In diesem Beitrag möchten wir einen Gedanken des amerikanischen Mathematikers Paul Halmos aufgreifen und konkretisieren. Wir möchten verdeutlichen, dass ökonomisches Denken nicht abstrakt gelehrt, sondern „erfahren“ werden muss, wenn es nachhaltig und in seiner ganzen Breite gefördert werden soll. Dazu dienen kognitiv aktivierende Aufgaben. Was man darunter versteht und welche Funktionen und Qualitätsmerkmale Aufgaben in der ökonomischen Bildung besitzen, verdeutlichen wir in den Abschnitten 1 und 2. Im Praxisteil (Abschnitte 3 bis 8) werden konkrete, unterrichtlich erprobte Beispielaufgaben vorgestellt, mit denen ökonomisches Denken erfolgreich gefördert werden kann. Unser Beitrag schließt mit einer kurzen Skizze wirtschaftsdidaktischer Implikationen (Abschnitt 9).
Against the background of the increasingly discussed “Linguistic Saving Hypothesis” (Chen, 2013), I studied whether the targeted use of a present tense (close tense) and a future tense (distant tense) within the same language have an impact on intertemporal decision-making. In a monetarily incentivized laboratory experiment in Germany, I implemented two different treatments on intertemporal choices. The treatments differed in the tense in which I referred to future rewards. My results show that individuals prefer to a greater extent rewards which are associated with a present tense (close tense). This result is in line with my prediction and the first empirical support for the Linguistic Saving Hypothesis within one language. However, this result holds exclusively for males. Females seem to be unaffected by the linguistic manipulation. I discuss my findings in the context of “gender-as-culture” as well as their potential policy-implications.
Für projektorientierten Unterricht im Schulfach Wirtschaft, Arbeit, Technik ist die Auswahl an praxisorientierten Materialien übersichtlich. Umso erfreulicher ist es, dass Frau Sonja Halboth und Herr Tobias Hoffmann mit Schüler*innen ein Lichtmorsegerät im Rahmen projektorientierten Unterrichts angefertigt haben. Die vorliegende Arbeit gibt sowohl einen guten Überblick in die Möglichkeiten projektorientierten Unterrichts und dessen Bewertung als auch eine Menge praktischer Tipps & Materialien, um projektorientierten Unterricht durchzuführen.

Who has the future in mind?

An individual's relation to time may be an important driver of pro-environmental behaviour. We studied whether young individual's gender and time-orientation are associated with pro-environmental behaviour. In a controlled laboratory environment with students in Germany, participants earned money by performing a real-effort task and were then offered the opportunity to invest their money into an environmental project that supports climate protection. Afterwards, we controlled for their time-orientation. In this consequential behavioural setting, we find that males who scored higher on future-negative orientation showed significantly more pro-environmental behaviour compared to females who scored higher on future-negative orientation and males who scored lower on future-negative orientation. Interestingly, our results are completely reversed when it comes to past-positive orientation. These findings have practical implications regarding the most appropriate way to address individuals in order to achieve more pro-environmental behaviour.

