Rankings have grown in importance in the last decades. This is particularly evident in, but not limited to, academia. In this paper, we propose a power analytical take on academic rankings as a transnational(izing) phenomenon. In doing so, we make two contributions. First, we develop a conceptual definition of rankings as consecratory institutions. After providing an overview of the most prominent types of rankings in the academic field and discussing the different forms they can take, we suggest that rankings operate through subjectivation, zero-sum comparisons, quantification, publication and generating a doxical belief. Second, we propose that rankings fulfil a strategic double function. As a particularly momentous consecratory institution, rankings propel power shifts in the academic field and beyond by preferring (and being pushed by) specific academic milieus, types of agents, paradigms, and strategies. As a dispositif, rankings operate at the intersection of different fields, open academic fields up for a lay audience and advance processes of transnationalization by facilitating new modes of governance for hubs of state institutions, private corporations, media corporations, and data providers. Concluding, we argue that the consecration and dispositif functions rely on some basic principles of the practical functioning of rankings.
In this programmatic introduction, we lay out the foundations of an approach to analyzing knowledge-based political phenomena beyond the nation state from a field perspective. We understand transnational field analysis as a research program comprising genuine theoretical and methodological assumptions. While extant research is well aware of the theoretical assumptions of transnational field analysis, there is thus far relatively little awareness of the importance of its methodological premises. Addressing this imbalanced picture, we identify five methodological principles and specify consequences for studies of transnational fields. Our approach emphasizes that performing transnational field analysis goes beyond “taking a theory to the field”; it means engaging in and reflecting upon a complex research process that simultaneously draws upon and constructs theories of fields.

Avec la création de l’Académie de sociologie (AS), le champ sociologique allemand compte désormais une nouvelle association professionnelle qui s’ajoute à la Société allemande de sociologie (DGS), établie de longue date. Cet article passe en revue les principales positions discursives, les sujets de controverse majeurs ainsi que les grandes lignes de fracture qui ont conduit à ce schisme. Les conflits contemporains sont interprétés au travers d’une représentation empirique du champ de la sociologie allemande. De manière générale, la sociologie allemande contemporaine apparaît une fois de plus dominée par deux camps opposés, arbitrairement définis mais puissants, qui se partagent la domination d’une discipline, pourtant réellement pluraliste.
Männlichkeit und Flucht

Dieses Buch bietet Einsicht in das komplexe Verhältnis von Männlichkeit und Flucht. Anhand von biographischen Interviews zeigt es, welche Konstruktionen von Geschlecht bei Männern vom Leben in Eritrea, über die Flucht durch den Sudan und Libyen bis zum Ankommen in Deutschland von Bedeutung sind.
In der Geschlechter- und Fluchtforschung lag mehrere Jahrzehnte der Fokus auf dem Leben geflüchteter Mädchen und Frauen. Männer kamen meist nur als Täter geschlechtsbasierter Gewalt vor. Inzwischen existieren zwar einige Arbeiten über das Leben von geflüchteten Männern, allerdings wird meist nur das Leben im Ankunftskontext betrachtet und Männlichkeit im Singular gedacht. Flucht erscheint so als eine Marginalisierung von Männlichkeit. Dass dieses Verhältnis allerdings weitaus komplexer ist und vielfältige Männlichkeiten in unterschiedlichen Beziehungen zu Flucht stehen, ist die zentrale Erkenntnis dieser Arbeit.
Der oft beschworene Aufstieg der Managementberatung zu einem integralen Bestandteil von Unternehmensführung besitzt eine selten beachtete Seite: Managementberatung ist nicht nur zu einer anerkannten Praktik der „guten Regierung“ des Unternehmens geworden, sondern zugleich zu einer legitimen Form der Produktion von Managementwissen. Im Folgenden soll dem Wandel der diskursiven Praxis der Produktion von Managementwissen nachgegangen und seine Bedeutung für den Wandel der Praxis der Unternehmensführung eruiert werden. In einem ersten Schritt sind die Praxis des Managements und ihre Logik zu skizzieren, um einerseits den Alltag des Managements zu begreifen und andererseits zu verstehen, dass in diesem Alltag die Möglichkeit diskursiven Wandels angelegt ist.

Der Begriff des Kampfes nimmt in der Soziologie Max Webers eine zentrale Rolle ein. In § 8 der Soziologischen Grundbegriffe definiert Weber: »Kampf soll eine soziale Beziehung insoweit heißen, als das Handeln an der Absicht der Durchsetzung des eigenen Willens gegen Widerstand des oder der Partner orientiert ist« (WuG, 20). Als soziales Handeln sind Kämpfe objektiv verstehbar, weil die Handelnden mit ihrem Verhalten einen subjektiv gemeinten Sinn verbinden.
The paper argues that economists’ position-taking in discourses of crises should be understood in the light of economists’ positions in the academic field of economics. This hypothesis is investigated by performing a multiple correspondence analysis (MCA) on a prosopographical data set of 144 French economists who positioned themselves between 2008 and 2021 in controversies over the euro crisis, the French political economic model, and French economics. In these disciplinary controversies, different forms of (post-)national academic capital are used by economists to either initiate change or defend the status quo. These strategies are then interpreted as part of more general power struggles over the basic national or post-national constitution and legitimate governance of economy and society.

Durch psychologische Sicherheit am Arbeitsplatz lässt sich vieles erreichen. Sie senkt den Krankenstand, schafft Bindung zum Arbeitgeber, ermöglicht tiefere kollegiale Beziehungen und erleichtert es, voneinander zu lernen. Dabei wird aus der Perspektive des Individuums auf die Organisation geschaut und ihre personellen Vertreter, die Leader. Dieser Beitrag betont hingegen die Bedeutung der Organisation und der Grenzen, welche diese setzt. Führungskräfte können tatsächlich für psychologische Sicherheit sorgen. Allerdings nutzen sie dafür oft die falschen Mittel.

Die digitale Transformation hat einen massiven Einfluss auf die Aus- und Umgestaltung von Organisationen und Strukturen. Dies gilt nicht nur für Unternehmen, sondern auch für die öffentliche Verwaltung. Dort laufen die Fragen der Digitalisierung auf und sollen in Entscheidungen übersetzt werden. Digitalisierungsthemen fügen sich allerdings
nicht in das typische Schema von Ministerien, Ressorts und Abteilungen ein: Sie können nur ressortübergreifend und unter Mitwirkung zahlreicher politischer, zivilgesellschaftlicher und wirtschaftlicher Akteure bearbeitet werden.
Dies widerspricht dem klassischen Zuständigkeitsprinzip in der Verwaltung, das eine gemeinsame Erarbeitung von Themen grundsätzlich nicht vorsieht.
Um Mitarbeitende langfristig ans Unternehmen zu binden und das Engagement in Teams hochzuhalten, fokussieren sich viele Maßnahmen zur Verbesserung des Betriebsklimas oder der Zufriedenheit auf die Motivation der Mitarbeitenden. Meist ist es jedoch lohnenswerter, die Zumutungen der organisationalen Struktur zuerst anzufassen. Häufig liegen dort die größten Motivationskiller - und somit auch die Hebel mit dem größten Potenzial für mehr Zufriedenheit.

This contribution presents an analysis of the structure and conflictual dynamics of contemporary German sociology which has recently separated into two professional societies. Using geometric data analysis, we present an empirical construction of the power/knowledge structure of the field, its paradigmatic plurality, and the various forms of sociological practices involved.
Für Menschen, die unter Organisationen leiden, sie lästig finden oder einfach besser verstehen wollen.
Zu den Missverständnissen, die das Dasein in Organisationen unnötig schwer machen, gehört die Annahme, Kern und Kernproblem einer Organisation seien die Menschen, die in ihr arbeiten. Diese Unterstellung macht den Einzelnen zum Puffer, der genötigt wird, jedes Organisationsversagen aufzufangen – eine Aufgabe, an der man nur scheitern kann. Statt das Verhalten der Einzelnen heroisch zu glorifizieren oder therapeutisch zu problematisieren, interessieren uns die Verhältnisse, in denen sich dieses Verhalten abspielt.
Dieses Buch richtet den Blick deshalb auf die Funktionslogiken der Organisation. Statt die Menschen mit Coachings und Identifikationsappellen zu bearbeiten, um sie an die Bedürfnisse der Organisation anzupassen, wäre es hilfreich, die Organisationsstrukturen an die Bedürfnisse ihrer Mitglieder und der Arbeitsabläufe anzupassen.
In Krisenzeiten ist der Ruf nach Führung besonders populär. Dabei ist gerade Führung selbst eines der unsichersten Mittel, die der Organisation zur Verfügung stehen. Hingegen wird das Potenzial von Strukturen zu wenig gesehen. Wenn in unsicheren Situationen der Wunsch nach Orientierung und Klarheit groß ist, können häufig strukturelle Entscheidungen die notwendigen Sicherheiten vermitteln.
Reform als Zumutung

