisation, and massification. Institutional evaluations of higher education and research institutions in 2013 could not initiate the implementation of change processes within the institutions. Recently, however, various initiatives have been started to change this situation with the purpose to sensitise and raise awareness and capabilities for quality assurance structures in Guinean HEIs. So far, the emphasis has been put on quality enhancement in higher education, especially on teaching evaluation, curriculum development, as well as on establishing quality assurance structures. This article gives an overview of the state of play and takes stock of the activities that have been initiated to set up quality assurance mechanisms in higher education and research institutions, and presents perspectives for further development of the quality approach in Guinea. The project ‘Quality Assurance Multiplication 2017-2018’ serves as an example to describe approaches and activities in setting up stable quality assurance structures, and to strengthen and raise awareness for a ‘quality culture’.
Les établissements d’enseignement supérieur en Guinée sont confrontés à de nombreux défis, notamment les responsabilités en matière de rapports, la mondialisation et la massification. Les évaluations institutionnelles des établissements d’enseignement supérieur (EES) et de recherche en 2013 n’ont pas permis d’initier la mise en oeuvre des processus de changement au sein des établissements. Récemment, diverses initiatives ont été lancées pour changer cette situation dans le but de sensibiliser et de renforcer la prise de conscience et les capacités des structures d’assurance qualité dans les EES guinéennes. Jusqu’à présent, l’accent a été mis sur l’amélioration de la qualité dans l’enseignement supérieur, en particulier sur l’évaluation de l’enseignement, l’élaboration des programmes d’études, ainsi que sur la mise en place de structures d’assurance qualité. Cet article donne un aperçu de l’état des lieux et fait le point sur les activités qui ont été lancées pour mettre en place des mécanismes d’assurance qualité dans les établissements d’enseignement supérieur et de recherche, et présente les perspectives de développement de l›approche qualité en Guinée. Le projet «Multiplication de l’assurance qualité 2017 – 2018» sert d’exemple pour décrire les approches et les activités de mise en place de structures stables d’assurance qualité, et pour renforcer et sensibiliser à une «culture de la qualité».
Whilst providing a framework for learning and scientific emancipation, a proposal writing training is confronted with various organisational and didactic challenges, which influence the achievement of the set training objectives. Based on observations made during the workshops for proposal writing organised in Kinshasa, Democratic Republic of Congo, as part of the NMT Programme, the article raises two main questions: (a) How could these challenges be overcome and successfully addressed in the training? (b) What is the level of learning outcomes of the participants at the end of the training? The article shows that the success of the training lays in the relevance of the employed training approaches. The use of a participatory approach encouraged constructive exchanges between participants, trainers, and experts, and enabled all participants to finalise coherent projects to apply for national and international funding.
Mise en oeuvre de l’atelier d’écriture des projets de recherche en République démocratique du Congo

Tout en offrant un cadre d’apprentissage et d’émancipation scientifique, l’atelier d’écriture des projets oppose différents défis, d’ordre organisationnel et didactique, dont les approches influent sur son déploiement et sur l’atteinte des objectifs assignés. Comment s’y prendre pour contourner ces défis et accomplir avec succès l’implémentation de la formation proposée ? Quelle en est l’incidence sur la qualité des acquisitions des participants au terme de la formation ? Le présent article répond à ces questions, partant des observations faites lors des formations organisées à Kinshasa (République démocratique du Congo) dans le cadre du programme National Multiplication Training (NMT). Il en ressort que le succès d’un atelier réside dans la pertinence des approches mises en oeuvre. Le recours à l’approche participative a favorisé les échanges constructifs entre participants, formateurs et experts, et a permis à tous les participants de finaliser des projets cohérents, pour postuler aux financements nationaux et internationaux.
