Der Forschungskreis Vereinte Nationen wurde 1999 als informelles Netzwerk für UN-Forschung gegründet mit dem Ziel, den Informationsaustausch unter den Wissenschaftlern der verschiedenen Fachdisziplinen und den Dialog mit den Praktikern zu fördern. Die regelmäßig stattfindenden Potsdamer UNO-Konferenzen des Forschungskreises Vereinte Nationen widmen sich der kritischen Analyse der UN-Forschung. Darüber hinaus bieten sie ein Forum für die Diskussion mit Politikern, UN-Mitarbeitern, Diplomaten und Journalisten über die Aufgaben der Vereinten Nationen und ihre Strukturen sowie über Konzepte zu ihrer Reform. Im vorliegenden Buch werden wichtige Referate der Potsdamer UNO-Konferenzen 2000 – 2008 veröffentlicht, die sich unter anderem den Themenbereichen Friedenssicherung, Menschenrechtsschutz und Umweltschutz durch die Vereinten Nationen, der Reform der UN-Hauptorgane sowie der deutschen UN-Politik und der UN-Politik im Rahmen der Europäischen Union widmen, und die ergänzt werden durch Beiträge der beiden Herausgeber zu den Problemen und Perspektiven der UN-Forschung in Deutschland.
Gut zwei Jahrzehnte nach dem Millenniumsgipfel der Vereinten Nationen bleiben berechtigte Zweifel an der Wirksamkeit von Entwicklungszusammenarbeit (EZ). Ist das Politikfeld von den Realitäten überholt worden? Welchen Beitrag haben Entwicklungstheorien für die Weiterentwicklung von Entwicklungspolitik leisten können? Der Beitrag zieht eine Bilanz, die von der ersten Entwicklungsdekade in den 1960er-Jahren bis zu den Folgen der Covid-19-Pandemie reicht. Er plädiert für eine herrschaftskritische Weiterentwicklung des Entwicklungsbegriffs und für eine Stärkung globaler Kooperation.
Evaluation komplexer Systeme

Seit von Foerster können wir soziale Systeme als Black Boxes betrachten, zu deren Funktionsweise keine klaren Wenn-Dann-Aussagen möglich erscheinen und deren Operationsweise sich für den Beobachter immer nur sequenziell und sprunghaft – und folglich nie ganzheitlich – darstellt. Jedes Bemühen, ein soziales System tiefgründig verstehen und abbilden zu wollen, kann somit schnell ein Gefühl von Orientierungslosigkeit und Überforderung auslösen – ähnlich, wie während einer Achterbahnfahrt. Für die Evaluationsdebatte resultiert aus dieser Sichtweise die Kernfrage, wie nun also im Rahmen von Evaluationen mit sozialer Komplexität umgegangen werden kann.
An diese Frage anknüpfend stellt der vorliegende Band das Feld der systemischen Therapie- und Beratungsansätze als inspirierenden Fundus vor, aus welchem sich Konzepte, Methoden und Techniken zur Gestaltung von Evaluationsvorhaben ableiten lassen. Aber welche Möglichkeiten und Grenzen offenbaren sich dabei? Lässt sich sozialer Komplexität mit Hilfe dieser Ansätze besser begegnen? Welche Rahmenbedingungen sollten dabei erfüllt sein und wie lassen sich systemische von nicht-systemischen Ansätzen unterscheiden?
