- The definition of "impact" has been widened in the amendment of the Federal Nature Conservation Act. Above all, the decision-making steps and the polluter's obligations have been amended. The issue of "Ersatz" (i.e. compensation measures of the same value) has now to be dealt with before weighting the issues concerning nature conservation. It is foreseeable that the step og weighting will be less important in future and that there will be more flexibility as regards the timing and location of compensation measures. It will be important to formulate requirements for "Ersatzmaßnahmen" (when is a measure of the same value?. Furthermore, landscape planning will gain in importance.
