Der achte Band der Potsdamer Textbücher beschäftigt sich mit Deutschlands Nachbarland Polen. Beide Staaten teilen eine komplizierte Vergangenheit und die Debatte um die deutsch-polnischen Beziehungen reißt nicht ab. Die Artikel dieses Bandes sollen zu einem besseren Verständnis der Geschichte, Kultur, Wirtschaft, Gesellschaft sowie des Staates Polen beitragen. Ferner wird der zum Zeitpunkt der Veröffentlichung dieses PTBs noch anstehende Beitritt Polens zur EU betrachtet und versucht, einen Ausblick auf zukünftige Entwicklungen zu geben.
Recht in der Transformation

Die jüngsten Veränderungen in den Gesellschaften Mittel- und Osteuropas wurden bisher vor allem unter den Stichworten „Demokratisierung“ und „Marktwirtschaft“ debattiert. Aber wie wurde der Umbruch in Politik und Wirtschaft rechtlich verankert? Welche Probleme entstehen, wenn westliche Normen wie die Vorschriften der EU nach Osteuropa übertragen werden und welche Rolle spielt das Recht beim Aufbau der Wirtschaft? Dieser Band versucht Antworten zu geben, indem er theoretische Fragestellungen mit empirischen Fallstudien aus Ostmittel- und Südosteuropa sowie Zentralasien verbindet.
Das sechste Potsdamer Textbuch ist eine solide und kritische Bilanz der Außenpolitik der DDR. Weder rechtfertigt und verklärt sie nostalgisch eingefärbt das vergangene System, noch verurteilt sie pauschal. Den Beiträgen liegen sowohl umfangreiche Recherchen in den Archiven als auch lebensweltliche Erfahrungen mit der Außenpolitik des deutschen Realsozialismus zugrunde. Der Band, der zum 70. Geburtstag des ehemaligen Professors am Institut für Internationale Beziehungen der DDR Claus Montag erschien, macht generelle Linien der ostdeutschen Außenpolitik sichtbar und zeigt zugleich sehr konkret die internationale Vernetzung der DDR in den verschiedenen Phasen des Kalten Krieges.
Kommunale Selbstverwaltung

Das fünfte Potsdamer Textbuch enthält Aufsätze zur kommunalen Selbstverwaltung in Deutschland. Es werden erstens verfassungsrechtliche Grundlagen sowie die Grundzüge der Gemeinde- und Kreisverfassungen dargestellt. Zweitens geht es um die Fragen des Aufbaus der kommunalen Selbstverwaltung im Osten Deutschlands nach 1989 am Beispiel Brandenburgs. Die dabei behandelten Themen reichen von der Kommunalverfassung über die Funktionalreform, Kreisgebietsreform und Ämterbildung bis zum Neuen Steuerungsmodell. Drittens werden aktuelle Reformansätze vorgestellt.
Der vierte Band der Potsdamer Textbücher bringt erstmals den klassischen Text der Politikwissenschaft zum Thema diktatorische Herrschaftssysteme in deutscher Sprache. Juan Linz reflektiert darin die Debatten um Totalitarismus und Demokratie und beschreibt die autoritäre Herrschaft als eigenständige Form politischer Machtausübung. Es ist eine exzellente Auseinandersetzung mit den politischen Phänomenen des 20. Jahrhunderts, die sich durch theoretische Tiefe, empirische Fülle und methodische Klarheit auszeichnet.
Der dritte Band der Potsdamer Textbücher befasst sich mit gesellschaftlichen Entwicklungen im konfliktreichen Nahen Osten. Die Zusammenstellung der Texte erfolgte sowohl mit Blick auf die anhaltende Kulturkreisdiskussion als auch hinsichtlich der Bemühungen um Stabilität in dieser Region. Hinzu kommen Analysen zur wirtschaftlichen Entwicklung und den politischen Regimes in Israel, Palästina, Ägypten, im Jemen und Iran. Auszüge aus Verfassungen arabischer Staaten, statistische Angaben und eine Bibliographie vervollständigen das Textbuch.
