Qualitätsentwicklung und Evaluation in der Lehrerbildung : die zweite Phase: Das Referendariat

Die allgemein gestiegene Nachfrage nach empirischen Qualitätsbeurteilungen von Bildungsaktivitäten hat auch in der Lehrerbildung zahlreiche Forschungsaktivitäten ausgelöst. Die zweite Phase der Lehrerbildung (sog. Vorbereitungsdienst bzw. Referendariat) - lange Zeit als der "vergessene Teil der Lehrerbildung" angesehen - ist dabei zunehmend ins Blickfeld geraten, nachdem sich der Fokus zunächst eher auf die erste, universitäre Phase bezog. Die zweite Phase der Lehrerbildung dient vor allem dem Ziel, den angehenden Lehrerinnen und Lehrern Gelegenheit zu geben, professionsbezogene Handlungsroutinen aufzubauen, die sie in die Lage versetzen, im Alltag des Lehrberufs situationsangemessen zu arbeiten und zu reagieren. Aus diesem Anspruch ergeben sich verschiedene Qualitätsanforderungen, die an die Lehrerausbildung und hier insbesondere die zweite Phase zu stellen sind. Der vorliegende Band versucht, sich der Frage der Qualität der Lehrerausbildung aus zwei Perspektiven zu nähern: zum einen aus einer eher inhaltlich-analytischen und zum anderen aus einer eher methodologischen bzw. methodischen Perspektive. Bei der inhaltlich-analytischen Sichtweise geht es um Konzepte, Methoden, Themen und Dimensionen von Qualität, um unterschiedliche Zugänge bei der Erforschung von Qualität in der Lehrerbildung, um den Praxistransfer von Evaluationsergebnissen und - nicht zuletzt - um Untersuchungsbefunde zu verschiedenen Qualitätsbereichen, z.B. zu Stärken und Schwächen des Vorbereitungsdienstes, zu Kompetenzen von Lehramtskandidatinnen und Lehramtskandidaten oder zur Ausbildungsqualität. Darüber hinaus stellt sich die Frage nach der "probaten" (Evaluations-) Methodologie, die für die Erfassung und Beurteilung der genannten Qualitätsparameter eingesetzt wird. Welche Qualitätsaspekte sind für die entsprechenden Einschätzungen relevant und welche Reichweite haben Aussagen, die über die Qualität des "Evaluandums zweite Ausbildungsphase" gemacht werden bzw. welchen Limitationen unterliegen diese? Die Potsdamer Lehramtskandidatinnen-Studie 2004/05 hat eine umfassende Bestandsaufnahme der Qualität der Ausbildung im Vorbereitungsdienst im Land Brandenburg aus Sicht der Betroffenen vorgenommen. Mittels unterschiedlicher Methoden (standardisierte Befragung, Gruppendiskussionen, Dokumentenrecherchen u.a.) wurden in Anlehnung an ein Evaluationsdesign von STUFFLEBEAM (1984) wesentliche Aspekte der Kontext-, Input-, Prozess- und Outputqualität erfasst. Im Ergebnis entsteht – z.T. wider Erwarten – ein eher positives Bild vom Vorbereitungsdienst mit seinen vielen positiven, aber auch weniger positiven Seiten. Auf der Basis einer Stärken- und Schwächen-Analyse treten insbesondere in den qualitativen Befragungen auch eine Reihe von Kritikpunkten zutage. Determinanten für eine hohe Ergebnisqualität in Form von Kompetenzzuwachs bei den Lehramtskandidatinnen werden herausgearbeitet. Aufbauend auf den umfangreichen und facettenreichen Untersuchungsergebnissen werden abschließend entsprechende Folgerungen für die Reform der Lehrerbildung abgeleitet.
Dieser Beitrag nimmt sich dem Unbehagen der Referendare an ihrer Ausbildungssituation an. Obwohl sich die Befragten eher positiv zur zweiten Phase ihrer Ausbildung äußern und obwohl die Befragungsergebnisse der Potsdamer „Lehramtskandidatinnen-Studie“ [vgl. SCHUBARTH U.A. 2005 und in diesem Band] zunächst kaum einen Anhaltspunkt für das Vorliegen massiver, manifest artikulierter Unzufriedenheiten geben, verweisen die offen geführten Gruppendiskussionen auf ein latentes, diffuses Unbehagen, das den subjektiven Selbstdeutungen der Befragten nicht explizit zur Verfügung steht. Durch eine objektiv-hermeneutische Feinanalyse einer kurzen Sequenz aus einer Gruppendiskussion will der Artikel zur Aufklärung dieses Problems beitragen, dessen unterschwellige und unscheinbare Artikulation die Bedeutung des Phänomens nicht mindert. Ihm sollte forschungs- und ausbildungslogisch Aufmerksamkeit geschenkt werden. In diesem Sinne plädiert der Beitrag für eine forschungsmethodisch verstehende Exploration der Situation der LehramtskandidatInnen, von der auch die Ausbildungspraxis profitieren könnte.
