Reflexion ist eine Schlüsselkategorie für die professionelle Entwicklung von Lehrkräften, welche als Ausbildungsziel in den Bildungsstandards für die Lehrkräftebildung verankert ist. Eine Verstetigung universitär geprägter Forschung und Modellierung in der praxisnahen Anwendung im schulischen Kontext bietet Potentiale nachhaltiger Professionalisierung. Die Stärkung reflexionsbezogener Kompetenzen durch Empirie und Anwendung scheint eine phasenübergreifende Herausforderung der Lehrkräftebildung zu sein, die es zu bewältigen gilt. Ziele des Tagungsbandes Reflexion in der Lehrkräftebildung sind eine theoretische Schärfung des Konzeptes „Reflexive Professionalisierung“ und der Austausch über Fragen der Einbettung wirksamer reflexionsbezogener Lerngelegenheiten in die Lehrkräftebildung. Forschende und Lehrende der‚ drei Phasen (Studium, Referendariat sowie Fort- und Weiterbildung) der Lehrkräftebildung stellen Lehrkonzepte und Forschungsprojekte zum Thema Reflexion in der Lehrkräftebildung vor und diskutieren diese. Gemeinsam mit Teilnehmenden aller Phasen und von verschiedenen Standorten der Lehrkräftebildung werden zukünftige Herausforderungen identifiziert und Lösungsansätze herausgearbeitet.
Zum dreißigjährigen Bestehen des Kommunalwissenschaftlichen Instituts an der Universität Potsdam vereint dieser Jubiläumsband kurze Aufsätze von ehemaligen und aktuellen Vorstandsmitgliedern, von Ehrenmitgliedern des Vorstands, langjährigen wissenschaftlichen Mitarbeitern des Instituts und aktuellen wissenschaftlichen Kooperationspartnern. Die insgesamt zwölf Beiträge befassen sich mit den Kommunalwissenschaften und der Geschichte des Kommunalwissenschaftlichen Instituts, mit aktuellen kommunalwissenschaftlichen Fragestellungen und wissenschaftlichen Kooperationen des KWI. Der vom KWI-Vorstand herausgegebene Band soll einen breiten Blick auf 30 Jahre Kommunalwissenschaften in Brandenburg und an der Universität Potsdam werfen und einen Ausblick auf zukünftige kommunalwissenschaftliche Forschung geben.
Rapid Synthesis of Sub-10nm Hexagonal NaYF4-Based Upconverting Nanoparticles using Therminol((R))66

We report a simple one-pot method for the rapid preparation of sub-10nm pure hexagonal (-phase) NaYF4-based upconverting nanoparticles (UCNPs). Using Therminol((R))66 as a co-solvent, monodisperse UCNPs could be obtained in unusually short reaction times. By varying the reaction time and reaction temperature, it was possible to control precisely the particle size and crystalline phase of the UCNPs. The upconversion (UC) luminescence properties of the nanocrystals were tuned by varying the concentrations of the dopants (Nd3+ and Yb3+ sensitizer ions and Er3+ activator ions). The size and phase-purity of the as-synthesized core and core-shell nanocrystals were assessed by using complementary transmission electron microscopy, dynamic light scattering, X-ray diffraction, and small-angle X-ray scattering studies. In-depth photophysical evaluation of the UCNPs was pursued by using steady-state and time-resolved luminescence spectroscopy. An enhancement in the UC intensity was observed if the nanocrystals, doped with optimized concentrations of lanthanide sensitizer/activator ions, were further coated with an inert/active shell. This was attributed to the suppression of surface-related luminescence quenching effects.

