Die ersten beiden Konferenzen des Forschungskreises Vereinte Nationen im Dezember 1999 und im Juni 2000 in der Universität Potsdam standen im Zeichen des interdisziplinären Dialogs in der UN-Forschung zwischen Völkerrechts- und Politikwissenschaft und dienten zugleich der Standortbestimmung der deutschen UN-Forschung im internationalen Kontext.
Die dritte Konferenz des Forschungskreises, die am 29. und 30. Juni 2001 wiederum in den Räumen der Juristischen Fakultät der Universität Potsdam stattfand, widmete sich der Bilanz der Arbeit der Vereinten Nationen ein Jahr nach dem Milleniumsgipfel 2000 in New York in ihren Hauptaufgabengebieten sowie der deutschen UN-Politik in diesem Kontext.
Die in dieser Broschüre veröffentlichten Referate der dritten Konferenz spiegeln zusammen mit den Diskussionen, die zusammenfassend dargestellt werden, die weitreichenden strukturellen Probleme, denen sich die Vereinten Nationen durch die Prozesse der Globalisierung in der Friedenssicherung, beim Schutz der Menschenrechte und in der multilateralen Entwicklungszusammenarbeit ausgesetzt sehen. Sie stellen eine erste Evaluation der Reformmaßnahmen dar, die seit dem Milleniumsgipfel beschlossen wurden. Zugleich verdeutlichen sie die enge Wechselbeziehung zwischen der Arbeit der Weltorganisation und der nationalen Außenpolitik ihrer Mitgliedsländer, wie sie sich am Beispiel der Bundesrepublik Deutschland zeigt.
Am 24. und 25. Juni 2005 fand die siebte Konferenz des Forschungskreises Vereinte Nationen an der Universität Potsdam statt. Die Konferenz befaßte sich mit dem Thema „Chancen für eine Reform der Vereinten Nationen? Bilanz zum 60. Geburtstag der Weltorganisation".
Die Verbindung von Wissenschaft und Praxis auf der einen und die Beteiligung unterschiedlicher Disziplinen auf der anderen Seite sind für die „Potsdamer UNO-Konferenzen" kennzeichnend. Die sieben Referate, die jeweils mit Zusammenfassungen der anschließenden Diskussionen dokumentiert werden, tragen dementsprechend dazu bei, wichtige Tätigkeitsbereiche und Strukturfragen der Vereinten Nationen aus unterschiedlichen Blickwinkeln zu diskutieren.
Diese Broschüre soll allen Interessierten die Möglichkeit geben, wichtige Aspekte der Diskussion über - beispielsweise - Strukturreformen im Bereich der Menschenrechtsvertragsausschüsse, die Zukunft humanitärer Interventionen, das Verhältnis von Friedenssicherung und Friedenskonsolidierung oder konkrete Reformbestrebungen beim Umweltprogramm UNEP kennenzulernen.
Der Forschungskreis dankt der Juristischen Fakultät der Universität Potsdam für die Gastfreundschaft und dem MenschenRechtsZentrum der Universität Potsdam für die Kooperation bei der Organisation der traditionell am letzten Wochenende im Juni stattfindenden Konferenz. Besonderer Dank gilt der Deutschen Gesellschaft der Vereinten Nationen, Landesverband Berlin-Brandenburg, die die Konferenz finanziell unterstützt
hat.
Anläßlich des 60. Jahrestages der Unterzeichnung der Charta der Vereinten Nationen, in dessen zeitlicher Nähe die Konferenz stattfand, lud die Deutsche Gesellschaft für die Vereinten Nationen am ersten Konferenztag zu einem Sektempfang; ihr sei hierfür herzlich gedankt.
Die fünfte Konferenz des Forschungskreises Vereinte Nationen fand am 27. und 28. Juni 2003 an der Universität Potsdam statt. Sie stand unter dem Schwerpunktthema „Die deutsche UN-Politik 1973-2003", würdigte aber auch den Beitritt der Schweiz zu den Vereinten Nationen und widmete sich aus aktuellem Anlaß ebenfalls der ,,Neue[n] Struktur der UNInformationsarbeit in Europa".
