Das verbreitete Stereotyp Deutschlands als übermäßig bürokratisierter Staat kann einer nüchternen empirischen Bestandsaufnahme kaum standhalten. Im internationalen Vergleich zeigt sich vielmehr ein unterschiedliches Ausmaß der „Bürokratisierung“ entlang von drei zentralen Dimensionen der häufig undifferenziert betrachteten Bürokratieproblematik. Einer intelligenten Strategie der Entbürokratisierung muss daher eine systematische Analyse der Mechanismen der Bürokratisierung in einzelnen Dimensionen der Bürokratiekritik – zu viel Staat, zu viel Regulierung, zu bürokratische Organisation – zugrunde liegen. Der Beitrag stellt einen zentralen Mechanismus für die Regulierungsproblematik als derzeit besonders intensiv diskutiertes Bürokratieproblem dar: Das relative politische Kräfteverhältnis von „Generalisten“ und „Spezialisten“ wird als entscheidend für den Erfolg von Initiativen zur Deregulierung und „besseren Regulierung“ identifiziert. Diskutiert wird der Beitrag unterschiedlicher theoretischer Perspektiven zur konzeptionellen Begründung dieser Generalisten-Spezialisten-These. Hieraus ergeben sich schließlich handlungsrelevante Hypothesen zur Wirksamkeit von verbreiteten Ansätzen der „besseren Regulierung“.
Why choice matters

Measures of democracy are in high demand. Scientific and public audiences use them to describe political realities and to substantiate causal claims about those realities. This introduction to the thematic issue reviews the history of democracy measurement since the 1950s. It identifies four development phases of the field, which are characterized by three recurrent topics of debate: (1) what is democracy, (2) what is a good measure of democracy, and (3) do our measurements of democracy register real-world developments? As the answers to those questions have been changing over time, the field of democracy measurement has adapted and reached higher levels of theoretical and methodological sophistication. In effect, the challenges facing contemporary social scientists are not only limited to the challenge of constructing a sound index of democracy. Today, they also need a profound understanding of the differences between various measures of democracy and their implications for empirical applications. The introduction outlines how the contributions to this thematic issue help scholars cope with the recurrent issues of conceptualization, measurement, and application, and concludes by identifying avenues for future research.
Previous research has documented only a modest success rate for imposed sanctions. By contrast, the success rate is higher in cases that are settled at the threat stage. In this article, the authors provide new insights about the circumstances under which sanctions cause behavioral change only after being imposed. First, the target must initially underestimate the impact of sanctions, miscalculate the sender's determination to impose them, or wrongly believe that sanctions will be imposed and maintained whether it yields or not. Second, the target's misperceptions must be corrected after sanctions are imposed. A game-theoretical model with incomplete information is used to develop and clarify the argument
When are international organizations (IOs) responsive to the policy problems that motivated their establishment? While it is a conventional assumption that IOs exist to address transnational challenges, the question of whether and when IO policy-making is responsive to shifts in underlying problems has not been systematically explored. This study investigates the responsiveness of IOs from a large-n, comparative approach. Theoretically, we develop three alternative models of IO responsiveness, emphasizing severeness, dependence, and power differentials. Empirically, we focus on the domain of security, examining the responsiveness of eight multi-issue IOs to armed conflict between 1980 and 2015, using a novel and expansive dataset on IO policy decisions. Our findings suggest, first, that IOs are responsive to security problems and, second, that responsiveness is not primarily driven by dependence or power differentials but by problem severity. An in-depth study of the responsiveness of the UN Security Council using more granular data confirms these findings. As the first comparative study of whether and when IO policy adapts to problem severity, the article has implications for debates about IO responsiveness, performance, and legitimacy.
In this article, we examine the effects of political change on name changes of units within central government ministries. We expect that changes regarding the policy position of a government will cause changes in the names of ministerial units. To this end we formulate hypotheses combining the politics of structural choice and theories of portfolio allocation to examine the effects of political changes at the cabinet level on the names of intra-ministerial units. We constructed a dataset containing more than 17,000 observations on name changes of ministerial units between 1980 and 2013 from the central governments of Germany, the Netherlands, and France. We regress a series of generalized estimating equations (GEE) with population averaging models for binary outcomes. Finding variations across the three political-bureaucratic systems, we overall report positive effects of governmental change and ideological positions on name changes within ministries.