Zwar mag ein Reformwille der Verwaltung in Reden und Konzeptpapieren beschworen werden; häufig findet sich jedoch keine Realität, die dieser «Poesie der Reform» (Luhmann, 2000) entspricht. Sicher ist diese Darstellung etwas überspitzt. Verwaltungen von heute unterscheiden sich deutlich von denen vor 20, 40 oder 60 Jahren. Gleichwohl sind Reformen und Innovationen für Verwaltungen eine besondere Herausforderung und Zumutung. In diesem Artikel wollen wir herausarbeiten, worin dieser Zumutungsgehalt besteht: Warum tun sich Verwaltungen mit Innovationen oft schwer? Hierzu werden wir zentrale Besonderheiten herausarbeiten, welche die Verwaltung als Organisationstyp auszeichnen. In einem zweiten Schritt wird es dann möglich sein, danach zu fragen, unter welchen Bedingungen Innovationen gleichwohl gelingen können - oder ihr Gelingen mindestens wahrscheinlicher wird.
Der Zugang zu einem Asylverfahren in der EU ist ein umkämpftes soziales Gut. Die Studie zeichnet ein komplexes Bild von Ausschließungs- und Usurpationsstrategien im Feld der europäischen und speziell der italienischen und deutschen Asylverwaltung zwischen 2015 und 2018. (Supra-)nationale Verwaltungs- und Vollzugsorganisationen versuchen Flüchtende von dem Verwaltungsakt abzuhalten und entwickeln territoriale und administrative Exklusionsstrategien, um Fluchtmobilität und Asyl zu verwehren. Gleichzeitig erkämpfen Seenotrettungs- und Kirchenorganisationen den Zugang zum Asylverfahren, indem sie sich mit Flüchtenden solidarisieren und diesen eine Partizipation an öffentlichen Gütern und Rechten der Aufnahmegesellschaft ermöglichen. Für Flüchtende wird der formale Zugang zu und die temporäre Mitgliedschaft in einer Aufnahmegesellschaft in konfliktreichen und inter-organisationalen Entscheidungen ausgehandelt. Die formale Organisation wird zum Ort der Schließungskämpfe, indemsie als Schließungsakteur und zwischengesellschaftliches Schließungssystem formale Interaktionen zwischen Geflüchteten und Aufnahmegesellschaft ermöglicht oder verhindert. Die Synthese von schließungs- und organisationstheoretischen Perspektiven trägt dazu bei, dass gesellschaftliche Ordnungsbildung organisationssoziologisch erklärbar wird.
Militär und Moral sind scheinbar zwei sich gegenseitig ausschließende Begriffe. Kriegerische Konflikte und die Tötung von Menschen kommen uns gänzlich unmoralisch vor. Wenn überhaupt, ist die Kampfmoral (Biehl, Heiko. 2012. Einsatzmotivation und Kampfmoral. In Militärsoziologie – Eine Einführung. 2., aktualisierte und ergänzte Aufl., Hrsg. Nina Leonhard und Ines-Jacqueline Werkner, 447–474. Wiesbaden: VS Verlag für Sozialwissenschaften.) ein gängiges Konzept. Nichtsdestotrotz wird im vorliegenden Beitrag angenommen, dass das Militär moralisch handeln kann. Es wird argumentiert, dass das Militär mit widersprüchlichen moralischen und rechtlichen Erwartungshaltungen konfrontiert wird und diese Erwartungen in Entscheidungen übersetzt. Dadurch gerät das Militär jedoch stetig in moralische Entscheidungsdilemmata. Am Beispiel der Seenotrettung im Mittelmeer zwischen 2015 und 2018 soll exemplarisch gezeigt werden, dass das Militär sowohl eine Situationsmoral und moralische Routinen entwickelt als auch Vermeidungsstrategien verfolgt, die jegliche Moralerwartungen von der Organisation fernhalten. Der Beitrag arbeitet hierbei mit einem Moralbegriff philosophischer Provenienz und zeigt verschiedene analytische Dimensionen auf, die zur Analyse von Moral von Organisationen beitragen können.
In this visualization, the authors show changes in family patterns by different race groups across two cohorts. Using data from the National Longitudinal Survey of Youth 1979 (born from 1957 to 1965) and 1997 (born from 1980 to 1984), the authors visualize the relationship-parenthood state distributions at each age between 15 and 35 years by race and cohort. The results suggest the rise of cohabiting mothers and the decline of married and divorced mothers among women born from 1980 to 1984. Black women born from 1980 to 1984 were more likely to experience single/childless and single/parent status compared with Black women born from 1957 to 1965. Although with some visible postponement in the recent cohort, white women in both cohorts were more likely to experience married/parent status than other race groups. The decline in married/parent status across the two generations was sharpest among Hispanic women. These descriptive findings highlight the importance of identifying race when discussing changes in family formation and dissolution trends across generations.
State- and private-led search-and-rescue are hypothesized to foster irregular migration (and thereby migrant fatalities) by altering the decision calculus associated with the journey. We here investigate this ‘pull factor’ claim by focusing on the Central Mediterranean route, the most frequented and deadly irregular migration route towards Europe during the past decade. Based on three intervention periods—(1) state-led Mare Nostrum, (2) private-led search-and-rescue, and (3) coordinated pushbacks by the Libyan Coast Guard—which correspond to substantial changes in laws, policies, and practices of search-and-rescue in the Mediterranean, we are able to test the ‘pull factor’ claim by employing an innovative machine learning method in combination with causal inference. We employ a Bayesian structural time-series model to estimate the effects of these three intervention periods on the migration flow as measured by crossing attempts (i.e., time-series aggregate counts of arrivals, pushbacks, and deaths), adjusting for various known drivers of irregular migration. We combine multiple sources of traditional and non-traditional data to build a synthetic, predicted counterfactual flow. Results show that our predictive modeling approach accurately captures the behavior of the target time-series during the various pre-intervention periods of interest. A comparison of the observed and predicted counterfactual time-series in the post-intervention periods suggest that pushback policies did affect the migration flow, but that the search-and-rescue periods did not yield a discernible difference between the observed and the predicted counterfactual number of crossing attempts. Hence we do not find support for search-and-rescue as a driver of irregular migration. In general, this modeling approach lends itself to forecasting migration flows with the goal of answering causal queries in migration research.
Das Risiko, durch einen Suizid im Gefängnis zu versterben, ist erhöht. Während der COVID-19-Pandemie wurden zum Infektionsschutz zahlreiche Maßnahmen, die beispielsweise eine deutliche Minderung der Kontakt- und Behandlungsangebote zur Folge hatten, eingeführt. Im Rahmen eines Kohortenvergleichs der Suizide und ausgewählter Merkmale der Suizident:innen in den Zeiträumen vom April 2017 bis zum Dezember 2019 sowie vom April 2020 bis zum Dezember 2022 wird untersucht, ob es eine Veränderung der Suizide während der Pandemie gab. Im Ergebnis zeigen sich eine Zunahme der Suizide während der Pandemie, insbesondere in den ersten 14 Tagen der Haft, und eine Zunahme der Suizide von Suizident:innen mit erhöhter Vulnerabilität. Keine Unterschiede wurden in den allgemeinen Risikomerkmalen für Suizide im Gefängnis festgestellt. Es ergeben sich Hinweise auf eine suizidpräventive Wirkung der Kontakt- und Behandlungsangebote. Daraus ergibt sich die Notwendigkeit, intensivere Präventionsangebote für Gefangene mit erhöhter Vulnerabilität bzw. geringerer Resilienz anzubieten.
Eine indifferente Gemengelage unterschiedlicher Erwartungen ist im Coaching nicht selten. Jeder will etwas anderes - was genau, weiß man häufig nicht. Oftmals ist man sich noch nicht einmal sicher, was man selbst will. Das führt zu Stress und Blockaden. Und die Optionen und Handlungsmöglichkeiten geraten aus dem Blick. Job satisfaction is a major driver of an individual’s subjective well-being and thus affects public health, societal prosperity, and organisations, as dissatisfied employees are less productive and more likely to change jobs. However, changing jobs does not necessarily lead to higher job satisfaction in the long run. Previous studies have shown, instead, that changing jobs only increases job satisfaction for a short period of time before it gradually falls back to similar levels as before. This phenomenon is known as the ’honeymoon–hangover’ pattern. In our study, we identify an important new moderator of the relation between job change and job satisfaction: the job–education match of job changes. Based on relative deprivation theory, we argue that job changes from being overeducated in a job lowers the likelihood of negative comparisons and thus increases the honeymoon period, lessens the hangover period, and increases long-term job satisfaction. We use data from the Socio-Economic Panel ranging from 1994–2018 and focus specifically on individual periods of employees before and after job changes (n = 134,404). Our results confirm that a change to a job that requires a matched education has a stronger and longer-lasting effect on job satisfaction, and that this effect is slightly lower for respondents born abroad.
The article analyzes the investigations conducted by the Berlin police into the subsequent perpetrator of the vehicle-ramming attack at a Berlin Christmas market on December 19, 2016. We explore why the police closed these investigations prematurely and thereby focus on an attempt to prevent lone actor terrorism. The analysis shows that the police closed its investigations owing to organizational dynamics driven by an increasing need to justify further resource investments in the face of absent conclusive evidence and scarce resources in relation to the organizational case ecology. We propose hypotheses for future research and formulate three contributions to existing research on the sociology of police, terrorism prevention, and lone actor research.

