El artículo trata Humboldt como intelectual atlántico, no solo como intelectual europeo. Trata de analizar también el "Ensayo político sobre la Isla de Cuba" como texto clave de la segunda globalización ("revolución industrial"). Bajo el trasfondo de los conocimientos de nosotros sobre la realidad de aquel entonces analiza la presentación humboldtiana de esta realidad durante su estancia en Cuba (1801/1804) y en el "Ensayo" sobre Cuba (1826-1831), así como la posición de Humboldt en el pensamiento histórico. Una tercera parte trata de explicar las relaciones de Humboldt con la red de intelectuales cubanos y con varias personas (Arango, Calvo) en el desarrollo de su obra.

It is shown that bounded solutions to semilinear elliptic Fuchsian equations obey complete asymptoic expansions in terms of powers and logarithms in the distance to the boundary. For that purpose, Schuze's notion of asymptotic type for conormal asymptotics close to a conical point is refined. This in turn allows to perform explicit calculations on asymptotic types - modulo the resolution of the spectral problem for determining the singular exponents in the asmptotic expansions.

In the middle of the 19th century the question whether expanding civilization and industrialization had an effect on climate was discussed intensely worldwide. It was feared that increasing deforestation would lead to continuous decrease in rainfall. This first scientific discussion about climate change as the result of human intervention was strongly influenced by the research Alexander von Humboldt and Jean-Baptiste Boussingault had undertaken when they investigated the falling water levels of Lake Valencia in Venezuela. This essay aims to clarify the question whether Alexander von Humboldt can be counted among the leading figures of modern environmentalism on account of this research as is being claimed by Richard H. Grove in his influential book Green Imperialism. Colonial Expansion, Tropical Island Edens and Origins of Environmentalism, 1600-1860 (1995).
The factors that determine the efficiency of energy transfer in aquatic food webs have been investigated for many decades. The plant-animal interface is the most variable and least predictable of all levels in the food web. In order to study determinants of food quality in a large lake and to test the recently proposed central importance of the long-chained eicosapentaenoic acid (EPA) at the pelagic producer-grazer interface, we tested the importance of polyunsaturated fatty acids (PUFAs) at the pelagic producerconsumer interface by correlating sestonic food parameters with somatic growth rates of a clone of Daphnia galeata. Daphnia growth rates were obtained from standardized laboratory experiments spanning one season with Daphnia feeding on natural seston from Lake Constance, a large pre-alpine lake. Somatic growth rates were fitted to sestonic parameters by using a saturation function. A moderate amount of variation was explained when the model included the elemental parameters carbon (r2 = 0.6) and nitrogen (r2 = 0.71). A tighter fit was obtained when sestonic phosphorus was incorporated (r2 = 0.86). The nonlinear regression with EPA was relatively weak (r2 = 0.77), whereas the highest degree of variance was explained by three C18-PUFAs. The best (r2 = 0.95), and only significant, correlation of Daphnia's growth was found with the C18-PUFA α-linolenic acid (α-LA; C18:3n-3). This correlation was weakest in late August when C:P values increased to 300, suggesting that mineral and PUFA-limitation of Daphnia's growth changed seasonally. Sestonic phosphorus and some PUFAs showed not only tight correlations with growth, but also with sestonic α-LA content. We computed Monte Carlo simulations to test whether the observed effects of α-LA on growth could be accounted for by EPA, phosphorus, or one of the two C18-PUFAs, stearidonic acid (C18:4n-3) and linoleic acid (C18:2n-6). With >99 % probability, the correlation of growth with α-LA could not be explained by any of these parameters. In order to test for EPA limitation of Daphnia's growth, in parallel with experiments on pure seston, growth was determined on seston supplemented with chemostat-grown, P-limited Stephanodiscus hantzschii, which is rich in EPA. Although supplementation increased the EPA content 80-800x, no significant changes in the nonlinear regression of the growth rates with α-LA were found, indicating that growth of Daphnia on pure seston was not EPA limited. This indicates that the two fatty acids, EPA and α-LA, were not mutually substitutable biochemical resources and points to different physiological functions of these two PUFAs. These results support the PUFA-limitation hypothesis for sestonic C:P < 300 but are contrary to the hypothesis of a general importance of EPA, since no evidence for EPA limitation was found. It is suggested that the resource ratios of EPA and α-LA rather than the absolute concentrations determine which of the two resources is limiting growth.

