Organic Farming as a Compensatory Measure German's agricultural land is not only being gobbled up by development; whole sections are being bought up in compensation for interventions made elsewhere, thus rapidly decimating the countrie's farming land resources. For this reason, calls are being made to take land that is converted from conventional to organic farming and add it to the pool of "compensation" areas, thus killing two birds - one of them being the establishment of more organic farming - with one stone. Various German regions have adopted the approach. Although organic farming serves both agricultural and environmental objectives, it cannot cover all the requirements of nature conservation. For example, it benefits abiotic resources such as soil and water through its use of natural fertilizers and erosion-combating cultivation, but can do little to protect highly endangered species and biotopes. Moreover, organic farms do not necessarily meet the legal requirement that compensation land must fulfil a similar function to the land it is "compensating" for. In other words, land converted to organic farming cannot necessarily ameliorate or compensate for impact on biotopes and species elsewhere. Regarding this approach as a solution to the rapid disappearance of farming land simply diverts attnetion away from the real cause: Urban sprawl and road building.
Ökologisch orientierte Planung umreisst ein komplexes Geschehen, für das fundiertes (natur)wissenschaftliches Grundverständnis, Kreativität und die Fähigkeit, Planung als Kommunikationsprozess zu gestalten, gleichermaßen notwendig sind. Das Buch gibt einen komprimierten Überblick über die wesentlichen Instrumente und Verfahrensweisen. Für die Erfassung, Analyse, Prognose und Bewertung des Naturhaushalts und des Landschaftsbildes sowie für die Darstellung der Auswirkungen von Raumnutzungen bis hin zur Nachkontrolle stellen die Autoren unterschiedliche Verfahrensweisen und Methoden vor. Für jeden Bereich werden die theoretischen Grundlagen angesprochen, gängige Methodenbausteine erläutert und in ihrer Anwendung auf die Schutzgüter bzw. Raumnutzungen exemplarisch verdeutlicht.
Im Rieselfeldgebiet Berlin-Süd verursachte die Abwasserbeaufschlagung Veränderungen in der Struktur des Geosystems und in seinen Interaktionen mit der Umgebung. Bei der Einstellung des Abwasserinputs unterliegt das Bodensubstrat einer intensiven Nettomineralisierung, einer Zunahme der Acidität sowie Abnahme der Pufferkapazität. Sowohl der Ap- und der Al-Horizont als auch die beiden Unterbodenhorizonte Bts bzw. Cv wiesen charakteristische Veränderungen der Schwermetallgehalte, der organischen Bodensubstanz sowie der Kationenaustauschkapazität auf. Die Sickerwasserproben zeigten generell eine Zunahme der Acidität und der Konzentration biophiler Stoffspecies bzw. von Schwermetallen, wobei in allen Untersuchungsebenen eine gleichsinnige Beschaffenheitsänderung erfolgte.
Problemstellung • Geoökologische Prozessforschung versucht für große Landschaftsausschnitte, die in der Natur ablaufenden und vom Menschen beeinflussten Prozesse mit Hilfe von Modellen nachzuvollziehen • exakte Erfassung der Ausstattung des Untersuchungsraumes ist wesentliche Voraussetzung für eine wirklichkeitsnahe Abbildung • Modelle derzeit weder in der Lage, alle ablaufenden Prozesse in die Betrachtung einzubeziehen, noch präzise Eingangsdaten bei der Beschreibung des Ausgangszustandes zu verarbeiten • häufig liegen Modelleingangsdaten nicht in der notwendigen Präzision vor • In Modellen wird Ausstattung eines Untersuchungsgebietes über den Boden, den Grundwassereinfluss und die Flächennutzung beschrieben • Flächennutzung besitzt weitgehend statische Elemente (Nutzungstypen Wald, Gewässer, Siedlung) und hochdynamische Elemente (jährlicher Wechsel der Fruchtart auf jedem Acker) • Bedarf nach detaillierter (lage- und zeitkonkreter) Eingabe der Verteilung der Ackerfrüchte im Modellzeitraum, da Landwirtschaft als eine der bedeutenden Quellen für diffusen Nährstoffeintrag ins Ökosystem angesehen wird Stand der Forschung • bei Erfassung von Kulturen der Landwirtschaft aus Fernerkundungsdaten hat sich multitemporale Klassifizierung als sinnvoll erwiesen, weil sich anhand einer Einzelaufnahme die verschiedenen Kulturen nicht sicher trennen lassen • Klassifizierung erfolgt mit überwachten Methoden unter Verwendung von Trainingsflächen im Datensatz, von denen die dort angebaute Frucht bekannt ist • in die Klassifizierung werden zusätzliche Informationen einbezogen (Fuzzy), die Auskunft über die Wahrscheinlichkeit des Auftretens der Frucht geben (Anbaueignung in Abhängigkeit von Hangneigung, Niederschlag, Höhenlage, Boden) Die Ergebnisse dieser Klassifikationen sind meist nicht auf andere Landschaftsausschnitte und Anbaujahre übertragbar, weil die Ausprägung der Spektralsignatur einer Kultur durch veränderte Boden- und Witterungsbedingungen variiert. Die verschiedenen Meßverfahren zur Bestimmung von Bodenwassergehalten und der Bodenfeuchte konnten während ihres Einsatzes im Uvs-Nuur-Becken über einen längeren Zeitraum hinweg erprobt werden. Dabei stellte sich heraus, daß die Thetasonde und die Stechzylinderproben sich zur Bestimmung des volumetrischen Bodenwassergehalts gut eignen. An den Standorten, an denen parallele Messungen mit beiden Verfahren möglich waren, zeigten Vergleiche der Meßreihen, daß sich die beiden Methoden gegenseitig bestätigen. Nur in Einzelfällen traten größere Abweichungen zwischen den Tageswerten auf. Einschränkend auf die Anwendbarkeit der Verfahren und die Genauigkeit der Meßergebnisse kann sich die Bodenbeschaffenheit auswirken. In stark verdichteten oder skelettreichen Böden ist das Einbringen der Sondenmeßstäbe schwierig und stellenweise nicht möglich. Derartige Böden sind auch für die Entnahme von Stechzylinderproben problematisch, da es schwierig ist Materialverluste bei der Entnahme gering zuhalten. Die Verfahren zur Bestimmung der Bodenfeuchte, Tensiometer und Gipsblocksensoren, hatten gegenüber den anderen Verfahren den Vorteil, daß sie automatisiert waren. Auf diese Weise konnte auch ohne intensive Betreuung eine hohe zeitliche Meßdichte erzielt werden. Über eine Eichkurve, die im Labor erstellt wurde, konnten den Wasserspannungen die entsprechenden Bodenwassergehalte zugeordnet werden. Für Station S 2 sind die Tensiometermeßwerte gut geeignet, um zusammen mit den Stechzylinderproben die Bodenwasserdynamik zu beschreiben. An den anderen Standorten liegen die Wassergehalte, die man über die Eichkurve erhält, verglichen mit Thetasonden- und Stechzylinderwerten sehr viel höher. Beim Einsatz von Tensiometern und Gipsblocksensoren in diesem Gebiet muß aufgrund des geringen Bodenwassergehalts vieler Standorte besonders darauf geachtet werden, daß die Sensoren bzw. die Kerzen eng vom Boden umschlossen sind, ansonsten kann es zu erheblichen Beeinträchtigungen der Meßgenauigkeit kommen. Bei den Tensiometern muß zusätzlich darauf geachtet werden, daß der Meßbereich nicht überschritten wird. Die Variabilität zwischen den Bodenwassergehalten der Standorte ergibt sich aus ihrer Lage im Untersuchungsgebiet und dem Witterungsgeschehen. Die deutlichsten Unterschiede zeigen sich beim Vergleich der Standorte der Ebenen und der Hangbereiche. An den Standorten in der Ebene ist die potentielle Evapotranspiration höher als an den Hangstandorten, dies wirkt sich auf die absolute