Aus der redaktionellen Notiz: Das Schwerpunktthema dieses Heftes der Potsdamer Studien zur Frauen- und Geschlechterforschung ist Zukunft: Die Zukunft der Frauen- und Geschlechterforschung in den Disziplinen und vor allem die Zukunft der Kategorie »Geschlecht« für die Produktion wissenschaftlichen Wissens. Die Texte entstanden im weiteren Kontext der Arbeit von Potsdamer WissenschaftlerInnen an einem als »transdisziplinär« projektierten Nebenfachstudiengang zu »Frauen- und Geschlechterstudien«. Im Verlauf unserer Diskussionen wurde eins ums andere Mal deutlich, wie unterschiedlich das jeweilige Verständnis von »Geschlecht« und »Geschlechterforschung« qua disziplinärer Herkunft ist. Nach einer intensiven Auseinandersetzung mit Konzepten von »Transdisziplinarität«, dokumentiert in Heft 2/1998 der Potsdamer Studien, wollten wir nun genauer wissen, wie das Verhältnis von »Geschlecht« und »Disziplin« ist, welchen Status »Geschlecht« für die disziplinäre Wissensproduktion hat, ob es deren Fundament und/oder Horizont ist bzw. sein sollte, und wie »Geschlecht« in den einzelnen Disziplinen konzipiert wird.

The chapter argues that populism as a modern phenomenon is closely linked with the great democratic revolutions that, for the first time in history, addressed ‘the people’ as the sovereign, thereby constituting the modern citizen. Yet, ‘the people’ can and do draw boundaries between ‘us’ and ‘them’. In an analytical perspective the article suggests a distinction between three forms of populism, ‘organic populism’, ‘liberal economic populism’, and ‘liberal cultural populism’, that operate differently. Applying closure theory to these different forms allows understanding of the different processes of populist politics that today promote exclusion by applying differentiated strategies of social closure.
In the past decades, development cooperation (DC) led by conventional bi- and multilateral donors has been joined by a large number of small, private or public-private donors. This pluralism of actors raises questions as to whether or not these new donors are able to implement projects more or less effectively than their conventional counterparts. In contrast to their predecessors, the new donors have committed themselves to be more pragmatic, innovative and flexible in their development cooperation measures. However, they are also criticized for weakening the function of local civil society and have the reputation of being an intransparent and often controversial alternative to public services. With additional financial resources and their new approach to development, the new donors have been described in the literature as playing a controversial role in transforming development cooperation. This dissertation compares the effectiveness of initiatives by new and conventional donors with regard to the provision of public goods and services to the poor in the water and sanitation sector in India.
India is an emerging country but it is experiencing high poverty rates and poor water supply in predominantly rural areas. It lends itself for analyzing this research theme as it is currently being confronted by a large number of actors and approaches that aim to find solutions for these challenges .
In the theoretical framework of this dissertation, four governance configurations are derived from the interaction of varying actor types with regard to hierarchical and non-hierarchical steering of their interactions. These four governance configurations differ in decision-making responsibilities, accountability and delegation of tasks or direction of information flow. The assumption on actor relationships and steering is supplemented by possible alternative explanations in the empirical investigation, such as resource availability, the inheritance of structures and institutions from previous projects in a project context, gaining acceptance through beneficiaries (local legitimacy) as a door opener, and asymmetries of power in the project context.
Case study evidence from seven projects reveals that the actors' relationship is important for successful project delivery. Additionally, the results show that there is a systematic difference between conventional and new donors. Projects led by conventional donors were consistently more successful, due to an actor relationship that placed the responsibility in the hands of the recipient actors and benefited from the trust and reputation of a long-term cooperation. The trust and reputation of conventional donors always went along with a back-up from federal level and trickled down as reputation also at local level implementation. Furthermore, charismatic leaders, as well as the acquired structures and institutions of predecessor projects, also proved to be a positive influencing factor for successful project implementation.
Despite the mixed results of the seven case studies, central recommendations for action can be derived for the various actors involved in development cooperation. For example, new donors could fulfill a supplementary function with conventional donors by developing innovative project approaches through pilot studies and then implementing them as a supplement to the projects of conventional donors on the ground. In return, conventional donors would have to make room the new donors by integrating their approaches into already programs in order to promote donor harmonization. It is also important to identify and occupy niches for activities and to promote harmonization among donors on state and federal sides.
The empirical results demonstrate the need for a harmonization strategy of different donor types in order to prevent duplication, over-experimentation and the failure of development programs. A transformation to successful and sustainable development cooperation can only be achieved through more coordination processes and national self-responsibility.

