Die Studie befasst sich mit der Entwicklung der Landwirtschaftsverwaltung in Polen im Zeitraum 1989/90 bis 2003. Die Darstellung konzentriert sich auf Veränderungen von Organisationsstrukturen und Personal in der polnischen Landwirtschaftsverwaltung im Prozess der Transformation und der europäischen Integration.

Wer ist schon gegen Dialog? Und wenn es gar um jenen zwischen Orient und Okzident geht, ist der Applaus sicher. Neugier auf das Fremde, das zugleich Nutzen bringen kann, ist der Antrieb; Achtung vor dem Anderen die Basis. Aber oft ist dies mit falschen Hoffnungen, Fehlwahrnehmungen und Klischees verbunden, die in fataler Weise auch jene Ideologien hervorbringen, die imperiale Politik stets benötigt. Wenn ein gewisser Ulrich Jasper Seetzen, der zu den Begründern der Orientalistik hierzulande zählt, am Beginn des 19. Jahrhunderts in sein Tagebuch notierte, „daß die Orientalen eben sowohl Menschen sind, als wir“, so wirft dies ein Licht auf europäisches Denken jener Zeit. Jedoch lohnt die Erinnerung an diesen Satz auch heute und hier. Huntingtons provozierende, weil vereinfachende These vom Clash of Civilizations ist mittlerweile abendländischer Zeitgeist, der nicht nur im Boulevard Unterschlupf findet. Wenn in diesen Zeiten arabische, persische und deutsche Intellektuelle über „die Moderne“, jenes zutiefst westliche Konzept, miteinander reden und dies auch noch in Potsdam, so ist das bemerkenswert. WeltTrends bietet die Chance, diesen Dialog in der aktuellen Ausgabe nachzuvollziehen.
1945 und die Polen

The current series of anniversaries concerning World War II raise the question of how Poland is coming to terms with its past. The article summarises the ongoing Polish debate about the Warsaw Uprising and the changing perspectives on Polish history in society and political circles. The discussion about Poland’s view on its own past has great influence on recent foreign political relations, e.g. with Germany, the Ukraine, or Russia.
The development of the Polish telecommunications administration in the years 1989/90 to 2003 is marked by the processes of liberalisation and privatisation the telecommunications sector underwent during that period. The gradual liberalisation of the Polish telecommunications sector started as early as 1992. In the beginning, national strategies were pursued. The most important of these was the creation of a bipolar market structure in the local area networks. In the second half of the 1990ies the approaching EU membership accelerated the process of liberalisation and consequently the development of a framework of regulations. EU standards are more directed towards setting out a legal framework for regulation than prescribing concrete details of administrative organisation. Nevertheless, the independent regulatory agencies typical for Western Europe served as a model for the introduction of a new regulatory body responsible for the telecommunications sector in Poland. The growing influence of EU legislation changed telecommunications policy as well as administrative practices. There has been a shift of responsibilities from the ministry to the regulatory agency, but the question remains, if the agency gained enough power to fulfil its regulatory function. In the following the legislative framework created by the EU in telecommunications policy will be described and the model of independent regulatory agencies, as it is typical for most EU countries, will be introduced. Some categories for the analysis of the Polish regulatory system will be deduced from the discussion on the regulations of telecommunication in the established EU-Nations (see Böllhoff 2002 and 2003, Thatcher 2002a and 2002b, Thatcher/Stone Sweet 2002). Subsequently the basic features of Polish telecommunication policies in the 1990ies and its effects on the telecommunications sector will be outlined. In the third chapter the development of organisational structures on the ministerial level and within the regulatory agency will be examined. In the forth chapter I will look at the distribution of power and the coordination of the various authorities responsible for telecommunication regulations. The focus of this chapter is on the Polish regulatory agency and its relationships with the ministry, with the anti-monopoly office and with the Broadcasting and Television Council. In a conclusion, the main findings will be summed up.
Is there a theory of transformation? While most scholarship focuses on describing the causes, mechanisms and consequences of social change in the postcommunist area, this article tries to reflect theoretically on system transformation, using the Polish case as an example. The author argues that the social change involved is more a change in social structure, culture and consciousness than a political, economic and technologic process.
The Polish discourse about the European Constitution has one feature in common with the discourses of other member states: it deals with everything but the text of the Constitution Treaty itself. At its core it oscillates between the Polish striving for power in the EU and the toleration for cultural difference in Europe. The opposite of the latter has been particularly significant during the referendum debates in France and the Netherlands, which let to the rejection of the constitutional treaty.
Deutschland und Polen bedürfen eines erneuerten strategischen Kontextes für ihre partnerschaftlichen Beziehungen. Die unterschiedlichen Haltungen zu Militäreinsätzen sind durch historische Erfahrungen bestimmt. Falls die schwarz-rote Koalition für Deutschland wieder die Rolle des euro-atlantischen Vermittlers übernimmt, wird sich das positiv auf die deutsch-polnischen Beziehungen auswirken.
Die Dissertation befasst sich mit den Reformprozessen, die sich vom Zeitpunkt des System-umbruchs 1989/90 bis zum EU-Beitritt 2004 in den Ministerialverwaltungen Estlands und Polens vollzogen haben. Die Veränderungen, die während dieser Zeit stattfanden, standen im Spannungsfeld zweier Prozesse: des von innenpolitischen Erfordernissen geprägten Transformationsprozesses und des Europäisierungsprozesses, in dem die EU als einflussreicher externer Akteur hinzutrat. Konzeptionell greift die Untersuchung auf die Diskussionen aus der institutionellen Transformationsforschung und die Debatten um die Europäisierung von Regierungs- und Verwaltungssystemen zurück. Die Arbeit konzentriert sich auf die Veränderungen auf der zentralstaatlichen Ebene und betrachtet diese Veränderungen in ihrer horizontalen und sektoralen Dimension. Die horizontale Dimension umfasst Rahmenbedingungen des Verwaltungssystems insgesamt, dies sind zentrale Strukturen des Regierungsapparates, die regierungsinternen Koordinationsmechanismen und die Etablierung des öffentlichen Dienstes. In der sektoralen Dimension wird die Verwaltung im Politikfeld Landwirtschaft betrachtet. In beiden Ländern gab es einen gemeinsamen Ausgangspunkt der Entwicklungen, das sozialistische Verwaltungssystem, und einen ähnlichen Zielpunkt der Verwaltungsreformen in den 1990er Jahren: eine wie auch immer definierte „moderne Verwaltung“. Auch die Rahmenbedingungen des EU-Integrationsprozesses in Mittelosteuropa lassen eher Konvergenzen erwarten. Doch spielen nationale politische Konstellationen eine entscheidende Rolle für die Entwicklungen, so dass man bilanzierend sagen kann: Estland und Polen haben mit Beginn der Transformation unterschiedliche nationale Entwicklungspfade eingeschlagen und ihre Verwaltungssysteme unterscheiden sich mittlerweile stärker voneinander als zur Zeit des Sozialismus.
Polen und Kerneuropa