Der zweite Potsdamer Textbuch-Band enthält Aufsätze zur Entwicklung des polnischen Staates nach den Umbrüchen von 1989/90 und zur Ausformung eines demokratischen politischen Systems. Die Transformation der Wirtschaftsordnung wird ebenso dargestellt wie die Veränderung der sozialen Lage. Die Artikel zeigen sowohl die Ursachen der erstaunlichen Erfolge der polnischen Transformation im politischen und wirtschaftlichen Bereich als auch die bestehenden, teilweise ernsthaften Probleme. Im außenpolitischen Teil wird der Schwerpunkt auf das Verhältnis zur EU und zu Deutschland gelegt.
Thema des ersten Potsdamer Textbuches sind Regionen als Subjekte der internationalen Politik, speziell innerhalb der EU. Die Bandbreite reicht von den österreichischen Bundesländern über Schottland und Katalonien bis zu den belgischen communautés. Der "Europäisierung" der deutschen Länder wird besonderes Augenmerk geschenkt. Namhafte Autorinnen und Autoren des In- und Auslandes beteiligen sich an der Diskussion. Theoretische Überlegungen zur Erklärung des Phänomens der transföderalen Beziehungen werden durch anschauliche und detaillierte Fallstudien ergänzt.

Wie schreibe ich einen Literaturbericht? Was gehört in einen Exzerpt? Wer sich mit den Schwierigkeiten des wissenschaftlichen Schreibens herumschlägt, kann sich an den WeltTrends – Lehrtext Nr. 4 wenden. In kurzen und präzisen Kapiteln wird dem Leser der korrekte Umgang mit den verschiedenen Anforderungen wissenschaftlicher Arbeit, wozu auch Protokolle und Referate zählen, nahe gebracht. Insbesondere die klare, strukturierte Darstellung der jeweiligen Anforderungen kann eine große Hilfe für den Anfänger darstellen.

Im Oktober 1962 entdecken die USA, dass auf Kuba sowjetische Raketen stationiert werden. 90 Meilen vor der eigenen Haustür will die UdSSR ihre Mittelstreckenraketen aufbauen. Der Kalte Krieg droht zum heißen zu werden. Die Welt erlebt in diesem Oktober 1962 die schwerste Krise der Nachkriegszeit; sie steht in jenen Tagen am Rande eines atomaren Weltkrieges. In diesem Text schildert der Autor, der sich über Jahre mit Kuba und den internationalen Beziehungen beschäftigte, die historischen Umstände als auch den konkreten Verlauf dieser Krise. Dabei werden die verschiedenen Aspekte, auch die atmosphärischen und persönlichen, die regionalen und globalen, in ihrer wechselseitigen Beziehungen knapp und anschaulich dargestellt. Chronologie, Glossar und Bibliographie ergänzen diese lesenswerte Collage eines welthistorischen Ereignisses des 20. Jahrhunderts.
Wie stellt sich politische Herrschaft in Theorie und Praxis dar? Staatstheoretische Konzepte von der Antike bis zur Gegenwart werden im vorliegenden Text ebenso wie verschiedenste Regierungsformen vorgestellt. Dies umfasst die Despotie der Vormoderne, den Absolutismus, bis hin zu den verschiedenen Varianten politischer Herrschaft im 20. Jahrhundert. Dabei werden Beispiele und Themen angesprochen, die oft außerhalb vergleichbarer Werke liegen. So können sowohl die Ernennung des Dogen von Venedig, als auch die Organisation Byzanz’ und der Inka nachvollzogen werden. Unterstützt wird dieser anspruchvolle Text durch ausführliches Bild- und Tabellenmaterial.
Unter dem Titel “Kommunale Politik und Verwaltung” widmen sich mehrere Autoren der Basis des demokratischen Verwaltungsstaates in Deutschland. Detailliert werden Kommunal-, Gemeinde- und Kreisverfassungen dargestellt. Der Aufbau der einzelnen Organe und Organisationsstrukturen wird dabei auch unter zu Hilfenahme übersichtlicher Tabellen behandelt. Einen besonderen Schwerpunkt bildet die im dritten Kapitel vorgestellte reformierte Kommunalverwaltung Brandenburgs. Das Buch stellt somit ein umfangreiches Nachschlagewerk für ein Thema dar, das ansonsten wenig Beachtung erfährt.