Insgesamt sieben Referate bereiteten die Konferenzthemen in bewährter Kombination von Wissenschaft und Praxis auf. Die hier abgedruckten Referate machen zusammen mit den Diskussionen, die zusammengefaßt wiedergegeben werden, deutlich, daß die Attraktivität der Vereinten Nationen gerade für kleine und mittlere Staaten unvermindert vorhanden ist. Der Kontrast der Erwartungen des Neumitgliedes Schweiz mit den Erfahrungen der Bundesrepublik Deutschland aus drei Jahrzehnten Mitgliedschaft zeigt dabei ein interessantes Spektrum von Chancen und Grenzen auf.
Die deutschsprachige UN-Forschung aller Disziplinen muß ihren Standort stets aufs Neue definieren. Die Diskussionen, die auf der Konferenz geführt wurden, zeigen das Interesse und die Bereitschaft, sich dieser Herausforderung in Wissenschaft und Praxis zu stellen. Der Forschungskreis möchte mit dieser Broschüre allen Interessierten die Möglichkeit geben, an dieser Diskussion teilzuhaben.

Der Forschungskreis Vereinte Nationen veranstaltete am 25. Juni 2016 seine dreizehnte Konferenz in Kooperation mit dem „Forum internationale Ordnung“ des Auswärtigen Amtes. Die Potsdamer UNO-Konferenzen stellen in ihrem Programm traditionell eine Verbindung von Wissenschaft und Praxis her unter Beteiligung unterschiedlicher Disziplinen.
Die Konferenz 2016 widmete sich dem Thema „Die Rolle der Vereinten Nationen in der multilateralen Entwicklungszusammenarbeit“.
Entwicklung als wichtiges Ziel der Vereinten Nationen und ihrer Mitgliedstaaten ist auch für andere Handlungs- und Politikfelder wichtig. Bilanz und Ausblick, die auf der Konferenz unternommen wurden, betrafen deshalb nicht nur die Entwicklungspolitik im eigentlichen Sinne – hier standen die 2015 beschlossenen Nachhaltigkeitsziele (SDGs) zur Debatte –, sondern bezogen auch umweltpolitische und menschenrechtliche Aspekte mit ein.
Die Referate zum Thema Entwicklung wurden eingerahmt von zwei Vorträgen zu aktuellen UN-politischen Fragen: der Wahl des neuen Generalsekretärs der Vereinten Nationen in New York nach einem reformierten Wahlverfahren, das mehr Transparenz und für UN-Mitgliedstaaten und NGOs mehr Beteiligungsmöglichkeiten bietet, und die Neuorganisation innerhalb des Auswärtigen Amtes, was die Vereinten Nationen betrifft.

Die achte Konferenz des Forschungskreises Vereinte Nationen wurde am 28. Juni 2008 an der Universität Potsdam veranstaltet. Das Thema der Konferenz lautete „Die Vereinten Nationen in den internationalen Beziehungen“. Für die „Potsdamer UNO-Konferenzen“ sind die Verbindung von Wissenschaft und Praxis auf der einen und die Beteiligung unterschiedlicher Disziplinen auf der anderen Seite kennzeichnend. Die vier Referate, die in der vorliegenden Broschüre dokumentiert werden, blicken aus unterschiedlichen Perspektiven auf die Vereinten Nationen. Diese Broschüre soll allen Interessierten die Möglichkeit geben, wichtige Aspekte der Diskussion über das Engagement und die Handlungsspielräume der UN-Mitgliedstaaten Deutschland und Schweiz kennenzulernen. Außerdem werden die Rolle des UN-Generalsekretärs und die Rolle von Regionalorganisationen bei der Friedenssicherung beleuchtet. Das Referat, das Dr. Inge Kaul zum Thema „Die Vereinten Nationen und ihre Konkurrenten im internationalen System“ bei der Konferenz gehalten hat, wurde leider nicht zur Drucklegung eingereicht. Die vier Referattexte werden ergänzt durch einen Bericht des Koordinators des Forschungskreises Dr. Helmut Volger über die Arbeit des Forschungskreises Vereinten Nationen, der ursprünglich im MenschenRechtsMagazin 2007 veröffentlicht worden ist. Er soll die Leser über die inhaltlichen Schwerpunkte und Erfahrungen bei der Arbeit des Forschungskreises informieren.
Seit 1999 gibt es die Potsdamer UNO-Konferenzen des Forschungskreises Vereinte Nationen. Inzwischen ist es eine gute Tradition geworden, daß sich UN-Forscher, Politiker und Diplomaten im Sommer zur Potsdamer UNO-Konferenz treffen.
