Die verschiedenen Meßverfahren zur Bestimmung von Bodenwassergehalten und der Bodenfeuchte konnten während ihres Einsatzes im Uvs-Nuur-Becken über einen längeren Zeitraum hinweg erprobt werden. Dabei stellte sich heraus, daß die Thetasonde und die Stechzylinderproben sich zur Bestimmung des volumetrischen Bodenwassergehalts gut eignen. An den Standorten, an denen parallele Messungen mit beiden Verfahren möglich waren, zeigten Vergleiche der Meßreihen, daß sich die beiden Methoden gegenseitig bestätigen. Nur in Einzelfällen traten größere Abweichungen zwischen den Tageswerten auf. Einschränkend auf die Anwendbarkeit der Verfahren und die Genauigkeit der Meßergebnisse kann sich die Bodenbeschaffenheit auswirken. In stark verdichteten oder skelettreichen Böden ist das Einbringen der Sondenmeßstäbe schwierig und stellenweise nicht möglich. Derartige Böden sind auch für die Entnahme von Stechzylinderproben problematisch, da es schwierig ist Materialverluste bei der Entnahme gering zuhalten. Die Verfahren zur Bestimmung der Bodenfeuchte, Tensiometer und Gipsblocksensoren, hatten gegenüber den anderen Verfahren den Vorteil, daß sie automatisiert waren. Auf diese Weise konnte auch ohne intensive Betreuung eine hohe zeitliche Meßdichte erzielt werden. Über eine Eichkurve, die im Labor erstellt wurde, konnten den Wasserspannungen die entsprechenden Bodenwassergehalte zugeordnet werden. Für Station S 2 sind die Tensiometermeßwerte gut geeignet, um zusammen mit den Stechzylinderproben die Bodenwasserdynamik zu beschreiben. An den anderen Standorten liegen die Wassergehalte, die man über die Eichkurve erhält, verglichen mit Thetasonden- und Stechzylinderwerten sehr viel höher. Beim Einsatz von Tensiometern und Gipsblocksensoren in diesem Gebiet muß aufgrund des geringen Bodenwassergehalts vieler Standorte besonders darauf geachtet werden, daß die Sensoren bzw. die Kerzen eng vom Boden umschlossen sind, ansonsten kann es zu erheblichen Beeinträchtigungen der Meßgenauigkeit kommen. Bei den Tensiometern muß zusätzlich darauf geachtet werden, daß der Meßbereich nicht überschritten wird. Die Variabilität zwischen den Bodenwassergehalten der Standorte ergibt sich aus ihrer Lage im Untersuchungsgebiet und dem Witterungsgeschehen. Die deutlichsten Unterschiede zeigen sich beim Vergleich der Standorte der Ebenen und der Hangbereiche. An den Standorten in der Ebene ist die potentielle Evapotranspiration höher als an den Hangstandorten, dies wirkt sich auf die absolute Höhe der Bodenwassergehalte und auf ihre Variabilität aus. In der Ebene gehen die Bodenwassergehalte nach einer Erhöhung durch Niederschlagseinträge aufgrund der starken Evapotranspiration relativ schnell wieder zurück, so kommt es zu einer hohen Variabilität. An den Hangstandorten ist dieser Effekt abgeschwächt, besonders gering ist die potentielle Verdunstung im Wald am Standort S 7. Die Meßreihen dort weisen geringere Gegensätze zwischen den Extrema auf. Die signifikanten Unterschiede der Bodenwassergehalte verschiedener Meßtiefen eines Standortes werden anhand Variationskoeffizienten der Meßreihen deutlich. In 5 cm Bodentiefe spiegelt sich das aktuelle atmosphärische Geschehen wider. Niederschlagseinträge werden durch eine unmittelbare Erhöhung des Bodenwassergehalts sichtbar. Ist die potentielle Verdunstung nach einer Erhöhung der Bodenwassergehalte durch Niederschlagseinträge hoch, verringern sich die Bodenwassergehalte in dieser Meßtiefe auch schnell wieder. In den Bereichen ab 20 cm Bodentiefe sind kurzfristige Erhöhungen des Bodenwassergehalts nur nach sehr starken Niederschlägen zu beobachten. Veränderungen wie der allmähliche Rückgang des Bodenwassergehalts in den tieferen Bodenschichten an S 3 sind nur über einen längeren Zeitraum festzustellen. Die zeitliche Variabilität der Bodenwassergehalte wird vom Witterungsgeschehen, insbesondere den Niederschlägen und der potentiellen Verdunstung, bestimmt. Im Sommer 1998 ist das Verhältnis von Niederschlag und potentieller Verdunstung so, daß auch nach den Hauptniederschlägen des Jahres in den Sommermonaten keine Erhöhung der Bodenwassergehalte stattgefunden hat. An Station S 3 ist in den tieferen Bodenschichten eine Austrocknung zu verzeichnen. Dies ist der Hauptunterschied zwischen den Jahren 1997 und 1998. 1997 fällt sehr viel mehr Regen als 1998, es kommt zu einer nachhaltigen Durchfeuchtung des Bodens. Auch die Verdunstung ist 1997 geringer. Nach Niederschlägen findet daher kein so schneller Rückgang der Bodenwassergehalte wie 1998 statt, und die Variabilität der Meßwerte ist geringer. Es ist anzunehmen, daß die Bodenwassergehalte am Anfang der Meßperiode des Jahres 1998, die im Laufe des Meßzeitraums abnehmen, Vorräte aus den Einträgen des Jahres 1997 darstellen. Eine nachhaltige Durchfeuchtung des Bodens findet also nur bei sehr hohen Niederschlagseinträgen wie im Jahr 1997 statt.
