Die deutsche Energiewirtschaft befindet sich im Umbruch. Ein neuer staatlicher Ordnungsrahmen wurde geschaffen. Zentrales Element für die Regulierung der Stromnetze ist die „Anreizregulierung“ ‒ simulierter Wettbewerb, zentral gesteuert von der Bundesnetzagentur, um missbräuchliches Verhalten auszuschließen. Ausgehend von der Entwicklung des Energiemarktes seit dem 19. Jahrhundert analysiert Kai Kleinwächter die unterschiedlichen Interessen der Bundes- und Länderregierungen, der Stadtwerke sowie der großen Energiekonzerne bei der Einführung dieses Steuerungsinstrumentes. Bewertet werden auch die politischen Machtpotenziale der Akteure sowie ihr Einfluss auf den Gesetzgebungsprozess.
Weltweit brodelt es, Bürger gehen auf die Straße. In Chile will man sich die Ungerechtigkeiten des Bildungssystems nicht länger gefallen lassen. Nur wer zahlt, darf lernen – dagegen wehrt sich vor allem die Jugend mit aller Macht, auch mit der Macht der Neuen Medien. Öffentlichkeitswirksam werden die Proteste inszeniert. Wird die chilenische Regierung weiterhin mit Knüppeln auf Demonstranten einschlagen oder einlenken?
Vonseiten Nordkoreas wurde der Tod Kim Jong-ils am 17. Dezember 2011 mitgeteilt. Kim Jong-il war der Zweite der Familie, der Nordkorea regierte, nach seinem Vater Kim Il-sung. Die fortfolgende Herrschaft der leiblichen Söhne gibt dem Ganzen eine archaisch traditionale Komponente. Das Erstaunliche ist, warum dies trotz allem auch im 21. Jahrhundert zu funktionieren scheint.
Die Zivilgesellschaft hat dazu beigetragen, dass die Klimakonferenz in
Kopenhagen zu einem Medienereignis wurde. Fernab großer Demonstrationen
haben Nichtregierungsorganisationen (NRO) seit Jahren
einen guten Zugang zu den internationalen Klimaverhandlungen. Am
Beispiel von Chile wird gezeigt, wie Nichtregierungsorganisationen
durch professionellen Lobbyismus ihre Positionen in politische Prozesse
einspeisen. Sie befinden sich in einem Spannungsfeld von Kooperation
und Instrumentalisierung durch politische Entscheidungsträger.
Gescheiterte Klimapolitik?

Der Kopenhagener Klimagipfel 2009 ist mit Spannung erwartet worden.
Erreicht wurde lediglich ein Minimalkonsens. Der Autor liefert eine
akteurszentrierte Deutung des Kopenhagener Abkommens und stellt die
Frage nach dem Präzedenzcharakter der Verhandlungen: Handelte es sich
um ein einmaliges Versagen multilateraler Diplomatie oder um einen
Vorgeschmack auf die weltpolitische Routine des 21. Jahrhunderts?
Deutschland hat sich innerhalb kurzer Zeit zu einem bedeutenden sicherheitspolitischen Akteur im Weltraum entwickelt. Am 1. Dezember 2010 stellte die Bundesregierung die deutsche Raumfahrtstrategie vor. Immer wieder ist die Rede von der strategischen Bedeutung des Weltraums für die deutsche Sicherheitspolitik. Eine fundierte und überprüfbare Begründung für diese Behauptung fehlt indes. Der Politikwissenschaftler Cornelius Vogt analysiert die strategischen Aspekte deutscher Weltraumsicherheitspolitik. Seine Untersuchung des strategischen Umfeldes, der nationalen Interessen, des sicherheitspolitischen Nutzens des Weltraums und der wichtigsten Anwendungsfelder zeigt, dass der Weltraum zum unverzichtbaren Bestandteil der gesamtstaatlichen Sicherheitsvorsorge avanciert ist.
China und Indien

Der Artikel analysiert die neue Rolle aufsteigender Schwellenländer
in den internationalen Klimaverhandlungen am Beispiel Chinas und
Indiens. Die Ablehnung verbindlicher Reduktionsziele für Treibhausgase
wurde in Kopenhagen als Blockadepolitik beider Länder gewertet.
China und Indien können sich in ihrer Position behaupten, da ihr
gestiegenes Gewicht in der multipolaren Weltordnung und die Untätigkeit
führender Industrieländer ihre Verhandlungsposition stärkt. Die
Autorin diskutiert Kooperationsmöglichkeiten auf subnationaler Ebene,
die die Blockadeposition nationaler Regierungen umgehen können.
This thesis deals with two theories of international trade: the theory of comparative advantage, which is connected to the name David Ricardo and is dominating current trade theory, and Adam Smith’s theory of absolute advantage. Both theories are compared and their assumptions are scrutinised. The former theory is rejected on theoretical and empirical grounds in favour of the latter. On the basis of the theory of absolute advantage, developments of free international trade are examined, whereby the focus is on trade between industrial and underdeveloped countries. The main conclusions are that trade patterns are determined by absolute production cost advantages and that the gap between developed and poor countries is not reduced but rather increased by free trade.
In diesem einleitenden Beitrag des Themenschwerpunktes wird der
Hintergrund der internationalen Klimaverhandlungen erläutert und
die Ergebnisse des Kopenhagen-Akkords vorgestellt. Angesichts des
Scheiterns der Kopenhagener Konferenz muss die zeitnahe Schließung
eines rechtlich bindenden, globalen Klimaabkommens als unwahrscheinlich
gelten. Die Klimapolitik wird zukünftig verstärkt auf nationalstaatlicher
und transnationaler Ebene erfolgen.
Krieg in Sicht?