Die Konferenzen des Forschungskreises Vereinte Nationen stehen im Zeichen des interdisziplinären Dialogs in der UN-Forschung zwischen Völkerrechts- und Politikwissenschaft und dienen zugleich der Standortbestimmung der deutschen UN-Forschung im internationalen Kontext.
Die vierte Konferenz des Forschungskreises, die am 28. und 29. Juni 2002 wiederum in den Räumen der Juristischen Fakultät der Universität Potsdam stattfand, widmete sich der Zusammenarbeit der Vereinten Nationen mit der Europäischen Union und mit der NATO sowie den Problemen, die sich den Vereinten Nationen bei der Bekämpfung des Terrorismus in völkerrechtlicher Hinsicht und beim Schutz der Menschenrechte stellen.
Die in dieser Broschüre veröffentlichten Referate der vierten Konferenz machen zusammen mit den Diskussionen, die zusammenfassend dargestellt werden, deutlich, daß die Vereinten Nationen bei der Erfüllung ihrer durch die Charta gestellten Aufgaben auf die Zusammenarbeit mit regionalen politischen und militärischen Organisationen angewiesen sind. Bei der Auseinandersetzung mit politischen Konflikten, internationalen Krisen und aktuellen Herausforderungen wie dem internationalen Terrorismus sind ihnen dabei durch die machtpolitischen Realitäten deutliche Grenzen gesetzt und können sie oft weniger Akteur als vielmehr Schiedsrichter und Wahrer der Menschenrechte sein.

Das Heft dokumentiert die siebte Konferenz des Forschungskreises Vereinte Nationen, die am 23. und 24. Juni 2006 an der Universität Potsdam stattfand. Unter dem Titel „Ein Jahr nach dem UN-Weltgipfel 2005 – Eine Bilanz der Reformbemühungen “ widmete sich die Konferenz wichtigen strukturellen Fragen und nahm einzelne Tätigkeitsfelder der Weltorganisation in den Blick. Die aus unterschiedlichen Disziplinen und aus Wissenschaft und Praxis kommenden Referentinnen und Referenten ziehen in den Referaten eine kritische Bilanz und untersuchen, was den Erklärungen des feierlichen Weltgipfels vom September 2005 an konkreten Reformschritten gefolgt ist. In für die „Potsdamer UNO-Konferenzen“ typischer Weise wird allen Interessierten die Möglichkeit gegeben, wichtige Aspekte der aktuellen Diskussion kennenzulernen, welche vor allem die Reform der UN-Hauptorgane, Reformen im Entwicklungssystem der Vereinten Nationen und im Bereich der Überwachung von Menschenrechtsverträgen betreffen sowie Fragen der Friedenssicherung und die Beteiligung von Zivilgesellschaft und Parlamentariern. Außerdem würdigt die Broschüre schweizerische Reforminitiativen in den UN und dokumentiert die aktuelle Diskussion über die deutschsprachige UN-Forschung.
Die erste Konferenz im Dezember 1999, die Gründungskonferenz, mündete nach einer intensiven Diskussion über die Situation in der deutschen UN-Forschung in die Gründung des Forschungskreises Vereinte Nationen. Dieser hat sich vor allem die bessere Kommunikation untereinander, die Förderung des interdisziplinären Dialogs und des wissenschaftlichen Nachwuchses in der UN-Forschung zum Ziel gesetzt. Die zweite Konferenz des Forschungskreises fand am 30. Juni und 1. Juli 2000, ebenfalls in den Räumen der Juristischen Fakultät der Universität Potsdam, im Vorfeld einer wichtigen UN-Konferenz, nämlich des Milleni-um-Gipfels im September 2000 in New York statt. Sie widmete sich einer kritischen Bilanz der Rolle der Vereinten Nationen bei der Suche nach Lösungen für die globalen Probleme, in ihren Hauptaufgabengebieten Friedenssicherung, Demokratisierung, Schutz der Menschenrechte und Förderung der wirtschaftlichen und sozialen Entwicklung. Die in dieser Broschüre veröffentlichten Referate der zweiten Konferenz spiegeln zusammen mit den Diskussionen, die zusammenfassend dargestellt werden, die großen Herausforderungen, aber auch die Chancen der Vereinten Nationen bei der Lösung der globalen Probleme, vor die sich die Völker der Welt zum Beginn des neuen Jahrtausend gestellt sehen.