Während die theoretische Arbeitsbeschreibung und das Rollenbild von Schulleitern vielfach in der Forschung aufgegriffen wurde, gibt es – wie übrigens im gesamten Bereich Public Management – nur wenige empirische Untersuchungen, die aus einer betriebswirtschaftlichen Managementbetrachtung heraus untersuchen, was Schulleiter wirklich machen, d.h. welchen Tätigkeiten und Aufgaben die genannten Personen nachgehen und welche Unterschiede sich feststellen lassen. Besondere Relevanz erhält die Thematik durch das sich wandelnde Aufgabenbild des Schulleiters, getrieben insbesondere durch die zusätzliche Autonomie der Einzelschule, aber auch durch die Fokussierung auf die Performance und Wirksamkeit der Einzelschule und verbunden damit, die Abhängigkeit dieser von der Arbeit des Schulleiters. Hier bildet das Verständnis der Aufgaben und Tätigkeiten eine wichtige Grundlage, die jedoch unzureichend erforscht ist. Mit Hilfe einer explorativen Beobachtung von 15 Schulleiterinnen und Schulleitern und damit einer empirischen Untersuchung von insgesamt 7591 Arbeitsminuten und 774 Aktivitäten in Kombination mit ausführlichen qualitativen, halboffenen Interviews wird durch diese Arbeit eine detaillierte Betrachtung des tatsächlichen Schulleitungsmanagementhandelns möglich. So wird sichtbar, dass sich die Aufgaben und Tätigkeiten der Schulleiter in zentralen Bereichen unterscheiden und eine Typologisierung entlang von Rollenbeschreibungen und Leadership Behavior zu kurz greift. Es konnte zum ersten Mal in dieser Ausführlichkeit innerhalb des deutschen Schulsystems gezeigt werden, dass Schulleiter Kommunikationsmanager sind. Darüber hinaus entwickelt das hier dokumentierte Forschungsvorhaben Hypothesen zu den Faktoren, die einen Einfluss auf die Aufgaben und Tätigkeiten haben und beschreibt dezidiert Implikationen, die diese Erkenntnisse auf die Tätigkeit des Schulleiters, die weitere Forschung aber auch die politische Rahmengestaltung und, damit verbunden, die Weiterentwicklung des Schulsystems haben.
Der vorliegende Beitrag fasst die bisherige Forschung über die Wirkungen von Gebietsreformen zusammen und analysiert diese aus inhaltlicher und methodischer Perspektive. Basierend auf einer Auswertung von ausgewählten nationalen und europäischen Studien werden Wirkungsbefunde in drei zentralen Dimensionen dargestellt: (1) Leistungsfähigkeit, Verwaltungs- und Veranstaltungskraft, (2) Einsparungen, Skalenerträge und Wirtschaftlichkeit und (3) Partizipation und demokratische Kontrolle. Im Ergebnis kann festgestellt werden, dass die Leistungs- und Handlungsfähigkeit kommunaler Verwaltungen durch Gebietsreformen überwiegend positiv beeinflusst wird. Dagegen sind die empirischen Befunde bezüglich Wirtschaftlichkeit, Einsparungen und Skalenerträge sowie zur Partizipation und demokratischen Kontrolle nicht eindeutig.

Mit der Zeitreihenstudie „Jugend in Brandenburg“ werden seit Anfang der 1990er Jahre Veränderungen ausgewählter Lebensbedingungen und Einstellungen brandenburgischer Jugendlicher in unterschiedlichen zeitlichen Abständen erfasst. Im Zentrum der aktuellen Studie stehen das Freizeitverhalten, Migrationspläne sowie die politischen Einstellungen.

