Zur Jahreswende 1959/60 sorgten Hakenkreuzschmierereien an jüdischen Einrichtungen in Köln und anderswo für Entsetzen und Empörung. Diese Vorkommnisse machten bewusst, was im Verlauf der 1960er Jahre zu einem Politikum für die jüngere Generation werden sollte: Die mangelnde Aufarbeitung der nationalsozialistischen Vergangenheit. Diese Thematik sowie der von den USA in Vietnam geführte Krieg stellten mobilisierende Faktoren für die Herausbildung einer außerparlamentarischen Opposition (APO) in der Bundesrepublik dar, die sich in der zweiten Hälfte der 1960er Jahre verbreitert. Prof. Ingo Juchler beschreibt den Weg der Politischen Bildung durch die 60er Jahre und die Entwicklung hin zur sog. „didaktischen Wende“.

Berlin war einer der Brennpunkte der Studentenrevolte. Dieses Buch verfolgt die Ereignisse von der ersten Anti-Vietnam-Kriegs-Demo in der Hardenbergstraße (1966), über die Erschießung Benno Ohnesorgs an der Deutschen Oper (1967) bis zur Befreiung des RAF-Terroristen Andreas Baader (1970). In den Blick genommen werden auch die Protestaktionen im Osten der Stadt, die sich vor allem gegen den Einmarsch der Truppen des Warschauer Paktes in der Tschechoslowakei richteten. Zunehmend komplexe Herausforderungen und Aufgaben lassen sich nicht mehr mit den bisherigen Strukturen, Methoden und Prozessen der klassischen Verwaltung bewältigen. Vielmehr gewinnen Ansätze und Methoden des New Work im öffentlichen Sektor angesichts der sich stetig ändernden und dynamischen Arbeitswelt eine immer größere Bedeutung. Umso mehr besteht die Notwendigkeit, sich in der Verwaltung agil aufzustellen. Unter Agilität wird hierbei die Fähigkeit einer Organisation verstanden, sich schnell verändernden Rahmenbedingungen flexibel und dynamisch anzupassen.
Im Fokus dieser Arbeit steht der Einfluss von Agilität auf die Führungskräfte-Mitarbeiter-Beziehung. Mittels einer halbstandardisierten Online-Befragung im Landesamt für Flüchtlingsangelegenheiten und im Bezirksamt Neukölln von Berlin wird zunächst der vorliegende Agilitätsgrad mit dem Fokus auf agile Organisationsstrukturen, agile Organisationskultur und agile Führung ermittelt und sodann anhand der Qualität der dyadischen Arbeitsbeziehung von Führungskraft und Mitarbeiter (LMX-Qualität) überprüft, inwiefern die agile Arbeitsweise im Vergleich zu einer nicht-agilen Arbeitsumgebung die Beziehung beeinflusst.
Im Ergebnis der Untersuchung zeigt sich, dass ein positiver Zusammenhang zwischen Agilität und der Führungskräfte-Mitarbeiter-Beziehung besteht. Es stellt sich in beiden Ämtern ein mäßig bis starker Agilitätsgrad heraus, wobei besonders agile Führungseigenschaften zu den wesentlichen Faktoren zählen, die eine hochqualitative Beziehung begünstigen. Während im Bezirksamt ein Zusammenhang zwischen Agilität und hoher LMX-Qualität ermittelt wurde, konnte dieser nicht für die untersuchte Stichprobe des Landesamts festgestellt werden. Dennoch ließ sich in beiden Behörden ein positiver Einfluss von Agilität auf zumindest die Entwicklung einer erfolgreichen Führungskräfte-Mitarbeiter-Beziehung erfassen.