Die Politikfeldanalyse der belgischen Frauenförderpolitik für die Privatwirtschaft wird anhand eines Analyserasters für Gleichstellungspolitik durchgeführt. Nach einer Einführung in das politische System Belgiens und die gesellschaftspolitischen Bedingungen für Gleichstellungspolitik wird die staatliche Initivative für Gleichstellung in der Privatwirtschaft dargestellt. Die Analyse der Policy bezieht die relevanten politischen, verwaltungstechnischen und gesellschaftlichen Faktoren ein und nutzt Analyseinstrumente der Verwaltungswissenschaft und der feministischen Politikwissenschaft.
Arbeit und Magie werden in der ländlichen Gesellschaft der Frühen Neuzeit neu bewertet. Während die Reformation die Arbeit aufwertet, verteufelt sie den Müßiggang. Als zentrale Lebensäußerung bei der man häufig mit dem Lebensbereich des Anderen in Berührung kommt, birgt Arbeit ein hohes Konfliktpotential in sich. Als Glaubensform basiert Magie auf kollektiven Übereinkünften und strebt einen praktikablen Umgang mit feindseligen Mächten an, so dass sie mit Formen alltäglicher Konfliktaustragung (Gegenzauber, Bezichtigung als Zauberer/Zauberin) bekämpft werden können. Auf Magie als Deutung oder Handlung haben ihre beginnende Kriminalisierung (Carolina) und das Vordringen der Schriftlichkeit nachhaltigen Einfluss. Aus diesen Veränderungen heraus empfängt das Themenpaar Arbeit und Magie seine Bedeutung, das hier in seinem Zusammenwirken erstmals untersucht wird und zwar am Beispiel der Mittelmark. Wie die Auswertung von Gesuchen mittelmärkischer Gerichte um Rechtsbelehrung an den Schöppenstuhl in Brandenburg zum neuen Delikt der Zauberei im Zeitraum von 1551 bis 1620 beweist, handelt es sich bei der Mittelmark um ein verfolgungsarmes Territorium, das sich daher bestens für die Untersuchung des selbstverständlichen Umgangs mit Magie eignet. In 98 von 136 Prozessen sind insgesamt 107 Frauen und 9 Männer angeklagt – darunter eine „weise Frau“ und zwei Männer als volksmagische Spezialisten. Der Höhepunkt der Spruchtätigkeit liegt zwischen 1571 und 1580. In dieser Phase tauchen erstmals dämonischer Vorstellungen auf und werden weibliche Magiedelikte auch auf Männer übertragen (Schadenszauber, Teufelspakt). Der Vorwurf des Teufelspaktes ist überwiegend im Nordwesten der Mittelmark anzutreffen und wird hier auch zuerst erhoben. Dennoch kann sich der dämonische Hexenglauben als städtisches Phänomen in der ländlich geprägten Mittelmark kaum durchsetzen, denn in keinem der untersuchten Fälle taucht der Terminus „Hexe“ auf. Die Rezeption der Hexenlehre in all ihren wesentlichen Elementen (Buhlschaft, Zusammenkunft auf dem Blocksberg und die Fahrt dorthin) ist erst 1613 abgeschlossen. Damit kommt sie für die Mittelmark zu spät, um ihre zerstörerische Wirkung zu entfalten: Die Auswirkungen des Dreißigjährigen Krieges überlagern alsbald die Vorstellungen von „bösen Zauberinnen“. Mit Hilfe der Studien von RAINER WALZ zur magischen Kommunikation und EVA LABOUVIE (Offizialisierungsstrategien) wurden drei Fälle näher untersucht, in denen die Arbeit entweder Konfliktanlass ist, mit magischen Mitteln beeinflusst wird oder es um die professionelle Ausübung von Magie im Bezug auf ländliche Arbeit geht. In Nassenheide wird 1573 dem Bauern Peter Calys das Abzaubern von Feldfrüchten unterstellt. Seine Nachbarschaft beobachtet ein ihr unbekanntes Ritual (vermutlich eine Schädlingsbekämpfung), was sie in kein geduldetes magisches Handeln einordnen kann. In Liebenwalde geht es 1614 um „fliegende Worte“, die im Streit um erschlagene Gänse ausgesprochen und später, nach einer Reihe von Unglücksfällen, vom Gescholtenen als Flüche umgedeutet werden. In Rathenow steht 1608 der Volksmagier Hermann Mencke vor Gericht. Sein Repertoire an magischen Hilfsleistungen umfasst Bann-, Heil- und Hilfszauber. Diese drei Fallstudien ergaben für das Thema Arbeit und Magie, dass Magie in der sich schwerfällig entwickelnden Landwirtschaft ein innovatives Potential zukommt. Das Experimentieren mit Magieformen bleibt jedoch Spezialisten der Volksmagie vorbehalten. Insbesondere in den Dörfern, wo die Grenzen zwischen männlicher und weiblicher Magie durchlässig sind, erweist sich die Geschlechtsspezifik der volkstümlichen Magie als Produkt der Lebens- und Arbeitsbeziehungen in der ländlichen Gesellschaft. Männer wie Frauen verfügen über die zu ihren Arbeitsbereichen passenden Hilfszauber. Dass Zauber zu Frauenarbeiten wie Milchverarbeitung und Bierbrauen überwiegen, liegt neben der Häufigkeit, mit der diese Verrichtungen anfallen, ihrer Anfälligkeit für Fehler und ihrer Bedeutung für die Ernährung daran, dass sie sich im Verborgenen