Im vorliegenden Lehrtext werden die politischen Systeme von Ägypten, Iran, Jemen, Saudi-Arabien und den Vereinigten Arabischen Emiraten beleuchtet. Kurze historische Angaben leiten den jeweiligen Länderteil ein. Anschließend werden Verfassung und Parlament, Staatsoberhaupt, Gesetzgebung, Wahlsystem, Partizipation und kommunale/lokale Strukturen vorgestellt. Hierzu wird oft auf Grafiken, Karten und Statistiken zurückgegriffen, die einen allgemeinen Überblick ermöglichen. Ebenso erfährt der Leser interessante Besonderheiten einiger Länder.
Können Theorien internationaler Beziehungen die politischen Prozesse auf globaler Ebene vorhersagen? Inwieweit erleichtern sie die theoretische und praktische politische Arbeit? Mehrere WeltTrends-Autoren erläutern - oft kontrovers - die Komplexität, Nützlichkeit und Vielfalt der Konzepte internationaler Politik. Im zweiten Teil, der sich praktischen Problemen wie der Globalisierung widmet, werden die Theorien der Realität gegenübergestellt.
Im Nachklang der napoleonischen Kriege befreite sich Süd- und Mittelamerika von der kolonialen Herrschaft. Welche Einflussgrößen von da an die Staatlichkeit in diesem Gebiet geprägt haben, wird hier geklärt. Insbesondere die Rolle des Militärs, der Gewalt, der Guerilla und der USA als argwöhnischer Statthalter des Kontinents stehen im Zentrum der umfassenden Beiträge dieses Sammelbandes. So werden die Entwicklung und der Status quo politischer Herrschaft in Lateinamerika dargestellt, was Vorhersagen zu deren Zukunft ermöglicht.
Inwieweit sich politische Grenzen als künstlich herausstellen, lässt sich anhand der EU betrachten. Während sie sich im Inneren auflösen, werden die äußeren verstärkt. Daher stehen im vorliegenden Lehrtext neben den generellen und europäischen “Grenz-” Betrachtungen auch osteuropäische, insbesondere polnische Standpunkte und Erfahrungen im Zentrum der Betrachtung. Gerade das Verhältnis zu Deutschland zeigt hierbei, wie eine “künstliche Linie” auch ein Ort des Zusammenkommens sein kann.
Aufgrund ihrer Vielfalt fällt es schwer, autoritäre Systeme einheitlich zu definieren. In den Beiträgen werden die Unterschiede dieser auf fast allen Kontinenten vorkommenden Regierungsform untersucht. Dazu werden insbesondere ihre Entstehung und soziale Einflüsse wie Kultur und Militär beleuchtet. Von Kuba, nach Weißrussland, Iran und Somalia kann der Leser somit das Phänomen autoritärer Herrschaft und dessen Einflussgrößen nachvollziehen. Das Fehlen einer einheitlichen Definition stellt sich somit nicht als Mangel, sondern als Zugeständnis an die Realität heraus.
Für die polnische Geschichtswahrnehmung stellt die Westerplatte – eine kleine Halbinsel bei Gdańsk – ein Symbol des heldenhaften Widerstandes und des aussichtslosen Kampfes gegen Nazi-Deutschland dar. Zu der Gedenkfeier anlässlich des 70. Jahrestags des Kriegsbeginns haben sich am 1. September 2009 auf der Westerplatte rund 20 europäischen Staats- und Regierungschefs versammelt. Die Inhalte, die in den Reden der zentralen Akteure der Gedenkfeier signalisiert wurden, bilden wichtige Referenzpunkte in der nationalen wie supranationalen Aufarbeitung der tragischen Geschichte des vergangenen Jahrhunderts. Im Mittelpunkt des Papers steht das Problem der Wahrnehmung der Geschichte des Zweiten Weltkrieges, das hier an den Auslegungsprozessen in Hinblick auf die Figur Westerplatte an den vier zentralen Reden der Spitzenpolitiker verfolgt und diskursanalytisch ausgewertet wird.