Der vorliegende Beitrag untersucht das Potential und die Bedingungen alternativer Regulierungsformen vor dem Hintergrund von Better Regulation in Deutschland. Nahezu alle EU- und OECD-Staaten betreiben heute umfassende politische Reformprogramme zur Modernisierung der Regulierungsarchitekturen, die unter dem Label Better Regulation subsumiert werden. Die Zielsetzung dieser Programme besteht zum einen in der wirtschaftsfreundlichen Reduktion von Regulierungskosten und zum anderen in der Effektivitätssteigerung von Regulierung durch Vermeidung unintendierter Nebeneffekte. Better Regulation ist ein Toolkit verschiedener metaregulativer Policy-Instrumente, deren programmatische Zusammensetzung vom nationalen politischen Kontext abhängt. Im Rahmen der parallel verlaufenden Reformagenden werden überdies alternative Regulierungsformen von verschiedenen Advokaten besserer Regulierung thematisiert, und als Alternative zur rein staatlichen, hierarchischen Command-and-Control-Regulierung (CaC-Regulierung) promotet, jedoch weder näher auf deren Bedingungen noch deren Konsequenzen einzugehen. Den optimistischen Vorstellungen eines evidenzbasierten Regulatory Managements folgend, erfolgt die Prüfung und Analyse alternativer Regelungsformen im Zuge der Gesetzesfolgenabschätzung (GFA; Regulatory Impact Assessment RIA). Bisher fristen alternative Regulierungsformen allerdings ein Dasein im Schatten von Standardkosten-Modell, RIA und Co. und werden von den Policy-Makern nicht systematisch in Betracht gezogen oder eingesetzt. CaC-Regulierung ist und bleibt das dominante Steuerungsinstrument des Staates. Es existieren jedoch zahlreiche diskursive Anknüpfungspunkte einschließlich zahlreicher Kritiken an der hierarchisch-regulativen Steuerung, welche die Auseinandersetzung mit alternativen Regulierungsformen begründen. Ziel dieses Papieres ist es daher, die in der Kritik stehende CaC-Regulierung Modellen alternativer Regulierungsformen entgegenzustellen, wobei alternative Regulierung mit den Konzepten Selbstregulierung, Koregulierung und regulierter Selbstregulierung eng definiert wird, und nur jene Konstellationen betrachtet werden, die kooperativ zwischen Regierung und Wirtschaft operieren. Ebenso wird der Versuch unternommen, die mannigfaltigen Konzepte und Erscheinungsformen alternativer Regulierung zu definieren und zu kategorisieren. Im Anschluss an den theoretischen Part erfolgt im nächsten Schritt die Identifikation der Einsatz- und Erfolgsbedingungen alternativer Regulierung. Dies geschieht anhand zweier empirischer Fallbeispiele aus den Politikfeldern Berufsbildungspolitik („der Ausbildungspakt der deutschen Wirtschaft“) sowie Umweltpolitik („die Mehrwegquotenverpflichtung“), wobei gezielt ein erfolgreiches und gescheitertes Beispiel alternativer Regulierung verglichen werden und Erfolgsfaktoren abgeleitet werden. Das Ergebnis ist, dass alternative Regulierung gewisse Potentiale und Anreize für staatliche wie privatwirtschaftliche Akteure bietet, aber der Einsatz dieser Steuerungsformen höchst voraussetzungsvoll ist und nur in wenigen Politikfeldern möglich und zu empfehlen ist. So besteht das Potential alternativer Regulierungsformen vor allem in der ganzheitlichen Senkung von Regulierungskosten (Befolgungs- und Vollzugskosten) und in der Erhöhung der Steuerbarkeit der Adressaten. Allerdings sind die korporativen Akteure auf beiden Seiten zum einen nicht immer hinreichend auf diese Form indirekter Steuerung vorbereitet. Zum anderen wird alternative Regulierung durch die Fragmentierung und Schwäche von Wirtschaftsverbänden sowie durch Interessengegensätze unter den Regelungsadressaten gehindert, die in Trittbrettfahrertum und dem letztlichen Scheitern selbstregulativer Verpflichtungen münden. Als entscheidende, aber anspruchsvolle Erfolgskomponente erweisen sich die politische Kommunikation und die Durchsetzbarkeit staatlicher Sanktionen sowie die Erfolgskontrolle, um die Regelungseinhaltung durch die Wirtschaft zu gewährleisten. Generell ist zu konstatieren, dass alternative Regulierungsformen dort zustande kommen, wo sich konzentrierter Widerstand auf Seiten der Adressaten gegen geplante, autoritative Steuerung abzeichnet, eine gewisse Pfadabhängigkeit bzw. eine Historie sektoraler Selbstregulierung vorliegt und eine Win-Win-Situation bei der Kooperation für Politik und Wirtschaft ersichtlich ist. In der Konsequenz zeigen die Ergebnisse, dass alternative Regulierung nicht nach einem synoptisch-rationalen Modell politischer Prozesse entsteht, sondern ein ursprünglich nicht intendiertes Produkt Garbage Can-artiger Verhandlungen mit einem hohen Konfliktniveau darstellt. Folglich ist das Resultat für die Vorstellung einer „Rational Regulatory Choice“ induzierenden Better Regulation-Agenda desillusionierend.