Fault zones are the locations where motion of tectonic plates, often associated with earthquakes, is accommodated. Despite a rapid increase in the understanding of faults in the last decades, our knowledge of their geometry, petrophysical properties, and controlling processes remains incomplete. The central questions addressed here in our study of the Dead Sea Transform (DST) in the Middle East are as follows: (1) What are the structure and kinematics of a large fault zone? (2) What controls its structure and kinematics? (3) How does the DST compare to other plate boundary fault zones? The DST has accommodated a total of 105 km of left-lateral transform motion between the African and Arabian plates since early Miocene (similar to 20 Ma). The DST segment between the Dead Sea and the Red Sea, called the Arava/Araba Fault (AF), is studied here using a multidisciplinary and multiscale approach from the mu m to the plate tectonic scale. We observe that under the DST a narrow, subvertical zone cuts through crust and lithosphere. First, from west to east the crustal thickness increases smoothly from 26 to 39 km, and a subhorizontal lower crustal reflector is detected east of the AF. Second, several faults exist in the upper crust in a 40 km wide zone centered on the AF, but none have kilometer-size zones of decreased seismic velocities or zones of high electrical conductivities in the upper crust expected for large damage zones. Third, the AF is the main branch of the DST system, even though it has accommodated only a part (up to 60 km) of the overall 105 km of sinistral plate motion. Fourth, the AF acts as a barrier to fluids to a depth of 4 km, and the lithology changes abruptly across it. Fifth, in the top few hundred meters of the AF a locally transpressional regime is observed in a 100-300 m wide zone of deformed and displaced material, bordered by subparallel faults forming a positive flower structure. Other segments of the AF have a transtensional character with small pull-aparts along them. The damage zones of the individual faults are only 5-20 m wide at this depth range. Sixth, two areas on the AF show mesoscale to microscale faulting and veining in limestone sequences with faulting depths between 2 and 5 km. Seventh, fluids in the AF are carried downward into the fault zone. Only a minor fraction of fluids is derived from ascending hydrothermal fluids. However, we found that on the kilometer scale the AF does not act as an important fluid conduit. Most of these findings are corroborated using thermomechanical modeling where shear deformation in the upper crust is localized in one or two major faults; at larger depth, shear deformation occurs in a 20-40 km wide zone with a mechanically weak decoupling zone extending subvertically through the entire lithosphere.
Ambitious climate policies, as well as economic development, education, technological progress and less resource-intensive lifestyles, are crucial elements for progress towards the UN Sustainable Development Goals (SDGs). However, using an integrated modelling framework covering 56 indicators or proxies across all 17 SDGs, we show that they are insufficient to reach the targets. An additional sustainable development package, including international climate finance, progressive redistribution of carbon pricing revenues, sufficient and healthy nutrition and improved access to modern energy, enables a more comprehensive sustainable development pathway. We quantify climate and SDG outcomes, showing that these interventions substantially boost progress towards many aspects of the UN Agenda 2030 and simultaneously facilitate reaching ambitious climate targets. Nonetheless, several important gaps remain; for example, with respect to the eradication of extreme poverty (180 million people remaining in 2030). These gaps can be closed by 2050 for many SDGs while also respecting the 1.5 °C target and several other planetary boundaries.
Many universities record the lectures being held in their facilities to preserve knowledge and to make it available to their students and, at least for some universities and classes, to the broad public. The way with the least effort is to record the whole lecture, which in our case usually is 90 min long. This saves the labor and time of cutting and rearranging lectures scenes to provide short learning videos as known from Massive Open Online Courses (MOOCs), etc. Many lecturers fear that recording their lectures and providing them via an online platform might lead to less participation in the actual lecture. Also, many teachers fear that the lecture recordings are not used with the same focus and dedication as lectures in a lecture hall. In this work, we show that in our experience, full lectures have an average watching duration of just a few minutes and explain the reasons for that and why, in most cases, teachers do not have to worry about that.
Embedded smart home — remote lab MOOC with optional real hardware experience for over 4000 students

MOOCs (Massive Open Online Courses) become more and more popular for learners of all ages to study further or to learn new subjects of interest. The purpose of this paper is to introduce a different MOOC course style. Typically, video content is shown teaching the student new information. After watching a video, self-test questions can be answered. Finally, the student answers weekly exams and final exams like the self test questions. Out of the points that have been scored for weekly and final exams a certificate can be issued. Our approach extends the possibility to receive points for the final score with practical programming exercises on real hardware. It allows the student to do embedded programming by communicating over GPIO pins to control LEDs and measure sensor values. Additionally, they can visualize values on an embedded display using web technologies, which are an essential part of embedded and smart home devices to communicate with common APIs. Students have the opportunity to solve all tasks within the online remote lab and at home on the same kind of hardware. The evaluation of this MOOCs indicates the interesting design for students to learn an engineering technique with new technology approaches in an appropriate, modern, supporting and motivating way of teaching.
When students watch learning videos online, they usually need to watch several hours of video content. In the end, not every minute of a video is relevant for the exam. Additionally, students need to add notes to clarify issues of a lecture. There are several possibilities to enhance the metadata of a video, e.g. a typical way to add user-specific information to an online video is a comment functionality, which allows users to share their thoughts and questions with the public. In contrast to common video material which can be found online, lecture videos are used for exam preparation. Due to this difference, the idea comes up to annotate lecture videos with markers and personal notes for a better understanding of the taught content. Especially, students learning for an exam use their notes to refresh their memories. To ease this learning method with lecture videos, we introduce the annotation feature in our video lecture archive. This functionality supports the students with keeping track of their thoughts by providing an intuitive interface to easily add, modify or remove their ideas. This annotation function is integrated in the video player. Hence, scrolling to a separate annotation area on the website is not necessary. Furthermore, the annotated notes can be exported together with the slide content to a PDF file, which can then be printed easily. Lecture video annotations support and motivate students to learn and watch videos from an E-Learning video archive.
In university teaching today, it is common practice to record regular lectures and special events such as conferences and speeches. With these recordings, a large fundus of video teaching material can be created quickly and easily. Typically, lectures have a length of about one and a half hours and usually take place once or twice a week based on the credit hours. Depending on the number of lectures and other events recorded, the number of recordings available is increasing rapidly, which means that an appropriate form of provisioning is essential for the students. This is usually done in the form of lecture video platforms. In this work, we have investigated how lecture video platforms and the contained knowledge can be improved and accessed more easily by an increasing number of students. We came up with a multistep process we have applied to our own lecture video web portal that can be applied to other solutions as well.
Embedded smart home

