Die Globalisierung ist zur allgegenwärtigen Gewissheit geworden. Doch wie zutreffend ist das Konzept »Globalisierung«, wenn zeitgleich nationale Grenzen gestärkt und transnationale Freihandelszonen ausgeweitet werden, wenn auf unterschiedlichen scales Territorien überwunden und zugleich territoriale Abgrenzungen neu gesetzt werden? Aktuelle Veränderungen als Re-Figuration von Räumen zu verstehen, ermöglicht die Analyse und Diskussion widersprüchlicher, spannungsreicher und konflikthafter räumlicher Prozesse und ihrer alltäglichen Erfahrung. Die interdisziplinären Beiträge des Bandes liefern theoretische und empirische Analysen zu politischen, digitalen und alltäglichen Räumen im Konzept der Re-Figuration.
Frank Göse, Hochschullehrer und apl. Professor für Landesgeschichte an der Universität Potsdam, dem der vorliegende Band anlässlich seines 65. Geburtstages gewidmet ist, setzt sich seit Jahrzehnten epochenübergreifend und vergleichend mit der Geschichte seines Heimatlandes Brandenburg und der daran geknüpften Mythen auseinander. Mit seiner dezidiert quellengesättigten, thematisch und methodisch stets offenen Forschung legt er neue Perspektiven auf »Land und Leute« frei. Denn nicht nur die Betrachtung Brandenburgs und Preußens, sondern ebenso der Blick auf das benachbarte Sachsen und die Herstellung internationaler Kontexte zeichnen Frank Göse aus, sodass die hier versammelten Beiträge seiner Schülerinnen und Schüler sowie Wegbegleiterinnen und Wegbegleiter die vielfältigen Interessen des Jubilars spiegeln.
The energy sector is both affected by climate change and a key sector for climate protection measures. Energy security is the backbone of our modern society and guarantees the functioning of most critical infrastructure. Thus, decision makers and energy suppliers of different countries should be familiar with the factors that increase or decrease the susceptibility of their electricity sector to climate change. Susceptibility means socioeconomic and structural characteristics of the electricity sector that affect the demand for and supply of electricity under climate change. Moreover, the relevant stakeholders are supposed to know whether the given national energy and climate targets are feasible and what needs to be done in order to meet these targets. In this regard, a focus should be on the residential building sector as it is one of the largest energy consumers and therefore emitters of anthropogenic CO 2 worldwide.
This dissertation addresses the first aspect, namely the susceptibility of the electricity sector, by developing a ranked index which allows for quantitative comparison of the electricity sector susceptibility of 21 European countries based on 14 influencing factors. Such a ranking has not been completed to date. We applied a sensitivity analysis to test the relative effect of each influencing factor on the susceptibility index ranking. We also discuss reasons for the ranking position and thus the susceptibility of selected countries. The second objective, namely the impact of climate change on the energy demand of buildings, is tackled by means of a new model with which the heating and cooling energy demand of residential buildings can be estimated. We exemplarily applied the model to Germany and the Netherlands. It considers projections of future changes in population, climate and the insulation standards of buildings, whereas most of the existing studies only take into account fewer than three different factors that influence the future energy demand of buildings. Furthermore, we developed a comprehensive retrofitting algorithm with which the total residential building stock can be modeled for the first time for each year in the past and future.
The study confirms that there is no correlation between the geographical location of a country and its position in the electricity sector susceptibility ranking. Moreover, we found no pronounced pattern of susceptibility influencing factors between countries that ranked higher or lower in the index. We illustrate that Luxembourg, Greece, Slovakia and Italy are the countries with the highest electricity sector susceptibility. The electricity sectors of Norway, the Czech Republic, Portugal and Denmark were found to be least susceptible to climate change. Knowledge about the most important factors for the poor and good ranking positions of these countries is crucial for finding adequate adaptation measures to reduce the susceptibility of the electricity sector. Therefore, these factors are described within this study.