Wasser ist rar im Nahen Osten. Die knappe Ressource wird immer häufiger zum Gegenstand politischer Konflikte in der ohnehin instabilen Region. Der Konflikt zwischen Israel und Palästina gilt als eines der gravierendsten Beispiele für diese Entwicklung: Wasser als umkämpftes Menschenrecht, Wasser als strategisches Mittel der Besetzungspolitik und Wasser als Gegenstand langwieriger Verhandlungen. Der Wasserkonflikt ist so alt wie der Nahostkonflikt selbst. Sogar mit Beginn des Oslo-Prozesses 1993 hat es weder einen grundlegenden Wandel im Wasserkonflikt, noch in der Aussicht auf Veränderung der Wasserknappheit gegeben. Immerhin können die Palästinenser in der momentanen Situation ihre eigene Wasserversorgung dort selbst verwalten, wo es ihnen laut der Übereinkünfte erlaubt ist. Jedoch ist diese Freiheit eine sehr begrenzte und eine endgültige Klärung dieses Streitpunktes wurde, zusammen mit Jerusalem, den Flüchtlingen, den Siedlungen und der Staatsbildung auf die Endstatusverhandlungen verschoben. Chadi Bahouth, Absolvent des Otto-Suhr-Instituts der Freien Universität Berlin, untersucht in seiner Doktorarbeit die Gründe für die ungelöste Wasserfrage. Er analysiert die historische und rechtliche Chronologie des Konfliktes, bietet Lösungsvorschläge für die Wasserkrise an und erklärt, warum die Region dennoch für Generationen nicht zur Ruhe kommen wird.
In der vorliegenden Arbeit analysiert Maciej Chinalski den Regional Governance Ansatz und seine praktische Umsetzung in den Europäischen Grenzregionen zwischen Deutschland und Polen (Oder-Partnerschaft) sowie im Vierländereck von Österreich, Ungarn, Tschechien und Slowakei (Centrope-Region). Regional Governance gilt als eine Kooperationsform unterschiedlicher regionaler Akteure, die nach neuen Synergien suchen, um ihre Zusammenarbeit voranzutreiben. Eine Region wird dabei als Raum verstärkter Interaktionen zwischen Staat, Zivilgesellschaft und Wirtschaft verstanden.
Mit dem vorliegenden "WeltTrends Lehrtext 17" wird die "Trilogie zu den auswärtigen deutschen Diensten", die eröffnet wird mit dem "Lehrtext 15" (Deutsche Außenministerien. Der auswärtige Dienst Deutschlands von den Anfängen bis 1945) und ihre Fortsetzung im "Lehrtext 16" (Das Auswärtige Amt. Der auswärtige Dienst der Bundesrepublik Deutschland) findet, komplettiert. Den Abschluss bildet eine weitgefächerte Auseinandersetzung mit der Außenpolitik und Diplomatie der Deutschen Demokratischen Republik: vom Aufbau und der Funktionsweise des außenpolitischen Apparates über das außenpolitische Personal bis zur Abwicklung des Ministeriums für Auswärtige Angelegenheiten.
Das Auswärtige Amt

Im "WeltTrends Lehrtext 16" werden wichtige Phasen der Entwicklung des bundesdeutschen Auswärtigen Dienstes dargestellt: Von der Neugründung des Auswärtigen Amtes über dessen Rolle bei der Westintegration der Bundesrepublik Deutschland und bei der Umsetzung der Ostpolitik, bei der Gestaltung des Verhältnisses zwischen den beiden deutschen Staaten bis hin zur Wiedervereinigung. Abschließend werden die umfassenden Reforminitiativen vorgestellt, mit denen der Auswärtige Dienst auf die neuen Herausforderungen dieses Jahrhunderts reagiert.
Wie kaum eine andere soziale Bewegung der letzten 25 Jahre erfuhren die Zapatisten eine weltweite, breite Rezeption. Von der medialen Präsenz der 1990er Jahre ist jedoch nicht viel übrig geblieben. Um die mexikanischen Guerillas ist es ruhig geworden. Wurden die Zapatistas vom Zeitgeist überholt? Verloren ihre postneoliberalen Ansätze durch den Wandel der Bewegung an Attraktivität? Das Papier geht den Ursprüngen der indigenen Aufstandsbewegung und deren Paradigmenwechsel nach und zeigt auf, wie trotz des neu eingeschlagenen Weges der antisystemische und antietatistische Charakter der Bewegung beibehalten wurde.