This article collected the results of a qualitative study focused on Colombian Higher Education Institutions’ representatives partaking in the training ‘Internationalisation for Peacebuilding 2018’. The selected Higher Education Institutions and representatives were all located in regions acutely affected by the Colombian armed conflict, now experiencing multifaceted challenges and opportunities in a post-conflict scenario. Interviews with participants of the training were conducted to analyse the skills acquired and to identify possible improvements brought about by the training at the institutions. The article further identifies specific needs of the institutions, to be taken into account for future courses on internationalisation for higher education institutions.
During the National Multiplication Training in Kenya in 2018, participants raised concerns about attrition, completion rates and quality of PhD programmes in Kenya’s public universities. This led the authors of this article to further examine the question of PhD completion rates. Available data underlined that PhD students across various disciplines in Kenya’s public universities take unnecessarily long to complete their studies due to a myriad of factors that are related to their supervisors, university guidelines for post-graduate studies, or the students themselves. This article examines inertia areas along the PhD training pathway at three public universities in Kenya and provides suggestions on structural and operational changes universities must make to shorten completion periods.
Deans at Institutions of Higher Education are seldom recipients of effective or specific professional management training, institutional mentorship, and coaching despite an increasing demand on them to play a more dynamic leadership role in the face of ever-changing local and global challenges. To address this deficiency, the inaugural Malaysian Chapter of the International Deans’ Course (MyIDC) was held in three parts over 2019 and 2020. In this paper, findings related to feedback on the programme are presented and discussed. Responses from the participants from two sets of surveys, and written feedback provided by two IDC international trainers involved in MyIDC were analysed. These reveal potential areas of improvement for the forthcoming MyIDC programme, such as in terms of planning and organisation, duration, content, and delivery. The article explores the lessons learnt from the MyIDC 2019/2020 training programme and discusses the improvements that can be made arising from the feedback received.
The higher education structure in Malaysia has experienced significant changes since the implementation of the Private Higher Educational Institutions Act of 1996. The unprecedented expansion of the higher education sector and the increasing autonomy conferred to universities have created a huge demand for competent university leadership that supports the development of higher education in Malaysia. This article discusses the very first national multiplication training in Malaysia in 2014 and analyses such out-comes as the identification of good practices for future initiatives and applications in university leadership training.
The article introduces the efforts exerted to initiate multiplication of the DIES training courses to a wider audience of higher education managers and academics in the target regions. The DIES ‘National Multiplication Trainings’ Programme has supported three cohorts of alumni teams so far to implement national training courses in the area of higher education leadership and management. The article sets the context of this publication and reflects on the main evaluation results of the programme implementation itself.

Anlässlich des zehnjährigen Jubiläums der Zertifikatsprogramme Teaching Professionals wurden die Absolvent/ innen mittels eines Online-Fragebogens befragt. Dieser Werkstattbericht gibt erste Einblicke in die Ergebnisse zum Übergang des wissenschaftlichen Nachwuchses in berufliche Tätigkeitsfelder nach hochschuldidaktischer Weiterbildung, auch im Hinblick auf den Stellenwert von Lehrqualifikation in Bewerbungs- und Berufungsverfahren.
Im Qualitätspakt Lehre (QPL) werden Studierende der Universität Potsdam seit 2011 unter anderem bei der Organisation von studienbegleitenden, außeruniversitären Praxisphasen im In- und Ausland unterstützt. Dazu wurde in Kooperation zwischen dem International Office und dem Career Service eine zentrale Anlaufstelle für Studierende etabliert, die individuelle Beratungsgespräche, Workshops, ein Online-Praxisportal mit Stellenbörse und Informationsplattform sowie ein Modul zur Berufsweggestaltung, das ins Curriculum integriert werden kann, anbietet. Im Rahmen der projektbegleitenden Evaluation wird der Erwerb von berufsbezogenen Kompetenzen durch in- und ausländische Praktika analysiert. Dabei wird die Perspektive der Studierenden, Praktikumsverantwortlichen und Praktikumsanbietenden beleuchtet. Die Erhebung umfasst sowohl quantitative als auch qualitative Methoden, um den unterschiedlichen Fragestellungen an die drei Statusgruppen gerecht zu werden. In diesem Beitrag werden die ersten Ergebnisse der Analyse zum Kompetenzerwerb aus Sicht der Praktikumsanbietenden vorgestellt. Dabei wird deutlich, dass von Studierenden nicht nur fachliche, sondern auch soziale, personale und vor allem methodische Kompetenzen vorausgesetzt werden.