In den letzten 20 Jahren hat sich in der qualitativen und rekonstruktiven Sozialforschung vermehrt die Frage gestellt, wie sich polyphone, polykontexturale und in ihren Sinnbezügen mehrdeutige Verhältnisse erforschen lassen. In diesem Buch wird ein Zugang vorgestellt, der von Mehrdeutigkeiten ausgehend Systemdynamiken rekonstruiert. Die theoretischen und methodischen Überlegungen werden anhand von Beispielen aus der Organisations- und Managementforschung sowie der Erforschung der Selbst- und Weltverhältnisse religiöser Akteure vorgeführt.
Der Artikel analysiert staatliche Krisenprävention am Fall der polizeilichen Ermittlungen vor dem Anschlag auf den Breitscheidplatz. Die Leitfrage lautet, warum die Polizei ihre Ermittlungen vorzeitig einstellte, obwohl sie Hinweise hatte, dass der spätere Täter beabsichtigte, einen Anschlag zu begehen. Wir zeigen, dass dies auf eine organisationale Dynamik zurückging, die typisch für staatliche Krisenprävention im Bereich Terrorismus scheint.

Eine zentrale Problematik in der Analyse von Katastrophen liegt darin, dass sich katastrophale Ereignisse nur schwer in ihrem Entstehen beobachten lassen, da sie kaum prognostizierbar sind und sich aus diesem Grund oft einer direkten Beobachtung entziehen. Dies trifft erkennbar auf technische Unfälle zu, aber natürlich auch auf katastrophale Ereignisse abseits technischer Systeme – und dies obgleich der überwiegenden Mehrheit solcher Ereignisse eine relativ lange Inkubationszeit vorausgeht (Turner 1976, 1978; Vaughan 1996). Aber auch ungeachtet dieser Problematik ließe sich zurecht fragen, wie gut sich Finanzkrisen, Flugzeugabstürze oder das Versagen polizeilicher Ermittlungen der Position einer singulären Beobachterin oder eines singulären Beobachters erschließen.
Der Artikel analysiert aus organisationssoziologischer Perspektive wie die Bundeswehr Gleichstellungsrecht umsetzt. Das zentrale Argument lautet, dass die Bundeswehr das Gleichstellungsrecht managerialisiert, indem sie institutionalisierte Praktiken adaptiert, die es erlauben, das Gleichstellungsrecht für den Zweck der Personalgewinnung auszudeuten. Die Adaption dieser Praktiken wird maßgeblich dadurch begünstigt, dass sich das Gleichstellungsrecht als Lösung mit dem Problem der zukünftigen Personalgewinnung verknüpfen lässt, nachdem die Bundesregierung die Wehrpflicht aussetzte und beschloss, die Bundeswehr wieder zu vergrößern. Der beschriebene Prozess führt auch dazu, dass die Bundeswehr in der Umsetzung des Gleichstellungsrechtes zunehmend großen Unternehmen ähnlicher wird. Insgesamt leistet die vorliegende Studie einen Beitrag zur Analyse der Beziehung staatlicher Organisationen zu ihrer rechtlichen Umwelt.
Die Mehrheit aktueller Studien schätzt das Transformationspotenzial digitaler Technologien für Organisationen hoch ein. In Auseinandersetzung mit dieser Einschätzung entwickelt der Artikel eine konzeptionelle organisationssoziologische Perspektive auf das Verhältnis von Organisation und digitalen Technologien. Wir nutzen diese Perspektive, um den Fall des Predictive Policing in Deutschland zu betrachten und die Entscheidung zur Adaption der Technologie, ihre organisationale Situierung sowie die Rolle des Organisationstyps zu diskutieren. Unsere Perspektive führt zu einem zurückhaltenden Urteil über das Transformationspotenzial dieser digitalen Technologie, die wir daher als Reform unter anderen Reformen begreifen. Insgesamt argumentieren wir dafür, Digitalisierung stärker als bisher als heterogenen Prozess zu verstehen.

Care-Berufe verändern sich durch demographische, technologische und wirtschaftliche Entwicklungen. Zuletzt erhöhen auch gesundheitspolitische Herausforderungen und die COVID-19 Maßnahmenpolitik den Druck auf das Sozial- und Gesundheitssystem. Dadurch befindet sich die bezahlte Care-Arbeit im berufsstrukturellen Wandel, d. h. es entstehen neue Bedingungen für und Anforderungen an diese Tätigkeiten, die in Österreich mehrheitlich von Frauen ausgeübt werden.
Das Buch analysiert die sicherheitsbehördlichen Ermittlungen zu der rechten Terrorgruppe „Nationalsozialistischer Untergrund“ aus einer Routine- und Lernperspektive. Im Fokus stehen die Ermittlungen der thüringischen Sicherheitsbehörden ab 1998 sowie die bundesweiten polizeilichen Ermittlungen ab 2000. Social theory has long predicted that social mobility, in particular downward social mobility, is detrimental to the well-being of individuals. Dissociative and “falling from grace” theories suggest that mobility is stressful due to the weakening of social ties, feelings of alienation, and loss of status. In light of these theories, it is a puzzle that the majority of quantitative studies in this area have shown null results. Our approach to resolve the puzzle is two-fold. First, we argue for a broader conception of the mobility process than is often used and thus focus on intragenerational occupational class mobility rather than restricting ourselves to the more commonly studied intergenerational mobility. Second, we argue that self-reported measures may be biased by habituation (or “entrenched deprivation”). Using nurse-collected health and biomarker data from the UK Household Longitudinal Study (2010–2012, N = 4,123), we derive a measure of allostatic load as an objective gauge of physiological “wear and tear” and compare patterns of mobility effects with self-reports of health using diagonal reference models. Our findings indicate a strong class gradient in both allostatic load and self-rated health, and that both first and current job matter for current well-being outcomes. However, in terms of the effects of mobility itself, we find that intragenerational social mobility is consequential for allostatic load, but not for self-rated health. Downward mobility is detrimental and upward mobility beneficial for well-being as assessed by allostatic load. Thus, these findings do not support the idea of generalized stress from dissociation, but they do support the “falling from grace” hypothesis of negative downward mobility effects. Our findings have a further implication, namely that the differences in mobility effects between the objective and subjective outcome infer the presence of entrenched deprivation. Null results in studies of self-rated outcomes may therefore be a methodological artifact, rather than an outright rejection of decades-old social theory.
Living alone in the city

Over the past decades, the number of single households is constantly rising in metropolitan regions. In addition, they became increasingly heterogeneous. In the media, individuals who live alone are sometimes still presented as deficient. Recent research, however, indicates a way more complex picture. Using the example of Vienna, this paper investigates the quality of life of different groups of single households in the city. Based on five waves of the Viennese Quality of Life Survey covering almost a quarter of a century (1995–2018), we analyse six domains of subjective well-being (satisfaction with the financial situation, the housing situation, the main activity, the family life, social contacts, and leisure time activities). Our analyses reveal that, in most domains, average satisfaction of single households has hardly changed over time. However, among those living alone satisfaction of senior people (60+) increased while satisfaction of younger people (below age 30) decreased. Increasing differences in satisfaction with main activity, housing, or financial situation reflect general societal developments on the Viennese labour and housing markets. The old clichéd images of the “young, reckless, happy single” and the “lonely, poor, dissatisfied senior single” reverse reality.
For many years scholars and politicians discuss the economic importance of the middle income class. Our article contributes to broaden the present state of research by not only examining the structure of the middle class whilst focusing on individual attributes, but by especially taking the role of gender-specific occupational characteristics and country-specific conditions into account. Based on the EU-SILC data 2020 for 17 countries, we analyze which factors affect the structure of the middle income class on the individual, on the occupational and country level. Our findings show that occupational attributes (e.g. part-time rate) prove to be highly relevant in this realm. Moreover, significant gender differences can be observed: women who work in an occupation which is mainly performed by women bear a higher risk of belonging to the lower income class as compared to men.