Gegenstand dieser Arbeit sind die (Selbst-)Darstellungen von Gründer_innen von Nichtregierungsorganisationen (NGOs) im Bereich Kinder- und Frauenrechte in Tamil Nadu, Südindien. Um diese (Selbst-)Darstellungen angemessen analysieren zu können, wird zuerst eine analytische Herangehensweise entworfen, die davon ausgeht, dass bestehende soziologische Konzepte, die in erster Linie in Auseinandersetzung mit einem spezifischen (west-europäischen) Kontext entstanden sind, nicht unhinterfragt auf andere Kontexte übertragen werden können. Das erschwert die Verwendung von Begrifflichkeiten wie „Zivilgesellschaft“, „Entwicklung“ oder auch der scheinbar klaren Dichotomie von Moderne und Tradition. Eisenstadt machte diese Problematik in der von ihm begonnenen Debatte um „Multiple Modernities“ deutlich. In der vorliegenden Arbeit wird an diese Diskussion mit handlungstheoretischen Argumenten angeknüpft, um auch Akteursperspektiven angemessen analysieren zu können. Nachdem der theoretische Rahmen und die methodische Grundlage der Arbeit erläutert wurden, wird Kontextwissen erarbeitet, um die Analyse der Interviews einzubetten. Es werden Diskurse um Kaste und den Status von Frauen sowie Aspekte der aktuellen politischen Situation Tamil Nadus betrachtet. Die (Selbst-)Darstellungen lassen sich dann anhand der im Titel angedeuteten Dreiteilung aufschlüsseln: Die Gründer_innen setzen sich zum ersten mit der eigenen Rolle auseinander. Sie beschreiben sich als „social worker“ und greifen in den Selbstbeschreibungen zum Teil auf populistische Elemente des politischen Umfeldes zurück. Zum zweiten beschreiben sie die eigene Position gegenüber ihren „Zielgruppen“. Dabei wird deutlich, dass die Beziehungen zwischen NGO und „community“ zwischen Partizipation und Paternalismus schwanken. Zum dritten formulieren sie Zielsetzungen in Abgrenzung zu anderen (lokalen) politischen Akteuren: Sie grenzen sich zum Beispiel von einem ihrem Verständnis nach „westlichen“ Begriff von Entwicklung ab und formulieren demgegenüber „eigene“ Ziele. Sie reflektieren über lokale Kooperationen, z.B. mit politischen Persönlichkeiten, Kastenassoziationen, aber auch über Abgrenzungen oder Zusammenstöße, die sich dabei ergeben. Insgesamt wird deutlich, dass die (Selbst-)Darstellungen der Gründer_innen sich spannungsgeladen und ambivalent auf unterschiedliche Diskurse, Ideen und soziale Praktiken beziehen. Sie lassen sich insbesondere nicht in eine Perspektive von „Entwicklung“ einordnen, welche auf der Dichotomie von Moderne und Tradition aufbaut.
Die internationale Staatengemeinschaft steht Sezessionsbestrebungen zur Aufspaltung bestehender Staaten gewöhnlich ablehnend gegenüber. Gleichzeitig wendet sie in vielen Ländern Instrumente der Entwicklungspolitik an und greift so auch in den dortigen politischen Prozess ein. Untersucht wird, inwiefern Entwicklungspolitik so gestaltet werden kann, dass sie nicht, quasi als Nebenwirkung, einer Sezessionsbewegung zum Durchbruch verhilft. Betrachtet wird dabei neben der gezielten Förderung wirtschaftlichen Wachstums auch das Instrument der Dezentralisierung, das oft als Mittel zur „Beruhigung“ separatistischer Bestrebungen vorgeschlagen wird. Zuvor jedoch wird aufgewiesen, dass eine Politik, die Sezessionen verhindern will, zumindest in vielen Fällen auch moralphilosophisch schlüssig begründet werden kann. Den Abschluss der Arbeit bilden drei Fallstudien zu Sezessionen auf dem Gebiet der ehemaligen Sowjetunion.

In den vergangenen zwei Jahrzehnten hieß es, es gebe keine Entwicklung ohne Frieden. Daraus wurde abgeleitet, man müsse Soldaten nach Afghanistan schicken, um Entwicklungsperspektiven zu sichern. Dies wurde sodann abgewandelt: "Ohne Sicherheit keine Entwicklung". Mit dem Scheitern der Intervention im Land der Afghanen wurde daraus: "Ohne Entwicklung keine Sicherheit". Dies hat Auswirkungen auf die Entwicklungszusammenarbeit: Frieden als Ziel ist verschwunden, sie wird zur Funktion der "Sicherheit Deutschlands", die am Hindukusch verteidigt werden soll. Dafür wird passendes Personal gesucht.