Mit dem Amtsantritt Barack Obamas wurden nach Jahren schwelender Kriegsgefahr mit dem Iran große Hoffnungen verbunden. Das Papier analysiert die der US-Regierung vorgelegten Iran-Strategiepapiere im Hinblick auf eine Lösung im Iran-Konflikt. Das Spektrum der angedachten Politik reicht von Scheindiplomatie zur Kriegslegitimation bis hin zu selektiver Annäherung. Zum Schluss wird der Frage nachgegangen, inwieweit tatsächlich eine Wende in der Iran-Politik Obamas zu erwarten ist.

Der WeltTrends Lehrtext 15 ist die erste wissenschaftliche Gesamtdarstellung zur Geschichte der deutschen Institutionen für die Außenpolitik bis 1945. Die Erforschung dieser Materie ist wegen der wechselhaften Geschichte und der Kleinstaaterei schwierig. Die Autoren, seit über zehn Jahren mit der Geschichte der deutschen Diplomatie und den internationalen Beziehungen Deutschlands befasst, bieten einen kenntnisreichen Überblick über die Geschichte der auswärtigen Dienste Deutschlands von den außenpolitischen Institutionen im Heiligen Römischen Reich Deutscher Nation über das Auswärtige Amt in der Weimarer Republik bis zur Auflösung des deutschen Auswärtigen Dienstes im Nationalsozialismus.
Die Abrüstungsschmiede

Die Genfer Abrüstungskonferenz ist das einzige multilaterale Verhandlungsorgan zur Ausarbeitung globaler Abrüstungsverträge. Spätestens seit dem Abschluss des Nuklearen Teststoppvertrages 1996 steckt die Konferenz in der Paralyse. Erst im Mai 2009 gelang es endlich wieder, ein Arbeitsprogramm zu vereinbaren. Was nun gebraucht wird, ist der politische Wille aller Staaten, der Genfer Konferenz wieder eine Chance zu geben. Wolfgang Kötter, Dozent an der Universität Potsdam und ausgewiesener Experte auf dem Gebiet der Friedens- und Konfliktforschung, untersucht die Bedingungen der Möglichkeit einer atomwaffenfreien Welt, weist auf das Problem neuer Massenvernichtungswaffen hin und stellt die Frage: eine waffenfreie Welt – Illusion oder Programm? Ein ausgiebiger Dokumententeil mit in der Abrüstungskonferenz entstandenen Verträgen beschließt die Publikation.
Das momentane Urteil fällt ambivalent aus: Das Projekt einer EU-Verfassung ist erfolgreich gescheitert. Das heißt: Das Ziel der deutschen Ratspräsidentschaft, eine substantielle Einigung über die Inhalte einer neuen Vertragsreform unter Beibehaltung der Grundzüge des Konventsentwurfs herbeizuführen, ist geglückt. Der europäische Verfassungsprozess wurde hingegen auf einen Reformprozess der bestehenden Verträge reduziert. Wir kritisieren den mangelnden Einbezug der Unionsbürgerschaft in das Ratifizierungsverfahren sowie die Uneinheitlichkeit dieser Verfahren (einmal Referendum, einmal nicht).
Grenzen sind immanenter Bestandteil der internationalen Beziehungen. Deren Kern besteht ja darin, dass Akteure über (nationalstaatliche) Grenzen hinweg handeln. Die Grenze und deren Überschreitung sind somit eine conditio sine qua non von internationalen Beziehungen. Das stellt sich in Europa, Amerika und Afrika sehr verschieden dar und wird auch unterschiedlich diskutiert. Der vorliegende Band bildet dies ab: die theoretische Debatte und die empirische Verschiedenheit in den Regionen, wobei die Europäische Union den regionalen Schwerpunkt bildet. Der vorliegende Band, der auf einen Lehrtext von 2005 aufbaut, enthält neue Texte zu Amerika und zu Europas Ostgrenze.