Empirically, the poor are more likely to support increases in the level of tax progressivity than the rich. Such income-stratified tax preferences can result from differences in preferences of what should be taxed as argued by previous literature. However, it may also result from income-stratified perceptions of what is taxed. This paper argues that the rich perceive higher levels of tax progressivity than the poor and that tax perceptions affect individuals’ support for progressive taxation. Using data from an Austrian survey experiment, we test this argument in three steps: First, in line with past research, we show that individuals’ income positions are connected to individuals’ tax preferences as a self-interest rationale would predict. However, second, we show that this variation is mainly driven by income-stratified tax perceptions. Third, randomly informing a subset of the sample about actual tax rates, we find that changing tax perceptions causally affects support for redistributive taxation among those who initially overestimated the level of tax progressivity. Our results indicate that tax perceptions are relevant for forming tax preferences and suggest that individuals are more polarized in their perceptions of who pays how much taxes than in their support for who should pay how much tax.
Political trust—in terms of trust in political institutions—is an important precondition for the functioning and stability of democracy. One widely studied determinant of political trust is income inequality. While the empirical finding that societies with lower levels of income inequality have higher levels of trust is well established, the exact ways in which income inequality affects political trust remain unclear. Past research has shown that individuals oftentimes have biased perceptions of inequality. Considering potentially biased inequality perceptions, I argue that individuals compare their perceptions of inequality to their preference for inequality. If they identify a gap between what they perceive and what they prefer (= fairness gap), they consider their attitudes towards inequality unrepresented. This, in turn, reduces trust in political institutions. Using three waves of the ESS and the ISSP in a cross-country perspective, I find that (1) perceiving a larger fairness gap is associated with lower levels of political trust; (2) the fairness gap mediates the link between actual inequality and political trust; and (3) disaggregating the fairness gap measure, political trust is more strongly linked to variation in inequality perceptions than to variation in inequality preferences. This indicates that inequality perceptions are an important factor shaping trust into political institutions.
Ausgehend von der Debatte um die Genderaspekte der Digitalisierung der Arbeit untersuchen wir den Zusammenhang zwischen der Nutzung digitaler Technologien und der Entwicklung von Geschlechterungleichheiten empirisch. Die Ergebnisse zeigen, dass Frauen in Branchen mit hohem Digitalisierungsgrad unterrepräsentiert sind und dass sich diese Dimension der Geschlechtersegregation in den letzten Jahren verstärkte. Die Unterrepräsentation von Frauen in Branchen mit hohem Digitalisierungsgrad geht mit Nachteilen bei den Verdiensten einher. Die Ergebnisse zeigen zudem, dass der Gender Pay Gap in Branchen mit hohem Digitalisierungsgrad tendenziell größer ist und über die Zeit weniger zurückging als in Branchen, in denen weniger digitale Technologien genutzt werden.

Der Beitrag nimmt die Kritik an der verzögerten Umsetzung des Onlinezugangsgesetzes (OZG) zum Anlass, um die Digitalisierung der Verwaltung organisationssoziologisch zu diskutieren. Die verfolgte These ist, dass die Verzögerungen der Umsetzung von Digitalisierungsprojekten ihren Ursprung im Umgang der Verwaltung mit einem Spannungsfeld haben: Während politisch versucht wird, sich mithilfe einer Digitalisierung der Verfahren als bessere, schnellere und effizientere Verwaltung zu legitimieren, erzeugt eben diese Digitalisierung Probleme für die Legitimationsmechanismen der Verwaltung. Grundlegend für diese These ist die Figur der Legitimation durch Verfahren von Niklas Luhmann. Der Beitrag greift dementsprechend aktuelle Literatur zum Themengebiet auf, kategorisiert die gefundenen Erkenntnisse in zwei Problemfelder – Operationalisierungs- und Darstellungsprobleme – und begründet das Entstehen dieser Problemfelder mithilfe der Theorie sozialer Systeme. Diese begreift Verfahren als Handlungssysteme, die einen zentralen Stellenwert für die Legitimation der Verwaltungsorganisationen haben. Zuletzt wird diskutiert ob und wie die Erkenntnisse aus der theoretischen Diskussion für die Praxis fruchtbar gemacht werden können.
In the context of persistent images of self-perpetuated technologies, we discuss the interplay of digital technologies and organisational dynamics against the backdrop of systems theory. Building on the case of an international corporation that, during an agile reorganisation, introduced an AI-based personnel management platform, we show how technical systems produce a form of algorithmic contingency that subsequently leads to the emergence of formal and informal interaction systems. Using the concept of datafication, we explain how these interactions are barriers to the self-perpetuation of data-based decision-making, making it possible to take into consideration further decision factors and complementing the output of the platform. The research was carried out within the scope of the research project ‘Organisational Implications of Digitalisation: The Development of (Post-)Bureaucratic Organisational Structures in the Context of Digital Transformation’ funded by the German Research Foundation (DFG).

Der Beitrag in der Zeitschrift GIO beschäftigt sich mit der Frage nach den Schwierigkeiten von Digitalisierungsreformen in öffentlichen Verwaltungen. Der Blick wird dafür auf Verwaltungen als Organisationen gerichtet, deren formale Strukturen die Digitalisierungsreform erschweren, da steile Hierarchien und Dienstwegeregelungen mit netzwerkartigen Projektstrukturen konfligieren, agile Arbeitsweisen der Orientierung an rechtlich legitimierten Verfahren zuwiderlaufen und das Personal nicht mit den nötigen Kompetenzen ausgestattet wird. Der organisationssensible Fokus erlaubt es, nicht nur die Probleme der Strukturen zu betrachten, sondern auch deren Funktionen für den Systembestand von Verwaltungen zu berücksichtigen. So wird gezeigt, dass etwa Dienstwegeregelungen demokratische Prozesse gewährleisten und Verantwortungsdiffusion verhindern, ihre Rechtsorientierung den Verwaltungen Legitimation und Autonomie verschafft und das Personal durch seine Regeleinhaltung funktionierende Verfahren und Objektivität gewährleistet. Diese Spannungsfelder berücksichtigend, wird daher der Vorschlag gemacht, in Reformen nicht nur ihre Optimierungsfunktion zu sehen, sondern sie als Werkzeug für ein besseres Verständnis der vorherrschenden Strukturen zu nutzen. Der Beitrag gibt abschließend Fragen an die Hand, wie man sich diesem Verständnis nähern kann.
Background: Following the rapid increase of asylum seekers arriving in the European Union in 2015/16, policymakers have invested heavily in improving their foresight and forecasting capabilities. A common method to elicit expert predictions are Delphi surveys. This approach has attracted concern in the literature, given the high uncertainty in experts’ predictions. However, there exists limited guidance on specific design choices for future-related Delphi surveys.
Objective: We test whether or not small adjustments to the Delphi survey can increase certainty (i.e., reduce variation) in expert predictions on immigration to the EU in 2030.
Methods: Based on a two-round Delphi survey with 178 migration experts, we compare variation and subjective confidence in expert predictions and assess whether additional context information (type of migration flow, sociopolitical context) promotes convergence among experts (i.e., less variation) and confidence in their own estimates.
Results: We find that additional context information does not reduce variation and does not increase confidence in expert predictions on migration.
Conclusions: The results reaffirm recent concerns regarding the limited scope for reducing uncertainty by manipulating the survey setup. Persistent uncertainty may be a result of the complexity of migration processes and limited agreement among migration experts regarding key drivers.
Contribution: We caution policymakers and academics on the use of Delphi surveys for eliciting expert predictions on immigration, even when conducted based on a large pool of experts and using specific scenarios. The potential of alternative approaches such as prediction markets should be further explored.

sierten Teams. Während der Kooperation mit anderen Organisationseinheiten treten
Konflikte auf, die sich dadurch verschärfen, dass sie nicht von der Hierarchie ge-
löst werden können, sondern im Sinne von New Work demokratisch ausgehandelt
werden müssen. In der Folge bedarf es alternativer formaler Strukturen, die diese