Raum für Praxiserfahrungen

Praxisphasen und Berufsorientierung sind notwendige Voraussetzungen für Kompetenzentwicklung und Beschäftigungsfähigkeit (Employability). Dennoch mangelt es noch immer an Anwendungs- und Praxisbezügen im Studium und ihrer aktiven Verzahnung mit der Lehre. Um das Potenzial von Praxisphasen im In- und Ausland besser ausschöpfen zu können und sie als gleichberechtigte Lernorte an der Universität zu etablieren, müssen sie systematisch in das Fachstudium und das bestehende Qualitätsmanagementsystem für Lehre und Studium integriert werden. Der vorliegende Werkstattbericht des Teilprojekts Ab in die Praxis zeigt, welche Maßnahmen zur Verbesserung der Organisation und Durchführung von studienbegleitenden, außeruniversitären Praxisphasen im In- und Ausland unternommen wurden und welche Rolle Praxis- und Berufsorientierung mittlerweile im Qualitätsmanagement der Universität Potsdam spielen. Zu den zentralen Unterstützungsangeboten für Studierende, mit denen sie als zukünftige Arbeitnehmerinnen und Arbeitnehmer adressiert werden, gehören individuelle Beratungsgespräche, Workshops, ein Online-Praxisportal mit Stellenbörse und Informationsplattform sowie ein Modul zur Berufsweggestaltung. Mit der Kooperation zwischen International Office und Career Service wurde eine zentrale Anlaufstelle für Studierende geschaffen, die gleichzeitig zur Erhöhung der studentischen Auslandsmobilität und damit zu dem Ziel der Internationalisierung der Hochschule beiträgt. Die Berücksichtigung der Praxis- und Berufsorientierung im Sinne einer Tätigkeitsorientierung im Leitbild Lehre sowie bei internen Akkreditierungsverfahren und der Neukonzeption von Studiengängen belegt, wie nachhaltig diese Themen in das Qualitätsmanagementsystem der Universität Potsdam verankert wurden.
E-Assessment etablieren

Elektronische Lernstandserhebungen, sogenannte E-Assessments, bieten für Lehrende und Studierende viele Vorteile z. B. hinsichtlich schneller Rückmeldungen oder kompetenzorientierter Fragenformate, und ermöglichen es, unabhängig von Ort und Zeit Prüfungen zu absolvieren. In diesem Beitrag werden die Einführung von summativen Lernstandserhebungen, sogenannter E-Klausuren, am Beispiel der Universität Potsdam, der Aufbau einer länderübergreifenden Initiative für E-Assessment sowie technische Möglichkeiten für dezentrale elektronische Klausuren vorgestellt. Dabei werden der aktuelle Stand, die Ziele und die gewählte stufenweise Umsetzungsstrategie der Universität Potsdam skizziert. Darauf aufbauend folgt eine Beschreibung des Vorgehens, der Kooperationsmöglichkeiten für den Wissens- und Erfahrungsaustausch sowie Herausforderungen der E-Assessment- Initiative. Abschließend werden verschiedene E-Klausurformen und technische Möglichkeiten zur Umsetzung komplexer Prüfungsumgebungen klassifiziert sowie mit ihren charakteristischen Vor- und Nachteilen diskutiert und eine integrierte Lösung vorgeschlagen.