An keinem anderen Ort wird die besondere Bedeutung der Vereinigten Staaten von Amerika für Deutschland so deutlich wie in Berlin. Aus der Einleitung: Vor 15 Jahren hat Polen mit dem Transformationsprozess begonnen, der das Land von einer sozialistischen Planwirtschaft mit autoritärem Regime in einen modernen demokratischen Staat marktwirtschaftlicher Ausrichtung verwandelt hat. Seither genießt das polnische Volk nach vielen Jahren der Fremdherrschaft wieder seine eigene Souveränität. Mit dem Ende der sozialistischen Ära begann eine Phase umfangreicher und weit reichender institutioneller, wirtschaftlicher und sozialer Veränderungen. Diese gehen einher mit hoher Arbeitslosigkeit und starker Verunsicherung im Umgang mit den sich neu bildenden Strukturen, was eine große Belastung für die Bevölkerung darstellt. Den Herausforderungen zum Trotz haben es die Polen geschafft, in nur wenigen Jahren ein institutionelles und wirtschaftliches Niveau zu erreichen, das sich an dem Niveau westeuropäischer Staaten orientiert. Diese Leistung wurde u. a. durch die Europäische Kommission anerkannt, indem 1998 zunächst die Beitrittsverhandlungen mit Polen eröffnet wurden und das Land im Mai 2004 zur Europäischen Union (EU) beitrat. Während die alten Mitgliedsstaaten der Europäischen Union eine lang andauernde Phase wirtschaftlichen Abschwungs erleiden, findet im angrenzenden Polen ein rasanter wirtschaftlicher Aufholungsprozess statt. Wachstumsraten von 5 % und mehr sind hierbei keine Seltenheit. Diese Entwicklung wird von vielen Bürgern der alten EU Mitgliedssaaten in Zeiten steigender Arbeitslosigkeit und sinkender Löhne wahrgenommen und teilweise als Ursache der eigenen Misere identifiziert. Tatsache aber ist, dass sogar bei anhaltender Dynamik der polnischen Wirtschaft ein Erreichen des westeuropäischen Standards, wenn überhaupt, erst in mehreren Jahrzehnten als realistisch erscheint. Ebenso wie im wirtschaftlichen Bereich stellt sich die institutionelle Diskrepanz zwischen Polen und den Ländern der EU der 15 dar. Zu groß sind die Unterschiede, als dass sie in nur einem Jahrzehnt hätten nachgeholt und ausgeglichen werden könnten. Als zusätzlich Hindernis ist zu werten, dass sich in den letzten Jahren die Berichte der Europäischen Kommission, der Weltbank oder Transparency International mehren, Korruption in Polen bedrohe sämtliche Sphären des öffentlichen und privaten Lebens und die junge „alte“ Demokratie somit durch hausgemachte Probleme ins Strudeln geraten könnte. Innerhalb der Europäischen Kommission scheint man sich des Problems der Korruption in Polen bewusst zu sein und befürchtet diese in Form eines trojanischen Pferdes importiert zu bekommen (Vgl. Dehley 2002: 4). Andere Organisationen wie GRECO1 zeichnen ein düstereres Szenario, da sie der Korruption in Polen attestieren, die demokratischen Institutionen auszuhöhlen.
