Autoritarismus global: Entgegen vieler Erwartungen der Politikwissenschaft und des gehobenen Feuilletons aus den frühen 1990er Jahren scheint sich der autoritäre Regimetyp durchzusetzen. Antworten, die politische Regime auf alte und neue Herausforderungen geben, sind immer weniger demokratischer und immer mehr autoritärer Natur. Wir analysieren diesen WeltTrend: von Lateinamerika und Ostasien über Russland und den Nahen Osten bis in die Mitte Europas.
Die Empirie des beginnenden 21. Jahrhunderts weist mehr autoritäre Regime aus als am Ende des 20. Jahrhunderts angenommen. Die gegenwärtige Autoritarismusforschung versucht die Fortdauer dieses Regimetyps in Hinblick auf die politischen Institutionen zu erklären – dabei bleiben politische Akteure, die nicht zum Herrschaftszentrum gehören, außen vor.
Das vorliegende Projekt untersucht die Rolle und Funktion politischer Opposition in autoritären Regimen. Es wird davon ausgegangen, dass sich an der Opposition eine signifikante Charakteristik autoritärer Regime manifestiert. Das akteurszentrierte Projekt ist der qualitativ orientierten Politikwissenschaft zuzurechnen und verknüpft das Autoritarismuskonzept von Juan Linz mit klassischen Ansätzen der Oppositionsforschung und macht diese Theorien für die gegenwärtige Autoritarismusforschung nutzbar.
Die eigens entwickelte elitenorientierte Oppositionstypologie wird am Beispiel Kenias im Zeitraum 1990-2005 angewendet. Die Oppositionsgruppen werden im Institutionengefüge autoritärer Regime verortet und ihr politisches Agieren in den Dimensionen Handlungsstatus, Handlungsüberzeugung und Handlungsstrategie analysiert. Unter Beachtung der historisch gewachsenen regionalen und kulturellen Spezifika wird angenommen, dass generelle, Regionen übergreifende Aussagen zur Opposition in autoritären Regimen getroffen werden können: Kein Oppositionstyp kann allein einen Herrschaftswechsel bewirken. Der Wechsel bzw. die Fortdauer der Herrschaft hängt von der Dominanz bestimmter Oppositionstypen im Oppositionsgeflecht sowie der gleichzeitigen Schwäche anderer Oppositionstypen ab.
Durch die konzeptionelle Beschäftigung mit Opposition sowie deren empirische Erschließung soll ein substantieller Beitrag für die notwendige Debatte um autoritäre Regime im 21. Jahrhundert geleistet werden.
Die Debatte um die Verschwundenen des Spanischen Bürgerkriegs ist lange nicht beendet. Auch nach der Transition des Landes bleiben etliche Fragen offen und der Staat trägt wenig zu ihrer Aufklärung bei. Die Autorin befasst sich intensiv mit der lokalen Erinnerungskultur Spaniens. Sie analysiert dabei deren Bezug auf internationale Normen und Aufarbeitungserfahrungen in Lateinamerika.
Dieser Text ist ein Klassiker der vergleichenden Politikwissenschaft. In den 1960er Jahren erarbeitete Juan Linz am Beispiel des Franco-Regimes das Konzept eines dritten Regimetyps neben Demokratie und Totalitarismus. Es sollte der wirkungsmächtige Anstoß zum Nachdenken über autoritäre Regime werden: Ein Nachdenken, das angesichts aktueller weltpolitischer Entwicklungen fortgesetzt werden muss - und wozu diese erste deutschsprachige Übersetzung des Klassikers einen Beitrag leistet.
Noch vor zwei Monaten sprach man hierzulande von einer stabilen Türkei. Das war ganz offensichtlich falsch. Seit gut zwei Jahren wächst der Unmut gegen Erdogan und die AKP-Regierung. Immer deutlicher zeigen sich die antiliberalen, autoritären Züge eines bonapartistischen Regimes, das im Namen der „Mehrheit“ Grundfreiheiten massiv einschränkt und sich nicht scheut, mit brutaler Gewalt gegen Teile der Bevölkerung, vor allem gegen die e-politisierte Jugend, vorzugehen. Die türkische Autorin Zuhal Yesilyurt Gündüz schickte uns diesen Bericht zu den Ereignissen am Taksim-Platz, die zu einer neuen Qualität der Proteste geführt haben.

Welche Rolle hat die politische Opposition in autoritären Regimen? Das vorliegende Arbeitspapier formuliert generelle Überlegungen zum Phänomen des Autoritarismus im 21. Jahrhundert und entwickelt ein Konzept, mit dem regionenübergreifend das politische Agieren der Opposition in autoritären Regimen analysiert werden kann.
Civil society is either considered as a motor of democratization or stabilizer of authoritarian rule. This dichotomy is partly due to the dominance of domains-based definitions of the concept that reduce civil society to a small range of formally organized, independent and democratically oriented NGOs. Additionally, research often treats civil society as a ‘black box’ without differentiating between potential variations in impact of different types of civil society actors on existing regime structures. In this thesis, I present an alternative conceptualization of civil society based on the interactions of societal actors to arrive at a more inclusive understanding of the term which is more suited for analysis in non-democratic settings. The operationalization of the action-based approach I develop allows for an empirical assessment of a large range of societal activities that can accordingly be categorized from little to very civil society-like depending on their specific modes of interactions within four dimensions. I employ this operationalization in a qualitative case study including different actors in the authoritarian monarchy of Jordan which suggests that Jordanian societal actors mostly exhibit tolerant and democratically oriented modes of interaction and do not reproduce authoritarian patterns. However, even democratically oriented actors do not necessarily take on an oppositional positions vis-à-vis the authoritarian regime. Thus, the Jordanian civil society might not feature a high potential to challenge existing power structures in the country.
Die nachfolgende Länderstudie ist während eines längeren Arbeitsaufenthaltes im Rahmen der internationalen Zusammenarbeit in Kamerun entstanden. Mit ihr versuchen wir, unsere persönlichen Eindrücke und täglichen Beobachtungen in einem Land zu verarbeiten, in dem offenbar alle Hoffnung darauf beruht, dass der alternde Staatspräsident Paul Biya seinen Abschied von der politischen Bühne nimmt und damit ein autokratisches, korruptes Regime sein Ende findet. Diese Hoffnung scheint mit der Erwartung von Francis Fukuyama verbunden zu werden, der 1992 nach dem Zusammenbruch des Sowjet-Imperiums das „Ende der Geschichte“ erklärte, in der Überzeugung, dass das demokratische Gesellschaftsmodell bald überall Einzug halten würde. Bekanntlich hat sich diese Erwartung als zu optimistisch erwiesen. Mit unserer Untersuchung versuchen wir aufzuzeigen, warum sich die Hoffnung auf eine gerechtere Gesellschaft trotz langjähriger Bemühungen westlicher Geber um die Stärkung der Zivilgesellschaft und die Dezentralisierung staatlicher Aufgaben auch in Kamerun kaum erfüllen wird. Ein „Ende der Geschichte“ lässt sich auch für die Zeit nach Paul Biya nicht prognostizieren.