We show that the heating energy demand of residential buildings will strongly decrease in both Germany and the Netherlands in the future. The analysis for the Netherlands focused on the regional level and a finer temporal resolution which revealed strong variations in the future heating energy demand changes by province and by month. In the German study, we additionally investigated the future cooling energy demand and could demonstrate that it will only slightly increase up to the middle of this century. Thus, increases in the cooling energy demand are not expected to offset reductions in heating energy demand. The main factor for substantial heating energy demand reductions is the retrofitting of buildings. We are the first to show that the given German and Dutch energy and climate targets in the building sector can only be met if the annual retrofitting rates are substantially increased. The current rate of only about 1 % of the total building stock per year is insufficient for reaching a nearly zero-energy demand of all residential buildings by the middle of this century. To reach this target, it would need to be at least tripled. To sum up, this thesis emphasizes that country-specific characteristics are decisive for the electricity sector susceptibility of European countries. It also shows for different scenarios how much energy is needed in the future to heat and cool residential buildings. With this information, existing climate mitigation and adaptation measures can be justified or new actions encouraged.
Classical methods to analyze the surface composition of atmosphereless planetary objects from an orbiter are IR and gamma ray spectroscopy and neutron backscatter measurements. The idea to analyze surface properties with an in-situ instrument has been proposed by Johnson et al. (1998). There, it was suggested to analyze Europa's thin atmosphere with an ion and neutral gas spectrometer. Since the atmospheric components are released by sputtering of the moon's surface, they provide a link to surface composition. Here we present an improved, complementary method to analyze rocky or icy dust particles as samples of planetary objects from which they were ejected. Such particles, generated by the ambient meteoroid bombardment that erodes the surface, are naturally present on all atmosphereless moons and planets. The planetary bodies are enshrouded in clouds of ballistic dust particles, which are characteristic samples of their surfaces. In situ mass spectroscopic analysis of these dust particles impacting onto a detector of an orbiting spacecraft reveals their composition. Recent instrumental developments and tests allow the chemical characterization of ice and dust particles encountered at speeds as low as 1 km/s and an accurate reconstruction of their trajectories. Depending on the sampling altitude, a dust trajectory sensor can trace back the origin of each analyzed grain with about 10 km accuracy at the surface. Since the detection rates are of the order of thousand per orbit, a spatially resolved mapping of the surface composition can be achieved. Certain bodies (e.g., Europa) with particularly dense dust clouds, could provide impact statistics that allow for compositional mapping even on single flybys. Dust impact velocities are in general sufficiently high at orbiters about planetary objects with a radius > 1000 km and with only a thin or no atmosphere. In this work we focus on the scientific benefit of a dust spectrometer on a spacecraft orbiting Earth's Moon as well as Jupiter's Galilean satellites. This 'dust spectrometer' approach provides key chemical and isotopic constraints for varying provinces or geological formations on the surfaces, leading to better understanding of the body's geological evolution.
Viele der mittelost- und südosteuropäischen Länder haben mit der Migration ihrer Staatsbürger nach Westeuropa zu kämpfen und beklagen den brain drain ihrer jungen und gut ausgebildeten Generation. Dieses Buch widmet sich der Migration bulgarischer Staatsbürger nach Deutschland und analysiert die positiven sowie negativen Auswirkungen der Migration auf Bulgarien als Herkunftsland selbst. Es werden die Daten, Personengruppen und Ursachen der Migration unter Berücksichtigung der Push- und Pull-Faktoren beider Länder seit dem EU-Beitritt 2007, insbesondere seit der EU-Arbeitnehmerfreizügigkeit 2014, analysiert. Ferner steht die Frage im Vordergrund, wie der bulgarische Staat und die Zivilgesellschaft mit dem Phänomen der Massenmigration umgehen und was zusätzlich getan werden könnte, um die Migration gezielter zu steuern und so mehr Bulgaren für eine Zukunft in der Heimat zu begeistern.