The question of use or non-use of nuclear weapons has suddenly got new prominence as part of the search for an effective strategy against international terrorism. This dispute is not new. Within the deterrence strategy, American and NATO nuclear weapons policy over the years shifted from massive retaliation over flexible response towards nuclearweapons only as a last resort. In the multilateral framework, deliberations have focussed on positive and negative assurances for non-nuclear weapons states. The International Court of Justice, in its Advisory Opinion, considers the use of nuclear weapons as generally contrary to the rules of international law. Today, there are strong indications that the U.S. is moving towards giving nuclear weapons a war-fighting role. For future wars, the likelihood of nuclear weapons being used would grow considerably.

Aufstiege aus der Mittelschicht : soziale Aufstiegsmobilität von Haushalten zwischen 1984 und 2010

Die Dissertation widmet sich den intragenerationalen Aufstiegsprozessen von Haushalten aus der Mittelschicht zu den Wohlhabenden. Intragenerationale Mobilitätsforschung wird bislang vor allem als arbeitsmarktbezogene Inidivualmobilität angesehen. Diese Dissertation erweitert den Ansatz auf die Ebene des Haushaltes. Dem liegt der Gedanke zugrunde, dass die soziale Position eines Individuums nicht allein durch sein Erwerbseinkommen determiniert wird. Ebenso entscheidend ist der Kontext des Haushaltes. Dieser bestimmt darüber, wie viele Personen zum Einkommen beitragen können und wie viele daran partizipieren. Weiterhin kommt der Haushaltsebene in Paar-Haushalten die Rolle des Aushandlungsortes zu. Hier wird über Familienplanung, Kinderwunsch und damit in Zusammenhang stehend auch über die Erwerbsbeteiligung der Partner entscheiden. Die vorliegende Dissertation untersucht diese Annahmen mithilfe von Daten des Sozioökonomischen Panels (SOEP) der Jahre 1984 bis 2010. Der Fokus liegt auf der Erwerbsbeteiligung und dem Bildungsniveau des Haushaltes, seiner Struktur, sowie dem Beruf des Haushaltsvorstandes. Es wird davon ausgegangen, dass dies die Hauptfaktoren sind, die über die finanziellen Möglichkeiten eines Haushaltes entscheiden. Ein weiterer Schwerpunkt der Arbeit liegt in der Berücksichtigung des historischen Kontextes, da anzunehmen ist, dass die oben benannten Faktoren sich und ihren Einfluss auf die Aufstiegsmöglichkeiten von Haushalten im historischen Verlauf verändert haben.

Aufgrund ihrer Vielfalt fällt es schwer, autoritäre Systeme einheitlich zu definieren. In den Beiträgen werden die Unterschiede dieser auf fast allen Kontinenten vorkommenden Regierungsform untersucht. Dazu werden insbesondere ihre Entstehung und soziale Einflüsse wie Kultur und Militär beleuchtet. Von Kuba, nach Weißrussland, Iran und Somalia kann der Leser somit das Phänomen autoritärer Herrschaft und dessen Einflussgrößen nachvollziehen. Das Fehlen einer einheitlichen Definition stellt sich somit nicht als Mangel, sondern als Zugeständnis an die Realität heraus.
Seit Jahren steigen Politikverdrossenheit und die Zahl der Menschen an, die sich von der Gesellschaft exkludiert fühlen. Können Basisaktivierung durch Quartiersmanagement und Community Organizing diesen Trends entgegenwirken? Fördert die Ermöglichung der gesellschaftlichen Teilhabe von benachteiligten Bevölkerungsgruppen die Sozialkapitalbildung im Sinne Putnams? Um diese Fragen zu beantworten, wurden die vorhandene Literatur analysiert und zahlreiche Experteninterviews geführt.