Höhe der Bodenwassergehalte und auf ihre Variabilität aus. In der Ebene gehen die Bodenwassergehalte nach einer Erhöhung durch Niederschlagseinträge aufgrund der starken Evapotranspiration relativ schnell wieder zurück, so kommt es zu einer hohen Variabilität. An den Hangstandorten ist dieser Effekt abgeschwächt, besonders gering ist die potentielle Verdunstung im Wald am Standort S 7. Die Meßreihen dort weisen geringere Gegensätze zwischen den Extrema auf. Die signifikanten Unterschiede der Bodenwassergehalte verschiedener Meßtiefen eines Standortes werden anhand Variationskoeffizienten der Meßreihen deutlich. In 5 cm Bodentiefe spiegelt sich das aktuelle atmosphärische Geschehen wider. Niederschlagseinträge werden durch eine unmittelbare Erhöhung des Bodenwassergehalts sichtbar. Ist die potentielle Verdunstung nach einer Erhöhung der Bodenwassergehalte durch Niederschlagseinträge hoch, verringern sich die Bodenwassergehalte in dieser Meßtiefe auch schnell wieder. In den Bereichen ab 20 cm Bodentiefe sind kurzfristige Erhöhungen des Bodenwassergehalts nur nach sehr starken Niederschlägen zu beobachten. Veränderungen wie der allmähliche Rückgang des Bodenwassergehalts in den tieferen Bodenschichten an S 3 sind nur über einen längeren Zeitraum festzustellen. Die zeitliche Variabilität der Bodenwassergehalte wird vom Witterungsgeschehen, insbesondere den Niederschlägen und der potentiellen Verdunstung, bestimmt. Im Sommer 1998 ist das Verhältnis von Niederschlag und potentieller Verdunstung so, daß auch nach den Hauptniederschlägen des Jahres in den Sommermonaten keine Erhöhung der Bodenwassergehalte stattgefunden hat. An Station S 3 ist in den tieferen Bodenschichten eine Austrocknung zu verzeichnen. Dies ist der Hauptunterschied zwischen den Jahren 1997 und 1998. 1997 fällt sehr viel mehr Regen als 1998, es kommt zu einer nachhaltigen Durchfeuchtung des Bodens. Auch die Verdunstung ist 1997 geringer. Nach Niederschlägen findet daher kein so schneller Rückgang der Bodenwassergehalte wie 1998 statt, und die Variabilität der Meßwerte ist geringer. Es ist anzunehmen, daß die Bodenwassergehalte am Anfang der Meßperiode des Jahres 1998, die im Laufe des Meßzeitraums abnehmen, Vorräte aus den Einträgen des Jahres 1997 darstellen. Eine nachhaltige Durchfeuchtung des Bodens findet also nur bei sehr hohen Niederschlagseinträgen wie im Jahr 1997 statt.
Die Stellung der Landwirtschaft im Naturschutzrecht besitzt für das Verhältnis von Naturschutz und Landwirtschaft eine zentrale Bedeutung. Obwohl von der Landwirtschaft als dem größten Flächennutzer erhebliche Umweltbelastungen ausgehen, ist sie durch eine Vielzahl von Ausnahmeregelungen von zentralen Instrumenten des Naturschutzes wie der Eingriffsregelung ausgenommen und gegenüber anderen Nutzungen privilegiert. Hinzu kommen unterschiedliche Anforderungen in den Ländern. Bei der Weiterentwicklung des Naturschutzrechts stehen die Anforderungen des Naturschutzes an die Landwirtschaft regelmäßig im Mittelpunkt der politischen Auseinandersetzung. Vor dem Hintergrund der aktuellen Krise in der Landwirtschaft wird das rechtliche Verhältnis von Landwirtschaft und Naturschutz analysiert und Möglichkeiten für eine Weiterentwicklung aufgezeigt.
Im Landschaftszustand und in der Landschaftsentwicklung kommen funktionale Beziehungen zwischen dem naturbedingten Energie-, Wasser- und Stoffhaushalt einerseits und den Auswirkungen der Landnutzung andererseits zum Ausdruck. Gegenwärtig verändert der globale Anstieg der bodennahen Temperaturen vielerorts den landschaftlichen Energie-, Wasser- und Stoffhaushalt, wobei besonders in Trockengebieten zu erwarten ist, dass dieser Trend in Verbindung mit einer unangepassten Landnutzung das Regenerationsvermögen der Vegetation einschränkt und zur Zerstörung der Bodendecke führt. Für die Mongolei und für benachbarte Gebiete Asiens sind in Szenarien zur globalen Erwärmung hohe Werte des Temperaturanstiegs prognostiziert worden. Eine globale Einschätzung der anthropogen induzierten Bodendegradation hat diese Region als stark oder extrem stark betroffen eingestuft. Vor diesem Hintergrund wurde im Uvs-Nuur-Becken, das im Nordwesten der Mongolei und damit in einer der trockensten Regionen des Landes gelegen ist, untersucht, wie sich der globale Temperaturanstieg auf der lokalen und regionalen Ebene widerspiegelt und wie der Landschaftshaushalt dabei verändert wird. Die Auswirkungen des sommerlichen Witterungsverlaufes auf den Landschaftszustand sind 1997 bis 1999 an einem Transsekt erfasst worden, das sich zwischen dem Kharkhiraa-Gebirge am Westrand des Beckens und dem See Uvs Nuur im Beckeninneren von den Polsterfluren und Matten der alpinen Stufe über die Gebirgswaldsteppe, die Trockensteppe bis zur Halbwüste erstreckt. An neun Messpunkten wurden witterungsklimatische Daten in Verbindung mit Merkmalen der Vegetation, des Bodens und der Bodenfeuchte aufgenommen. Die im Sommer 1998 gewonnenen Messwerte wurden mit Hilfe einer Clusteranalyse gebündelt und verdichtet. Auf dieser Grundlage konnten landschaftliche Zustandsformen inhaltlich gekennzeichnet, zeitlich eingeordnet und durch Zeit-Verhaltens-Modelle (Stacks) abgebildet werden. Aus den Zeit-Verhaltens-Modellen wird ersichtlich, dass man Zustandsformen, in denen die Hitze und die Trockenheit des Sommers 1998 besonders stark zum Ausdruck kommen, an allen Messpunkten beobachten kann, nimmt man die Station auf dem fast 3.000 m hohen Gipfel des Khukh Uul sowie die grundwasserbeeinflusste Station in unmittelbarer Seenähe aus. In ihrer extremen Form sind Trockenperioden jedoch nur im Beckeninneren und am Fuß der Randgebirge, also in der Halbwüste, in der Trockensteppe und in der Wiesensteppe aufgetreten. Im Bergwald sowie im Bereich der alpinen Matten und Polsterfluren fehlen sie. Am stärksten sind die grundwasserfreien Bereiche der Halbwüste von der Hitze und Niederschlagsarmut des Sommers 1998 betroffen. An vier Fünfteln der Tage des Beobachtungszeitraumes herrscht an diesem Messpunkt extreme Trockenheit. Es fällt entweder gar kein Niederschlag oder nur so wenig, dass der seit dem Frühjahr erschöpfte Bodenwasservorrat nicht aufgefüllt wird. Das Verhältnis zwischen Niederschlag und potenzieller Verdunstung liegt hier bei 1:12. In der Halbwüste zeichnet sich eine fortschreitende Desertifikation ab, zumal hier eine nichtangepasste Weidenutzung dominiert, in der Ziegen eine immer größere Rolle spielen. Dies gilt insbesondere für Bereiche in Siedlungsnähe. Örtlich ist auch der Bestand der Trockensteppe gefährdet, die sich an die Halbwüste zum Beckenrand hin anschließt. Hier ist nicht nur die Viehdichte am höchsten, sondern hier werden auch die meisten unbefestigten Fahrwege wild angelegt und die Bodendecke damit zerstört. Dies kann im Endeffekt zu einem Übergreifen von Prozessen der Desertifikation führen. Aus methodischer Sicht zeigt sich, dass die Kennzeichnung landschaftlicher Zustandsformen durch Zeit-Verhaltens-Modelle die Ermittlung der Auswirkungen von Witterung und Klima auf den Landschaftszustand erleichtert, da sie deren Aussage konzentriert. Zur Interpretation der Ergebnisse ist jedoch ein Rückgriff auf die beschreibende Darstellung der Messwerte notwendig. Die im westlichen Uvs-Nuur-Becken und seinen Randgebirgen angewandte Verfahrensweise ermöglicht es, globale Aussagen zur globalen Erwärmung der Kontinente regional oder lokal zu überprüfen und zu untersetzen."