Seit 1990 ist die vereinte, wieder souveräne Bundesrepublik Deutschland auf der Suche nach ihrer Rolle in der Welt. Auch die akademische Debatte um die Orientierung deutscher Außenpolitik und die ihr zugrundeliegenden Interessen hält seitdem an. In welchem Verhältnis stehen Normen und Werte einerseits und pragmatische, meist wirtschaftliche Interessen andererseits zueinander? Wie verhält sich die deutsche Außenpolitik zur europäischen? Beeinflusst oder dominiert die deutsche Position gar die europäische? Am Beispiel der deutschen Außenpolitik gegenüber den zentralasiatischen Staaten Kasachstan, Kirgisistan, Tadschikistan, Turkmenistan und Usbekistan werden diese Fragen diskutiert.
Anfang des Jahres 2008 erkannte die Bundesrepublik Deutschland den Kosovo als souveränen Staat an, während sich die Europäische Union mit dieser Entscheidung zurückhielt. Die Politikwissenschaftlerin Franziska Krämer untersucht in ihrer Arbeit „Die Politik Deutschlands in der Kosovofrage“ das Spannungsverhältnis zwischen eigenständiger deutscher und europäischer Außenpolitik. Am Beispiel des Kosovo wird die Problematik der Verflechtung von deutschen und europäischen Politikebenen diskutiert. Die Autorin kommt zu dem Ergebnis, dass die deutsche Kosovopolitik als Beispiel einer neuen deutschen Außenpolitik und nicht als der Beginn einer Europäisierung deutscher Außenpolitik zu sehen ist.
Already at the beginning of the fifties on the initiative of Italy, negotiations began between the Italian and German governments for the recruitment of migrant-workers, which ended in 1955 with a bilateral agreement between the two countries. Through this recruitment policy and because of the labour-market (Industry and Building) the Italian migration was composed prevalently of men. Female immigration happened in the setting of family reunification and less as an independent movement project. After years of stagnation of italian emigration in the eighties it may also be noted that, since the early nineties, there has been a revival of immigration to Germany. This and modernisation processes in Italy changed the gender composition of the Italian immigration flow to Germany: the distance between male and female immigration is decreasing. A peculiarity of the Italians in Germany is the low occupational participation of women in comparison with other women from EU countries. However, we could observe regional differences, which depend on the migration typologies and the dominating economic structure in the areas. The paper will analyse this different aspects (immigration-processes, migrant-typologies and labour-market participation) by female Italian migrants.
Die Banken- und Börsensysteme Europas befinden sich in einem grundlegenden Wandel. Globalisierungsprozesse der Finanzmärkte, die Harmonisierung der aufsichtsrechtlichen Rahmenbedingungen sowie neue Informationstechnologien stellen hohe Anforderungen. Die Integration Russlands in die Weltwirtschaft erfordert eine weitere Liberalisierung, Fortentwicklung und Anpassung der Banken- und Börsenstrukturen an internationale und europäische Standards, um die nationale und internationale Kapitalallokation effizienter zu gestalten. Sediment records of three European lakes were investigated in order to reconstruct the regional climate development during the Lateglacial and Holocene, to investigate the response of local ecosystems to climatic fluctuations and human impact and to relate regional peculiarities of past climate development to climatic changes on a larger spatial scale. The Lake Hańcza (NE Poland) sediment record was studied with a focus on reconstructing the early Holocene climate development and identifying possible differences to Western Europe. Following the initial Holocene climatic improvement, a further climatic improvement occurred between 10 000 and 9000 cal. a BP. Apparently, relatively cold and dry climate conditions persisted in NE Poland during the first ca. 1500 years of the Holocene, most likely due to a specific regional atmospheric circulation pattern. Prevailing anticyclonic circulation linked to a high-pressure cell