Säbelrasseln und Bombendrohungen am Persischen Golf. Israelische Politiker sprechen sich für Angriffe auf iranische Nuklearanlagen aus, bevor es zu "spät" sei. US-Verteidigungsminister Panetta hält einen Angriff Israels auf den Iran im Frühling für wahrscheinlich, während sein Präsident abwiegelt: Israel habe noch keine Entscheidung getroffen, man müsse den Sanktionen mehr Zeit geben. Mittlerweile werden aber die Instrumente scharf gemacht. Die 5. Flotte überwacht den Golf; in der Region sind etwa 40.000 US-Soldaten stationiert. Der Iran setzt auf Seemanöver.
Klimapolitik International

Der Klimawandel birgt globale Risiken. Dies ist weithin anerkannt. Umstritten ist die Frage, wie diesen Gefahren zu begegnen ist. 14 Jahre nach Kyoto ist klar: Klimapolitik ist Interessenpolitik. Das zeigte zuletzt die UN-Klimakonferenz 2011 in Durban mit ihren unverbindlichen Ergebnissen. In diesem Sammelband analysieren Experten Ursachen für das Scheitern der vergangenen Klima-Konferenzen und Konsequenzen für die künftige Klimapolitik. Insbesondere geht es um die Politik der Akteure China und Indien, um die Rolle der NGOs und die Klimafrage in der Entwicklungspolitik. Zugleich wird die deutsche Klimapolitik diskutiert und die Politik Brandenburgs von der verantwortlichen Ministerin vorgestellt.
Vor 50 Jahren löste sich Algerien nach langem Kampf endgültig aus dem französischen Kolonialreich. Die anschließend durchgeführten Wirtschaftsreformen konnten das Land aber nicht befrieden, weil sie keine effektive Nutzung der Rente verwirklichten. Bis heute ist die Wirtschaft des Landes wenig diversifiziert und stark von Erdöleinnahmen abhängig. Ist eine exportorientierte Industrialisierung als Lösung der Probleme denkbar?
Die Entwicklung der nationalen Rohstoffstrategie Deutschlands hat in den vergangenen Jahren deutlich an Struktur, Dynamik und Durchsetzungskraft gewonnen. Einige Vorhaben werden bereits realisiert. Dafür stehen der Aufbau von Rohstoffkooperationen mit Zielländern und die Diskussion über die Definition der strategischen Interessen Deutschlands im Rohstoffbereich.
Weltunordnung 21

Die internationale Ordnung ist im Umbruch. Aufstrebende Großmächte wie China, Brasilien und Russland fordern die US-amerikanische Dominanz des Westens heraus. Werden die neuen Gestaltungsansprüche zu einer gerechteren Weltpolitik führen – oder zu einer „neuen Weltunordnung“? WeltTrends setzt den Meinungsaustausch über Ordnungen und Unordnungen in der Welt des 21. Jahrhunderts in diesem Heft fort – fachkundig und vielseitig.
Das Paper untersucht die geopolitische Konfrontation zwischen Iran und den USA sowie deren Auswirkung auf eine Veränderung der bestehenden Weltordnung. Es wird deutlich, dass die US-amerikanische Sanktionspolitik nicht nur auf das Nuklearprogramm abzielt, sondern grundsätzlich versucht, die Wirtschaftskraft der unabhängig von den Interessen der USA agierenden Regionalmacht zu brechen. Doch die Sanktionspolitik konnte weder eine Lösung des Nukleardossiers herbeiführen noch die Wirtschaftskraft Irans eindämmen. Es ist Zeit für eine fundamentale Kursänderung.
Abschied von KyotoPlus?

Die Ergebnisse des Klimagipfels von Kopenhagen sind eine bittere
Enttäuschung für die EU. Ihr ist es nicht gelungen, ihren Führungsambitionen
beim globalen Klimaschutz gerecht zu werden und die
Konferenz zur Weichenstellung für ein rechtsverbindliches Klimaabkommen
nach 2012 zu nutzen. Damit steht die Union vor grundlegenden
strategischen Fragen zum Kurs ihrer Klimapolitik.
Wie Klimaschutz finanzieren?

Zur Finanzierung von Klimaschutz müssen öffentliche Mittel gezielt
eingesetzt werden. Dies beinhaltet auch die Rahmenbedingungen für
private Finanzströme signifikant zu verbessern. Anhand einer Problemanalyse
bestimmen die Autoren Eckdaten für diese Hebelwirkung.
Öffentliche Anschubfinanzierung kann somit die Grundlage für private
Investitionen sein. Dies wird exemplarisch an der Internationalen
Klimaschutzinitiative des Bundesumweltministeriums diskutiert.
Der Autor diskutiert die Chancen und Risiken bei der Einbindung
des Südens in die internationale Klimapolitik. Lange Zeit hatten die
Entwicklungsländer am wenigsten zum Klimawandel beigetragen,
wären aber am stärksten von ihm betroffen. Mittlerweile jedoch tragen
diese Länder in erheblichem Maße selbst zum Klimawandel bei. Allerdings
setzen deren Regierungen auf Zeit. Sie erwarten Ressourcentransfers.
Dies verstärkt auch alte Probleme des ‚Rent-Seeking‘.
Klimapolitik am Ende?