In the digitalization debate, gender biases in digital technologies play a significant role because of their potential for social exclusion and inequality. It is therefore remarkable that organizations as drivers of digitalization and as places for social integration have been widely overlooked so far. Simultaneously, gender biases and digitalization have structurally immanent connections to organizations. Therefore, a look at the reciprocal relationship between organizations, digitalization, and gender is needed. The article provides answers to the question of whether and how organizations (re)produce, reinforce, or diminish gender‐specific inequalities during their digital transformations. On the one hand, gender inequalities emerge when organizations use post‐bureaucratic concepts through digitalization. On the other hand, gender inequalities are reproduced when organizations either program or implement digital technologies and fail to establish control structures that prevent gender biases. This article shows that digitalization can act as a catalyst for inequality‐producing mechanisms, but also has the potential to mitigate inequalities. We argue that organizations must be considered when discussing the potential of exclusion through digitalization.
Immense uncertainty and the need for drastic interventions cause politicians to rely heavily on scientific advice for underpinning or legitimating their COVID-19 decision-making. This paper explores the role of scientific advice in this policy field in Germany, Italy, the Netherlands and the UK. It shows that scientific advice is based on the disciplinary, mainly medical, backgrounds of advisors but is also influenced by social and economic values, which are core to what politicians find important. During the pandemic a growing gap between scientific advice and political decisions is observed.
Does working in a gender-atypical occupation reduce individuals’ likelihood of finding a different-sex romantic partner, and do such occupational partnership penalties contribute to occupational gender segregation? To answer this question, we theorized partnership penalties for working in gender-atypical occupations by drawing on insights from evolutionary psychology, social constructivism, and rational choice theory and exploited the stability of occupational pathways in Germany. In Study 1, we analyzed observational data from a national probability sample (N= 1,634,944) to assess whether individuals in gender-atypical occupations were less likely to be partnered than individuals who worked in gender typical occupations. To assess whether the observed partnership gaps found in Study 1 were causally related to the gender typicality of men’s and women’s occupations, we conducted a field experiment on a dating app (N = 6,778). Because the findings from Study 2 suggested that young women and men indeed experienced penalties for working in a gender-atypical occupation (at least when they were not highly attractive), we employed a choice-experimental design in Study 3 (N = 1,250) to assess whether women and men were aware of occupational partnership penalties and showed that anticipating occupational partnership penalties may keep young and highly educated women from working in gender-atypical occupations. Our main conclusion therefore is that that observed penalties and their anticipation seem to be driven by unconscious rather than conscious processes.

Historically, European cities have been characterised by a strong association between social cohesion, quality of life, economic ambition and a robust State. Vienna is an excellent example for that. In more recent years, however, cities were pressured to change policy principles and mechanisms in the context of demographic shifts, post-industrial transformations and welfare recalibration which have led to worsened social conditions in many cities. Each chapter in this volume discusses Vienna's responses to these pressures in key policy arenas, looking at outcomes from the context-specific local arrangements. Against a theoretical framework debating the European city as a model of inclusion and social justice, authors explore the local capacity to innovate urban policies and to address new social risks, while paying attention to potential trade-offs.

However, the relatively easy availability of data collected via platform application programming interfaces has arguably led to the predominance of single-platform research of social media. Such research has also privileged the role of text in social media analysis, as a form of data that is more readily gathered and searchable than images. In this paper, we challenge both of these prevailing forms of social media research by outlining a methodology for visual cross-platform analysis (VCPA), defined as the study of still and moving images across two or more social media platforms. Our argument contains three steps. First, we argue that cross-platform analysis addresses a gap in research methods in that it acknowledges the interplay between a social phenomenon under investigation and the medium within which it is being researched, thus illuminating the different affordances and cultures of web platforms. Second, we build on the literature on multimodal communication and platform vernacular to provide a rationale for incorporating the visual into cross-platform analysis. Third, we reflect on an experimental cross-platform analysis of images within social media posts (n = 471,033) used to communicate climate change to advance different modes of macro- and meso-levels of analysis that are natively visual: image-text networks, image plots and composite images. We conclude by assessing the research pathways opened up by VCPA, delineating potential contributions to empirical research and theory and the potential impact on practitioners of social media communication.

Existing theories of aging suggest that there may be similarities and differences in how COVID-19 impacts older people’s psychosocial adaptation compared to younger age groups, particularly middle-aged individuals. To assess the degree to which these impacts vary, we analyzed data from 3098 participants between the ages of 40 and 79 from an online survey in Germany. Data were collected at three measurement occasions between the start of the nationwide lockdown in mid-March 2020 and the end of the lockdown in early August 2020. The survey focused on everyday experiences during the COVID-19 crisis and collected various satisfaction ratings (e.g., general life satisfaction, satisfaction with family life, satisfaction with social contacts). At baseline, participants also provided retrospective ratings of satisfaction for the period before the COVID-19 crisis. In our analyses, we compared satisfaction ratings of middle-aged (40–64 years) and older individuals (65–79 years) and found that both middle-aged and older participants experienced the greatest decreases in satisfaction with social contacts, with more pronounced decreases seen in middle-aged participants. A similar pattern was observed for general life satisfaction, but the overall decreases were less pronounced in both groups compared to the decreases in satisfaction with social contacts. We also observed a partial recovery effect in all measures at the last measurement occasion, and this effect was more pronounced in older adults. Findings were also confirmed using age as a continuous variable and checking for linear and nonlinear effects of outcomes across the age range. Although ageism arose during the pandemic in the sense that older adults were labeled as a “risk group,” particularly at the start of the outbreak, we found consistently with other studies that middle-aged adults’ satisfaction decreased to a greater extent than that of older adults.
Although mothers and fathers in almost all rich democracies are entitled to some form of paid parenting leave, fathers in particular do not take all the leave available to them. As employers play an important role in the implementation of parenting leave policies, this chapter investigates which workplace characteristics influence mothers' and fathers' uptake of their statutory leave entitlements. In Part 1, we estimate the size of the gap between statutory leave entitlement and leave uptake across genders and countries by combining data from the OECD and the European Labor Force Survey. In Parts 2 and 3, we review the literature on structural, cultural, and normative explanations for the gap in parenting leave uptake. We conclude the chapter with suggestions for further research, including the need for reliable data on the size of the implementation gap and research on non-European countries.

Objective:
This study examines gender and socioeconomic inequalities in parental psychological wellbeing (parenting stress and psychological distress) during the COVID-19 pandemic in Germany.
Background:
The dramatic shift of childcare and schooling responsibility from formal institutions to private households during the pandemic has put families under enormous stress and raised concerns about caregivers' health and wellbeing. Despite the overwhelming media attention to families’ wellbeing, to date limited research has examined parenting stress and parental psychological distress during the COVID-19 pandemic, particularly in Germany.
Method:
We analyzed four waves of panel data (N= 1,771) from an opt-in online survey, which was conducted between March 2020 and April 2021. Multivariable OLS regressions were used to estimate variations in the pandemic's effects on parenting stress and psychological distress by various demographic and socioeconomic characteristics.
Results:
Overall, levels of parenting stress and psychological distress increased during the pandemic. During the first and third wave of the COVID-19 pandemic, mothers, parents with children younger than 11 years, parents with two or more children, parents working from home as well as parents with financial insecurity experienced higher parenting stress than other sociodemographic groups. Moreover, women, respondents with lower incomes, single parents, and parents with younger children experienced higher levels of psychological distress than other groups.
Conclusion:
Gender and socioeconomic inequalities in parents' psychological wellbeing increased among the study participants during the pandemic.
Phone surveys have increasingly become important data collection tools in developing countries, particularly in the context of sudden contact restrictions due to the COVID-19 pandemic. So far, there is limited evidence regarding the potential of the messenger service WhatsApp for remote data collection despite its large global coverage and expanding membership. WhatsApp may offer advantages in terms of reducing panel attrition and cutting survey costs. WhatsApp may offer additional benefits to migration scholars interested in cross-border migration behavior which is notoriously difficult to measure using conventional face-to-face surveys. In this field experiment, we compared the response rates between WhatsApp and interactive voice response (IVR) modes using a sample of 8446 contacts in Senegal and Guinea. At 12%, WhatsApp survey response rates were nearly eight percentage points lower than IVR survey response rates. However, WhatsApp offers higher survey completion rates, substantially lower costs and does not introduce more sample selection bias compared to IVR. We discuss the potential of WhatsApp surveys in low-income contexts and provide practical recommendations for field implementation.
Wie hat sich die COVID-19 Pandemie auf geschlechtsspezifische Ungleichheiten im Arbeitsleben und dem subjektiven Wohlbefinden Erwerbstätiger ausgewirkt? Zur Beantwortung dieser Frage analysiert dieser Beitrag drei Wellen einer nicht zufallsbasierten Onlinestichprobe für den Zeitraum Mitte März bis Anfang August 2020 und umfassen damit den Zeitraum des ersten Lockdowns. Die Ergebnisse unserer multivariaten Analysen zeigen: Frauen, Eltern und insbesondere Mütter waren überdurchschnittlich von Arbeitszeitreduzierungen betroffen. Bei der Wahrscheinlichkeit im Homeoffice zu arbeiten gab es nur geringfügige Unterschiede nach Geschlecht und Familiensituation. Die Zufriedenheit mit der Arbeit, dem Familienleben und dem Leben insgesamt ging bei Frauen, Eltern und insbesondere Müttern überproportional stark zurück. Die beobachteten Unterschiede verringern sich gegen Ende des Lockdowns wieder, jedoch unterschiedlich stark für die einzelnen Ergebnisdimensionen.
How can labour market institutions make workers confident about their economic future? While quantitative studies have repeatedly shown that countries’ labour market regulations and policies are related to variations in workers’ perceived job security, these studies did not explain how these institutions affect workers’ perceptions and expectations. This study seeks to close this gap by analysing qualitative interview data collected on employees in Germany and the U.S. during the great financial crisis (2009–2010). The study's main finding is that policies vary in their effectiveness at making workers feel secure about their jobs. While unemployment assistance can reduce workers’ worries about job loss, dismissal protection does not seem to effectively increase workers’ confidence that their jobs are secure. Overall, employees know relatively little about the policies and regulations that are meant to protect them and have limited trust in their effectiveness. Individual and organisational characteristics seem to be more relevant for employees’ feelings of job security than national-level policies. In particular, comparisons with others who have lower levels of protection increase workers’ perceived security. These insights are particularly important in light of the ongoing changes in the world of work that are making workers’ lives more uncertain and insecure.
A growing number of studies have recently postulated a so-called local turn in the study of immigrant and refugee integration policy. A fundamental, yet untested, assumption of this body of research is that local (sub-national) policies and administrations shape how migrants and refugees integrate into society. We develop and apply an analytical model using multilevel modeling techniques based on large-N, longitudinal survey data (N > 9000) with refugees (2012–2018) in a highly decentralized country (Germany) to estimate the scope for local policy effects net of individual-level and state- and district-level characteristics. We show that region and district-level variation in integration outcomes across multiple dimensions (employment, education, language, housing, social) is limited (∼5%) within 4–8 years after immigration. We find modest variation in policy indicators (∼10%), which do not appear to directly translate into outcomes. We discuss implications for the study of local policies and the potential for greater convergence between administrative and political science, interested in governance structures and policy variation, and sociology and economics, interested primarily in integration outcomes.
In a comparison of three human service organisations in which the human body plays a key role, we examine how organisations regulate religious body practices. We concentrate on Muslim norms of dressing and undressing as a potential focal point of cultural and religious diversity. Inspired by Ray’s (2019) idea of racialized organizations, we assume that state-run organizations in Germany are characterized by a strong commitment to religious tolerance and non-discrimination but also marked by anti- Muslim sentiment prevalent among the German population. Our study looks for mechanism that explain how Human Service Organizations accommodate Muslim body practices. It draws on qualitative empirical data collected in state-run hospitals, schools and swimming pools in Germany. Our analyses show that the organizations draw on formal and informal rules at the organizational level to accommodate Islam. We identify five general organizational mechanisms that may hinder Muslim accommodation in human service organizations. In particular, we see a risk of decoupling between the expectation of religious tolerance and processes that lead to informal discrimination, driven mainly by the difficulty of controlling group dynamics among users.