Das größte der fächerübergreifenden Projekte im Potsdamer Projekt Qualitätspakt Lehre hatte die flächendeckende Etablierung von digitalen Medien als einen integralen Bestandteil von Lehre und Studium zum Gegenstand. Im Teilprojekt E-Learning in Studienbereichen (eLiS) wurden dafür Maßnahmen in den Feldern Organisations-, technische und Inhaltsentwicklung zusammengeführt. Der vorliegende Beitrag präsentiert auf Basis von Ausgangslage und Zielsetzungen die Ergebnisse rund um die Digitalisierung von Lehre und Studium an der Universität Potsdam. Exemplarisch werden fünf Dienste näher vorgestellt, die inzwischen größtenteils in den Regelbetrieb der Hochschule übergegangen sind: die Videoplattform Media.UP, die mobile App Reflect.UP, die persönliche Lernumgebung Campus. UP, das Self-Service-Portal Cook.UP und das Anzeigesystem Freiraum.UP. Dabei wird jeweils ein technischer Blick „unter die Haube“ verbunden mit einer Erläuterung der Nutzungsmöglichkeiten, denen eine aktuelle Einschätzung von Lehrenden und Studierenden der Hochschule gegenübergestellt wird. Der Beitrag schließt mit einer Einbettung der vorgestellten Entwicklungen in einen größeren Kontext und einem Ausblick auf die weiterhin anstehenden Aufgaben.
Die Digitalisierung der Hochschulbildung wird seit circa 20 Jahren vorangetrieben, ist jedoch noch nicht in der Breite von Lehre und Studium angekommen. Die Anforderungen an Universitäten steigen, was sich unter anderem an den gesellschaftlichen Erwartungen nach mehr Internationalisierung, Heterogenität und Arbeitsmarktfähigkeit der Abschlüsse ablesen lässt. Neben der Umsetzung einzelner Leuchtturm-Projekte benötigt es für einen kontinuierlichen Wandel die Entwicklung einer lernfreundlichen Organisationskultur. Das Konzept der Communities of Practice (CoP) verbindet als soziale Lerntheorie den erforderlichen Paradigmenwechsel im Lehren und Lernen mit neuen Ansätzen der Organisationsentwicklung. Im Folgenden wird skizziert, wie E-Learning-Koordinatorinnen und -Koordinatoren in Studienbereichen formal in den Hochschulstrukturen verankert werden, CoP kultivieren und somit zur nachhaltigen Hochschulentwicklung beitragen können.
Forschendes Lernen im literaturwissenschaftlichen Projektseminar „Vom Problem zur Publikation“

Das Forschende Lernen gehört zu den gegenwärtig stark diskutierten hochschuldidaktischen Ansätzen. Seine Überführung in die universitäre Praxis ist jedoch mit besonderen Herausforderungen verbunden. Am Beispiel eines germanistischen Masterseminars werden Konzeption, Durchführung und Evaluation eines diesem Ansatz folgenden Projektseminars vorgestellt und neben dem hohen motivationalen Effekt (Studierenden- Evaluation) auch Probleme bei der Vereinbarkeit von selbstbestimmter Forschungstätigkeit, curricularer Struktur und wissenschaftlich relevantem Ergebnis (Lehrenden-Evaluation) erläutert.
Professionalisierte Profs?

Die Etablierung von Weiterbildungsangeboten für Professor/innen ist aktuell als ebenso gefragter wie nicht einfach umzusetzender Programmpunkt auf die Agenda der Hochschulentwicklung gesetzt worden. Im vorliegenden Beitrag wird ein Beispiel einer für diese besondere Zielgruppe konzipierten Angebotsstruktur vorgestellt. Damit einhergehend werden Befragungsdaten aus diversen Perspektiven zur Einschätzung dieser Angebote nachgezeichnet. In gleichem Maße zielt der Beitrag auf eine professionalisierungstheoretische Legitimation solcher Maßnahmen, deren Gelingensbedingungen nicht unwesentlich über die fragile Passung von Ziel und Format bestimmt werden: Aus bildungswissenschaftlicher Sicht bietet sich in diesem Zusammenhang die (Wieder-) Belebung des akademischen Mitstreits im Lehrkörper an.