Die FDP gilt als die "Partei der Außenminister": In der bisherigen Geschichte der Bundesrepublik war die FDP 40 Jahre an der Regierung und hatte fast 30 Jahre das Amt des Außenministers inne. Die Politikwissenschaftlerin Denise Dittrich analysiert in dieser Publikation die außenpolitischen Positionen der FDP im Kontext der neueren deutschen Außenpolitik. Dies ist in die kontroverse Debatte über Kontinuität und Wandel der internationalen Politik Deutschlands seit 1990 eingebettet. Vorgestellt werden die außenpolitisch relevante Strukturen und Personen der Liberalen sowie wichtige Beschlüsse der Partei, die die außenpolitisch Programmatik der FDP als Bestandteil der Regierung (1990 bis 1998) als auch als Opposition (1998 bis 2005) prägten.

Politische Theorie hat ihre Zeit und ihren Ort. Die Potsdamer Reihe ‚Region-Nation-Europa’ geht von der Region Berlin-Brandenburg in der neuen Mitte Europas aus. Durch den europäischen Integrationsprozess gibt es tief eingreifende Entscheidungen, die von den Bevölkerungen diskutiert und bestätigt werden müssen. Politische Theorie muss in der Fortschrittskrise einer verstädterten Welt urban aufgeklärte Theorie sein, sie ist ein Produkt der Stadt und nicht der Schule.
Der islamistische Dschihad in Pakistan : geopolitische Aspekte eines multikausalen Konfliktes

Das Papier fragt nach den (geopolitischen) Interessen der verschiedenen Akteure, um die bisherige Politik realpolitisch auszuleuchten, die Krisenherde in Pakistan darzustellen und zukünftige (Lösungs-)Szenarien zu entwickeln. Im Zentrum steht die Fragestellung, warum das afghanisch-pakistanische Grenzgebiet als Wurzel des islamistischen Terrors gilt. Mit Hilfe einer geostrategischen Analyse der Landesstruktur erfolgt die Vorstellung der verschiedenen Akteursnetzwerke, die in Pakistan ursächlich für die Etablierung des islamistischen Terrors sind. In einem für die pakistanische Zukunft skeptischen Fazit werden Lösungsansätze für die Hauptkonfliktlinien vorgeschlagen, um die geostrategische Mittellage Pakistans zu stabilisieren.

Belasten ungelöste Vermögensfragen die deutsch-polnischen Beziehungen? Auf der einen Seite stehen Deutsche, die im Zuge des Potsdamer Abkommens entschädigungslos enteignet wurden und nun Rückforderungsansprüche stellen. Auf der anderen Seite gibt es den Beschluss des polnischen Parlaments aus dem Jahre 2004, der im Potsdamer Abkommen fixierte iegsentschädigungen von Deutschland fordert – ungeachtet des polnischen Verzichts auf Reparationszahlungen von 1953. Die Beiträge von Tobias H. Irmscher und Jan Sandorski setzen sich mit der Rechtmäßigkeit dieser Ansprüche auseinander und suchen nach Lösungsansätzen. Militärmacht Deutschland - kann man das formulieren? Darf man das fragen? Wo der Zivilmacht-Diskurs dominant ist, werden solche Formulierungen zur Provokation. Aber die Debatte über das Militär, über unser Militär, ist im Gange; ja verschärft sich. Es rumort im politischen Berlin. Ein Durchwinken der Beschlüsse über Auslandseinsätze wird zunehmend schwieriger. Die wachsende Zahl von deutschen Toten beim “militärischen Engagement” und die zweifelhaften Ergebnisse bei der “Wiederherstellung der Demokratie” führen in allen Parteien zu Diskussionen, Fragen und Zweifeln. Die gebotenen Antworten sind widersprüchlich: von der eher taktisch begründeten Bündelung von Mandaten über die Forderung nach neuen Einsätzen, wie z.B. in Darfur, bis hin zum generellen Rückzug unserer Streitkräfte. Die Vorschläge treffen auf eine Bevölkerung, deren “freundliches Desinteresse” für die Bundeswehr, so Bundespräsident Köhler, sich allmählich in ein “kritisches Interesse” wandelt und die mehrheitlich für eine Beendigung des militärischen Engagements am Hindukusch ist.