Scholars frequently expect parties to act strategically in parliament, hoping to affect their electoral fortunes. Voters assumingly assess parties by their activity and vote accordingly. However, the retrospective voting literature looks mostly at the government's outcomes, leaving the opposition understudied. We argue that, for opposition parties, legislative voting constitutes an effective vote-seeking activity as a signaling tool of their attitude toward the government. We suggest that conflictual voting behavior affects voters through two mechanisms: as a signal of opposition valence and as means of ideological differentiation from the government. We present both aggregate- and individual-level analyses, leveraging a dataset of 169 party observations from 10 democracies and linking it to the CSES survey data of 27,371 respondents. The findings provide support for the existence of both mechanisms. Parliamentary conflict on legislative votes has a general positive effect on opposition parties' electoral performance, conditional on systemic and party-specific factors.

Von Bosman zur Kollektivvereinbarung? : die Regulierung des Arbeitsmarktes für Profifußballer

The past few years have witnessed the emergence of a plethora of transnational climate governance experiments. They have been developed by a broad range of actors, such as cities, non-profit organizations, and private corporations. Several scholars have lately devoted particular attention to voluntary global business initiatives in the policy domain of climate change. Their studies have provided considerable insights into the role and function of such new modes of climate governance. However, the precise nature of the relationship between the various climate governance experiments and the international climate negotiations has not been analyzed in enough detail. Against this backdrop, the present article explores the interplay of a business sector climate governance experiment, i.e. the Greenhouse Gas Protocol (GHG Protocol) with the international climate regime. On the one hand, the article underscores that the GHG Protocol has filled a regulatory gap in global climate policy-making by providing the means for the corporate sector to comprehensively account and report their GHGs. On the other hand, it reveals that the application of the GHG Protocol guidelines depends to a large extent on the existence of an overarching policy framework set up by nation-states at the intergovernmental level. Only if private companies receive a clear political signal that stringent mandatory GHG emission controls and a global market-based instrument are at least likely to be adopted will they put substantial efforts into the accurate measurement and management of their GHGs. Thus, this article points to the limits of climate governance experimentation and suggests that business sector climate governance experiments need to be embedded in a coherent international regulatory setting which generates a clear stimulus for corporate action.
This article explores the practice and political significance of politicians’ journeys to conflict zones. It focuses on the German example, looking at field trips to theatres of international intervention as a way of first-hand knowledge in policymaking. Paying tribute to Lisa Smirl and her work on humanitarian spaces, objects and imaginaries and on liminality in aid worker biographies, two connected arguments are developed. First, through the exploration of the routinized practices of politicians’ field trips the article shows how these journeys not only remain confined to the ‘auxiliary space’ of aid/intervention, but that it is furthermore a staged reality of this auxiliary space that most politicians experience on their journeys. The question is then asked, second, what politicians actually experience on their journeys and how their experiences relate to their policy knowledge about conflict and intervention. It is shown that political field trips enable sensory/affectual, liminoid and liminal experiences, which have functions such as authority accumulation, agenda setting, community building, and civilizing domestic politics, while at the same time reinforcing, in most cases, pre-existing conflict and intervention imaginaries.
Der Beitrag widmet sich zwei überaus fruchtbaren theoretischen Ansätzen in der Policy-Forschung und darüber hinaus: der Vetospielertheorie und Vetopunkt-Ansätzen. Neben den Grundzügen beider Ansätze stellen wir grundlegende Entwicklungslinien und Probleme dieser Literaturen anhand beispielhafter Studien dar. Es zeigt sich, dass beide Ansätze teils kontroverse Annahmen treffen, zu denen es plausible Alternativen gibt. Zum Beispiel kann das Verhalten von Koalitionsparteien im Policy-Prozess anders als von der Vetospielertheorie angenommen modelliert werden. Die kausalen Effekte bestimmter Institutionen oder Vetopunkte können zudem je nach Kontext variieren. Diesem Kontext sollte größere Beachtung geschenkt werden.
