Zum dreißigjährigen Bestehen des Kommunalwissenschaftlichen Instituts an der Universität Potsdam vereint dieser Jubiläumsband kurze Aufsätze von ehemaligen und aktuellen Vorstandsmitgliedern, von Ehrenmitgliedern des Vorstands, langjährigen wissenschaftlichen Mitarbeitern des Instituts und aktuellen wissenschaftlichen Kooperationspartnern. Die insgesamt zwölf Beiträge befassen sich mit den Kommunalwissenschaften und der Geschichte des Kommunalwissenschaftlichen Instituts, mit aktuellen kommunalwissenschaftlichen Fragestellungen und wissenschaftlichen Kooperationen des KWI. Der vom KWI-Vorstand herausgegebene Band soll einen breiten Blick auf 30 Jahre Kommunalwissenschaften in Brandenburg und an der Universität Potsdam werfen und einen Ausblick auf zukünftige kommunalwissenschaftliche Forschung geben.
Diese eher ungewöhnliche, aber sehr persönlich gehaltene Festschrift ist dem langjährigen Wirken von Dr. Christiane Büchner als „Geschäftsführerin“ am Kommunalwissenschaftlichen Institut (KWI) der Universität Potsdam gewidmet. Die von Prof. Jochen Franzke zusammengestellte und herausgegebene Publikation enthält im ersten Teil neben dem Grußwort des Geschäftsführenden Direktors des KWI Herrn Prof. Thorsten Ingo Schmidt eine Reihe persönlicher Würdigungen von Kolleginnen und Kollegen, Gastwissenschaftlern und Mitarbeitenden, die seit 1994 in verschiedenen Phasen der Entwicklung des KWIs mit Dr. Christiane Büchner eng zusammengearbeitet haben. Der abschließende Dokumentationsteil der Publikation enthält neben Auszügen aus dem Schriftenverzeichnis von Dr. Christiane Büchner auch zwei Nachdrucke aus deren Feder zum Thema der Kreisgebietsreform in Brandenburg (von 2001) sowie über den Landkreis Barnim (von 2019).

Die Privatisierungseuphorie der vergangenen Jahrzehnte ist heute weitgehend verflogen. Nicht nur die Finanz- und Wirtschaftskrise hat das Vertrauen in die Leistungsfähigkeit der Märkte erschüttert. Auch haben bei weitem nicht alle Privatisierungsmaßnahmen die in sie gesetzten Erwartungen erfüllt. Daher war schon vor vielen Jahren eine Trendwende weg von der Privatisierung und hin zu dem gegenläufigen Prozess der Rekommunalisierung zu beobachten. Die Rückkehr zum Öffentlichen beschränkt sich aber nicht auf den kommunalen Bereich, sondern ist längst auch auf Landes-, Bundes-, EU- und sogar globaler Ebene zu beobachten. Ebenenübergreifend lässt sich dieser Trend zu Rekommunalisierung und Rückverstaatlichung mit dem neuen Begriff der „Publizisierung“ erfassen. Freilich ist die Trendwende „hin zum Öffentlichen“ kein durchgängiges Phänomen. Vielmehr gibt es daneben auch Bestrebungen, die auf künftige Privatisierungen abzielen – etwa im Infrastrukturbereich.
An diesen gegenläufigen Entwicklungstendenzen setzt der vorliegende Tagungsband an. Er dokumentiert den Gedankenaustausch zwischen polnischen und deutschen Verwaltungsrechtswissenschaftlern auf einer Tagung, die im Juni 2017 an der Uniwersytet im. Adama Mickiewicza (Adam-Mickiewicz-Universität, UAM) in Poznań stattgefunden hat. Dieses Symposium ist Teil einer Kooperation zwischen der UAM und dem Kommunalwissenschaftlichen Institut (KWI) der Universität Potsdam, die sich mit dem umfassenderen Programm einer „Modernisierung des Gemeinwesens“ beschäftigt und dabei den Fokus insbesondere auf die beiden Modernisierungsansätze „Privatisierung“ und „Publizisierung“ richtet.
Konzepte, nach denen sich die demokratische Mitwirkung der Bürger vornehmlich in Wahlen erschöpft, gehören spätestens seit „Stuttgart 21“ der Vergangenheit an. Indes ist die Bürgerbeteiligung auch jenseits solcher Großprojekte längst zu einem beherrschenden Thema der Zeit herangewachsen. Das gilt zumal für die kommunale Ebene. Dort werden traditionsreiche Partizipationsformen nicht nur intensiv genutzt, sondern zunehmend um neue Beteiligungsvarianten ergänzt und in innovativen Modellprojekten fortentwickelt. Dabei treten zwei Antriebskräfte besonders hervor. Zum einen fordern die Bürger nach den Maximen „Mitmachen, Mitwirken, Mitentscheiden“ deutlich verbesserte Partizipationsmöglichkeiten ein. Zum anderen setzen die Kommunen verstärkt auf bürgerschaftliches Engagement zur Erschließung Ressourcen privater Akteure für die Bereitstellung öffentlicher Leistungen. Übergreifende Perspektive ist die Ausbildung einer Neuen Partizipationskultur in der Bürgerkommune zur Optimierung des Gemeinwohls.
Für die kommunale Praxis ist das partizipationsgestützte Miteinander von Verwaltung. Politik und Bürgerschaft in Systementwürfen, Leitbildern, Organisations- und Verfahrensmodellen sowie lokalen Beteiligungsformaten konkretisiert. Doch verbinden sich mit den alten und neuen Ansätzen der Bürgerbeteiligung noch eine ganze Reihe offener Fragen – so etwa nach den rechtlichen Möglichkeiten und Grenzen der neuen kommunalen Beteiligungskultur, nach Erfolgsbedingungen und konkreten Erfahrungen mit der Umsetzung von Partizipationsmodellen.
Auf der 21. Fachtagung des Kommunalwissenschaftlichen Instituts (KWI) der Universität Potsdam wurden Schlüsselthemen der Neuen Partizipationskultur in der Bürgerkommune, namentlich der normativen Rahmenbedingungen und politischen Direktiven, Modernisierungsimpulse und Aktivierungsstrategien, Erfolgsbedingungen und spezifische Problemlagen einschließlich der Fallstricke in der Praxis und nicht zuletzt ausgewählter Einsatzfelder mit den dazugehörigen Erfahrungen diskutiert.