abspielen und daher verdächtig sind. Außerdem handelt es sich um mühselige und monotone Tätigkeiten, die daher der Motivation durch Magie bedürfen. Die Schlichtheit der weiblichen Magie korrespondiert mit der geringeren Spezialisierung weiblicher Arbeit in der Landwirtschaft, die sich in der Verwendung einfacher Werkzeuge bekundet. Wörter können wegen der spezifischen Organisation der Hirnareale zur Sprachverarbeitung in einer auf Mündlichkeit beruhenden Kultur heilen oder eine lebensbedrohliche Waffe sein. Indem Magie das Profane dramatisiert, kommt ihr die Funktion einer Erinnerungskunst zu, die später durch die Schrift ausgefüllt wird. Die Schrift macht Magie als Mnemotechnik überflüssig und immunisiert gegen die Macht des Wortes. Damit reift auch die Skepsis an der Wirksamkeit von Magie. Schließlich werden Schadenszaubervorwürfe nur noch als Injurienklagen verhandelt. Sie bestimmen die Prozesse um Zauberei nach dem Großen Krieg.
This MA thesis examines novels by Native American authors of the 20th century in regard to their representation of conflicts between the indigenous population of North America and the dominant Christian religion of the mainstream society. Several major points can be followed throughout the century, which have been presented repeatedly and discussed in various perspectives. Historical conflicts of colonization and Christianization, as well as the perpetual question of Native American Christians -- 'How can you go to a church that killed so many Indians?' [Alexie, Reservation Blues] -- are debated in these novels and analyzed in this paper. Furthermore, I have tried to position and classify the works according to their representation of these problems within literary history. Following Charles Larson's chronologic and thematic examination of American Indian Fiction, the categories rejection, (syncretic) adaptation, and postmodern-ironic revision are introduced to describe the various forms of representation. On the basis of five main examples, we can observe an evolution of contemporary Native American literature, which has liberated itself from the narrow definition of the 1960s and 1970s, in favor of a broader and more varied approach. In so doing, and by means of intercultural and intertextual referencing, postmodern irony, and a new Indian self-confidence, it has also taken a new position towards the religion of the former colonizer.
Modellgestützte Untersuchungen zum Überleben einer Steinkauzpopulation (Athene noctua) in Thüringen

Der Rückgang des Steinkauzes (Athene noctua) hat in Thüringen und Sachsen seit den 60er Jahren dramatische Ausmaße angenommen. In den 50er Jahren noch flächendeckend beobachtet, wurden für das Jahr 2000 nur noch 18 Individuen durch Bestandserfassungen registriert. Die vielfach diskutierten Rückgangsursachen beziehen sich vor Allem auf die großflächige Änderung der Landschaftsstrukturen, die zum Verlust der Lebensgrundlagen des Steinkauzes führten. So haben u.a. der Verlust an Brut- und Vorratshöhlen und an ganzjährig kurzgehaltenen Grünlandflächen, sowie der zunehmende Einfluss von Prädatoren erheblich zum Rückgang beigetragen. Eingeleitete Schutzmaßnahmen, ehrenamtlich oder auf dem allgemeinen Naturschutzprogramm des Freistaates Thüringen beruhend, wie das Anbringen von Nisthilfen mit Marderschutz oder Pflegeverträge für Streuobstwiesen, zeigen bisher keine sichtbare Wirkung. Als weitergehende Maßnahmen stehen die Reduzierung von Füchsen (Vulpes vulpes) und Steinmardern (Martes foina), Ausbreitungskorridore für Steinkäuze und ein Auswilderungsprogramm zur Diskussion. Angesichts des Populationsrückgangs des Steinkauz war es Aufgabe dieser Arbeit durch ein Simulationsmodell Untersuchungen zum Überleben einer Steinkauzpopulation (Athene noctua) in Thüringen durchzuführen. Die zusammengetragenen Bestandszahlen ergaben geringe Individuenzahlen in den thüringischen Landkreisen Altenburger Land, Greiz und der Stadt Gera sowie in den sächsischen Landkreisen Chemnitzer Land und Mittweida. Die Bestandszahlen der Jahre 1989-2001, sowie weitere der Literatur entnommene Daten zum populationsökologischen Hintergrund, wie auch Analysen des Gebietes in Thüringen und Sachsen und dessen besetzter Reviere der Jahre 1989- 2001, wurden in ein stochastisches, räumlich-explizites, auf Individuen basierendes Simulationsmodell eingebracht. Es wurde eine Sensitivitätsanalyse durchgeführt, die beruhend auf den erfassten Populationsentwicklungen in Thüringen und Sachsen und auf Literaturangaben, ausgewählte Parameterkonstellationen für die Untersuchungenergab. Die Untersuchungen zum Überleben vor dem Hintergrund