This paper examines the function that cross-cultural competence (3C) has for NATO in a military context while focusing on two member states and their armed forces: the United States and Germany. Three dimensions were established to analyze 3C internally and externally: dimension A, dealing with 3C within the military organization; dimension B, focusing on 3C in a coalition environment/multicultural NATO contingent, for example while on a mission/training exercise abroad; and dimension C, covering 3C and NATO missions abroad with regard to interaction with the local population.
When developing the research design, the cultural studies-based theory of hegemony constructed by Antonio Gramsci was applied to a comprehensive document analysis of 3C coursework and regulations as well as official documents in order to establish a typification for cross-cultural competence.
As the result, 3C could be categorized as Type I – Ethical 3C, Type II – Hegemonic 3C, and Type III – Dominant 3C. Attributes were assigned according to each type. To validate the established typification, qualitative surveys were conducted with NATO (ACT), the U.S. Armed Forces (USCENTCOM), and the German Armed Forces (BMVg). These interviews validated the typification and revealed a varied approach to 3C in the established dimensions. It became evident that dimensions A and B indicated a prevalence of Type III, which greatly impacts the work atmosphere and effectiveness for NATO (ACT). In contrast, dimension C revealed the use of postcolonial mechanisms by NATO forces, such as applying one’s value systems to other cultures and having the appearance of an occupying force when 3C is not applied (Type I-II). In general, the function of each 3C type in the various dimensions could be determined.
In addition, a comparative study of the document analysis and the qualitative surveys resulted in a canon for culture-general skills. Regarding the determined lack of coherence in 3C correlating with a demonstrably negative impact on effectiveness and efficiency as well as interoperability, a NATO standard in the form of a standardization agreement (STANAG) was suggested based on the aforementioned findings, with a focus on: empathy, cross-cultural awareness, communication skills (including active listening), flexibility and adaptability, and interest. Moreover, tolerance of ambiguity and teachability, patience, observation skills, and perspective-taking could be considered significant. Suspending judgment and respect are also relevant skills here.
At the same time, the document analysis also revealed a lack of coherency and consistency in 3C education and interorganizational alignment. In particular, the documents examined for the U.S. Forces indicated divergent approaches. Furthermore, the interview analysis disclosed a large discrepancy in part between doctrine and actual implementation with regard to the NATO Forces.
Polens Sicht auf die Ukrainekrise ist von dessen geopolitischer Lage geprägt. Als Teil der EU und NATO grenzt das Land unmittelbar an die Krisenregion. Sowohl die Parteien als auch die öffentliche Meinung in Polen verteidigen übereinstimmend die territoriale Integrität der Ukraine und halten deren staatliche Unabhängigkeit für einen unentbehrlichen Faktor der politischen Ordnung in Europa. Vor allem die Frage nach den künftigen Möglichkeiten einer weiteren Ostausdehnung der EU steht daher aus Warschauer Sicht auf der Agenda.
Afghanistan steht vor einem Wendepunkt. Die Lage beim Abzug der NATO/ISAF-Truppen gibt wenig Anlass zum Optimismus. Zwar wurden gewisse Fortschritte bei der Entwicklung des Landes erreicht, insgesamt ist die Lage jedoch hinsichtlich Sicherheit, politischem System und Wirtschaft beunruhigend. Afghanistan gehört nach wie vor zu den ärmsten Ländern der Erde und ein anhaltender Frieden ist nicht in Sicht. Im Gegenteil: Die Mehrheit der Afghanen fürchtet die Zukunft.
Wendepunkt 11. September

September ist zehn Jahre her. Die Neokonservativen in den USA hatten bereits in den 1990er Jahren verschiedene Netzwerke gegründet, darunter das Project for the New American Century (PNAC). Das agitierte für den Sturz Saddam Husseins und Krieg gegen den Irak. Davon wollte Präsident Clinton nichts wissen; George W. Bush zunächst ebenfalls nicht. Das änderte sich mit 9/11. Der neokonservative Politikberater Robert Kagan sagte: "Der 11. September ist der Wendepunkt.Nichts anderes."

Kaum hatte die deutsche Bundesregierung den Beschluss gefasst, den Beschluss im UN-Sicherheitsrat über eine Flugverbotszone über Libyen nicht zu fassen, ging eine Welle des Geschimpfes durch die politische Kaste dieses Landes. Diejenigen, die sich wahlweise so schön eingeschaukelt haben in das Bett der transatlantischen Subordination oder sich bereitwillig hinter Großsprüche französischer Ambition ducken, wenn sie gerade mal nicht den Vorgaben aus den USA folgen wollen, waren aufgeschreckt.
From the Russian perspective, the author describes the danger of a hegemonic US, dominating the world’s fate, weakening the UN and endangering peace. A counterweight to the US domination could be stronger ties between Western Europe and Russia. The rise of the Franco-German-Russian troika has been the only positive effect of the Iraq war. But not all members of the EU seem to recognise the necessity of a „Great Europe” from Reykjavik to Wladiwostok. Especially the new members of NATO and EU are vassals of the US and exhibit strong anti-Russian resentments.
NATO in der Sinnkrise

Abschaffen oder reformieren? Egal, wie die Frage beantwortet wird, die Zeit für die „alte“ NATO ist abgelaufen. Ob ihr ein strategischer Relaunch für das 21. Jahrhundert gelingt oder ob sie in den Bergen Afghanistan allmählich zerbröselt – das ist noch offen. Sicher ist jedoch, es bedarf der Debatte über die Zukunft dieser politisch-militärischen Organisation, von den Bürgern in allen NATO-Ländern und damit auch hier. Afghanistan, Abrüstung und Afrika sind weitere Themen dieses Heftes, das erneut zeigt, dass WeltTrends eine solide Plattform für streitbare Diskussionen um die deutsche Außenpolitik ist.
Internationale Institutionen haben Stabilität und Beharrungsvermögen. Sie erfüllen Funktionen und suchen aus ihrer Eigendynamik, sich an veränderte Rahmenbedingungen anzupassen. Das gilt auch für die NATO nach dem Ende der bipolaren Blockkonfrontation. Sie erfüllt noch Funktionen im Interesse ihrer Mitglieder und wird trotz Sinnkrise sowie Defiziten in ihrer Problemlösungsfähigkeit noch lange als sicherheitspolitischer Akteur die internationalen Beziehungen prägen. Entscheidend ist der Platz, den sie einnehmen will.
Die NATO braucht eine neue Balance. Nie zuvor war sie in so vielen Operationen aktiv. Die Differenzen zwischen den Mitgliedstaaten werden immer deutlicher. So sieht sich die NATO dem Vorwurf ausgesetzt, eine Organisation mit mangelnder Zielsetzung zu sein, die stärker durch externe Faktoren als durch kollektive Interessen geleitet sei. Angesichts der wachsenden Bedeutung der transatlantischen Kooperation plädiert der Autor daher für eine neue Allianz, in deren Zentrum die kollektive Sicherheit der Mitgliedstaaten, eine Institutionalisierung der transatlantischen Kooperation sowie die Erarbeitung einer gemeinsamen Sicherheitsstrategie stehen sollten. Um diese Ziele zu verwirklichen, reicht die NATO allein nicht mehr aus. Sie muss in der Lage sein, mit anderen nationalen und internationalen Akteuren zusammenzuarbeiten.