above the remaining Scandinavian Ice Sheet (SIS) might have blocked the eastward propagation of warm and moist Westerlies and thus attenuated the early Holocene climatic amelioration in this region until the final decay of the SIS, a pattern different from climate development in Western Europe. The Lateglacial sediment record of Lake Mondsee (Upper Austria) was investigated in order to study the regional climate development and the environmental response to rapid climatic fluctuations. While the temperature rise and environmental response at the onset of the Holocene took place quasi-synchronously, major leads and lags in proxy responses characterize the onset of the Lateglacial Interstadial. In particular, the spread of coniferous woodlands and the reduction of detrital flux lagged the initial Lateglacial warming by ca. 500–750 years. Major cooling at the onset of the Younger Dryas took place synchronously with a change in vegetation, while the increase of detrital matter flux was delayed by about 150–300 years. Complex proxy responses are also detected for short-term Lateglacial climatic fluctuations. In summary, periods of abrupt climatic changes are characterized by complex and temporally variable proxy responses, mainly controlled by ecosystem inertia and the environmental preconditions. A second study on the Lake Mondsee sediment record focused on two small-scale climate deteriorations around 8200 and 9100 cal. a BP, which have been triggered by freshwater discharges to the North Atlantic, causing a shutdown of the Atlantic meridional overturning circulation (MOC). Combining microscopic varve counting and AMS 14C dating yielded a precise duration estimate (ca. 150 years) and absolute dating of the 8.2 ka cold event, both being in good agreement with results from other palaeoclimate records. Moreover, a sudden temperature overshoot after the 8.2 ka cold event was identified, also seen in other proxy records around the North Atlantic. This was most likely caused by enhanced resumption of the MOC, which also initiated substantial shifts of oceanic and atmospheric front systems. Although there is also evidence from other proxy records for pronounced recovery of the MOC and atmospheric circulation changes after the 9.1 ka cold event, no temperature overshoot is seen in the Lake Mondsee record, indicating the complex behaviour of the global climate system. The Holocene sediment record of Lake Iseo (northern Italy) was studied to shed light on regional earthquake activity and the influence of climate variability and anthropogenic impact on catchment erosion and detrital flux into the lake. Frequent small-scale detrital layers within the sediments reflect allochthonous sediment supply by extreme surface runoff events. During the early to mid-Holocene, increased detrital flux coincides with periods of cold and wet climate conditions, thus apparently being mainly controlled by climate variability. In contrast, intervals of high detrital flux during the late Holocene partly also correlate with phases of increased human impact, reflecting the complex influences on catchment erosion processes. Five large-scale event layers within the sediments, which are composed of mass-wasting deposits and turbidites, are supposed to have been triggered by strong local earthquakes. While the uppermost of these event layers is assigned to a documented adjacent earthquake in AD 1222, the four other layers are supposed to be related to previously undocumented prehistorical earthquakes.
The discovery of volcanic activity on Enceladus stands out amongst the long list of findings by the Cassini mission to Saturn. In particular the compositional analysis of Enceladus ice particles by Cassini's Cosmic Dust Analyser (CDA) (Srama et al., 2004) has proven to be a powerful technique for obtaining information about processes below the moon's ice crust. Small amounts of sodium salts embedded in the particles' ice matrices provide direct evidence for a subsurface liquid water reservoir, which is, or has been, in contact with the moon's rocky core (Postberg et al., 2009, 2011b).