In response to well-documented harms inflicted on irregular migrants attempting to travel from West Africa to Europe, various actors have scaled up information interventions to counter misinformation by smuggling networks and facilitate safe migration decisions. Many interventions include information on the potential dangers involved in migration. However, there is a striking lack of empirical evidence assessing a key assumption of campaign effectiveness, that is the relationship between risk perceptions and the decision to migrate irregularly. This study contributes an empirical account based on two independently collected surveys in Senegal and Guinea. Consistent with rational choice theories on migration decisions under uncertainty, the results suggest that higher risk perceptions are consistently and strongly associated with reduced intentions to migrate irregularly. Yet, the explanatory power of risk perceptions depends on context and is generally less important than structural and socio-economic factors.

In Wirtschaft und Gesellschaft führt Weber das Konzept »offener« und »geschlossener« sozialer Beziehungen (s. Kap. II.4) als § 10 der Soziologischen Grundbegriffe systematisch nach der Unterscheidung von »Vergemeinschaftung « und »Vergesellschaftung« (WuG, 21 § 9) ein. Während das soziale Handeln (s. Kap. II.16) bei der ersten dieser beiden Formen sozialer Beziehungen auf affektuell oder traditional begründeter Zusammengehörigkeit von Individuen beruht, gründet es bei der zweiten auf der wert- oder zweckrationalen Orientierung ihres Handelns. Trotz dieser wichtigen, anhand seiner Handlungstypen getroffenen Unterscheidung, macht Weber dann allerdings zugleich deutlich, dass im Hinblick auf Prozesse sozialer Schließung kein Unterschied darin besteht, ob es sich um subjektiv gefühlte oder rational motivierte Zusammengehörigkeiten dreht. Vielmehr gilt jegliche soziale Beziehung nach außen hin als »offen«, »wenn und insoweit die Teilnahme an dem an ihrem Sinngehalt orientierten gegenseitigen Handeln, welches sie konstituiert, nach ihren geltenden Ordnungen niemand verwehrt wird, der dazu tatsächlich in der Lage und geneigt ist« (ebd., 23).
Im Rahmen eines einjährigen Entwicklungsprozesses wurde das Fragebogenmodul "Einstellungen zu sozialer Ungleichheit" unter der Leitung der Infrastruktureinrichtung SOEP entwickelt und in der 38. Welle der Haupterhebung des Sozio-oekonomischen Panels erstmalig erhoben. Das finale Fragebogenmodul umfasst 43 Items zu den Themenbereichen Soziale Vergleiche, Soziale Mobilität, Sozialstaat und Nicht-materielle Ungleichheit. In der Tradition des SOEP als forschungsbasierte Infrastruktureinrichtung erfolgte die Fragebogenentwicklung in enger Zusammenarbeit mit externen Forschenden aus dem Bereich der Einstellungs- und Ungleichheitsforschung. Neben der etablierten Nutzung des SOEP Innovation Samples (SOEP-IS) für quantitative Pretests neu entwickelter Fragen kam erstmals ein kognitiver Pretest zum Einsatz. Der vorliegende Bericht dokumentiert den Entwicklungsprozess von der Konzeption bis zum finalen Fragebogen.
The digitization process has triggered a profound transformation of modern societies. It encompasses a broad spectrum of technical, social, political, cultural and economic developments related to the mass use of computer- and internet-based technologies. It is now becoming increasingly clear that digitization is also changing existing structures of social inequality and that new structures of digital inequality are emerging. This is shown by a growing number of recent individual studies. In this paper, we set ourselves the task of systematizing this new research within the framework of an empirically supported literature review. To do so, we use the PRISMA model for literature reviews and focus on three central dimensions of inequality - ethnicity, gender, and age - and their relevance within the discourse on digitization and inequality. The empirical basis consists of journal articles published between 2000 and 2020 and listed on the Web of Science, as well as an additional Google Scholar search, through which we attempt to include important monographs and contributions to edited volumes in our analyses. Our text corpus thus comprises a total of 281 articles. Empirically, our literature review shows that unequal access to digital resources largely reproduces existing structures of inequality; in some cases, studies report a reduction in social inequalities as a result of the digitization process.

Die Notfallvorsorge für Kulturgüter gehört zwar zu den Kernaufgaben von Kultureinrichtungen, doch nach wie vor fehlen vielerorts die nötigen Ressourcen sowie eine konsequente Koordination aller für einen effektiven Kulturgutschutz notwendigen Partner. Das Diskussionspapier „Organisatorische Voraussetzungen der Notfallvorsorge für Kulturgüter“ fasst die bereits etablierten Methoden zur Notfallvorsorge zusammen und gibt Empfehlungen zur Weiterentwicklung.

Das Handbuch Organisationssoziologie liefert einen umfassenden Überblick über die Entwicklung, den Stand und die Zukunft der Organisationssoziologie als wissenschaftliche Disziplin. Dabei geht es sowohl um die systematische Aufnahme relevanter Theoriestränge, Methoden und Konzepte als auch um die Wechselbeziehungen, Überschneidungen und Komplementaritäten zu Nachbardisziplinen, die in einem Dialog aufgenommen werden. Das Handbuch vermittelt so einen eigenständigen Zugriff auf die Organisationssoziologie und bündelt gleichzeitig dessen Wissen auf dem neuesten Stand. Darüber soll es zu einem Standardwerk zur Organisationssoziologie im deutschsprachigen Raum werden.
Stochastic uncertainty can cause coordination problems that may hinder mutually beneficial cooperation. We propose a mechanism of ex-post voluntary transfers designed to circumvent these coordination problems and ask whether it can increase efficiency. To test this transfer mechanism, we implement a controlled laboratory experiment based on a repeated Ultimatum Game with a stochastic endowment. Contrary to our hypothesis, we find that allowing voluntary transfers does not lead to an efficiency increase. We suggest and analyze two major reasons for this failure: first, stochastic uncertainty forces proposers intending to cooperate to accept high strategic uncertainty, which many proposers avoid; second, many responders behave only incompletely conditionally cooperatively, which hinders cooperation in future periods.
Führung in Teilzeit?