Mit großer Skepsis werden in Polen die Diskussionen zum Thema "Kerneuropa" aufgenommen. Das Land fürchtet, an den Rand gedrängt zu werden, sollte ein innerer Kreis in der EU, eine "Union in der Union", entstehen. Deutschland hat mehrfach die Idee eines Kerneuropa unterstützt. Ein deutsch-polnischer Austausch zu Inhalten und Perspektiven eines solchen Kerns könnte darum polnische Befürchtungen abbauen.
Die Arbeit geht der Frage nach, ob man die Steuerverwaltung in Polen als europäische Verwaltung bezeichnen kann. Es werden drei Aspekte vertiefend untersucht: 1.Verortung der polnischen Steuerverwaltung in der OECD und ausgewählten Nicht-OECD-Ländern mittels einer Clusteranalyse auf Grundlage verschiedener Daten zum Aufbau, Aufgabenprofil und zur Performanz unter gleichzeitiger Beachtung der möglichen Abzeichnung eines europäischen Steuerverwaltungsraums; 2.Verbreitung des CAF in den Steuerverwaltungen der MOE-8, insbesondere in Polen, als vom EUPAN unterstütztes Qualitätsmanagementsystem, das geeignet erscheint, die Entstehung eines gemeinsamen europäischen Qualitätsverständnisses zu fördern; 3.Wahrnehmung der polnischen Steuerverwaltung durch deutsche Finanzbeamte erhoben mit Hilfe eines semantischen Differentials. Die Clusteranalyse ergibt keinen Hinweis auf einen einheitlichen europäischen Steuerverwaltungsraum in Abgrenzung von den übrigen einbezogenen Staaten. Polen fällt nicht als Ausreißer auf und weist Ähnlichkeiten zu anderen europäischen Ländern auf. In Steuerverwaltungen lässt sich das CAF so gut wie gar nicht finden. Polen bildet in der Hinsicht eine Ausnahme. Allerdings befindet sich die polnische Steuerverwaltung auf einem europäischen Weg, den andere Sektoren der Verwaltung (auch in MOE-8) bereits vielfach beschritten haben. Aus der Untersuchung des Images der polnischen Steuerverwaltung bei deutschen Finanzbeamten geht die Abwesenheit starker negativer Stereotype hervor. Die Einschätzungen sind sehr zurückhaltend in der Nähe des Mittelwertes zwischen den beiden Polen des semantischen Differentials. Das vorläufige Ergebnis lautet: Die Steuerverwaltung in Polen ist eine europäische Verwaltung.