Wissenschaftstheoretische Grundlagen zur Bewertung und ihre Bedeutung für die Naturschutzpraxis

Der Beitrag zeigt auf, dass sich mit "Wildnis" und Planung Paradoxien in mehrfacher Hinsicht verbinden: So ist in Mitteleuropa die Grenzziehung zwischen anthropogener Nutzung und ungelenkter Entwicklung immer eine bewusst zu treffende Entscheidung - alle unsere Nationalparke und Kernzonen anderer Schutzgebiete beruhen auf diesem Prinzip. Vor dem Hintergrund des umfassenden Gestaltungsanspruchs einer "Landschafts-"Planung gilt es zudem zu beachten, dass umfassende Eingriffe in komplexe Systeme gerade keine Rückkoppelung mehr zulassen, welche Folgen genau auf welche Einzelmaßnahmen zurückzuführen sind und damit in eine "geplante PLanlosigkeit" münden. In Mitteleuropa wird Wildnis großflächig in der Regel nur als Folge einer bewussten Entscheidung möglich sein, jedoch wird daneben immer auch das Prinzip Zufall als wesentlicher Gestalter stehen. Anlass, sich mit dem Thema Wildnis und Planung zu befassen, geben auch Flächenansprüche nach Räumen ungelenkter Entwicklung, die den vorläufigen Stand einer Entwicklung des Naturschutzgedankens markieren, dabei aber in der flächendeckend von menschlicher Einflussnahme geprägten mitteleuropäischen Kulturlandschaft oft im Konflikt zu Nutzungsinteressen stehen. Daneben zeichnet sich unter den Bedingungen des Weltmarktes und der EU-Osterweiterung ein Rückzug der Landwirtschft aus der Fläche ab, der neue Spielräume eröffnet, zugleich aber die Frage nach Lenkungsmöglichkeiten aufwirft. Der bewusste Umgang mit Wildnis im Siedlungsraum beinhaltet dabei mehrere Dimensionen: Eine räumliche (z.B. Zonierungen oder die Lage von Schutzgebieten betreffend), eine zeitliche (z.B. das Zulassen temporären Verwilderns), die Rolle des Menschen (z.B. die Art eines reglementierten/unregelmentierten Zugangs zu den betreffenden Gebieten) und die Art der Vermittlung des Wildnisgedankens (kommen unterstützend pädagogische Hilfsmittel zum Einsatz oder wird ganz bewusst davon abgesehen?). "Planung und Wildnis" bedeutet dabei, sich gerade auch über letzteres, nämlich die Kommunikation und Vermittlung von Naturschutzzielen im klaren zu sein.
The functioning of the surface water-groundwater interface as buffer, filter and reactive zone is important for water quality, ecological health and resilience of streams and riparian ecosystems. Solute and heat exchange across this interface is driven by the advection of water. Characterizing the flow conditions in the streambed is challenging as flow patterns are often complex and multidimensional, driven by surface hydraulic gradients and groundwater discharge. This thesis presents the results of an integrated approach of studies, ranging from the acquisition of field data, the development of analytical and numerical approaches to analyse vertical temperature profiles to the detailed, fully-integrated 3D numerical modelling of water and heat flux at the reach scale. All techniques were applied in order to characterize exchange flux between stream and groundwater, hyporheic flow paths and temperature patterns.
The study was conducted at a reach-scale section of the lowland Selke River, characterized by distinctive pool riffle sequences and fluvial islands and gravel bars. Continuous time series of hydraulic heads and temperatures were measured at different depths in the river bank, the hyporheic zone and within the river. The analyses of the measured diurnal temperature variation in riverbed sediments provided detailed information about the exchange flux between river and groundwater. Beyond the one-dimensional vertical water flow in the riverbed sediment, hyporheic and parafluvial flow patterns were identified. Subsurface flow direction and magnitude around fluvial islands and gravel bars at the study site strongly depended on the position around the geomorphological structures and on the river stage. Horizontal water flux in the streambed substantially impacted temperature patterns in the streambed. At locations with substantial horizontal fluxes the penetration depths of daily temperature fluctuations was reduced in comparison to purely vertical exchange conditions.
The calibrated and validated 3D fully-integrated model of reach-scale water and heat fluxes across the river-groundwater interface was able to accurately represent the real system. The magnitude and variations of the simulated temperatures matched the observed ones, with an average mean absolute error of 0.7 °C and an average Nash Sutcliffe Efficiency of 0.87. The simulation results showed that the water and heat exchange at the surface water-groundwater interface is highly variable in space and time with zones of daily temperature oscillations penetrating deep into the sediment and spots of daily constant temperature following the average groundwater temperature. The average hyporheic flow path temperature was found to strongly correlate with the flow path residence time (flow path length) and the temperature gradient between river and groundwater. Despite the complexity of these processes, the simulation results allowed the derivation of a general empirical relationship between the hyporheic residence times and temperature patterns. The presented results improve our understanding of the complex spatial and temporal dynamics of water flux and thermal processes within the shallow streambed. Understanding these links provides a general basis from which to assess hyporheic temperature conditions in river reaches.
Why Reality overtakes Planning - Landscape Planning in the Light of System Theory and Functional Control. There is not only a common reality but different perspectives of reality and any perception is provisional and revisable. This opinion is a component of different approaches in science theory and perception theory. There are effects on ecological planning in various respects. They concern for example the comprehension of methods, the prognosis of complex systems and the part the landscape planner plays in this process. Concerning this attitude, methods as well as planning methods develop to means. Not to means of identification of true or false perception but to means of establishing deductive communication. Reality - also that of landscapes - changes steadily. Due to this creatures as well as their environment find themselves in a complex network process of adaption which is called co-evolution. This process can be seen in various changes in land use history. Accidental influences, for example the sudden application of an innovation, may have an unpredictable impact on the development of landscapes. How can the planner deal with changes caused by accidental processes? The category of compensation measures (bases on the regulation of impacts) in the German planning system is a good example for this. These aspects plead against an extensive meaning of the term "landscape"-planning, because this would lead the subject ad absurdum. Planning as an unalterable component of human being can efficiently only change parts of our natural surroundings. It cannot control the complexity of landscape, but must explain the interaction of its components. Jährlich werden in Brandenburg ca. 500 ha Wald in andere Nutzungsarten umgewandelt. Durch die forst- und naturschutzrechtliche Pflicht zur Kompensation können die vielfältigen Funktionen des Waldes für Erholung, Natur- und Ressourcenschutz erhalten und gestärkt werden. Dafür ist eine intensive Zusammenarbeit von Forst- und Naturschutzverwaltung notwendig. So das Ergebnis einer Fachtagung des Lehrstuhl für Landschaftsplanung der Universität Potsdam am 10. Juni 2002 an der Landeslehrstätte für Naturschutz und Landschaftspflege in Lebus.

