Um auch die unbeabsichtigten Folgen ihrer Politik zu ermitteln, unternehmen Regierungen umfassende Gesetzesfolgenabschätzungen. Immer häufiger lassen sie sich dabei von unabhängigen Expertengremien kontrollieren. Doch: Wie erzielen diese Gremien Einfluss? Und welche Rolle spielen sie als Politikberater für Bürokratieabbau und bessere Rechtsetzung? Das Buch eröffnet neue Einblicke in die Entwicklungshistorie und Handlungsrealität der drei erfahrensten Normenkontrollräte in Europa. Vor dem Hintergrund unterschiedlicher Verwaltungskulturen werden die Ratstypen „Wachhund“, „Torwächter“ und „Kritischer Freund“ herausgearbeitet. Die Ergebnisse schärfen die politische und wissenschaftliche Debatte um die Leistungsfähigkeit von Normenkontrollräten.
Die Entstehung der modernen britischen Nachrichtendienstarchitektur fiel in die erste Hälfte des zwanzigsten Jahrhunderts. Zeitgleich erfuhr die britische Gesellschaft eine nie dagewesene Demokratisierung. Die Arbeit versucht darzulegen, wie auch vermeintlich arkane Bereiche staatlichen Handelns in öffentliche Aushandlungsprozesse eingebettet sind und rekonstruiert deshalb erstmals systematisch öffentliche und fachöffentliche Diskurse über Nachrichtendienste Großbritanniens im Zeitalter der Weltkriege.

Das frühe 20. Jahrhundert brachte in Europa eine politische Ideologie hervor, die sich rasch auf dem Kontinent ausbreitete und ihn nachhaltig prägte: den Faschismus. In den Fokus der Geschichtswissenschaft, aber auch der Medien und der Unterhaltungsindustrie rückten dabei vor allem der italienische Faschismus und der deutsche Nationalsozialismus. Doch auch in anderen europäischen Staaten formierten sich in der Zwischenkriegszeit faschistische Bewegungen, die in einigen Fällen mehr, in anderen Fällen weniger Erfolg hatten. Die vorliegende Arbeit beschäftigt sich mit dem Phänomen Faschismus in einem dieser Staaten, der oft als Vorreiter der modernen Demokratie angesehen wird: Großbritannien.
Den Untersuchungen liegt die zentrale Frage zugrunde, warum der britische Faschismus in den turbulenten Jahren zwischen den beiden Weltkriegen nicht denselben Erfolg wie in Deutschland oder Italien erringen und zu einer bestimmenden politischen Kraft aufsteigen konnte. Zur Klärung dieser Frage werden zwei Aspekte betrachtet. Zum einen untersucht die Arbeit eine Auswahl an faschistischen Bewegungen, die sich in dieser Zeit gebildet hatten und politisch aktiv wurden. Die persönlichen Einstellungen, politischen Ambitionen und gegenseitigen Differenzen der jeweiligen Führungsfiguren spielen dabei ebenso eine Rolle wie das politische Programm und die Erfolgsgeschichte ihrer Bewegungen. Der zweite Teil fokussiert die britische Gesellschaft und beleuchtet die Rolle der Bevölkerung sowie die politischen und soziokulturellen Umstände in Großbritannien.
Mithilfe dieser personenbezogenen sowie politik- und gesellschaftszentrierten Analyse sollen die Gründe für den Misserfolg des britischen Faschismus in der Zwischenkriegszeit ermittelt werden. Neben einschlägiger Sekundärliteratur stützt sich die Arbeit auch auf ausgewähltes Quellenmaterial. Zeitgenössische Zeitungsartikel sowie die von den zu untersuchenden Personen verfassten Werke sollen einen detaillierteren Einblick in die politischen Absichten und persönlichen Intentionen der Bewegungen und ihrer Protagonisten liefern.
Perspectives on English Revolutionary Republicanism takes stock of developments in the scholarship of seventeenth-century English republicanism by looking at the movements and schools of thought that have shaped the field over the decades: the linguistic turn, the cultural turn and the religious turn. While scholars of seventeenth-century republicanism share their enthusiasm for their field, they have approached their subject in diverse ways. The contributors to the present volume have taken the opportunity to bring these approaches together in a number of case studies covering republican language, republican literary and political culture, and republican religion, to paint a lively picture of the state of the art in republican scholarship.
The volume begins with three chapters influenced by the theory and methodology of the linguistic turn, before moving on to address cultural history approaches to English republicanism, including both literary culture and (practical) political culture. The final section of the volume looks at how religion intersected with ideas of republican thought. Taken together the essays demonstrate the vitality and diversity of what was once regarded as a narrow topic of political research.
Seit 2002 wird das Standardkosten-Modell (SKM) als Ansatz zur Messung von Bürokratiekosten in einer Vielzahl von OECD-Ländern, darunter Deutschland und Großbritannien, angewendet. Im Zentrum dieser Arbeit steht die Frage, warum im Regulierungsreform-Nachzüglerland Deutschland die Ausweitung des Ansatzes auf den Bereich Bürger seit Jahren auf der politischen Agenda steht und bereits erste Schritte zur Umsetzung unternommen wurden, während SKM Bürger im Regulierungsreform-Vorreiterland Großbritannien scheinbar nie auf der Agenda stand. In Anlehnung an einen von Kingdon entwickelten Agenda-Setting-Ansatz werden Unterschiede im Bereich der Problemwahrnehmung, in der Bewertung der Policy SKM sowie im politischen Entstehungsprozess untersucht. Hierbei zeigt sich, dass hinsichtlich der Wahrnehmung des Problems der Bürokratiebelastung signifikante Unterschiede zwischen Deutschland und Großbritannien bestehen, die sich vor allem auf die in Deutschland höhere Intensität der Problemwahrnehmung beziehen. Weitere Unterschiede bestehen bezüglich der Bewertung der Policy SKM, die in Deutschland eine höhere Medienaufmerksamkeit erhält und allgemein positiver bewertet wird. Auch der Entstehungsprozess des SKM, der in Deutschland wesentlich stärker politisiert war als in Großbritannien, trägt zur Erklärung der beobachteten Unterschiede im Agenda-Setting bei.
Thema des ersten Potsdamer Textbuches sind Regionen als Subjekte der internationalen Politik, speziell innerhalb der EU. Die Bandbreite reicht von den österreichischen Bundesländern über Schottland und Katalonien bis zu den belgischen communautés. Der "Europäisierung" der deutschen Länder wird besonderes Augenmerk geschenkt. Namhafte Autorinnen und Autoren des In- und Auslandes beteiligen sich an der Diskussion. Theoretische Überlegungen zur Erklärung des Phänomens der transföderalen Beziehungen werden durch anschauliche und detaillierte Fallstudien ergänzt.