Jupiter's Galilean satellites Ganymede, Europa, and Callisto are also believed to have subsurface oceans and are therefore prime targets for future NASA and ESA outer Solar System missions. The Galilean moons are engulfed in tenuous dust clouds consisting of tiny pieces of the moons' surfaces (Kruger et al., 1999), released by hypervelocity impacts of micrometeoroids, which steadily bombard the surfaces of the moons. In situ chemical analysis of these grains by a high resolution dust spectrometer will provide spatially resolved mapping of the surface composition of Europa. Ganymede, and Callisto, meeting key scientific objectives of the planned missions. However, novel high-resolution reflectron-type dust mass spectrometers (Sternovsky et al., 2007; Srama et al., 2007) developed for dust astronomy missions (Gran et al., 2009) are probably not robust enough to be operated in the energetic radiation environment of the inner Jovian system. In contrast, CDA's linear spectrometer is much less affected by harsh radiation conditions because its ion detector is not directly facing out into space. The instrument has been continuously operated on Cassini for 11 years. In this paper we investigate the possibility of operating a CDA-like instrument as a high resolution impact mass spectrometer. We show that such an instrument is capable of reliably identifying traces of organic and inorganic materials in the ice matrix of ejecta expected to be generated from the surfaces of the Galilean moons. These measurements are complementary, and in some cases superior, compared to other traditional techniques such as infrared remote sensing or in situ ion or neutral mass spectrometers.

Bei unseren östlichen Nachbarn werden derzeit mehrere Jubiläen zelebriert: 25 Jahre politischer Umbruch, 15 Jahre Mitgliedschaft in der NATO und 10 Jahre in der EU. WeltTrends nimmt diese geballte Zahlenmagie zum Anlass, Polen zum Thema zu machen. Heft 100 gewährt einen Einblick in die aktuellen außenpolitischen Diskurse in Polen: Sei es zum Verhältnis zur EU, zu den USA oder zu Russland. Natürlich geht es dabei stets auch um das Verhältnis zu Deutschland und ob die Anfang der 1990er Jahre proklamierte „strategische Interessengemeinschaft“ zu einer tatsächlichen Partnerschaft geworden ist.
Zersplitterung statt Einheit

Das frühe 20. Jahrhundert brachte in Europa eine politische Ideologie hervor, die sich rasch auf dem Kontinent ausbreitete und ihn nachhaltig prägte: den Faschismus. In den Fokus der Geschichtswissenschaft, aber auch der Medien und der Unterhaltungsindustrie rückten dabei vor allem der italienische Faschismus und der deutsche Nationalsozialismus. Doch auch in anderen europäischen Staaten formierten sich in der Zwischenkriegszeit faschistische Bewegungen, die in einigen Fällen mehr, in anderen Fällen weniger Erfolg hatten. Die vorliegende Arbeit beschäftigt sich mit dem Phänomen Faschismus in einem dieser Staaten, der oft als Vorreiter der modernen Demokratie angesehen wird: Großbritannien.
Den Untersuchungen liegt die zentrale Frage zugrunde, warum der britische Faschismus in den turbulenten Jahren zwischen den beiden Weltkriegen nicht denselben Erfolg wie in Deutschland oder Italien erringen und zu einer bestimmenden politischen Kraft aufsteigen konnte. Zur Klärung dieser Frage werden zwei Aspekte betrachtet. Zum einen untersucht die Arbeit eine Auswahl an faschistischen Bewegungen, die sich in dieser Zeit gebildet hatten und politisch aktiv wurden. Die persönlichen Einstellungen, politischen Ambitionen und gegenseitigen Differenzen der jeweiligen Führungsfiguren spielen dabei ebenso eine Rolle wie das politische Programm und die Erfolgsgeschichte ihrer Bewegungen. Der zweite Teil fokussiert die britische Gesellschaft und beleuchtet die Rolle der Bevölkerung sowie die politischen und soziokulturellen Umstände in Großbritannien.
Mithilfe dieser personenbezogenen sowie politik- und gesellschaftszentrierten Analyse sollen die Gründe für den Misserfolg des britischen Faschismus in der Zwischenkriegszeit ermittelt werden. Neben einschlägiger Sekundärliteratur stützt sich die Arbeit auch auf ausgewähltes Quellenmaterial. Zeitgenössische Zeitungsartikel sowie die von den zu untersuchenden Personen verfassten Werke sollen einen detaillierteren Einblick in die politischen Absichten und persönlichen Intentionen der Bewegungen und ihrer Protagonisten liefern.