Planung ist untrennbar mit Annahmen über die Zukunft verbunden. Dabei lässt sich nachweisen, dass ein streng wissenschaftlich bzw. kausal eingegrenztes Prognoseverständnis für Prognosen in der Planung nicht zielführend ist. Für sie wird daher eine Auffassung entwickelt, die zum einen auf Ergebnisse der Chaosforschung, Systemtheorie und Thermodynamik, zum anderen auf in der Sozial- und Wirtschaftprognostik gebrauchte semantische (Wort-)Modelle Bezug nimmt: Aus ersteren ergibt sich, dass Prognosen komplexer Systeme keinesfalls mit Vorhersagen gleichgesetzt werden dürfen, sondern vielmehr eine rationale Analyse von Handlungsmöglichkeiten zu leisten haben. Aus letzteren wird deutlich, dass Prognosen als Mittel der Strukturierung von Informationen und damit letztlich zur Erkenntnisgewinnung eingesetzt werden können. Darauf aufbauend werden Anforderungen an doe Struktur von Prognosen und die Absicherung prognostisch relevanter Zusammenhänge aufgezeigt sowie Wirkfaktor- Beeinträchtigungsketten und Szenarien als gängige Prognosemethoden gegenübergestellt. Für die Kontrolle von Prognosen wird deutlich, dass einem Aufdekcne zugrunde gelegter wertender Annahmen und Randbedingungen u.U. größere Bedeutung als den eigentlichen Prognoseergebnissen zukommen kann.

Flugzeug- und Shuttle getragene SAR-Systeme werden zur Ableitung des Bodenwassergehalt im Oberboden verwendet. Die Untersuchungsgebiete lagen auf der Insel Rügen, in Oberbayern (Oberpfaffenhofen) und in Oklahoma (Little Washita). Die Regionalierung mit Fernerkundungsdaten wird anhand von geostatistisch aufbereiteten Referenzmessungen aus dem Feld verifiziert. Verschiedene Ableitungsverfahren (Regression, Rückstreuungsmodellierung, Nomogramme und Inversionsmodellierung) werden verglichen und Fehlermargen werden abgeleitet.
In Poland, EIA and SEA have been integrated into the planning system in a different way compared to Germany. There, EIA is performed within an independent procedure. For projects mandatorily requiring EIA, the respective county decides on the outcome of an EIA, whereas for projects with case-by-case screening the regional authority's council is responsible for this task. There are still significant uncertainties in the application of SEA which sometimes leads to conflicts with the EU provisions. In Poland, provisions for SEA were already made in the year 2000. Different SEA procedures are established for regional plans and for other environmental plans. Furthermore, in April 2004, provisions for the EA according to the Habitats Directive were made in the Polish nature protection act. EA according to the Habitats Directive is strongly linked to EIA and SEA. Poland is already experienced in the practice of EIA and SEA. However, there still is a lack of methodological guidelines. Furthermore, the different legal provisions and procedures need to be further adjusted to each other.
From 6 to 9 August 2012, intense rainfall hit the northern Philippines, causing massive floods in Metropolitan Manila and nearby regions. Local rain gauges recorded almost 1000mm within this period. However, the recently installed Philippine network of weather radars suggests that Metropolitan Manila might have escaped a potentially bigger flood just by a whisker, since the centre of mass of accumulated rainfall was located over Manila Bay. A shift of this centre by no more than 20 km could have resulted in a flood disaster far worse than what occurred during Typhoon Ketsana in September 2009.
Spatial patterns as well as temporal dynamics of soil moisture have a major influence on runoff generation. The investigation of these dynamics and patterns can thus yield valuable information on hydrological processes, especially in data scarce or previously ungauged catchments. The combination of spatially scarce but temporally high resolution soil moisture profiles with episodic and thus temporally scarce moisture profiles at additional locations provides information on spatial as well as temporal patterns of soil moisture at the hillslope transect scale. This approach is better suited to difficult terrain (dense forest, steep slopes) than geophysical techniques and at the same time less cost-intensive than a high resolution grid of continuously measuring sensors. Rainfall simulation experiments with dye tracers while continuously monitoring soil moisture response allows for visualization of flow processes in the unsaturated zone at these locations. Data was analyzed at different spacio-temporal scales using various graphical methods, such as space-time colour maps (for the event and plot scale) and binary indicator maps (for the long-term and hillslope scale). Annual dynamics of soil moisture and decimeterscale variability were also investigated. The proposed approach proved to be successful in the investigation of flow processes in the unsaturated zone and showed the importance of preferential flow in the Malalcahuello Catchment, a datascarce catchment in the Andes of Southern Chile. Fast response times of stream flow indicate that preferential flow observed at the plot scale might also be of importance at the hillslope or catchment scale. Flow patterns were highly variable in space but persistent in time. The most likely explanation for preferential flow in this catchment is a combination of hydrophobicity, small scale heterogeneity in rainfall due to redistribution in the canopy and strong gradients in unsaturated conductivities leading to self-reinforcing flow paths.

Voraussetzung für die nachhaltige Bewirtschaftung von Tieflandflusseinzugsgebieten ist ein umfassendes Verständnis der Wasserhaushalts- und Stofftransportprozesse in der Flussaue. Das Ziel dieser Arbeit ist die Untersuchung der Wasserhaushaltsprozesse und Stofftransportvorgänge innerhalb der grundwassergeprägten Talauenlandschaften von Tieflandeinzugsgebieten am Beispiel der im Nordostdeutschen Tiefland gelegenen Havel. Die Arbeiten in verschieden skaligen Teileinzugsgebieten der Havel beschäftigen sich dabei zum einen mit der experimentellen Untersuchung und vorrangig qualitativen Beschreibung der Wasserhaushaltsdynamik, zum anderen mit der Entwicklung eines zur quantitativen Analyse von Wasserhaushalts- und Stofftransportprozessen geeigneten Modells und der anschließenden Modellsimulation von Wasserhaushalt und Stickstoffmetabolik im Grundwasser sowie der Simulation von Landnutzungs- und Gewässerstrukturszenarien.