möglicher Gefährdungsfaktoren und zur Ermittelung des Nutzens von Managementoptionen, wurden mit Schwerpunkten auf „Prädation“, „Habitatverbesserung“ und „Auswilderung“ durchgeführt. Als Ergebnis der Simulationen kam heraus, dass die Prädation keinen großen Einfluss auf das Überleben der Population hat, und Schutzmaßnahmen die Chancen für das Überleben der Population nicht erhöhen würden. Habitatverbesserungen, die die Juvenilen animieren sich im Umkreis von bis zu 5 km vom elterlichen Revier anzusiedeln, würden aber deutlich zum Überleben der Population, auch in längerfristiger Perspektive, beitragen. Habitatverbesserungen, die zu weiter entfernteren Ansiedlungen animieren, könnten sich dagegen ungünstig auf das Überleben der Population auswirken. Für eine mögliche Auswilderung als Schutzmaßnahme ergab sich im Modell, dass eine Auswilderung von 5 Individuen pro Jahr über einen Zeitraum von 5 Jahren, die Überlebenswahrscheinlichkeit kurzfristig deutlich verbessern würde. Es ergab sich allerdings kein Unterschied, ob 5, 10 oder 15 Individuen ausgewildert werden. Eine länger durchgeführte Auswilderung würde vermutlich die Überlebenswahrscheinlichkeit entsprechend langfristiger verbessern.
Mit den immensen Aufgaben und Problematiken der Transformation konfrontiert, wechselten die Mehrparteien-Regierungen in Estland vergleichsweise häufig. Im Jahr 2002 war die insgesamt achte Regierung seit 1992 im Amt. Eine detaillierte Untersuchung der Regierungsstabilität am Beispiel von Estlands bis dato sieben Regierungen erscheint daher angebracht, da das Land trotz der häufigen Regierungswechsel im osteuropäischen Vergleich als erfolgreichstes Transformationsland angesehen wird. Kann Regierungsstabilität auch dann vorliegen, wenn die Regierungen selbst sehr häufig wechseln? Dies ist die eigentliche Fragestellung der vorliegenden Diplomarbeit. Es wird davon ausgegangen, dass sich Regierungsstabilität aus mehreren Variablen zusammensetzt, die sich gegenseitig beeinflussen. Angaben über die durchschnittliche Verweildauer einer Regierung im Amt besitzen wenig Aussagekraft, vielmehr müssen die eigentlichen Hintergründe für einen Wechsel beleuchtet werden.
Entwickelt wird ein Dokument Management System zur elektronischen, Client-Server-basierten Publikation und Langzeitarchivierung von Hochschulschriften für die Universitätsbibliothek Potsdam. Der zu konzipierende Dokumentenserver muss den bibliothekarischen Anforderungen im Hinblick auf die Sicherung von Authentizität und Integrität des Servers und der einzelnen Textdokumente entsprechen. Eine Analyse der Eignung verbreiteter Dateiformate zur dauerhaften Speicherung unter Berücksichtigung von Verfügbarkeit, Strukturierbarkeit, Konvertierbarkeit und Austauschbarkeit sowie Recherchierbarkeit erbringt eine langfristig anzustrebende Präferenz für XML als Archivierungs- und Rechercheformat sowie PDF und/oder HTML als Präsentationsformate. Die Formalerfassung erfolgt über die Anreicherung des Dokumentes mit Metadaten nach dem DC qualified Standard, die in einer Datenbank strukturiert abgelegt sind. Der dauerhafte Zugang zur Publikation kann durch Verwendung einer zitierfähigen URN (Persistent Identifier) gesichert werden. Bestehende Archivierungssysteme werden untersucht und auf Vereinbarkeit mit den lokalen Bedürfnissen geprüft. Ein Workflow für die Anlieferung von Dokument und beschreibenden Metadaten durch den Autor und die weitere Bearbeitung durch die Bibliothek wird erarbeitet und die technische Umsetzung mittels Perl, HTML, XML und einer MS Access Datenbank beschrieben. Der Dokumentenserver ermöglicht performantes Retrieval und ist als Dataprovider mit einer OAI-Schnittstelle für den weltweiten, standardisierten Datenaustausch ausgestattet. Das System kann in wissenschaftlichen Informationseinrichtungen als Internet- oder Intranet-Repositorium eingesetzt werden. (Fremdreferat)
Ziel dieser Arbeit war es, die Auswirkungen der geothermischen Energieerzeugung aus umwelt- und naturschutzfachlicher Sicht zu untersuchen und zu bewerten. Auf der Grundlage einer umfassenden Literaturstudie, von Expertenbefragungen sowie der Besichtigung des Hydrothermalen Erdwärmekraftwerkes in Neustadt-Glewe und der Erdwärmesondenanlage auf dem Max-Planck-Campus in Golm wurden die für eine behördliche Genehmigung der Erschließung und Nutzung von Erdwärmevorkommen notwendigen gesetzlichen Regelungen systematisch aufgearbeitet und die mit den Techniken zur Erschließung bzw. den Anlagen zur Nutzung von Erdwärme verbundenen umweltrelevanten Wirkfaktoren ausgewiesen und systematisch dargestellt. Darauf aufbauend wurden die potenziellen Wirkungen auf die