Teilzeitarbeit in Führungsetagen ist eine Ausnahme, obwohl das Thema Arbeitszeitreduzierung durch veränderte Familienarrangements und zunehmende berufliche Belastung wichtiger geworden ist. Daran hat weder der seit mehr als 20 Jahren bestehende Rechtsanspruch auf einen Teilzeitarbeitsplatz noch das im Jahr 2019 eingeführte Rückkehrrecht auf einen Vollzeitarbeitsplatz nach zeitlich begrenzten Arbeitszeitreduktionen etwas geändert. Dieser Beitrag nutzt Daten der Europäischen Arbeitskräfteerhebung, um Teilzeitarbeit von Führungskräften in Deutschland sowohl im zeitlichen als auch im internationalen Vergleich einzuordnen und damit ein empirisches Fundament für die gesellschaftliche Diskussion um Teilzeitführungskräfte zu legen. Die Auswertungen zeigen: In Deutschland arbeiteten im Jahr 2019 laut eigener Aussage rund 14 % der Führungskräfte in Teilzeit. Im europäischen Vergleich gehört Deutschland damit zu den Ländern mit dem höchsten Anteil an teilzeitarbeitenden Führungskräften. Die Auswertungen zeigen auch, dass in Deutschland der Anteil der weiblichen Führungskräfte in Teilzeit mit rund 32 % deutlich über dem der männlichen Führungskräfte liegt (rund 3 %) und es große Unterschiede nach Altersgruppen gibt. Als Motiv für eine Arbeitszeitreduktion geben Führungskräfte, insbesondere Frauen, zumeist Pflege- und Betreuungsverpflichtungen an.
Schon früh während der Corona-Pandemie entwickelte sich die Idee einer Schutzimpfung gegen das Virus zu einem zentralen Motiv im Kampf gegen die globale und teils tödliche Seuche. Dies spiegelt sich auch in den medial ausgetragenen Debatten um Anti-Corona-Vakzine wider, in denen bestimmtes, teils konflikthaftes Wissen produziert und vermittelt wurde.
Die vorliegende Masterarbeit rekonstruiert den deutschsprachigen Diskurs um die Corona-Schutzimpfung in Form einer wissenssoziologischen Diskursanalyse. Sie untersucht, wie gesellschaftliches Wissen zur Impfung in meinungsführenden Tages- und Wochenzeitungen sowie in ausgewählten Blogs während der Pandemie von Anfang 2020 bis Mitte 2022 (re)produziert wird.
Ausgangspunkt sind – anknüpfend an aktuelle Beiträge der kritischen Soziologie – die politisch-ökonomischen Zusammenhänge und Voraussetzungen, wie beispielsweise globale Lebens-, Wirtschafts- und Konsumweisen, durch die diese Pandemie erst möglich wurde. Durch diese Perspektive kann die Pandemie als soziales Ereignis begriffen werden, anstatt als unvorhersehbare medizinische Katastrophe, wie es in den politischen und medialen Debatten den Anschein hatte. In der Analyse zeigt sich, dass diese Umstände in der medialen Auseinandersetzung keinerlei Widerhall fanden, was den Diskurs de-kontextualisiert und den herausgearbeiteten Radikalismen den Boden bereitet hat.
Die Analyse ermöglicht es, zwei Zugänge zum Diskurs zu unterscheiden: Ein Portal eröffnet den Zugang über gesellschaftlich mehrheitlich anerkanntes, also orthodoxes Wissen, das zweite über gesellschaftlich mehrheitlich nicht anerkanntes, also heterodoxes Wissen. Entlang von benannten Themen, Problemen und Lösungen lassen sich auf einer Pro-Kontra-Achse sieben Wissenstypen rekonstruieren, die von radikaler Impfbefürwortung bis radikaler Ablehnung reichen. Vier der Wissensbestände argumentieren für die Impfung, drei dagegen – der Raum des Indifferenten dazwischen bleibt medial unbesetzt. Anschließend werden diese Typen entlang von Werten, auf die rekurriert wird, und schließlich nach Ressourcen, Verantwortlichkeiten und Sprecher*innenrollen unterschieden, sodass eine klare und idealtypische Charakterisierung des jeweiligen Wissens entsteht.
Durch die Analyse werden überdies diskursive Verschiebungen im Zeitverlauf sichtbar. Es zeigen sich einerseits eine Polarisierung des Diskurses insgesamt, andererseits eine Ernüchterung innerhalb der Impfbefürwortung sowie die interdependente Radikalisierung von Positionen an beiden Enden des Spektrums.
Abschließend werden die Ergebnisse der Analyse komplementär zum Ausgangspunkt gesellschaftstheoretisch eingebettet. Zum einen werden Eigendynamiken de-kontextualisierter und sich infolgedessen radikalisierender Diskurse reflektiert, innerhalb derer sich die Extreme so weit voneinander entfernen, dass sie sich schlussendlich wieder berühren. Zum anderen wird die im Diskurs sichtbar dominante neo-soziale Anrufung der individuellen Verantwortung in einer gleichzeitig wenig solidarischen Gesellschaft im Kontext eines neoliberal geprägten Verständnisses von individueller Freiheit, Demokratie und sozialer Verantwortung diskutiert.
Cross-national variation in the relationship between welfare generosity and single mother employment

Reform of the U.S. welfare system in 1996 spurred claims that cuts to welfare programs effectively incentivized single mothers to find employment. It is difficult to assess the veracity of those claims, however, absent evidence of how the relationship between welfare benefits and single mother employment generalizes across countries. This study combines data from the European Union Labour Force Survey and the U.S. Current Population Survey (1992-2015) into one of the largest samples of single mothers ever, testing the relationships between welfare generosity and single mothers’ employment and work hours. We find no consistent evidence of a negative relationship between welfare generosity and single mother employment outcomes. Rather, we find tremendous cross-national heterogeneity, which does not clearly correspond to well-known institutional variations. Our findings demonstrate the limitations of single country studies and the pervasive, salient interactions between institutional contexts and social policies.
In response to mounting evidence of harm inflicted on irregular migrants along their journeys from West Africa to Europe, international organizations, civil society organizations, and governments have scaled up campaigns as a tool for raising awareness about the risks of irregular migration. Campaigns aim to counter misinformation by smugglers and facilitate safe migration decisions. Despite the growing number of interventions, there is limited empirical evidence on the impact and effectiveness of such campaigns. Based on a difference-in-difference design, this study investigates the effect of a mobile cinema and community discussion intervention on the perceptions, knowledge, and intentions of potential irregular migrants in Northern Guinea in 2019. The results show that potential migrants who participated in events were significantly more likely to show awareness gains and less likely to report high intentions to migrate irregularly. While the relative importance of risk perceptions and their impact on migration flows remain unclear, the findings provide evidence supporting the assumption that risk awareness can be a relevant factor in the decision-making process of potential irregular migrants. While campaigns may be an effective tool in certain contexts, effect sizes highlight the need for policymakers to keep realistic expectations.
Web scraping, a technique for extracting data from web pages, has been in use for decades, yet its utilization in the field of migration, mobility, and migrant integration studies has been limited. The field faces notorious limitations regarding data access and availability, particularly in low-income settings. Web scraping has the potential to provide new datasets for further qualitative and quantitative analysis. Web scraping requires no financial resources, is agnostic to epistemic divides in the field, reduces researcher bias, and increases transparency and replicability of data collection. As large providers of digital data such as Facebook or Twitter increasingly restrict access to their data for researchers, web scraping will become more important in the future and deserves its place in the toolbox of migration and mobility scholars. This short and nontechnical methods note introduces the fundamental concepts of web scraping, provides guidance on how to learn the technique, showcases practical applications of web scraping in the study of migrant populations, and discusses potential future use cases.
Der vorliegende Artikel analysiert die niedersächsische Polizeiaffäre aus einer Perspektive, die sich für das Zusammenspiel von Recht und Organisationen interessiert. Zunächst argumentieren wir, dass Recht in Organisationen nicht aus sich heraus wirkt, es benötigt Akteur:innen, die es durchsetzen. Diese sitzen formal auf bestimmten Relaisstellen, deren Funktion es ist, dem Recht Geltung zu verschaffen. Im vorliegenden Fall, so zeigen wir, versagen diese Relaisstellen. Recht dient am Ende weniger dem Schutz der Betroffenen als vielmehr dem Schutz der Organisation.
Einleitung
Pflege in Deutschland befindet sich in einem Veränderungsprozess. Die politisch forcierte Zuwanderung von Pflegekräften sowie die Akademisierung führen zu einem enormen Anpassungsdruck bei allen Beteiligten. Wie wirkt sich dies auf den Arbeitsalltag aus?
Methoden
Die qualitative Datenbasis umfasst bisher 36 Tage Teilnehmende Beobachtung, 17 Themenzentrierte Leitfadeninterviews sowie vier Gruppendiskussionen in vier Pflegeteams zweier Krankenhäuser. Die Analyse erfolgt mit der Dokumentarischen Methode.
Ergebnisse
Am Beispiel der Grundpflege (u. A. dem „Waschen“) wird deutlich, wie die Pflegeteams ihren Arbeitsalltag neu aushandeln. Die Teams mit einer hohen migrationsbezogenen Diversität argumentieren eher, dass die Aufgaben der Grund- und Behandlungspflege entsprechend der Qualifikation als Hilfs- oder Fachkraft erledigt werden sollen. Hier treten stereotype (kulturalisierende) Zuschreibungen in den Hintergrund. Demgegenüber berufen sich Pflegeteams mit einer niedrigen migrationsbezogenen Diversität eher darauf, dass die Grundpflege in Deutschland – anders als in anderen Ländern – zu den Aufgaben einer examinierten Pflegefachkraft zählt. Kolleg*innen aus dem Ausland wird die pflegerische Kompetenz daher eher abgesprochen.
Schlussfolgerung
Die Frage nach der Aufteilung von Grund- und Behandlungspflege, ist auf allen Stationen virulent. Die Teams entwickeln jedoch in Abhängigkeit von ihrer spezifischen Heterogenität unterschiedliche Umgangsweisen. Demzufolge sollte sich Personal- und Organisationsentwicklung insbesondere an den Pflegeteams orientieren.
Background:
Like most countries, Germany is currently recruiting international nurses due to staff shortages. While these are mostly academic, the academisation of nursing in Germany has only just begun. This allows for a broader look at the participation of migrant nurses: How do care teams deal with the fact that immigrant colleagues are theoretically more highly qualified than long-established colleagues?
Methods:
Case studies were conducted in four inpatient care teams of two hospitals in 2022. Qualitative data include 26 observation protocols, 4 group discussions and 17 guided interviews. These were analysed using the documentary method and validated intersubjectively.
Results:
Due to current academisation efforts in Germany and the immigration of academised nursing staff from abroad, the areas of activity and responsibility of nursing in Germany are under negotiating pressure. This concerns basic care for example, which in Germany is provided by skilled workers, but in other countries is mostly provided by assistants or relatives. The question of who should provide basic care, whether all nurses or only nursing assistants, documents the struggle between an established and a new understanding of care. In this context, the knowledge and skills of migrant and academicised care workers become a crucial aspect in the struggle for a new professional identity for care in Germany.
Conclusions:
The specific situation in Germany makes it possible to show the potential for change that international care migration can constitute for destination countries. The far-reaching process of change of German nursing is given a further dimension not only by its academization, but by the immigration of international and academically trained nursing staff, where inclusive or exclusive effects can already be observed.
Key messages: The increasing proportion of migrant nurses accelerates the current discussion on nursing in Germany. Conflict areas show up in everyday work of care teams and must be addressed there.