Für die experimentelle Untersuchung der Abflussbildung und der Wasserhaushaltsprozesse in den Talauenlandschaften des Haveleinzugsgebiets wurde Einzugsgebiet der ”Unteren Havel Niederung“ ein umfangreiches Messnetz installiert. Dabei wurden an mehreren Messstationen und Pegeln meteorologische Parameter, Bodenfeuchte sowie Grundwasserstände und Abflüsse beobachtet. Die Analyse der Messergebnisse führte zu einem verbesserten Verständnis von Wasserhaushaltsprozessen in der durch das oberflächennahe Grundwasser und die Oberflächengewässerdynamik beeinflussten Talauenzone. Darüber hinaus konnten durch die Implementierung der Messergebnisse konsistente Anfangs- und Randbedingungen für die Wasserhaushalts- und Grundwassermodellierung im Modellkonzept IWAN realisiert werden. Mit dem Modell IWAN (Integrated Modelling of Water Balance and Nutrient Dynamics) wurde ein Werkzeug geschaffen, welches die Berücksichtigung spezifischer hydrologischer Eigenschaften von Tieflandauen, wie z. B. den Einfluss des oberflächennahen Grundwassers bzw. der Dynamik von Oberflächenwasserständen auf den Wasserhaushalt, ermöglicht. Es basiert auf der Kopplung des deterministischen distribuierten hydrologischen Modells WASIM-ETH mit dem dreidimensionalen Finite-Differenzen-basierten Grundwassermodel MODFLOW. Die Modellierung der Stickstoffmetabolik im Grundwasser erfolgt durch das mit Grundwassermodell gekoppelte Stofftransportmodel MT3D. Zur modellbasierten Simulation des Wasserhaushalts der Tieflandauenlandschaften wurde das Modellkonzept IWAN für verschieden skalige Teileinzugsgebiete an der Havel für Simulationszeiträume von 2 Wochen bis zu 13 Jahren angewandt. Dabei wurden die Teilmodelle für Wasserhaushalts- und Grundwassermodellierung in zwei unterschiedlichen Teileinzugsgebieten der ”Unteren Havel Niederung“ kalibriert. Die anschließende Validierung erfolgte für das gesamte Einzugsgebiet der ”Unteren Havel“. Die Unsicherheiten des Modellansatzes sowie die Anwendbarkeit des Modells im Untersuchungsraum wurden geprüft und die Limitierung der Übertragbarkeit auf andere grundwasserbeeinflusste Tieflandeinzugsgebiete analysiert. Die Ergebnisse der Wasserhaushaltssimulationen führen einerseits zum erweiterten Prozessverständnis des Wasserhaushalts in Flachlandeinzugsgebieten, andererseits ermöglichten sie durch die Quantifizierung einzelner Prozessgrößen die Beurteilung der Steuerungsfunktion einzelner Wasserhaushaltsprozesse. Auf der Basis lokaler Simulationsergebnisse sowie geomorphologischer und gewässermorphologischer Analysen wurde ein Algorithmus entwickelt, welcher die Abgrenzung des direkten Eigeneinzugsgebiets der Havel als Raum der direkten Interaktion zwischen Oberflächengewässer und umgebendem Einzugsgebiet beschreibt. Durch Simulation des Wasserhaushalts im Eigeneinzugsgebiet mit dem Modell IWAN konnten die Interaktionsprozesse zwischen Fluss und Talauenlandschaft quantitativ beschrieben werden. Dies ermöglichte eine Bewertung der Abflussanteile aus dem Eigeneinzugsgebiet sowie eine Quantifizierung der zeitlich variablen Retentionskapazität der Auenlandschaft während Hochwasserereignissen. Zur Abschätzung des Einflusses veränderter Landnutzung und angepassten Managements auf den Wasserhaushalt der Talaue wurden Szenarien entwickelt, welche Änderungen der Landnutzung sowie der Gewässergeometrie implizieren. Die Simulation des Wasserhaushalts unter jeweiligen Szenariobedingungen ermöglichte die detaillierte Analyse sich ändernder Randbedingungen auf den Gebietswasserhaushalt und auf die Austauschprozesse zwischen Grundwasser und Oberflächengewässer. Zur Untersuchung der Stickstoffmetabolik im Grundwasser der Talauenlandschaft wurde das im Modellkonzept IWAN integrierte Stofftransportmodell MT3D für das Eigeneinzugsgebiet der Havel angewandt. Dies ermöglichte eine Bilanzierung der aus dem Grundwasser des Eigeneinzugsgebiets stammenden Nitratfrachtanteile der Havel sowie von Nitratkonzentrationen im Grundwasser. Szenariensimulationen, welche verminderte Nitrateinträge aus der durchwurzelten Bodenzone annehmen, ermöglichten die Quantifizierung der Effizienz von Managementmaßnahmen und Landnutzungsänderungen in Hinblick auf die Minimierung von Einträgen in Grundwasser und Oberflächengewässer.
Ziel dieser Arbeit war es, die Stickstoff- und Phosphorprozesse im nordostdeutschen Tiefland detailliert zu untersuchen und Handlungsoptionen hinsichtlich der Landnutzung zur nachhaltigen Steuerung der Stickstoff- und Phosphoreinträge in die Fließgewässer aufzuzeigen. Als Grundvoraussetzung für die Modellierung des Nährstoffhaushaltes mussten zunächst die hydrologischen Prozesse und die Abflüsse für die Einzugsgebiete validiert werden. Um dabei besonders das Prozessgeschehen im Tiefland zu berücksichtigen, war die Erweiterung von SWIM um einen Ammonium-Pool mit dessen Umsatzprozessen erforderlich. Außerdem wurde der Prozess der Nährstoffversickerung so ergänzt, dass neben Nitrat auch Ammonium und Phosphat durch das gesamte Bodenprofil verlagert und über die Abflusskomponenten zum Gebietsauslass transportiert werden können. Mit diesen Modellerweiterungen konnten die Stickstoff und Phosphorprozesse in den Untersuchungsgebieten gut abgebildet werden. Mit dem so validierten Modell wurden weitere Anwendungen ermöglicht. Nährstoffsimulationen für den Zeitraum 1981 bis 2000 dienten der Untersuchung des abnehmenden Trends in den Nährstoffkonzentrationen der Nuthe. Die Untersuchungsergebnisse lassen deutlich erkennen, dass sich die Konzentrationen nach 1990 hauptsächlich auf Grund der Reduzierung der Einträge aus punktförmigen Quellen und Rieselfeldern verringert haben. Weitere Modellrechnungen zur Herkunft der Nährstoffe haben ergeben, dass Nitrat überwiegend aus diffusen Quellen, Ammonium und Phosphat dagegen aus punktförmigen Quellen stammen. Als besonders sensitiv auf die Modellergebnisse haben sich die Parameter zu Landnutzung und -management und die Durchwurzelungstiefe der Pflanzen herausgestellt. Abschließend wurden verschiedene Landnutzungsszenarien angewendet. Die Ergebnisse zu den Szenariorechnungen zeigen, dass fast alle vorgegebenen Landnutzungsszenarien zu einer Verringerung der Stickstoff- bzw. Phosphoremissionen führten. Die Anwendung von Szenarien, die alle relevanten Zielvorgaben und Empfehlungen zum Ressourcenschutz berücksichtigen, zeigen die größten Veränderungen.

Large Central European flood events of the past have demonstrated that flooding can affect several river basins at the same time leading to catastrophic economic and humanitarian losses that can stretch emergency resources beyond planned levels of service. For Germany, the spatial coherence of flooding, the contributing processes and the role of trans-basin floods for a national risk assessment is largely unknown and analysis is limited by a lack of systematic data, information and knowledge on past events. This study investigates the frequency and intensity of trans-basin flood events in Germany. It evaluates the data and information basis on which knowledge about trans-basin floods can be generated in order to improve any future flood risk assessment. In particu-lar, the study assesses whether flood documentations and related reports can provide a valuable data source for understanding trans-basin floods. An adaptive algorithm was developed that systematically captures trans-basin floods using series of mean daily discharge at a large number of sites of even time series length (1952-2002). It identifies the simultaneous occurrence of flood peaks based on the exceedance of an initial threshold of a 10 year flood at one location and consecutively pools all causally related, spatially and temporally lagged peak recordings at the other locations. A weighted cumulative index was developed that accounts for the spatial extent and the individual flood magnitudes within an event and allows quantifying the overall event severity. The parameters of the method were tested in a sensitivity analysis. An intensive study on sources and ways of information dissemination of flood-relevant publications in Germany was conducted. Based on the method of systematic reviews a strategic search approach was developed to identify relevant documentations for each of the 40 strongest trans-basin flood events. A novel framework for assessing the quality of event specific flood reports from a user’s perspective was developed and validated by independent peers. The framework was designed to be generally applicable for any natural hazard type and assesses the quality of a document addressing accessibility as well as representational, contextual, and intrinsic dimensions of quality. The analysis of time-series of mean daily discharge resulted in the identification of 80 trans-basin flood events within the period 1952-2002 in Germany. The set is dominated by events that were recorded in the hydrological winter (64%); 36% occurred during the summer months. The occurrence of floods is characterised by a distinct clustering in time. Dividing the study period into two sub-periods, we find an increase in the percentage of winter events from 58% in the first to 70.5% in the second sub-period. Accordingly, we find a significant increase in the number of extreme trans-basin floods in the second sub-period. A large body of 186 flood relevant documentations was identified. For 87.5% of the 40 strongest trans-basin floods in Germany at least one report has been found and for the most severe floods a substantial amount of documentation could be obtained. 80% of the material can be considered grey literature (i.e. literature not controlled by commercial publishers). The results of the quality assessment show that the majority of flood event specific reports are of a good quality, i.e. they are well enough drafted, largely accurate and objective, and contain a substantial amount of information on the sources, pathways and receptors/consequences of the floods. The inclusion of this information in the process of knowledge building for flood risk assessment is recommended. Both the results as well as the data produced in this study are openly accessible and can be used for further research. The results of this study contribute to an improved spatial risk assessment in Germany. The identified set of trans-basin floods provides the basis for an assessment of the chance that flooding occurs simultaneously at a number of sites. The information obtained from flood event documentation can usefully supplement the analysis of the processes that govern flood risk.