Schutzgüter des UVPG qualitativ erfasst und, soweit es in Anbetracht des derzeitigen Standes der Forschung möglich war, quantifiziert. Die Wirkungen wurden schließlich hinsichtlich ihrer Bedeutung und Erheblichkeit im Rahmen von behördlichen Genehmigungsentscheidungen bewertet und miteinander verglichen. Die vorliegende Arbeit befasst sich mit der Untersuchung von Wanderungsüberlegungen der Einwohner der Stadt Visaginas vor dem Hintergrund steigender ökonomischer Unsicherheit, bedingt durch die bevorstehende Schließung des Atomkraftwerkes 'Ignalina'. Visaginas befindet sich im Nordosten Litauens, in einer der strukturschwächsten Regionen des Landes. Von Mitte der 70er bis Ende der 80er Jahre entstand die Stadt als Wohnstätte für die Arbeiter des sich zu dieser Zeit ebenfalls im Bau befindlichen Atomkraftwerkes 'Ignalina' sowie für deren Angehörige. Noch heute ist die Stadt wirtschaftlich vom Kraftwerk abhängig: Nicht nur ist das staatliche Unternehmen der größte Arbeitgeber für die ca. 30.000 Einwohner, sondern darüber hinaus stellt auch die Mehrzahl der unabhängigen Firmen ihre Leistungen und Produktion in dessen Dienst. Auf Druck der Europäischen Union, welche bereits Ende der 90er Jahre aus sicherheitstechnischen Gründen die Schließung des Atomkraftwerkes forderte, beschloss die Regierung Litauens, das Atomkraftwerk stillzulegen. Am 1. Januar 2005 wird der Betrieb des ersten Reaktors eingestellt. Die endgültige Abschaltung ist bis zum Januar 2009 vorgesehen. Auf diese Weise wird der Stadt Visaginas, und damit verbunden vielen ihrer Einwohner, die wirtschaftliche Existenzgrundlage entzogen. Bedingt durch den Wegfall ihres Arbeitsplatzes wird ein Großteil der Einwohner gezwungen sein, sich nach Beschäftigungsalternativen umzuschauen. Da jedoch auch im Umland der Stadt keine ausreichenden Möglichkeiten bestehen, die freigesetzten Arbeitskräfte aufzufangen, wird für viele Betroffene die einzige Alternative darin liegen, Visaginas auf der Suche nach einem neuen Arbeitsplatz zu verlassen. Die Tatsache, dass der Großteil der heutigen Einwohner aus anderen Unionsrepubliken der damaligen Sowjetunion nach Visaginas kam und nur selten über gute Kenntnisse in der Landessprache Litauisch verfügt, stellt dabei ein besonderes Problem dar. Der Arbeit lag folgende zentrale Fragestellung zugrunde: Warum wandern unter gleichen strukturellen (vor allem ökonomischen) Rahmenbedingungen Menschen aus Visaginas ab, während andere dies nicht tun bzw. eine Abwanderung gar nicht in Erwägung ziehen? In der vorliegenden Arbeit wurden Studenten des Regel- und Reformstudiengangs der Charitè Universitätsmedizin Berlin zu ihrer motivationalen Orientierung, ihrer Selbstwirksamkeit, ihrer Studienzufriedenheit und den Lernstrategien, die sie im Studium verwenden, gefragt. Aufgrund der im Reformstudiengang verwendeten Methode des problembasierten Lernens, der umgestalteten Prüfungsmodalitäten und der überschaubaren Anzahl an Studenten wurde erwartet, dass Reformstudenten Tiefenstrategien beim Lernen häufiger nutzen als Studenten des Regelstudiengangs. Studenten beider Studiengänge nutzen Tiefenstrategien häufiger als Oberflächenstrategien und lernen stärker ichorientiert als aufgabenorientiert. This paper focuses on mysteries written by the Afro-American women authors Barbara Neely and Valerie Wilson Wesley. Both authors place a black woman in the role of the detective - an innovative feature not only in the realm of female detective literature of the past two decades but also with regard to the current discourse about race and class in US-American society. This discourse is important because detective novels are considered popular literature and thus a mass product designed to favor commercial instead of literary claims. Thus, the focus is placed on the development of the two protagonists, on their lives as detectives and as black women, in order to find out whether or not and how the genre influences the depiction of Afro-American experiences. It appears that both of these detective series represent Afro-American culture in different ways, which confirms a heterogenic development of this ethnic group. However, the protagonist's search for identity and their relationships to white people could be identified as a major unifying claim of Afro-American literature. With differing intensity, the authors Neely and Wesley provide the white or mainstream reader with insight into their culture and confront the reader's ignorance of black culture. In light of this, it is a great achievement that Neely and Wesley have reached not only a black audience but also a growing number of white readers.