Das Militär hat besondere Bedeutung für die Formung des männlichen Körpers vor allem durch Drill und militärisch geprägte Leibesübungen. Dadurch sollen Soldat*innen tauglich dafür gemacht werden, die Verletzungen des eigenen Körpers, Schmerzen, Durst und Hunger zu ertragen. Die gegenwärtige technologisch unterstütze asymmetrische Kriegsführung ist auch darauf ausgerichtet, die Gefahren für den soldatischen Körper zu reduzieren.
Ramadan in der Schule

Wenn Schüler:innen im Ramadan fasten, müssen Schulen sowohl die Religionsausübung respektieren, als auch ihrem Bildungsauftrag nachkommen. Die daraus erwachsenden Herausforderungen werden vor allem an die Lehrkräfte und weniger an formale Bildungsstrukturen adressiert. Beim Versuch, diese widersprüchlichen Erwartungen als einzelne Lehrkraft zu bewältigen, entstehen Risiken für Diskriminierung. Unser Beitrag zeigt damit beispielhaft den Zusammenhang von schulorganisatorischen Rahmenbedingungen und Diskriminierungsrisiken auf.
Der Umgang mit Diversität in militärischen Organisationen wird auf drei Ebenen diskutiert: Auf der ersten geht es um Gemeinsamkeiten und die typischen Diskurse um Vielfalt in den Streitkräften. Auf der zweiten wird aufgezeigt, wie unterschiedlich in den Streitkräften um Diversität gerungen wird. Auf der dritten Ebene wird auf die mikropolitischen Auseinandersetzungen innerhalb von Streitkräften eingegangen. Deutlich gemacht wird in dem Beitrag, wie vielfältig der Umgang mit Diversität in den Streitkräften ist.
Im Zentrum dieser Forschungsnotiz steht die Frage nach der Bewertung von Einkommensungleichheit in der österreichischen Gegenwartsgesellschaft. Anhand von ISSP- und SSÖ-Daten können unsere Analysen diesbezüglich zeigen, dass Einkommensungleichheit von einer großen Mehrheit aktuell als zu hoch wahrgenommen wird. Zudem sehen die Menschen in Österreich sehr häufig den Staat in der Verantwortung Einkommensungleichheit abzubauen; viel häufiger als das in anderen europäischen Ländern der Fall ist. Während der Bereich Gesundheit und Pension seit Mitte der 1980er von der überwiegenden Mehrheit als staatliche Aufgabe gesehen wurde, liegt die Verantwortung für den Abbau von Einkommensungleichheit auf einem niedrigeren Zustimmungsniveau. Die Befürwortung der Absicherung von Arbeitslosen als Verantwortung des Staats nimmt aktuell eher ab, trotz der gestiegenen Arbeitslosigkeit zu Beginn der Pandemie. Schließlich zeigen unsere Regressionsanalysen, dass Unterschiede in der Beurteilung von Einkommensungleichheiten u. a. durch sozio-demographische Faktoren, die berufliche Stellung, das Haushaltseinkommen aber auch durch persönliche Einstellungen und Gerechtigkeitsüberzeugungen erklärt werden können.
Risk perceptions of individuals living in single-parent households during the COVID-19 crisis

The COVID-19 crisis had severe social and economic impact on the life of most citizens around the globe. Individuals living in single-parent households were particularly at risk, revealing detrimental labour market outcomes and assessments of future perspectives marked by worries. As it has not been investigated yet, in this paper we study, how their perception about the future and their outlook on how the pandemic will affect them is related to their objective economic resources. Against this background, we examine the subjective risk perception of worsening living standards of individuals living in single-parent households compared to other household types, their objective economic situation based on the logarithmised equivalised disposable household incomes and analyse the relationship between those indicators. Using the German SOEP, including the SOEP-CoV survey from 2020, our findings based on regression modelling reveal that individuals living in single-parent households have been worse off during the pandemic, facing high economic insecurity. Path and interaction models support our assumption that the association between those indicators may not be that straightforward, as there are underlying mechanisms–such as mediation and moderation–of income affecting its direction and strength. With respect to our central hypotheses, our empirical findings point toward (1) a mediation effect, by demonstrating that the subjective risk perception of single-parent households can be partly explained by economic conditions. (2) The moderating effect suggests that the concrete position at the income distribution of households matters as well. While at the lower end of the income distribution, single-parent households reveal particularly worse risk perceptions during the pandemic, at the high end of the income spectrum, risk perceptions are similar for all household types. Thus, individuals living in single-parent households do not perceive higher risks of worsening living standards due to their household situation per se, but rather because they are worse off in terms of their economic situation compared to individuals living in other household types.

Social institutions are a system of behavioral and relationship patterns that are densely interwoven and enduring and function across an entire society. They order and structure the behavior of individuals in core areas of society and thus have a strong impact on the quality of life of individuals. Institutions regulate the following: (a) family and relationship networks carry out social reproduction and socialization; (b) institutions in the realm of education and training ensure the transmission and cultivation of knowledge, abilities, and specialized skills; (c) institutions in the labor market and economy provide for the production and distribution of goods and services; (d) institutions in the realm of law, governance, and politics provide for the maintenance of the social order; (e) while cultural, media, and religious institutions further the development of contexts of meaning, value orientations, and symbolic codes.
Ausgehend von Bourdieus Kapitaltheorie diskutieren wir in diesem Beitrag, inwiefern ökonomisch verwertbare personenbezogene Daten als Fundament einer eigenständigen Form eines neuen digitalen Kapitals gesehen werden können. Als wertvolles und umkämpftes Gut entfaltet es in spezifischen Feldern eine soziale Wirkmächtigkeit und spiegelt sich in den Reproduktionsstrategien von Akteur*innen und korrespondierenden Ungleichheitsstrukturen.