This paper examines the effect of spatially variable initial soil moisture and spatially variable precipitation on predictive uncertainty of simulated catchment scale runoff response in the presence of threshold processes. The underlying philosophy is to use a physically based hydrological model named CATFLOW as a virtual landscape, assuming perfect knowledge of the processes. The model, which in particular conceptualizes preferential flow as threshold process, was developed based on intensive process and parameter studies and has already been successfully applied to simulate flow and transport at different scales and catchments. Study area is the intensively investigated Weiherbach catchment. Numerous replicas of spatially variable initial soil moisture or spatially variable precipitation with the same geostatistical properties are conditioned to observed soil moisture and precipitation data and serve as initial and boundary conditions for the model during repeated simulations. The effect of spatially soil moisture on modeling catchment runoff response was found to depend strongly on average saturation of the catchment. Different realizations of initial soil moisture yielded strongly different hydrographs for intermediate initial soil moisture as well as in dry catchment conditions; in other states the effect was found to be much lower. This is clearly because of the threshold nature of preferential flow as well as the threshold nature of Hortonian production of overland flow. It was shown furthermore that the spatial pattern of a key parameter (macroporosity) that determined threshold behavior is of vast importance for the model response. The estimation of these patterns, which is mostly done based on sparse observations and expert knowledge, is a major source for predictive model uncertainty. Finally, it was shown that the usage of biased, i.e. spatially homogenized precipitation, input during parameter estimation yields a biased model structure, which gives poor results when used with highly distributed input. Impacts of agricultural land use on the environment are various and do not contribute to modifications of the ecology of central European landscapes. They do not only cause a progressive reduction of the number of plant ans animal specis typical for central Europe. Ever since the increasing intensification of farming, from the application of large amounts of fertilizers and pesticides to the use of increasingly larger machinery and progressive specialization there has also been an increase of other, hitherto little noticed environmental impacts. Heavy machinery and cultivation during disadvantageous weather will provoke soil compaction. Unvarying crop rotation systems and plouging of terrain too steep for it will increase water erosion. Due to groundwater lowering former peat lands are increasingly prone to desiccation and thus extremely susceptible to wind erosion. High rates of fertilizer application contiuously increase the risk of nitrate eluviation into the groundwater. These hazards are explained and measures of reduction are shown. The latter are indeed compatible with the aims of intensive farming but with less negative consequences for the environment. Above all they make sure that future generations will be able to continue farming the agricultural lands of central Europe that have been under cultivation for thousands of years.
Ziel dieser Arbeit war es, die Auswirkungen der geothermischen Energieerzeugung aus umwelt- und naturschutzfachlicher Sicht zu untersuchen und zu bewerten. Auf der Grundlage einer umfassenden Literaturstudie, von Expertenbefragungen sowie der Besichtigung des Hydrothermalen Erdwärmekraftwerkes in Neustadt-Glewe und der Erdwärmesondenanlage auf dem Max-Planck-Campus in Golm wurden die für eine behördliche Genehmigung der Erschließung und Nutzung von Erdwärmevorkommen notwendigen gesetzlichen Regelungen systematisch aufgearbeitet und die mit den Techniken zur Erschließung bzw. den Anlagen zur Nutzung von Erdwärme verbundenen umweltrelevanten Wirkfaktoren ausgewiesen und systematisch dargestellt. Darauf aufbauend wurden die potenziellen Wirkungen auf die Schutzgüter des UVPG qualitativ erfasst und, soweit es in Anbetracht des derzeitigen Standes der Forschung möglich war, quantifiziert. Die Wirkungen wurden schließlich hinsichtlich ihrer Bedeutung und Erheblichkeit im Rahmen von behördlichen Genehmigungsentscheidungen bewertet und miteinander verglichen. Summary Possibilities of Co-Operation between Nature Conservation and Water Management. The EU Water Framework Directive (WFD) issued different regulations in the context of flodplains although not listing them directly as target areas to be dealt with. This makes clear that flodplains are assed as functional areas and therefore also need concrete requirements for their protection and development from a water management point of view. Additionally measures along rivers and streams necessary to reach the environmental aims of the WFD can result in changed conditions in floodplains. This is illustrated by examples of the Lower HAvel River. This may lead to conflicts with the aims and tasks of nature conservation. Particularly the definition of development aims needs an early identification of agreements and possible conflicts. Therefore the water management authorities have to consider the influence of the floodplains on the condition of the water bodies in an early stage: as soon as reference conditions are described, for the assessment of the risks to achieve the environmental aims as well as for the development of measurement programmes. Further it will be the task of nature conservation institutions to establish own target systems for the water bodies additionally to the NATURA2000- syetem of protection areas as well as for the development of measurement programmes of the WFD. Zusmamenfassung Die EU- Wasserrahmenrichtlinie benennt Auen zwar nicht direkt als Handlungsobjekte. Betrachtet man jedoch ihre verschiedenen Vorgaben im Zusammenhang, wird deutlich, dass Auen als Funktionsräume mit erfasst sind, weshalb zukünftig aus wasserwirtschaftlicher Sicht auch konkrete Anforderungen an ihren Schutz und ihre Entwicklung zu stellen sein werden. Zudem können Maßnahmen am Fließgewässer, die zum Erreichen der Umweltziele der WRRL erforderlich sind, zu Veränderungen der Bedingungen in Flussauen führen. Dies wird an Beispielen aus der Unteren Havel näher erläutert. Damit ergeben sich Überschneidungen mit den Zielen und Aufgaben des Naturschutzes in Flussauen, die eine enge Abstimmung von Wasserwirtschaft und Naturschutz erforderlich machen. Besonders bei der Festlegung von Entwicklungszielen sind Gemeinsamkeiten und mögliche Konfliktpotenziale frühzeitig zu identifizieren. Dazu ist es erforderlich, dass von der Wasserwirtschaft der Einfluss der Auen auf den Zustand der Wasserkörper bereits bei der Beschreibung der Referenzzustände, der Bewertung der Risiken für das Erreichen der Umweltziele sowie der Entwicklung von Maßnahmenprogrammen berücksichtigt wird. Um Einfluss auf die Maßnahmenprogramme n. WRRL nehmen zu können, wird es Aufgabe des Naturschutzes sein, auch über das Schutzgebietssystem NATURA2000 hinaus eigene gewässerbezogene Zielsysteme zum Auenschutz aufzustellen.