Das Strahlungsfeld in einem absorbierenden, periodischen Dielektrikum ist kanonisch quantisiert worden. Dabei wurde ein eindimensionales Modell mit punktförmigen Streuern betrachtet, deren Polarisierbarkeit den Kramers-Kronig Relationen gehorcht. Es wurde ein Quantisierungsverfahren nach Knöll, Scheel und Welsch [1] verwendet, das als eine Ergänzung zum mikroskopischen Huttner-Barnett Schema [2] aufgefaßt werden kann und in dem auf der Basis der phänomenologischen Maxwell Gleichungen eine bosonische Rauschpolarisation als die Quelle des Feldes auftritt. Das Problem reduziert sich dabei auf die Bestimmung der klassischenGreens Funktion. Die Kramers-Kronig Relationen der komplexen Polarisierbarkeit der Punktstreuer sichert die korrekte Verknüpfung zwischen Dispersion und Absorption. Der Punktstreuer ist dabei ein idealisiertes Modell, um periodische Hintergrundmedien, denen das Strahlungsfeld ausgesetzt ist, zu beschreiben. Er bedarf jedoch eines Kompromisses, um die entsprechenden Rauschquellen zu konstruieren. Es konnte gezeigt werden, daß der Punktstreuer dasselbe Streuverhalten wie eine dünne Potentialschwelle besitzt und damit die technischen Schwierigkeiten für den Fall eines absorptiven Punktstreuers überwunden werden können. An Hand dieses Beispiels konnte das Quantisierungsschema nach Knöll, Scheel und Welsch auf periodische und absorbierende Strukturen angewendet werden. Es ist bekannt, daß die Bestimmung der Modenstruktur für den Fall der Modenzerlegung des Strahlungsfeldes ein rein klassisches Problem darstellt. Mit Ausnahme des Vakuums ist eine zweckmäßige Modenzerlegung nur dann durchführbar, wenn mit einer reellen Polarisierbarkeit die Absorption vernachlässigt werden kann. Aus den Kramers-Kronig Relationen wird klar, daß solch eine Annahme nur in bestimmten Intervallen des Frequenzspektrums gerechtfertigt werden kann. Es wurde gezeigt, daß auch das quantisierte Strahlungsfeld in Anwesenheit der Punktstreuer in eben solchen Intervallen in Quasimoden entwickelt werden kann, wenn man neue Quasioperatoren als Erzeuger und Vernichter einführt. Die bosonischen Vertauschungsrelationen dieser Operatoren konnten bestätigt werden. Die allgemeine Vertauschungsrelation kanonisch konjugierter Variablen im Sinne der kanonischen Quantisierung kann für das elektrische Feld und das Vektorpotential beibehalten werden. In der Greens Funktion sind sämtliche Informationen über die dispersiven und absorptiven Eigenschaften des Dielektrikums sowie über die räumliche Struktur enthalten. Die wesentlichen Merkmale werden dabei durch den Reflexionskoeffizienten nach Boedecker und Henkel [3] bestimmt, der das Reflexionsverhalten an einem unendlich ausgedehnten Halbraum aus periodisch angeordneten Punktstreuern beschreibt. Mit Hilfe des Transfermatrixformalismus war es möglich einen allgemeinen Zugang zum Reflexionsverhalten zunächst endlicher Strukturen zu erhalten. Die Ausdehnung auf den Halbraum mit Hilfe der Klassifizierung in Untergruppen der Transfermatrizen nach ermöglichte es, den Reflexionskoeffizienten nach Boedecker und Henkel [3] auch geometrisch plausibel zu machen. Ein wesentlicher Aspekt von periodischen Systemen ist die Translationssymmetrie, die im Fall unendlich ausgedehnter, verlustfreier Systeme auf eine ideale Bandstruktur führt. Mit Hilfe der Untergruppenklassifizierung kann im verlustfreien Fall die Geometrie der Anordnung indirekt mit der Bandstruktur verknüpft werden. Es konnte nachgewiesen werden, daß auch der einzelne Punktstreuer immer in einer dieser Untergruppen zu finden ist. Dabei besitzt die Bandstruktur der unendlich periodischen Anordnung dieser Streuer immer eine von der Polarisierbarkeit abhängige Bandkante und eine von der Polarisierbarkeit unabhängige Bandkante. Die Bandstruktur, die mit den verlustbehafteten Feldern einhergeht, ist eine doppelt komplexe. Alternativ zu dieser nur schwer zu interpretierenden Bandstruktur wurden die Feldfluktuationen selektiv nach reellen Frequenzen und Wellenzahlen sondiert. Es zeigt sich, daß Absorption besonders in der Nähe der Bandkanten die Bänder verbreitert. Diese Arbeit behandelt die Frage, welche Auswirkungen eine EU-Mitgliedschaft der Türkei auf die europäischen Sicherheitsbeziehungen haben würde. Es wird die sicherheitspolitische Situation in- und außerhalb der türkischen Staatsgrenzen analysiert. Auf Basis der Rational Choice Theorie vom Akteurzentrierten Institutionalismus wird gezeigt mit welchen Herausforderungen die Europäische Union konfrontiert wäre und die Frage behandelt, ob eine so genannte Privilegierte Partnerschaft eine mögliche Alternative zu einer Vollmitgliedschaft sein kann.