Alejandro de Humboldt se interesó mucho por el problema de comprender las manifestaciones del arte indígena de América. Basándose su visión del arte en la educación de la ilustración y del humanismo, Humboldt llegó a conclusiones que oscilan entre admiración de los monumentos como tales de la historia e ideas del desarrollo del arte humana desde formas primitivas comparables con las de ensayos de niños hasta formas más elaboradas y primorosas de los griegos antiguos. Superó sus prejuicios analizando detalles y aclarando que se tendría que reflexionar sobre las circunstancias sociales del desarrollo artístico y quedar abierto para una discusión acerca de lo que se observa e interpreta.
With the new government, coming to power in 1998, a new emphasis on development cooperation as part of a global strategy for structural change was launched. Since then the federal minister for development cooperation – Heidemarie Wieczorek- Zeul – presented some interesting strategic papers under the label "aid as a global policy to overcome structural blockades to social progress and development". Special emphasis was put on the Program of Action for Poverty Reduction and on the strategy paper of a new Africa policy, but neither are concrete results yet in sight nor is an answer to the burning question of what to do with half of all African countries not having a long-term perspective for development at all (the "failing states" etc.). The article shows the great discrepancy between the impressive political rhetoric and the meager budget to cope with the many challenges of the poor developing countries in Africa. The new concept of the enlarged security intends to stabilize the structural conditions for social and economic development. In order to realize this aim, the article proposes a link between public expenditures on military measures for security and such on civil measures for structural security. Finally the article asks how development cooperation can influence the political attitudes of state and society in Africa in the direction of good governance and structural reforms.
"Copernican" is the term the author is calling the turn in present Islamism. After a mostly failed fundamentalist reaction to a high-speed westernisation, there are current debates among Islamists to find an own identity - based on Islam and connected with Western values. Aim of these efforts is to link Islam with the contemporary realities in the Arabian world.
Let A be a determined or overdetermined elliptic differential operator on a smooth compact manifold X. Write Ssub(A)(D) for the space of solutions to thesystem Au = 0 in a domain D ⊂ X. Using reproducing kernels related to various Hilbert structures on subspaces of Ssub(A)(D) we show explicit identifications of the dual spaces. To prove the "regularity" of reproducing kernels up to the boundary of D we specify them as resolution operators of abstract Neumann problems. The matter thus reduces to a regularity theorem for the Neumann problem, a well-known example being the ∂-Neumann problem. The duality itself takes place only for those domains D which possess certain convexity properties with respect to A.

Boundary value problems for pseudodifferential operators (with or without the transmission property) are characterised as a substructure of the edge pseudodifferential calculus with constant discrete asymptotics. The boundary in this case is the edge and the inner normal the model cone of local wedges. Elliptic boundary value problems for non-integer powers of the Laplace symbol belong to the examples as well as problems for the identity in the interior with a prescribed number of trace and potential conditions. Transmission operators are characterised as smoothing Mellin and Green operators with meromorphic symbols.

Two years after the end of the "hot war" in Kosovo, the situation on the Balkans remains extremely tense. The West embraced the illusion to provide the Kosovo-Albanians with conditions for a substantial autonomy under the umbrella of an international protectorate. The Kosovo-Albanians considered the substantial autonomy as a milestone on their way to independence, while a new Yugoslav-Serbian administration counted on regaining sovereign rights in Kosovo. The escalation of the crisis provided a fresh impetus for new expectations regarding the national question. The claim to separate Kosovo from Yugoslavia had been strengthened. The Albanian role in this process remained ambiguous. Albania has to be considered as an actor and an object, and it perceives its national geopolitical and security interests as affected by the process in Kosovo. Tirana's political orientation is strongly moving towards the Euro-Atlantic community, yet hegemonic interests vis-à-vis Kosovo might play an important role besides Tirana's own limited political influence over the developments in Kosovo.

The paper deals with elliptic theory on manifolds with boundary represented as a covering space. We compute the index for a class of nonlocal boundary value problems. For a nontrivial covering, the index defect of the Atiyah-Patodi-Singer boundary value problem is computed. We obtain the Poincaré duality in the K-theory of the corresponding manifolds with singularities.