Visual Social Networking Sites (SNSs) enable users to present themselves favorably to gain likes and the attention of others. Especially, Instagram is known for its focus on beauty, fitness, fashion, and dietary topics. Although a large body of research reports negative weight-related outcomes of SNS usage (e.g., body dissatisfaction, body image concerns), studies examining how SNS usage relates to these outcomes are scarce. Based on the visual normalization theory, we argue that SNS content facilitates normalization of so-called thin- and fit-ideals, thereby leading to biased perceptions of the average body weight in society. Therefore, this study tests whether Instagram use is associated with perceiving that the average person weighs less. Responses of 181 survey participants confirm that Instagram use is negatively related to average weight perception of both women and men. These findings contribute to the growing body of research on how SNS use relates to negative weight-related outcomes.
Current business organizations want to be more efficient and constantly evolving to find ways to retain talent. It is well established that visionary leadership plays a vital role in organizational success and contributes to a better working environment. This study aims to determine the effect of visionary leadership on employees' perceived job satisfaction. Specifically, it investigates whether the mediators meaningfulness at work and commitment to the leader impact the relationship. I take support from job demand resource theory to explain the overarching model used in this study and broaden-and-build theory to leverage the use of mediators.
To test the hypotheses, evidence was collected in a multi-source, time-lagged design field study of 95 leader-follower dyads. The data was collected in a three-wave study, each survey appearing after one month. Data on employee perception of visionary leadership was collected in T1, data for both mediators were collected in T2, and employee perception of job satisfaction was collected in T3. The findings display that meaningfulness at work and commitment to the leader play positive intervening roles (in the form of a chain) in the indirect influence of visionary leadership on employee perceptions regarding job satisfaction.
This research offers contributions to literature and theory by first broadening the existing knowledge on the effects of visionary leadership on employees. Second, it contributes to the literature on constructs meaningfulness at work, commitment to the leader, and job satisfaction. Third, it sheds light on the mediation mechanism dealing with study variables in line with the proposed model. Fourth, it integrates two theories, job demand resource theory and broaden-and-build theory providing further evidence. Additionally, the study provides practical implications for business leaders and HR practitioners.
Overall, my study discusses the potential of visionary leadership behavior to elevate employee outcomes. The study aligns with previous research and answers several calls for further research on visionary leadership, job satisfaction, and mediation mechanism with meaningfulness at work and commitment to the leader.
Das Arbeiten im Homeoffice war in der deutschen öffentlichen Verwaltung vor der Covid-19 Pandemie kein verbreitetes Arbeitsmodell. Mit der Pandemie änderte sich die Situation unerwartet und womöglich auch nachhaltig. Vor dem Hintergrund unterschiedlicher Erfahrungen ist die Frage nicht mehr ob, sondern wie zukünftig in der Verwaltung mobil, flexibel und dezentral sowie in virtuellen Teams gearbeitet werden kann und soll. Dieser Beitrag untersucht diese Konzepte genauer, veranschaulicht deren praktische Anwendung und erörtert entsprechende Perspektiven für das zukünftige Arbeiten im öffentlichen Dienst.
IMPACT German municipalities have prepared performance budgets for over 10 years. The incorporation of performance information into the budget is, however, still work in progress. Local politicians perceive the usability of non-financial information in the budget as low and do not use such information intensively for budget composition or other purposes. German municipal budgets are usually voluminous because of their highly detailed structure and the large amount of displayed performance data which rarely informs about outcomes. Such information does not meet the needs of councillors, for example in their struggles with political opponents. Some options for improving the usability of budgetary information are presented.
Urban pollution

We use worldwide satellite data to analyse how population size and density affect urban pollution. We find that density significantly increases pollution exposure. Looking only at urban areas, we find that population size affects exposure more than density. Moreover, the effect is driven mostly by population commuting to core cities rather than the core city population itself. We analyse heterogeneity by geography and income levels. By and large, the influence of population on pollution is greatest in Asia and middle-income countries. A counterfactual simulation shows that PM2.5 exposure would fall by up to 36% and NO2 exposure up to 53% if within countries population size were equalized across all cities.
Wesenskern der Verwaltungswissenschaft ist nach wie vor die Frage nach Dysfunktionalitäten bürokratischer Organisationen. Schwerfälligkeit durch überbordende Bürokratie wird in der Forschung hierbei als Red Tape bezeichnet. Aufgrund der relationalen Beschaffenheit ist die Frage weniger, was alles Red Tape ist, sondern vielmehr wie Verwaltungsmitarbeitende mit Red Tape umgehen. Diese Arbeit soll dazu beitragen, Bewältigungsstrategien, auch Coping genannt, bezogen auf Red Tape zu verstehen. Mittels Survey-Experiment wird untersucht, inwieweit die individuelle Bewältigungsstrategie durch die Form (analog/digital), über die Red Tape transportiert wird, und den Ursprung (intern/extern), von dem Red Tape ausgeht, beeinflusst wird. Die Ergebnisse zeigen unter Berücksichtigung des transaktionalen Stressmodells von Lazarus und Folkman, dass Mitarbeitende der Verwaltung insbesondere dann aktive Bewältigungsstrategien auswählen, wenn diese durch externe Quellen hervorgerufen wird und zudem analog vorliegt.
Public administrations confront fundamental challenges, including globalization, digitalization, and an eroding level of trust from society. By developing joint public service delivery with other stakeholders, public administrations can respond to these challenges. This increases the importance of inter-organizational governance—a development often referred to as New Public Governance, which to date has not been realized because public administrations focus on intra-organizational practices and follow the traditional “governmental chain.”
E-government initiatives, which can lead to high levels of interconnected public services, are currently perceived as insufficient to meet this goal. They are not designed holistically and merely affect the interactions of public and non-public stakeholders. A fundamental shift toward a joint public service delivery would require scrutiny of established processes, roles, and interactions between stakeholders.
Various scientists and practitioners within the public sector assume that the use of blockchain institutional technology could fundamentally change the relationship between public and non-public stakeholders. At first glance, inter-organizational, joint public service delivery could benefit from the use of blockchain. This dissertation aims to shed light on this widespread assumption. Hence, the objective of this dissertation is to substantiate the effect of blockchain on the relationship between public administrations and non-public stakeholders.
This objective is pursued by defining three major areas of interest. First, this dissertation strives to answer the question of whether or not blockchain is suited to enable New Public Governance and to identify instances where blockchain may not be the proper solution. The second area aims to understand empirically the status quo of existing blockchain implementations in the public sector and whether they comply with the major theoretical conclusions. The third area investigates the changing role of public administrations, as the blockchain ecosystem can significantly increase the number of stakeholders.
Corresponding research is conducted to provide insights into these areas, for example, combining theoretical concepts with empirical actualities, conducting interviews with subject matter experts and key stakeholders of leading blockchain implementations, and performing a comprehensive stakeholder analysis, followed by visualization of its results.
The results of this dissertation demonstrate that blockchain can support New Public Governance in many ways while having a minor impact on certain aspects (e.g., decentralized control), which account for this public service paradigm. Furthermore, the existing projects indicate changes to relationships between public administrations and non-public stakeholders, although not necessarily the fundamental shift proposed by New Public Governance. Lastly, the results suggest that power relations are shifting, including the decreasing influence of public administrations within the blockchain ecosystem. The results raise questions about the governance models and regulations required to support mature solutions and the further diffusion of blockchain for public service delivery.
Time for change?