Gegenstand der Analyse ist die mediale Auseinandersetzung um feministische de/konstruktivistische Theorie und Praxis, die 2006/2007 unter der Überschrift 'Gender Mainstreaming' stattfand. Dominiert wurde die Mediendebatte von einer Reihe antifeministischer Veröffentlichungen in überregionalen (Print- und Online-) Zeitungen und Magazinen; auf ihnen liegt das Hauptaugenmerk meiner Untersuchung. Im Zentrum stehen dabei die Einzelanalysen der Artikel "'Gender Mainstreaming' Politische Geschlechtsumwandlung" (FAZ; Volker Zastrow) und "Der neue Mensch" (Der Spiegel; René Pfister), die unter Hinzuziehung des Debattenkontextes (ca. 50 Artikel) untersucht werden. Die Analyse verfolgt die zentralen diskursiven Strategien, mit denen feministische de/konstruktivistische Theorie und Praxis sowie die Protagonist_innen derselben delegitimiert werden und fragt nach den impliziten wie expliziten Aussagen, den zugrundeliegenden gesellschaftlichen Wissensvorräten, Deutungsrahmen und Ausschlüssen. Theoretisch und methodisch wird eine Perspektive entwickelt, die die Mediendebatte einerseits als Kondensat gesellschaftlicher Wissensvorräte und als Spiegel gesellschaftlicher Machtverhältnisse, andererseits als Produzentin von Wissen und Macht analysierbar macht. Die Forschungsfragen und Analyseergebnisse tangieren entsprechend das gesellschaftlich vorhandene Alltags- und wissenschaftliche Wissen über Geschlecht(erverhältnisse) ebenso wie das ‚neue‘ Wissen, das in der Debatte generiert wird, indem Wissen neu kombiniert, akzentuiert, in neue Kontexte gestellt und den Rezipient_innen zugänglich gemacht wird. Mit welchen Bedeutungen wird der Begriff 'Gender' aufgeladen? Nach welchen Kriterien werden feministische Interventionen beurteilt? Welche Subjekte werden abgewertet oder ausgeschlossen (Homosexuelle, Transgender u.a.)? Welches wissenschaftliche und welches Alltagswissen liegt den (antifeministischen/ transphoben/ homophoben) Aussagen zugrunde? Inwiefern haben de/konstruktivistische Geschlechterkonzepte Eingang gefunden in die öffentliche Geschlechterdebatte? Und schließlich auch: Welche Strategien verfolgten jene medialen Artikulationen, die positiv auf feministische Theorie und Praxis und/oder Gender Mainstreaming Bezug nahmen? 'Gender Mainstreaming' fungierte im untersuchten antifeministischen Strang der Debatte als Aufhänger für einen modernisierten Antifeminismus, der sich gegen sämtliche feministische Politiken und Theorien richtete, die (in der Debatte) mit dem Begriff 'Gender' assoziiert wurden. 'Gender' wurde dabei als politisches Stigmawort mit vagem de/konstruktivistischem Gehalt etabliert. Die untersuchten Delegitimierungsstrategien betreffen den Wahrheitsgehalt feministischer Theorie, die Ziele und die Wirkungen feministischer Politik und die Frage nach den Interessen, die mit feministischen Politiken verfolgt werden. Diesen Strategien liegen (unter anderem) Vorannahmen bezüglich Geschlecht und Geschlechtsidentität, Abwertungen und Ausschlüsse bestimmter geschlechtlich oder sexuell markierter Subjekte, spezifische Deutungen feministischer Politiken und Theorien und die Dethematisierung von Machtverhältnissen zugrunde.