The development of rural areas concerning food security, sustainability and social-economic stability is key issue to the globalized community. Regarding the current state of climatic change, especially semi-arid regions in uenced by monsoon or El Niño are prone to extreme weather events. Droughts, ooding, erosion, degradation of soils and water quality and deserti cation are some of the common impacts. State of the art in hydrologic environmental modeling is generally operating under a reductionist paradigm (Sivapalan 2005). Even an enormous quantity of process-oriented models exists, we fail in due reproduction of complexly interacting processes in their effective scale in the space-time-continuum, as they are described through deterministic small-scale process theories (e.g. Beven 2002). Yet large amounts of parameters - with partly doubtful physical expression - and input data are needed. In contradiction to that most soft information about patterns and organizing principles cannot be employed (Seibert and McDonnell 2002). For an analysis of possible strategies on the one hand towards integrated hydrologic modeling as decision support and on the other hand for sustainable land use development the 512 km2 large catchment of the Mod river in Jhabua, Madhya Pradesh, India has been chosen. It is characterized by a setting of common problems of peripheral rural semi-arid human-eco-systems with intensive agriculture, deforestation, droughts and general hardship for the people. Scarce data and missing gauges are adding to the requirements of data acquisition and process description. The study at hand presents a methodical framework to combine eld scale data analysis and remote sensing for the setup of a database focusing plausibility over strict data accuracy. The catena-based hydrologic model WASA (Güntner 2002) employes this database. It is expanded by a routine for crop development simulation after the de Wit approach (e.g. in Bouman et al. 1996). For its application as decision support system an agentbased land use algorithm is developed which decides on base of site speci cations and certain constraints (like maximum pro t or best local adaptation) about the cropping. The new model is employed to analyze (some) land use strategies. Not anticipated and a priori de ned scenarios will account for the realization of the model but the interactions within the system. This study points out possible approaches to enhance the situation in the catchment. It also approaches central questions of ways towards due integrated hydrological modeling on catchment scale for ungauged conditions and to overcome current paradigms.

Throughfall measurements were made under primary terra firme rainforest in the Rio Pichis valley, in the Upper Amazon Basin of Peru. Based on 214 precipitation events over nearly 18 months, throughfall was estimated to be 83.1±8.8% of gross precipitation. Regression analysis of all events revealed that gross precipitation is the only significant explanatory variable; the use of one-burst events does not significantly improve the regression relationship. Gross precipitation is, however, a poor predictor of throughfall for small rainfall events. The two forest structure parameters, canopy capacity, S, and free throughfall coefficient, p, were determined to be 1.3±0.2 mm and 0.32±0.18 mm. Rainfall intensity was found to influence these parameters. New methods which attempt to minimize the influence of meteorologic variables are used to estimate the potential values of these canopy parameters.
Due to limited public budgets and the need to economize, the analysis of costs of hazard mitigation and emergency management of natural hazards becomes increasingly important for public natural hazard and risk management. In recent years there has been a growing body of literature on the estimation of losses which supported to help to determine benefits of measures in terms of prevented losses. On the contrary, the costs of mitigation are hardly addressed. This paper thus aims to shed some light on expenses for mitigation and emergency services. For this, we analysed the annual costs of mitigation efforts in four regions/countries of the Alpine Arc: Bavaria (Germany), Tyrol (Austria), South Tyrol (Italy) and Switzerland. On the basis of PPP values (purchasing power parities), annual expenses on public safety ranged from EUR 44 per capita in the Free State of Bavaria to EUR 216 in the Autonomous Province of South Tyrol. To analyse the (variable) costs for emergency services in case of an event, we used detailed data from the 2005 floods in the Federal State of Tyrol (Austria) as well as aggregated data from the 2002 floods in Germany. The analysis revealed that multi-hazards, the occurrence and intermixture of different natural hazard processes, contribute to increasing emergency costs. Based on these findings, research gaps and recommendations for costing Alpine natural hazards are discussed.
Changes in soil hydraulic properties following ecosystem disturbances can become relevant for regional water cycles depending on the prevailing rainfall regime. In a tropical montane rainforest ecosystem in southern Ecuador, plot- scale investigations revealed that man-made disturbances were accompanied by a decrease in mean saturated hydraulic conductivity (Ks), whereas mean Ks of two different aged landslides was undistinguishable from the reference forest. Ks spatial structure weakened after disturbances in the topsoil. We used this spatial-temporal information combined with local rain intensities to assess the probability of impermeable soil layers under undisturbed, disturbed, and regenerating land-cover types. We furthermore compared the Ecuadorian man-made disturbance cycle with a similar land-use sequence in a tropical lowland rainforest region in Brazil. The studied montane rainforest is characterized by prevailing vertical flowpaths in the topsoil, whereas larger rainstorms in the study area potentially result in impermeable layers below 20 cm depth. In spite of the low frequency of such higher-intensity events, they transport a high portion of the annual runoff and may therefore significant for the regional water cycle. Hydrological flowpaths under two studied landslides are similar to the natural forest except for a somewhat higher probability of impermeable layer formation in the topsoil of the 2-year-old landslide. In contrast, human disturbances likely affect near-surface hydrology. Under a pasture and a young fallow, impermeable layers potentially develop already in the topsoil for larger rain events. A 10-year-old fallow indicates regeneration towards the original vertical flowpaths, though the land-use signal was still detectable. The consequences of land-cover change on near-surface hydrological behaviour are of similar magnitude in the tropical montane and the lowland rainforest region. This similarity can be explained by a more pronounced drop of soil permeability after pasture establishment in the montane rainforest region in spite of the prevailing much lower rain intensities.
The influence of land-use changes on soil hydraulic properties : implications for runoff generation

Forests are a key resource serving a multitude of functions such as providing income to forest owners, supplying industries with timber, protecting water resources, and maintaining biodiversity. Recently much attention has been given to the role of forests in the global carbon cycle and their management for increased carbon sequestration as a possible mitigation option against climate change. Furthermore, the use of harvested wood can contribute to the reduction of atmospheric carbon through (i) carbon sequestration in wood products, (ii) the substitution of non-wood products with wood products, and (iii) through the use of wood as a biofuel to replace fossil fuels. Forest resource managers are challenged by the task to balance these multiple while simultaneously meeting economic requirements and taking into consideration the demands of stakeholder groups. Additionally, risks and uncertainties with regard to uncontrollable external variables such as climate have to be considered in the decision making process. In this study a scientific stakeholder dialogue with forest-related stakeholder groups in the Federal State of Brandenburg was accomplished. The main results of this dialogue were the definition of major forest functions (carbon sequestration, groundwater recharge, biodiversity, and timber production) and priority setting among them by the stakeholders using the pair-wise comparison technique. The impact of different forest management strategies and climate change scenarios on the main functions of forest ecosystems were evaluated at the Kleinsee management unit in south-east Brandenburg. Forest management strategies were simulated over 100 years using the forest growth model 4C and a wood product model (WPM). A current climate scenario and two climate change scenarios based on global circulation models (GCMs) HadCM2 and ECHAM4 were applied. The climate change scenario positively influenced stand productivity, carbon sequestration, and income. The impact on the other forest functions was small. Furthermore, the overall utility of forest management strategies were compared under the priority settings of stakeholders by a multi-criteria analysis (MCA) method. Significant differences in priority setting and the choice of an adequate management strategy were found for the environmentalists on one side and the more economy-oriented forest managers of public and private owned forests on the other side. From an ecological perspective, a conservation strategy would be preferable under all climate scenarios, but the business as usual management would also fit the expectations under the current climate. In contrast, a forest manager in public-owned forests or a private forest owner would prefer a management strategy with an intermediate thinning intensity and a high share of pine stands to enhance income from timber production while maintaining the other forest functions. The analysis served as an example for the combined application of simulation tools and a MCA method for the evaluation of management strategies under multi-purpose and multi-user settings with changing climatic conditions. Another focus was set on quantifying the overall effect of forest management on carbon sequestration in the forest sector and the wood industry sector plus substitution effects. To achieve this objective, the carbon emission reduction potential of material and energy substitution (Smat and Sen) was estimated based on a literature review. On average, for each tonne of dry wood used in a wood product substituting a non-wood product, 0.71 fewer tonnes of fossil carbon are emitted into to the atmosphere. Based on Smat and Sen, the calculation of the carbon emission reduction through substitution was implemented in the WPM. Carbon sequestration and substitution effects of management strategies were simulated at three local scales using the WPM and the forest growth models 4C (management unit level) or EFISCEN (federal state of Brandenburg and Germany). An investigation was conducted on the influence of uncertainties in the initialisation of the WPM, Smat, and basic conditions of the wood product sector on carbon sequestration. Results showed that carbon sequestration in the wood industry sector plus substitution effects exceeded sequestration in the forest sector. In contrast to the carbon pools in the forest sector, which acted as sink or source, the substitution effects continually reduced carbon emission as long as forests are managed and timber is harvested. The main climate protection function was investigated for energy substitution which accounted for about half of the total carbon sequestration, followed by carbon storage in landfills. In Germany, the absolute annual carbon sequestration in the forest and wood industry sector plus substitution effects was 19.9 Mt C. Over 50 years the wood industry sector contributed 70% of the total carbon sequestration plus substitution effects.