Studierende der Lehrämter wurden zu Studienbedingungen in der Lehrerbildung an je einem Ausbildungsort in den alten und neuen Bundesländern befragt. Dabei wurden Einschätzungen zu Studium und Beruf sowie zu Gründen und Motiven der Studienwahl und zu Belastungen beim Studieren erhoben. Die persönlichen Ressourcen und das Belastungserleben der Studierenden wurden mit dem diagnostischen Inventar AVEM [Arbeitsbezogene Verhaltens- und Erlebensmuster, vgl. SCHAARSCHMIDT U. FISCHER 2003] bestimmt. Die empirischen Auswertungen folgten einer differentialpsychologischen Vorgehensweise, um den Einfluss person- und strukturbezogener Bedingungen genauer analysieren zu können. Die Ergebnisse zeigen persönlichkeitsgebundene Unterschiede bei der Bewältigung der Anforderungen in Studium und Beruf, und das insbesondere in Abhängigkeit von Studienort und –abschnitt. Weiterhin ergibt sich eine Wechselwirkung person- und strukturbezogener Bedingungen auf Gründe und Motive sowie auf Einschätzungen zu Studium und Beruf. Implikationen für eine psychologisch angeleitete Gestaltung der Lehrerbildung werden diskutiert.
Die Bedeutung der Themen Evaluation und Qualität ist für die zweite Phase der Lehrerbildung seit einigen Jahren enorm gestiegen. Dies gilt sowohl für die Inhalte der Ausbildung der Lehramtskandidatinnen als auch für die pädagogische Arbeit in den Studienseminaren selbst. Der vorliegende Beitrag gibt daher einerseits einen kurzen Überblick über den Stand der Evaluations- und Qualitätsdebatte in der zweiten Phase der Lehrerbildung in Deutschland (Referendariat). Verdeutlicht werden sowohl zentrale Kritikpunkte der Debatte als auch bestehende Aktivitäten und Ansätze der Studienseminare zur Evaluation und Qualitätsentwicklung. Andererseits werden Perspektiven für die fachliche Weiterentwicklung der Evaluations- und Qualitätsdebatte in der zweiten Phase der Lehrerbildung entwickelt. Plädiert wird für Strategien zur Förderung von Evaluation und Qualitätsentwicklung, ein komplexes Qualitätsverständnis, das über eine Output-Orientierung hinausgeht sowie kasuistische Verfahren zur Verbesserung des pädagogischen Handelns der Lehramtskandidatinnen, aber auch der Seminarleiter und Seminarleiterinnen.
Das Ziel der Arbeit ist die Darstellung der preußischen Mittelschule für den Zeitraum von 1872 bis 1945. Neben der strukturell-curricularen Entwicklung dieser Schulform werden die Bereiche ‚Chemieunterricht’ und ‚Lehrerausbildung’ schwerpunktmäßig untersucht. Vorgeschaltet ist eine Analyse und Darstellung der zur Mittelschule hinführenden Entwicklung mit ihren politischen, wirtschaftlichen und sozialen Bedingungen. Die für die Strukturierung der Arbeit gewählte Phaseneinteilung orientiert an den bildungspolitischen Zäsuren, die durch die jeweiligen staatlichen ‚Bestimmungen’ charakterisiert sind. Mit diesen in den Jahren 1872, 1910, 1925, 1938 und 1942 vorgelegten Bestimmungen wurde das Mittelschulwesen jeweils neu geordnet. Schwerpunkt der benutzten Quellen ist, die Verbandszeitschrift der Mittelschullehrer, die „Die Mittelschule“. Weiter wurden zeitgenössische Quellen und Literatur sowie pädagogische Zeitschriften für die Analysen benutzt. Untersuchungsschwerpunkt ist die Darstellung der preußischen Mittelschule unter dem Aspekt der bildungspolitischen Institutionalisierung im Jahre 1872. Ein weiterer Untersuchungsschwerpunkt ist der Chemieunterricht. Als bedeutungsvoll für diesen Unterricht müssen die Diskussionen im Untersuchungszeitraum gesehen werden, die über inhaltliche Fragen und die methodische Gestaltung des Unterrichts geführt wurden. Der Einsatz der Schulbücher wird hierbei besonders berücksichtigt. Die Situation der Lehrer wird unter dem Aspekt ihrer Ausbildung untersucht. Als Mittelschullehrer wurden vornehmlich Volksschullehrer eingesetzt, die sich autodidaktisch auf die Prüfung zum Mittelschullehrer vorbereiten mussten. Die Verweigerung einer identitätsstiftenden schulformbezogenen Lehrerausbildung hat der Mittelschule die Möglichkeit genommen, sich frühzeitig zu einer selbständig-unabhängigen Schulform zu entwickeln. Bedeutungsvoll ist das festgestellte Verhalten der Lehrerschaft dieser Schulform in den unterschiedlichen politischen Systemen. In den zeitlichen Phasen steht die Mittelschule als eine zwischen Elementarschule und Gymnasium sich emanzipierende Schulform. Die Ambivalenz in der Stellung äußert sich in dem wechselvollen Verhalten zwischen Standesschule und Öffnung für andere gesellschaftliche Schichten. Im Zusammenhang mit der Verweigerung der Berechtigungen muss die Mittelschule als Anstalt zur Befriedigung der Bildungsansprüche mittlerer Schichten gesehen werden. Sie wurde aber auch als schulischer Abwehrmechanismus der oberen Schichten gegenüber unteren gesellschaftlichen Schichten instrumentalisiert.
