The chapter illustrates how cities can be understood from a system–theory perspective as complex social systems. It argues that the classical and linear intervention methods are often no (longer) suitable for the complex structure, temporal dynamics and multifaceted processuality of urban development. It offers a systemic and systems theory-inspired method as an alternative approach, which allows for extended possibilities that are more appropriate for dealing with urban development processes. The method was developed on the basis of practical experience and theoretical insights. The approach should demonstrate for local decision-makers potential areas of activity for organising urban changes through co-design.

Since the end of the Apartheid international tourism in South Africa has increasingly gained importance for the national economy. The centre of this PKS issue’s attention is a particular form of tourism: Township tourism, i.e. guided tours to the residential areas of the black population. About 300,000 tourists per year visit the townships of Cape Town. The tours are also called Cultural, Social, or Reality Tours. The different aspects of township tourism in Cape Town were subject of a geographic field study, which was undertaken during a student research project of Potsdam University in 2007. The text at hand presents the empirical results of the field study, and demonstrates how townships are constructed as spaces of tourism.

Sightseeing in the poorest quarters of southern hemisphere cities has been observed occurring in Cape Town, Rio de Janeiro, Mumbai and many other cities. The increasing global interest in touring poor urban environments is accompanied by a strong morally charged debate; so far, this debate has not been critically addressed. This article avoids asking if slum tourism is good or bad, but instead seeks a second-order observation, i.e. to investigate under what conditions the social praxis of slum tourism is considered as good or bad, by processing information on esteem or dis-esteem among tourists and tour providers. Special attention is given to any relation between morality and place, and the thesis posited is that the moral charging of slum tourism is dependent on the presence of specific preconceived notions of slums and poverty. This shall be clarified by means of references to two empirical case studies carried out in (1) Cape Town in 2007 and 2008 and (2) Mumbai in 2009.