Die Arbeit behandelt die kommunale Haushaltsreform (Doppik) am Beispiel der Kommunen des Freistaates Sachsen. Die Arbeit widmet sich mit den Haushaltsplänen dem wichtigsten Steuerungsinstrument der öffentlichen Verwaltung und mit der Doppik der umfassendsten Verwaltungsreform der Bundesrepublik. Einleitend werden die Bedeutung des Instrumentes und die Schwächen des bestehenden Haushaltsrechts erläutert, bevor auf die Grundlagen und Intentionen der Haushaltsreform eingegangen wird. Die Haushaltsreform stellt die Kommunen vor große fachliche und materielle Herausforderungen und trifft daher in der Implementation häufig auf Widerstand. Am Beispiel der sächsischen Kommunen wurde auf Grundlage einer repräsentativen quantitativen Befragung unter 100 Städten der Umsetzungs- und Planungsstand einzelner Elemente der Doppik erhoben. Die Kommunen fühlten sich vor Allem durch das Innenministerium nur ungenügend in den Reformprozess einbezogen und waren über Inhalte und Fristen verunsichert. Zum Zeitpunkt der Befragung lagen noch keine Rechtsentwürfe oder Empfehlungen des Innenministeriums vor. Dennoch hatten bereits ein Drittel der Kommunen mit der Umsetzung und ein weiteres Drittel mit deren Planung begonnen. Zusätzlich wurden qualitativ die Landratsämter als untere Kommunalaufsicht, der Sächsische Rechnungshof, das Staatsministerium des Innern, der Städtetag und die Landtagsfraktionen in die Befragung einbezogen. Auf dieser Basis konnten in einem zweiten Schritt zentrale Einflussfaktoren auf die Reformumsetzung wie die finanzielle Lage, Einwohnerzahl, Status, politische Konstellation, Kommunalaufsicht oder Rolle des Kämmerers untersucht werden. Im Ergebnis zeichnet sich eine typische zeitlich aufeinander folgende Vorgehensweise in der Umsetzung der Reformelemente Inventur, Bilanzierung, Kosten- und Leistungsrechnung und Produkthaushalt ab. Wesentlich begünstigender Einflussfaktor ist der Grad der persönlichen Überzeugung des Kämmerers, wohingegen Größe und Finanzen der Stadt keine Rolle spielen. Darüber hinaus ist die Haushaltsreform kein originär politisches Thema sondern eher eine verwaltungsinterne Problemstellung, was durch das geringe Interesse der Parteien, der Öffentlichkeit und der lokalen Politik bestätigt wird. Die Ergebnisse der Arbeit unterstreichen die Bedeutung des Schlüsselakteurs für den Verlauf politisch-administrativer Prozesse, welcher in Fragen der Kommunalfinanzen der Kämmerer ist. Der stärkste Hebel in der Förderung nicht nur der Rechtsumsetzung sondern auch der Intentionen liegt daher in der fachlichen Qualifikation des Kämmerers als Multiplikator.
Analyse der Landschaftszerschneidung und -fragmentierung, Untersuchung und Anwendung verschiedener Zerschneidungsgeometrien und deren Implementierung für unterschiedliche Indikatoren. Die Ergebnisse des methodischen Vergleiches für den Landkreis Havelland sollen die Grundlage für die Auswahl der geeignetesten Methode bei einer landesweite Untersuchung in Brandenburg liefern.
To characterise the habitat preferences of ring ouzel (Turdus torquatus) and blackbird (T. merula) in Switzerland, we adopt species distribution modelling and predict the species’ spatial distribution. We model on two different scales to analyse in how far downscaling leads to a different set of predictors to describe the realised habitat best. While the models on macroscale (grid of one square kilometre) cover the entire country, we select a set of smaller plots for modelling on territory scale. Whereas ring ouzels occur in altitudes above 1’000 m a.s.l. only, blackbirds occur from the lowlands up to the timber line. The altitudinal range overlap of the two species is up to 400 m. Despite both species coexist on macroscale, a direct niche overlap on territory scale is rare. Small-scale differences in vegetation cover and structure seem to play a dominant role for habitat selection. On macroscale however, we observe a high dependency on climatic variables mainly representing the altitudinal range and the related forest structure preferred by the two species. Applying the models for climate change scenarios, we predict a decline of suitable habitat for the ring ouzel with a simultaneous median altitudinal shift of +440 m until 2070. In contrast, the blackbird is predicted to benefit from higher temperatures and expand its range to higher elevations.