Wir haben Mathematik-Fachseminare des Landes Brandenburg evaluiert und Empfehlungen formuliert. In der Untersuchung zeigten sich vielfältige strukturelle Veränderungsnotwendigkeiten und professionelle Defizite bei zwei von drei Fachseminarleitern. Dabei erweist sich der Begriff der Praxisorientierung lediglich als ideologischer und negativer: Er steht für Theorieablehnung, Reflexionsarmut und Nichtausbildung, gepaart mit Ignoranz gegenüber den Praxiserfahrungen und –bedürfnissen der Referendare. Auf Seiten der Referendare deuten sich drei Gruppentypen an: Es gibt sehr unzufriedene Referendare, die Ausbildung vermissen und einfordern. Es gibt Referendare, die unter dem Referendariat leiden und eine Ausbildung vermissen, dies aber nicht in Form von Kritik an der Ausbildung äußern (können). Es gibt aber auch Referendare, die gerade deshalb zufrieden sind, weil keine Ausbildung erfolgt. Der theoretisch denkbare vierte Typus, der Ausbildung erlebt und mit ihr zufrieden ist, ist nur ansatzweise vertreten.
In der Praxis der Lehrevaluation werden subjektive Urteile und Qualitätseinschätzungen zu Lehrveranstaltungen oder Studienprogrammen erhoben, um die Sicht der „betroffenen“ Teilnehmer und Teilnehmerinnen zu beschreiben und diese Sicht zum Ausgangspunkt für die Entwicklung von etwaigen Verbesserungsstrategien zu machen. Dabei muss aber berücksichtigt werden, dass subjektive Urteile Quellen potenzieller Verzerrungen der erhobenen Daten enthalten, woraus sich mögliche Bedrohungen ihrer Validität ergeben. Diese beziehen sich auf sachfremde Einflüsse bspw. von Persönlichkeitsmerkmalen der beurteilenden Personen auf ihr Urteil. Ein weiterer zentraler Valididtätsaspekt von Qualitätsmessungen besteht in der Frage, ob die als relevant unterstellten Beurteilungsdimensionen (bspw. zur „allgemeinen Organisationsqualität“) den Qualitätseinschätzungen der beurteilenden Personen tatsächlich zu Grunde liegen. Lassen sich solche Qualitätsdimensionen empirisch bestätigen, so können die entsprechend validierten Evaluationsergebnisse zu einer rational basierten Beurteilung und Weiterentwicklung des Beurteilungsgegenstandes – hier: der zweiten Phase der Lehrerbildung – beitragen.

Zur Qualitätsentwicklung der 2. Phase der Lehrerausbildung ist in Auswertung der „Lehramtskandidatinnen-Studie“ [nachfolgend zit. als LAK-Studie; vgl. SCHUBARTH U.A. 2005] am Studienseminar Potsdam ein Diskussionsprozess bei Haupt- und Fachseminarleiterinnen und –leitern in Gang gesetzt worden, der sich auf Bereiche bezieht, die von den befragten Lehramtskandidatinnen und –kandidaten in der Studie überwiegend kritisch eingeschätzt wurden. Im Ergebnis der Diskussion sind für das Studienseminar Potsdam erste Festlegungen getroffen worden, die sich auf die Gestaltung der Seminarpläne, die Orientierung der Ausbildung an den KMK-Standards und die Lehrerqualifikationen, die Abstimmung zwischen Haupt- und Fachseminaren, die didaktisch-methodische Gestaltung der Seminararbeit sowie auf deren Evaluation beziehen. Weiterführende Überlegungen zur Qualifizierung der Ausbildungskultur am Studienseminar Potsdam beziehen sich auf Aspekte der minarinternen Kommunikation, der seminararbeitspezifischen Fortbildung sowie einer kontinuierlichen und institutionalisierten Mitwirkung der Lehramtskandidatinnen und Lehramtskandidaten im Ausbildungsprozess.
