Seit einiger Zeit ist der Qualitätsbegriff in all seinen Variationen ein häufig und gern gebrauchtes Wort auch in der bildungspolitischen Diskussion. Dabei erstaunt weniger der vieljähruge Timelag, mit dem diese wirtschaftsentlehnte Begrifflichkeit Eingang in die Betrachtung von Bildungsinstitutionen gefunden hat, ist doch dieses Phänomen für das Bildungssystem altvertraut. Vielmehr ist es die Unbefangenheit, mit der alle möglichen Wortverbindungen von Qualitätsentwicklung bis Qualitätssicherung oft völlig unvermittelt mit Schule und Unterricht in einem Zuge thematisiert werden, was sich dann häufig doch nur als das bekannte normative Räsonieren über die "gute" Schule entpuppt. Diese Beobachtung läßt eher auf eine zeitgeistinspirierte Adaption auf der Ebene von Worthülsen schließen, denn auf eine wirkliche Besinnung auf die eigenen Leistungserfordernisse, den Grad ihres Erreichens und die Optimierungsmöglichkeiten. Da aber die fast überall grassierende Qualitätsdiskussion mittlerweile mit guten Gründen als Indiz für ein gesamtgesellschaftliches Rationalisierungsparadigma angesehen werden kann, dessen Wirkungen auch die Bildung und ihre Institutionen nicht aussparen wird, lohnt sich vielleicht der Versuch, auf einige Zusammenhänge von Bildung und Qualität einzugehen.
Die sich rasch wandelnde und dabei differenzierende Berufswirklichkeit erfordert in der Aus- und Weiterbildung adäquate Qualifiierungsstrategien, die schematisch vier Komplexe enthalten: eine fundierte Grundqualifikation, die umfangreichere, berufsgruppentypische Kenntnisse und Fertigkeiten vermittelt, eine Profilierung im Hinblick auf spezifische Berufsbilder, eine Spezialisierung, die auf konkret nachgefragte berufliche Tätigkeiten abhebt, und eine fortlaufende Aktualisierung, die ausgeübte Tätigkeiten an den schnellen technologischen, organisatorischn und verfahrensbezoigenen Wandel koppelt. Bereits mit dieser Differenzierung beruflicher Qualifikationsphasen wird der Weg zur Modularisierung vorbereitet und werden allmählich die vielfach noch starren Ausbildungsordnungen 'aus einem Guss' durch dynamische und gestaltungsoffene Aus- und Weiterbildungsgänge abgelöst.