This thesis aims to quantify the human impact on the natural resource water at the landscape scale. The drivers in the federal state of Brandenburg (Germany), the area under investigation, are land-use changes induced by policy decisions at European and federal state level. The water resources of the federal state are particularly sensitive to changes in land-use due to low precipitation rates in the summer combined with sandy soils and high evapotranspiration rates. Key elements in landscape hydrology are forests because of their unique capacity to transport water from the soil to the atmosphere. Given these circumstances, decisions made at any level of administration that may have effects on the forest sector in the state are critical in relation to the water cycle. It is therefore essential to evaluate any decision that may change forest area and structure in such a sensitive region. Thus, as a first step, it was necessary to develop and implement a model able to simulate possible interactions and feedbacks between forested surfaces and the hydrological cycle at the landscape scale. The result is a model for simulating the hydrological properties of forest stands based on a robust computation of the temporal and spatial LAI (leaf area index) dynamics. The approach allows the simulation of all relevant hydrological processes with a low parameter demand. It includes the interception of precipitation and transpiration of forest stands with and without groundwater in the rooting zone. The model also considers phenology, biomass allocation, as well as mortality and simple management practices. It has been implemented as a module in the eco-hydrological model SWIM (Soil and Water Integrated Model). This model has been tested in two pre-studies to verify the applicability of its hydrological process description for the hydrological conditions typical for the state. The newly implemented forest module has been tested for Scots Pine (Pinus sylvestris) and in parts for Common Oak (Quercus robur and Q. petraea) in Brandenburg. For Scots Pine the results demonstrate a good simulation of annual biomass increase and LAI in addition to the satisfactory simulation of litter production. A comparison of the simulated and measured data of the May sprout for Scots pine and leaf unfolding for Oak, as well as the evaluation against daily transpiration measurements for Scots Pine, does support the applicability of the approach. The interception of precipitation has also been simulated and compared with weekly observed data for a Scots Pine stand which displays satisfactory results in both the vegetation periods and annual sums. After the development and testing phase, the model is used to analyse the effects of two scenarios. The first scenario is an increase in forest area on abandoned agricultural land that is triggered by a decrease in European agricultural production support. The second one is a shift in species composition from predominant Scots Pine to Common Oak that is based on decisions of the regional forestry authority to support a more natural species composition. The scenario effects are modelled for the federal state of Brandenburg on a 50m grid utilising spatially explicit land-use patterns. The results, for the first scenario, suggest a negative impact of an increase in forest area (9.4% total state area) on the regional water balance, causing an increase in mean long-term annual evapotranspiration of 3.7% at 100% afforestation when compared to no afforestation. The relatively small annual change conceals a much more pronounced seasonal effect of a mean long-term evapotranspiration increase by 25.1% in the spring causing a pronounced reduction in groundwater recharge and runoff. The reduction causes a lag effect that aggravates the scarcity of water resources in the summer. In contrast, in the second scenario, a change in species composition in existing forests (29.2% total state area) from predominantly Scots Pine to Common Oak decreases the long-term annual mean evapotranspiration by 3.4%, accompanied by a much weaker, but apparent, seasonal pattern. Both scenarios exhibit a high spatial heterogeneity because of the distinct natural conditions in the different regions of the state. Areas with groundwater levels near the surface are particularly sensitive to changes in forest area and regions with relatively high proportion of forest respond strongly to the change in species composition. In both cases this regional response is masked by a smaller linear mean effect for the total state area. Two critical sources of uncertainty in the model results have been investigated. The first one originates from the model calibration parameters estimated in the pre-study for lowland regions, such as the federal state. The combined effect of the parameters, when changed within their physical meaningful limits, unveils an overestimation of the mean water balance by 1.6%. However, the distribution has a wide spread with 14.7% for the 90th percentile and -9.9% for the 10th percentile. The second source of uncertainty emerges from the parameterisation of the forest module. The analysis exhibits a standard deviation of 0.6 % over a ten year period in the mean of the simulated evapotranspiration as a result of variance in the key forest parameters. The analysis suggests that the combined uncertainty in the model results is dominated by the uncertainties of calibration parameters. Therefore, the effect of the first scenario might be underestimated because the calculated increase in evapotranspiration is too small. This may lead to an overestimation of the water balance towards runoff and groundwater recharge. The opposite can be assumed for the second scenario in which the decrease in evapotranspiration might be overestimated.
The quest for improved hydrological models is one of the big challenges in hydrology. When discrepancies are observed between simulated and measured discharge, it is essential to identify which algorithms may be responsible for poor model behavior. Particularly in complex hydrological models, different process representations may dominate at different moments and interact with each other, thus highly complicating this task. This paper investigates the analysis of the temporal dynamics of parameter sensitivity as a way to disentangle the simulation of a hydrological model and identify dominant parameterizations. Three existing methods (the Fourier amplitude sensitivity test, the extended Fourier amplitude sensitivity test, and Sobol's method) are compared by applying them to a TOPMODEL implementation in a small mountainous catchment in the tropics. For the major part of the simulation period, the three methods give comparable results, while the Fourier amplitude sensitivity test is much more computationally efficient. This method is also applied to the complex hydrological model WaSiM-ETH implemented in the Weisseritz catchment, Germany. A qualitative model validation was performed on the basis of the identification of relevant model components. The validation revealed that the saturation deficit parameterization of WaSiM-ETH is highly susceptible to parameter interaction and lack of identifiability. We conclude that temporal dynamics of model parameter sensitivity can be a powerful tool for hydrological model analysis, especially to identify parameter interaction as well as the dominant hydrological response modes. Finally, an open source implementation of the Fourier amplitude sensitivity test is provided.
The sustainability of agro-bioenergy systems is dependent on many factors, some local or regional in implementation, some others global in nature. This study assessed the effects of often ignored local and regional factors (e.g. alternative agronomic factor options, alternative agricultural production systems, alternative biomass flows, alternative conversion technologies etc. The results from this study suggests that key to enhancing the energy efficiency (and by extension the sustainability) of agro-bioenergy systems is paying attention to local and regional factors such as biomass conversion technology, alternative agronomic factor options, alternative agricultural production systems and available biomass flows.