The popularity of MOOCs has increased considerably in the last years. A typical MOOC course consists of video content, self tests after a video and homework, which is normally in multiple choice format. After solving this homeworks for every week of a MOOC, the final exam certificate can be issued when the student has reached a sufficient score. There are also some attempts to include practical tasks, such as programming, in MOOCs for grading. Nevertheless, until now there is no known possibility to teach embedded system programming in a MOOC course where the programming can be done in a remote lab and where grading of the tasks is additionally possible. This embedded programming includes communication over GPIO pins to control LEDs and measure sensor values. We started a MOOC course called "Embedded Smart Home" as a pilot to prove the concept to teach real hardware programming in a MOOC environment under real life MOOC conditions with over 6000 students. Furthermore, also students with real hardware have the possibility to program on their own real hardware and grade their results in the MOOC course. Finally, we evaluate our approach and analyze the student acceptance of this approach to offer a course on embedded programming. We also analyze the hardware usage and working time of students solving tasks to find out if real hardware programming is an advantage and motivating achievement to support students learning success.

Mehr Privat statt Staat! Diese Kampfformel galt vielen noch vor kurzem als Schlüssel zur erfolgreichen Entlastung der angespannten kommunalen Haushalte. Immer mehr Kommunen beschritten den vermeintlichen Königsweg. So vielfältig wie die Gegenstände sind auch die in der Verwaltungspraxis zu beobachtenden Erscheinungsformen der Privatisierung: Vermögensprivatisierung, Organisationsprivatisierung, Aufgabenprivatisierung mit facettenreichen Mischformen namentlich der Public Private Partnerships. Zwar brachte der „Verkauf des Tafelsilbers“ den Kommunen kurzzeitig einen Geldsegen. Doch haben bei weitem nicht alle Privatisierungsmaßnahmen die in sie gesetzten Erwartungen erfüllt und es setzt sich zunehmend die Einsicht durch, dass die Privatwirtschaft nicht zwangsläufig besser, effizienter und kostengünstiger arbeitet als die Öffentliche Hand. Inzwischen deutet sich im kommunalen Bereich eine klare Trendumkehr in Richtung Rekommunalisierung an. Die 17. Fachtagung des Kommunalwissenschaftlichen Instituts (KWI) der Universität Potsdam greift in diese anlaufende Grundsatzdebatte ein und nimmt aktuelle Bestrebungen der Rekommunalisierung lokaler Aufgaben auf. Im Vordergrund stehen erste praktische Erfahrungen, Implementationsprobleme und nicht zuletzt die rechtlichen Rahmenbedingungen und normativen Direktiven für Rekommunalisierungen namentlich in Segmenten der öffentlichen Daseinsvorsorge.