Wer bildete das Herrschaftszentrum im Deutschland der Jahre 1933 bis 1945? Welche Gruppen stabilisierten das System bis zur Niederlage im Zweiten Weltkrieg? Ernst Fraenkels "Der Doppelstaat" und Franz Neumanns "Behemoth" gelten als wegweisende analytische Zugänge zum Verständnis der nationalsozialistischen Herrschaftspraxis. Beide Bücher sind bereits Anfang der 1940er Jahre erschienen. Es sind Klassiker: also Bücher, mit denen noch heute etwas anzufangen ist. Der kompakte Lehrtext ist insbesondere für den studentischen Haus- und Seminargebrauch verfasst worden. Er ist eine Handreichung für Einsteiger und Studierende aller Semester, die sich erstmals mit den schwierigen Texten beschäftigen
Soziologische Polizeiforschung hebt zumeist folgende Aspekte der Polizei hervor: Ihre Zuständigkeit für öffentliche Sicherheit, ihr Einsatz von Gewalt im Namen eines staatlichen Gewaltmonopols, die Tätigkeit des Polizisten als Beruf. Häufig wird auch die Verwurzelung des Polizeiwesens in okzidentalen Kulturen hervorgehoben. In dieser kulturvergleichenden Studie werden diese Punkte anhand historischer und nicht-deutscher Polizeien untersucht. 1. Sicherheit: Wie in Gesellschaften, in denen es eine Öffentlichkeit im polizeigesetzlichen Sinne gar nicht gibt Sicherheit und Ordnung garantiert werden, interessiert Franziska Harnisch und Anja Bruhn, die sich mit dem Phänomen der Blutrache auseinandergesetzt haben. 2. Staatlichkeit: Die Beobachtung, dass die moderne Polizei an die Existenz einer differenzierten Staatlichkeit gebunden ist, ermuntert zu weiterführenden der Frage, wie die Polizei in verschiedenen nationalen Rechtskontexten eingerichtet ist. Während Mathias Graßmann die Polizei der Bundesrepublik Deutschland analysiert, betrachtet Björn Schülzke die Lage in den USA. Gewalt: Die soziologische Literatur interessiert sich besonders für die Verkörperung des Gewaltmonopols in der Polizei. Inwieweit dieses Interesse berechtigt ist und wie sehr polizeiliche Arbeit tatsächlich mit der Ausübung von Gewalt zu tun hat, ist für alle Beiträge in diesem Buch richtungsweisend, insbesondere aber für den von Christiane Mochan über Gewalt und Polizei. Inwieweit diese Gewalt auch als staatlicher Terror ausgeübt werden kann, ist eine leitende Frage des Kapitels über die Opritschnina von Julia Fatianova. 4. Gehalt: Vieles spricht dafür, von Polizei dann zu sprechen, wenn ihre Mitarbeiter ein regelmäßiges Einkommen beziehen. Viele Vertreter von Vorformen der Polizei lebten hingegen von anlassbezogenen Prämien. Die Liktoren im Alten Rom mit ihrem regelmäßigen Einkommen durchkreuzen allerdings die These, dass es ein Phänomen der Moderne sei, Polizisten regelmäßig zu entlohnen. Deswegen interessiert sich Tanja Zischke in ihrem Beitrag für diese antike Frühform der Polizei. 5. Okzident: Häufig geht die polizeisoziologische Forschung stillschweigend davon aus, dass die Polizei ein Phänomen der okzidentalen Moderne sei. Max Weber z.B. unterstellt orientalischen Gesellschaften, nichts mit der Polizei vergleichbares hervorgebracht zu haben. Vor diesem Hintergrund geht Jonas Grutzpalk der Frage nach, wie eine originär orientalische Polizei, nämlich die saudi-arabische Mutawa, entstehen konnte. Wie die nach okzidentalen Vorbildern eingerichtete Polizei in Kambodscha arbeitet und in der Bevölkerung angenommen wird, analysiert Saskia Ellenbeck. Ziel dieses Buches ist, durch den Vergleich der hier erfassten Polizeikulturen mehr über die Polizei als solche zu erfahren. Diese Sammlung soll die Polizeisoziologie auf dem Feld der kulturvergleichenden Forschung bereichern.

Mit diesem Heft wird die Diskussion über eine neue deutsche Ostpolitik fortgesetzt und abgeschlossen. Diese hatte im Heft Nr. 49 mit Thesen von Jochen Franzke begonnen, im nächsten Heft wurden erste Beiträge publiziert. Insgesamt haben sich Wissenschaftler und Politiker aus Deutschland, Österreich, Polen, Finnland und Tschechien beteiligt. Die Debatte schließt mit Schlussbemerkungen des Initiators.