Este trabajo trata un aspecto de la obra de Humboldt que es muy importante y, a la vez, poco conocido: la inspiración de este sabio prusiano en los antiguos cronistas españoles al desarrollar sus propias y originales ideas sobre el Universo. El objetivo de este estudio es demostrar que Humboldt no solo era un lector de estas crónicas, sino que su sistema de observación y clasificación, llamado Historia Natural y Moral, con el que se pretendía aprehender las tierras americanas en su plenitud y diversidad, está presente como idea en la elaboración de Humboldt de su concepto de la Geografía Física. Los argumentos para sostener esta hipótesis serán presentadas en dos niveles. Una primera parte, de carácter descriptivo, nos muestra los resultados de una búsqueda sistemática de referencias que se encuentran en las obras de Humboldt a los escritos de los cronistas en general, y a Acosta en particular. La segunda parte es más interpretativa, y tiene su focus en un análisis de las semejanzas que se encuentran entre el concepto que aplica Humboldt en sus estudios y el modelo Historia Natural y Moral, con objeto de desarrollar cómo Humboldt redescubre, usa y revaloriza este esquema.

Function spaces with asymptotics is a usual tool in the analysis on manifolds with singularities. The asymptotics are singular ingredients of the kernels of pseudodifferential operators in the calculus. They correspond to potentials supported by the singularities of the manifold, and in this form asymptotics can be treated already on smooth configurations. This paper is aimed at describing refined asymptotics in the Dirichlet problem in a ball. The beauty of explicit formulas highlights the structure of asymptotic expansions in the calculi on singular varieties.

This is a survey of recent results concerning the general index locality principle, associated surgery, and their applications to elliptic operators on smooth manifolds and manifolds with singularities as well as boundary value problems. Con ocasión de la 3ra entrega de su "Relation historique.." –París de 1825- al reflexionar Humboldt sobre de lo que a mediano y largo plazo sería el futuro del nuevo orden mundial –todavía entonces egocéntricamente reducido a Europa- una vez quedase consolidada la irreversible emancipación política hispanoamericana, vaticinó que sería el conjunto de nuevos intereses y relaciones comerciales y financieras que surgirían tras la plena emancipación de los nuevos Estados americanos, las encargados de restablecer -y sobre todo ampliar- el equilibrio y la dinámica económica y política entre el ‘viejo’ y ‘nuevo’ mundo. Mucho antes de cumplirse el 1er centenario de la anterior hipótesis humboldtiana resultaba ya evidente que su predicción ‘americana’ apenas se había cumplido respecto de los Estados Unidos de América y Canadá; siendo entonces manifiesto el nuevo marginamiento y dependencia que el resto del continente había asumido en el conjunto económico mundial que entonces empezaba a cuantificarse de manera global.. Explorar el ‘cómo’, ‘cuándo’ y quizás algún ‘por qué’ de esta resultante histórica constituye un tema fascinante para la ‘ciencia humboldtiana’ que como tal abarca por parejo el pasado, presente y futuro de la obra y ‘momento’ histórico de Humboldt..Es lo que aquí inmodestamente se ha propuesto estudiar.
We consider the norm closure A of the algebra of all operators of order and class zero in Boutet de Monvel's calculus on a manifold X with boundary ∂X. We first describe the image and the kernel of the continuous extension of the boundary principal symbol homomorphism to A. If X is connected and ∂X is not empty, we then show that the K-groups of A are topologically determined. In case the manifold, its boundary, and the cotangent space of its interior have torsion free K-theory, we get Ki(A,k) congruent Ki(C(X))⊕Ksub(1-i)(Csub(0)(T*X)),i = 0,1, with k denoting the compact ideal, and T*X denoting the cotangent bundle of the interior. Using Boutet de Monvel's index theorem, we also prove that the above formula holds for i = 1 even without this torsion-free hypothesis. For the case of orientable, two-dimensional X, Ksub(0)(A) congruent Z up(2g+m) and Ksub(1)(A) congruent Z up(2g+m-1), where g is the genus of X and m is the number of connected components of ∂X. We also obtain a composition sequence 0 ⊂ k ⊂ G ⊂ A, with A/G commutative and G/k isomorphic to the algebra of all continuous functions on the cosphere bundle of ∂X with values in compact operators on L²(R+).

In this paper, we study the existence of positive solutions of a one-parameter family of logistic equations on R+ or on R. These equations are stationary versions of the Fisher equations and the KPP equations. We also study the blow up region of a sequence of the solutions when the parameter approachs a critical value and the nonexistence of positive solutions beyond the critical value. We use the direct method and the sub and super solution method.