Purpose:
This study aims to provide probable future developments in the form of holistic scenarios for business negotiations. In recent years, negotiation research did not put a lot of emphasis on external changes. Consequently, current challenges and trends are scarcely integrated, making it difficult to support negotiation practice perspectively.
Design/methodology/approach:
This paper applies the structured, multi-method approach of scenario analysis. To examine the future space of negotiations, this combines qualitative and quantitative measures to base our analysis on negotiation experts’ assessments, estimations and visions of the negotiation future.
Findings:
The results comprise an overview of five negotiation scenarios in the year 2030 and of their individual drivers. The five revealed scenarios are: digital intelligence, business as usual, powerful network – the route to collaboration, powerful network – the route to predominance and system crash.
Originality/value:
The scenario analysis is a suitable approach that enables to relate various factors of the negotiation environment to negotiations themselves and allows an examination of future changes in buyer–seller negotiations and the creation of possible future scenarios. The identified scenarios provide an orientation for business decisions in the field of negotiation.

This paper provides novel evidence on the impact of public transport subsidies on air pollution. We obtain causal estimates by leveraging a unique policy intervention in Germany that temporarily reduced nationwide prices for regional public transport to a monthly flat rate price of 9 Euros. Us-ing DiD estimation strategies on air pollutant data, we show that this intervention causally reduced a benchmark air pollution index by more than six percent. Our results illustrate that public transport subsidies – especially in the context of spatially constrained cities – offer a viable alterna-tive for policymakers and city planers to improve air quality, which has been shown to crucially affect health outcomes.
This cumulative doctoral thesis consists of three empirical studies that examine the role of top-level executives in shaping adverse financial reporting outcomes and other forms of corporate misconduct. The first study examines CEO effects on a wide range of offenses. Using data from enforcement actions by more than 50 U.S. federal agencies, regression re-sults show CEO effects on the likelihood, frequency, and severity of corporate misconduct. The findings hold for financial, labor-related, and environmental offenses; however, CEO effects are more pronounced for non-financial misconduct. Further results show a positive relation between CEO ability and non-financial misconduct, but no relation with financial misconduct, suggesting that higher CEO ability can have adverse consequences for employee welfare and society and public health. The second study focuses on CEO and CFO effects on financial misreporting. Using data on restatements and public enforcement actions, regression results show that the incremental effect of CFOs is economically larger than that of CEOs. This greater economic impact of CFOs is particularly pronounced for fraudulent misreporting. The findings remain consistent across different samples, methods, misreporting measures, and specification choices for the underlying conceptual mechanism, highlighting the important role of the CFO as a key player in the beyond-GAAP setting. The third study reexamines the relation between equity incentives and different reporting outcomes. The literature review reveals large variation in the empirical measures for firm size as standard control variable, equity incentives as key explanatory variables, and the reporting outcome of interest. Regres-sion results show that these design choices have a direct bearing on empirical results, with changes in t-statistics that often exceed typical thresholds for statistical significance. The find-ings hold for aggressive accrual management, earnings management through discretionary accruals, and material misstatements, suggesting that common design choices can have a large impact on whether equity incentives effects are considered significant or not.