Aus dem Editorial: „Negativzuwanderung“ wählten die Österreicher zu ihrem Unwort des Jahres 2005. Dieser Begriff verdeutlicht einen Aspekt des gesamtgesellschaftlichen Problems des demografischen Wandels, der nicht nur in Österreich seit einiger Zeit für jeden zu spüren ist. Verstanden wird darunter die quantitative und qualitative Veränderung der Bevölkerungsstruktur, die sich für Deutschland und die meisten westeuropäischen Länder mit drei Schlagworten beschreiben lässt: weniger Kinder, mehr Alte, also insgesamt weniger Menschen. Allein für Deutschland wird bis 2050 ein Bevölkerungsrückgang um 20% erwartet. Davon betroffen sind alle Politikfelder, unter anderem die Bildungs- und Sozialpolitik sowie die Arbeitsmarkt- und Infrastrukturpolitik. Eine Herausforderung, die für Politik und Verwaltung gleichermaßen einmalig in der jüngeren Geschichte ist. Als „unterste“ Ebene sind die Kommunen und ihre Einrichtungen besonders stark betroffen, denn sie halten die Mehrzahl der infrastrukturellen und sonstigen öffentlichen Einrichtungen für die Menschen vor, sie sind über einwohnerbezogene Finanzzuweisungssysteme abhängig von „ihren Menschen“ und haben gleichzeitig wenig Einfluss auf die wirtschaftlich bedingten Zu- oder Wegzüge der Einwohner. Sind diese Entwicklungen seit längerer Zeit bekannt und werden intensiv diskutiert, so sind in letzter Zeit eine Reihe von Strategien und Handlungskonzepten entwickelt worden, um mit diesem Problem umgehen zu können. Das Kommunalwissenschaftliche Institut der Universität Potsdam (KWI) veranstaltete am 3. April 2006 eine Fachtagung „Demografie im Wandel. Herausforderungen für die Kommunen“. Zum 12. Mal trafen sich seit der Gründung des Institutes ca. 250 Vertreter der Wissenschaft, der Politik, der Verbände, insbesondere aber der Kommunen, um über aktuelle Demografieprobleme zu diskutieren. Dabei standen sowohl die wissenschaftliche Analyse als auch politische Handlungsstrategien im Fokus der Diskussion. Wichtige Ergebnisse dieser Tagung sind im nachfolgenden KWI-Arbeitsheft festgehalten und werden durch weitere Beiträge zum Thema ergänzt.
Public Private Partnerships (PPP) sind aktueller denn je: Die Aufgaben der Kommunen werden immer komplexer und lassen sich oft nur meistern, wenn die Last auf mehrere Schultern verteilt wird. Für die Kommunen bieten PPPs die Chance zu einer schnelleren, bürgernäheren und bedarfsgerechteren Aufgabenerfüllung, zur Konzentration auf kommunale Kernkompetenzen, zur Nutzung privaten Know-hows sowie zu Kosteneinsparungen und Effizienzgewinnen. Für die privaten Partner sind PPPs eine Möglichkeit zur Erschließung neuer Märkte und Generierung lukrativer Aufträge. Gleichzeitig bringen die Planung, die Finanzierung, der Betrieb und die Beendigung Öffentlich Privater Partnerschaften jedoch komplexe rechtliche und praktische Probleme mit sich. Vor diesem Hintergrund widmete sich die 14. Jahrestagung des Kommunalwissenschaftlichen Institutes (KWI) der Universität Potsdam im April 2008 den rechtlichen Rahmenbedingungen und den praktischen Problemen im alltäglichen Umgang mit PPPs. Sie beleuchtete die verschiedenen Stationen des Lebenslaufs von PPPs und gab Antworten auf wichtige Fragestellungen bei der Implementierung und Umsetzung von PPP-Projekten. Behandelt wurden unter anderem Themen wie die Novellierung des Vertragsrechts im Verwaltungsverfahrensgesetz, Direktiven des Vergaberechts, Möglichkeiten der Finanzierung durch EU-Fördermittel sowie institutionelle Alternativen (insbes. Public Public Partnerships) und Lösungswege beim Scheitern von PPPs.

Cost degression in photovoltaics, wind-power and battery storage has been faster than previously anticipated. In the future, climate policy to limit global warming to 1.5–2 °C will make carbon-based fuels increasingly scarce and expensive. Here we show that further progress in solar- and wind-power technology along with carbon pricing to reach the Paris Climate targets could make electricity cheaper than carbon-based fuels. In combination with demand-side innovation, for instance in e-mobility and heat pumps, this is likely to induce a fundamental transformation of energy systems towards a dominance of electricity-based end uses. In a 1.5 °C scenario with limited availability of bioenergy and carbon dioxide removal, electricity could account for 66% of final energy by mid-century, three times the current levels and substantially higher than in previous climate policy scenarios assessed by the Intergovernmental Panel on Climate Change. The lower production of bioenergy in our high-electrification scenarios markedly reduces energy-related land and water requirements.