Eine besondere Rolle in Alexander von Humboldts amerikanischen Reisebericht spielt die Insel Cuba. Im Angesicht ihrer kolonialen Sklavereiwirtschaft gerät die optimistische Geschichtsphilosophie der europäischen Aufklärung in eine Krise, und die Widersprüche des Humboldtschen Diskurses treten zutage. Dieses Phänomen läßt sich insbesondere literaturwissenschaftlich analysieren: Alexander von Humboldt entwirft Cuba als einen poetischen Raum, in dem alles mehrdeutig wird. Der Text gestaltet bereits die Annäherung während der Überfahrt aus Venezuela dramaturgisch als Irritation der Wahrnehmung; der Landgang in Havanna wird inszeniert als Kontrast gegensätzlicher Eindrücke; die symbolisch-topographische Funktion Cubas in Humboldts geographischer Imagination ist eine in verschiedener Hinsicht intermediäre; und sogar Humboldts philosophisch-ästhetische Terminologie erfährt in Cuba eine semantische Aufladung mit einem ökonomisch-politischen Doppelsinn.
Humboldts Hauptinteresse während seiner Amerikareise galt den Geowissenschaften, wie seine später publizierten geographischen Folioatlanten und eine Vielzahl von Zeichnungen in seinen Tagebüchern beweisen. Im folgenden sollen drei fast unbekannte Beispiele zeigen, wie Humboldt das geologische und geographische Wissen von Venezuela bereichert hat: 1. eine Profilkarte der Küste von Venezuela. Dieses Ergebnis der Amerikareise sandte Humboldt erst 1853 an den Herausgeber Julius Ewald, der es in seinem bedeutenden geologischen Journal publizierte; 2. Humboldts Manuskriptkarte vom Orinoco, die bis jetzt unpubliziert blieb; 3. eine geographische Karte (publiziert 1812) des Flusses Casiquiare, der den Orinoco und den Rio Negro verbindet. Humboldt untersuchte den Casiquiare während seiner Orinocoreise, um diese Verbindung (damals von größtem ökonomischen Interesse) und die Gabelteilung des Orinoco (eines der wichtigsten geographischen Ergebnisse seiner Amerikareise) nachzuweisen.
The "Forum" of WeltTrends No. 32 assembles sixteen analyses of the aftermath of the September 2001 terrorist attacks on the United States, written by distinguished scholars from Germany, Britain, France, the U.S., the Czech Republic, Russia and China. The contributions deal with topics such as international and domestic security, the social and political causes of terrorism, international law, asylum policy, the classification of the attacks as crimes or acts of war, implications for international bodies such as NATO and the UN, and the effect of the attacks on the relationship between the U.S., Europe, Russia, and Asia, in particular Japan and China. The authors counsel strongly against scare mongering and short-term symbolic politics. Any attempt to deal with the complex problem of terrorism has to include long-term political and social policies aimed at the reduction of conflict and sources of political extremism in the Middle Eastern region. There is no reason for panic according to the authors but international politics after September 11th cannot go on like before.
The inhomogeneous ∂-equations is an inexhaustible source of locally unsolvable equations, subelliptic estimates and other phenomena in partial differential equations. Loosely speaking, for the anaysis on complex manifolds with boundary nonelliptic problems are typical rather than elliptic ones. Using explicit integral representations we assign a Fredholm complex to the Dolbeault complex over an arbitrary bounded domain in C up(n).

The solvability of equations is studied both with respect to time and spatial variables in exponentially weighted anisotropic Sobolev spaces, and existence and maximal regularity statements for parabolic equations are proved. Moreover, we analyze the long-time behaiour of solutions in terms of complete asymptotic expansions. These results are deduced from a pseudodifferential calculus that we construct explicitly. This algebra of operators is specifically designed to contain both the classical systems of parabolic equations of general form and their inverses, parabolicity being reflected purely on symbolic level. To this end, we assign t = ∞ the meaning of an anisotropic conical point, and prove that this interprtation is consistent with the natural setting in the analysis of parabolic PDE. Hence, major parts of this work consist of the construction of an appropriate anisotropiccone calculus of so-called Volterra operators. In particular, which is the most important aspect, we obtain the complete characterization of the microlocal and the global kernel structure of the inverse of parabolicsystems in an infinite space-time cylinder. Moreover, we obtain perturbation results for parabolic equations from the investigation of the ideal structure of the calculus.