Diese im Sommersemester 2006 eingereichte Diplomarbeit im Studiengang Verwaltungswissenschaft setzt sich mit der Frage auseinander, welche Rolle die Sozialpolitik im europäischen Integrationsprozess zwischen 1955 und 1992 spielte. Es wird analysiert, welche einzelnen Bereiche dieses Politikfeldes in welchem Umfang in den Kompetenzbereich der Europäischen Gemeinschaft übergingen und welche Gründe für diese Entwicklung zu nennen sind. Ein besonderes Augenmerk wird dabei auf das Verhältnis der Sozialpolitik zur Wirtschaftspolitik gelegt. Die Europäische Kommission, einzelne Nationalstaaten sowie die organisierten Arbeitgeber- und Arbeitnehmerinteressen stehen dabei im Mittelpunkt des Interesses. Die Arbeit ist chronologisch aufgebaut und in drei Phasen eingeteilt. Phase eins umfasst den Gründungsprozess der Europäischen Wirtschaftsgemeinschaft bis zum Ende der 1960er Jahre. Phase zwei beinhaltet den Europäischen Sozialgipfel 1972 und endet mit der Einheitlichen Europäischen Akte. Phase drei schließlich untersucht die Diskussion um das Binnenmarktprojekt und den Vertrag von Maastricht aus einer sozialpolitischen Perspektive.
This diploma thesis deals with the process of political and administrative decentralisation in the Kingdom of Lesotho. Although decentralization in itself does not automatically lead to development it became an integral part of reform processes in many developing countries. Governments and international donors consider efficient decentralized political and administrative structures as essential elements of “good governance” and a prerequisite for structural poverty alleviation. This paper seeks to analyse how the given decentralization strategy and its implementation is affecting different features of good governance in the case of Lesotho. The results of the analysis confirm that the decentralisation process significantly improved political participation of the local population. However, the second objective of enhancing efficiency through decentralisation was not achieved. To the contrary, in the institutional design of the newly created local authorities and in the civil service recruitment policy efficiency considerations did not matter. Additionally, the created mechanisms for political participation generate relevant costs. Thus it is impossible to judge unambiguously on the contribution of decentralisation to the achievement of good governance. Different subtargets of good governance are influenced contrarily. Consequently, the adequacy of the concept of good governance as a guiding concept for decentralisation policies can be questioned. The assessment of the success of decentralisation policies requires a normative framework that takes into account the relations between both participation and efficiency. Despite the partly reduced administrative efficiency the author’s overall impression of the decentralisation process in Lesotho is positive. The establishment of democratically legitimised and participatory local governments justifies certain additional expenditure. However, mistakes in the design and the implementation of the decentralisation strategy would have been avoidable.
Im Zentrum dieser literaturwissenschaftlichen Arbeit steht der „homo migrans“ (Klaus Bade). Dieser ist nicht ein Typus, sondern vielmehr Sammelbegriff verschiedenster Länder, Kulturen und Sprachen querender Figuren der Bewegung: eurokoloniale Rück- und postkoloniale Zuwanderer, Asylbewerber, politische Dissidenten, Glaubensflüchtlinge, Arbeitsmigranten, Familiennachzügler und Aussiedler. Sie alle bewegen sich transnational und häufig interkontinental über und zwischen Grenzräumen. Unter dem Eindruck einer erneuten Beschleunigung globaler Migrationsprozesse ist es daher aus der Perspektive der Literaturwissenschaft entscheidend, sich zeitgenössischen Literaturen zu stellen, deren Autorschaft in genau jener kritischen wie produktiven Dynamik von Ortswechsel, Ent- und Reterritorialisierung, Heimatverlust und Herkunftsentwürfen stattfindet. Anhand ausgewählter Texte der deutschsprachigen Schriftstellerin ungarischer Herkunft Terézia Mora und des mexikanischen Schriftstellers italienischer Herkunft Fabio Morábito soll verdeutlicht werden, mit welch unterschiedlichen auktorialen Vorraussetzungen, produktionsästhetischen Strategien und leitmotivischen Schwerpunkten literarische Gegenwelten der Migration, der Fremd- und Selbsterfahrung erzeugt werden. So entstehen aus dem Innern eines als vielfach fremd empfundenen urbanen Lebensraums Zwischenweltfiguren und Bewegungsmuster, die zu analysieren sich allemal lohnt, wenn es darum gehen soll, mit den Mitteln der Literatur als Speicher von „Lebenswissen“ (Ottmar Ette) zu einem tieferen Verständnis dieser – ökonomisch wie kulturell wie analytisch – immer wichtiger werdenden Wissensressourcen vorzudringen. Die Analyse berücksichtigt bei beiden Autoren das bisher publizierte, literarische Gesamtwerk, setzt aber deutliche Schwerpunkte bei Terézia Moras Roman 'Alle Tage' und bei Fabio Morábitos Erzählband 'También Berlín se olvida', unter besonderer Berücksichtigung seiner umfangreichen, für das vorliegende Thema sehr ergiebigen Lyrik.
Three quantum cryptographic protocols of multiuser quantum networks with embedded authentication, allowing quantum key distribution or quantum direct communication, are discussed in this work. The security of the protocols against different types of attacks is analysed with a focus on various impersonation attacks and the man-in-the-middle attack. On the basis of the security analyses several improvements are suggested and implemented in order to adjust the investigated vulnerabilities. Furthermore, the impact of the eavesdropping test procedure on impersonation attacks is outlined. The framework of a general eavesdropping test is proposed to provide additional protection against security risks in impersonation attacks.
