Elements, characteristics and character : information functions of landscapes in terms of indicators

When monitoring landscape changes, the visual landscape should also be considered. This pertains to the information function of ecosystems and landscapes that refers to environmental structure and its function for satisfying needs. These needs of human perception include a certain equipment of landscape with stimuli, spatial orientation, as well as aesthetical-emotional needs. However, previous approaches of environment monitoring and registration of landscape changes exclusively focus on the ecosystem; aesthetic and structural characteristics are evalu-ated, if at all, only via easily quantifiable variables in a data oriented manner that illustrates the diversity of individual landscape elements without theoretically grounding them based on general hypotheses and a theoretical concept. Based on results from perception research and information theory, therefore, a method for registering the visual landscape on different complexity levels was developed. This includes: Elements (i.e. "element level"), that is the description of the different types of land use and structure elements within a landscape unit. Furthermore, under these elements a variety of manifestations are also subsumed such as small spatial dimensional relations, as well as individual synesthetic perceptions (noise, smells);

EIA (Envoronmental Impact Assessment) and FFH Impact Assessment are two independent legal instruments which serve the assessment and evaluation of environmental impacts. The paper discusses the esentail differences between them with rspect to their areas of application, legal consequences and examination scope. In preparing an impact assessment study attention has to be given to the particular focus of the FFH guidelines and its associates legal provisions. This focus is concerned with the protection of certain specis and habitats, the safeguarding of the coherency of the network "Natura 2000" (a Europe-wide system of protected areas) as well as the consideration of criterai as derived from the retention goals for the respective European protected area, as criteria for recording and evaluation.

Planung ist untrennbar mit Annahmen über die Zukunft verbunden. Dabei lässt sich nachweisen, dass ein streng wissenschaftlich bzw. kausal eingegrenztes Prognoseverständnis für Prognosen in der Planung nicht zielführend ist. Für sie wird daher eine Auffassung entwickelt, die zum einen auf Ergebnisse der Chaosforschung, Systemtheorie und Thermodynamik, zum anderen auf in der Sozial- und Wirtschaftprognostik gebrauchte semantische (Wort-)Modelle Bezug nimmt: Aus ersteren ergibt sich, dass Prognosen komplexer Systeme keinesfalls mit Vorhersagen gleichgesetzt werden dürfen, sondern vielmehr eine rationale Analyse von Handlungsmöglichkeiten zu leisten haben. Aus letzteren wird deutlich, dass Prognosen als Mittel der Strukturierung von Informationen und damit letztlich zur Erkenntnisgewinnung eingesetzt werden können. Darauf aufbauend werden Anforderungen an doe Struktur von Prognosen und die Absicherung prognostisch relevanter Zusammenhänge aufgezeigt sowie Wirkfaktor- Beeinträchtigungsketten und Szenarien als gängige Prognosemethoden gegenübergestellt. Für die Kontrolle von Prognosen wird deutlich, dass einem Aufdekcne zugrunde gelegter wertender Annahmen und Randbedingungen u.U. größere Bedeutung als den eigentlichen Prognoseergebnissen zukommen kann.