We introduce the calculus of Mellin pseudodifferential operators parameters based on "twisted" operator-valued Volterra symbols as well aas the abstract Mellin calclus with holomorphic symbols. We establish the properties of the symblic and operational calculi, and we give and make use of explicit oscillatory integral formulas on the symbolic side, e. g., for the Leibniz-product, kernel cut-off, and Mellin quantization. Moreover, we introduce the notion of parabolicity for the calculi of Volterra Mellin operators, and construct Volterra parametrices for parabolic operators within the calculi.
Kurz vor seiner Abreise nach Südamerika erwarb HUMBOLDT zur Ergänzung seiner Instrumentenausrüstung ein ganz besonderes Präzisions-Taschenchronometer, gefertigt von dem berühmten Schweizer Uhrmacher Louis BERTHOUD (1753-1813) mit der Fertigungsnummer 27. Dieser Zeitmesser ging, wie HUMBOLDT durch astronomische Vergleichsmessungen in Frankreich und Spanien auf der Anreise zum Einschiffungshafen La Corunna 1799 feststellte, außerordentlich genau. HUMBOLDTs Längenbestimmungen mit Hilfe dieses "time-keepers" auf der Atlantik-Überfahrt und sonstigen Seefahrten waren deshalb immer besser als die der Nautiker. Er konnte dadurch exakte Beschreibungen der Meeresströmungen machen und durch Vergleich mit der Schiffsversetzung durch diese konkrete Angaben zu deren Richtung und Stärke berechnen. Zudem brauchte er die BERTHOUD-Uhr für zahlreiche astronomische Ortsbestimmungen, geodätische Messungen auf Land. Die Uhr gehörte vorher dem bekannten französischen Seefahrer, Mathematiker und Geodäten Jean Louis BORDA (1733-1799), mit dem HUMBOLDT 1798 kurz vor dessen Tod in Paris wissenschaftlichen und instrumentenkundlichen Austausch pflegte. Aus zahlreichen Abschnitten der Reisebeschreibung und Hinweisen in Briefen und anderen Werken geht hervor, daß HUMBOLDT gerade an diesem Zeitmesser, neben Thermometer und Barometer sein drittes Basisinstrument, wegen der Vorgeschichte der Uhr, ihrer Zuverlässigkeit und Nützlichkeit für alle seine wissenschaftlichen Arbeiten geradezu liebevoll gehangen hat. Leider ist dieser Chronometer nicht mehr vorhanden, sein Aussehen und ihre Funktionsweise läßt sich aber aus HUMBOLDTs eigenen Beschreibungen und der horologischen Literatur erschließen.
A function has vanishing mean oscillation (VMO) on R up(n) if its mean oscillation - the local average of its pointwise deviation from its mean value - both is uniformly bounded over all cubes within R up(n) and converges to zero with the volume of the cube. The more restrictive class of functions with vanishing lower oscillation (VLO) arises when the mean value is replaced by the minimum value in this definition. It is shown here that each VMO function is the difference of two functions in VLO.

Boundary value problems for (pseudo-) differential operators on a manifold with edges can be characterised by a hierarchy of symbols. The symbol structure is responsible or ellipicity and for the nature of parametrices within an algebra of "edge-degenerate" pseudo-differential operators. The edge symbol component of that hierarchy takes values in boundary value problems on an infinite model cone, with edge variables and covariables as parameters. Edge symbols play a crucial role in this theory, in particular, the contribution with holomorphic operatot-valued Mellin symbols. We establish a calculus in s framework of "twisted homogenity" that refers to strongly continuous groups of isomorphisms on weighted cone Sobolev spaces. We then derive an equivalent representation with a particularly transparent composition behaviour.
Adiabatic vacuum states are a well-known class of physical states for linear quantum fields n Robertson-Walker spacetimes. We extend the definition of adiabatic vacua to general spacetime manifolds by using the notion of the Sobolev wavefront set. This definition is also applicable to interacting field theories. Hadamard states form a special subclass of the adiabatic vacua. We analyze physical properties of adiabatic vacuum representations of the Klein-Gordon field on globally hyperbolic spacetme manifolds (factoriality, quasiequivalence, local definteness, Haag duality) and construct them explicitly, if the manifold has a compact Cauchy surface.

Since 1990, ten Central and Eastern European (CEE) candidate countries have become contractually linked to the EU by Europe Agreements in the context of a prudently managed political process of pre-accession preparation and accession negotiations. This article discusses the implementation of EU law in these countries, observing changing attitudes to law, legal behaviour and judicial law control. The author argues that the approximation of legislation in the CEE countries will be achieved much faster than the incorporation of these laws into social practice. Thus, a gap between the formal fulfilment of accession requirements and the application of new EC laws will emerge. The consequences for the enlarged European Community could either be a considerably delayed "pulling up" or a dangerous "pulling down" scenario.