Russlands Außenpolitik ist im Jahr 2007 zunehmend aggressiver geworden. Beobachter sehen darin das Bestreben Moskaus, gestützt auf die Energieressourcen des Landes zur global agierenden Großmacht aufzusteigen. Der Autor warnt vor solchen weitgehenden Interpretationen: In der gegenwärtigen Außenpolitik der Putin-Führung kommt weniger Russlands Wille zur Weltmacht , als der unbedingte Wille zum Erhalt der Macht im Innern zum Ausdruck. Vor den Duma- und Präsidentschaftswahlen dient die Außenpolitik zur Mobilisierung und Integration breiter Bevölkerungsschichten um die Putin-Führung. Insofern liegt das Problem weniger in den Großmachtambitionen Russlands als im Charakter des russischen Herrschaftssystems, das die Außenpolitik vor allem in Wahlphasen zur Selbsterhaltung instrumentalisiert, d.h. bilaterale und internationale Konflikte erfindet oder zumindest stark aufbauscht, um Wirkungen im Innern zu erzielen.
Gibt es europäische Werte? Welche sind das? Der Autor, Philosoph und Professor für Politische Theorie an der Universität Potsdam, vertritt in seiner „Pariser Vorlesung“ die These einer europäischen Zivilreligion, die auf der gemeinsamen Vergangenheit und einem Wertekonsens basiert. Er zeigt die Traditionen, die das europäische Wertesystem prägten, und wie diese in den Verfassungsprozess der EU einflossen. Politische Theorie hat ihre Zeit und ihren Ort. Die Potsdamer Reihe ‚Region-Nation-Europa’ geht von der Region Berlin-Brandenburg in der neuen Mitte Europas aus. Durch den europäischen Integrationsprozess gibt es tief eingreifende Entscheidungen, die von den Bevölkerungen diskutiert und bestätigt werden müssen. Mit der globalen Banken- und Finanzkrise ist die Debatte um den Kapitalismus neu entfacht. Doch wie kapitalistisch ist die Weltwirtschaft und welche Folgen entstehen für die internationale Politik? Bereits mit seinem 2007 erschienenen Werk zur „Geschichte und Ökonomie der europäischen Welteroberung – Vom Zeitalter der Entdeckungen zum 1. Weltkrieg“ legt Hartmut Elsenhans eine umfangreiche Analyse der Geschichte und Bedingungen kapitalistischer Expansion vor. Im vorliegenden Beitrag bleibt der Autor seinem interdisziplinären Ansatz treu. Als entscheidend für kapitalistisches Wachstum werden gesellschaftliche Kräfteverhältnisse zwischen dominanten und subalternen Klassen erachtet. Der Kapitalismus erweist sich hier als fragiles System, dessen Entstehung nicht auf in vorkapitalistischen Gesellschaften vorhandene Interessen herrschender Klassen zurückzuführen ist, sondern ein ungeplant umgesetztes „Projekt“ der Subalternen darstellt.
Diese Publikation setzt die Reihe wissenschaftlicher Begleitstudien zum Konzept des Bürgerhaushalts und dessen Umsetzung in der brandenburgischen Landeshauptstadt Potsdam fort. Nachdem im Rahmen eines studentischen Projektseminars unter der Leitung von Prof. Dr. Jochen Franzke und Prof. Dr. Heinz Kleger im Winter 2005/2006 die Positionen der organisierten Potsdamer Bürgerschaft zum Bürgerhaushalt untersucht worden waren, stand bei der Fortsetzung des Projektseminars im Sommer 2007 die Haltung der Potsdamer Bürger1 zu diesem Thema im Mittelpunkt unseres Interesses. Insgesamt 564 Potsdamer wurden dazu in den einzelnen Sozialräumen der Stadt befragt. Ziel war es, herauszufinden, inwieweit die einzelnen Bürger der Stadt Potsdam bereits mit dem Konzept des Bürgerhaushalts vertraut waren, wie groß deren Bereitschaft zur Mitwirkung an diesem Projekt war und welche Wirkungen die Bürger vom Bürgerhaushalt erwarten. Diese Publikation enthält neben den zusammenfassenden Thesen der Herausgeber und Projektleiter Berichte über die Befragungen in den sechs Potsdamer Sozialräumen.
Das politische System Irans

Seit nunmehr 30 Jahren hat die Islamische Republik Iran Bestand, doch noch immer dauern Debatten über die Einordnung des politischen Systems an. Handelt es sich um ein autoritäres oder totalitäres Regime oder gar um eine neue Form islamischer Herrschaft? Die Beantwortung der Frage ist nicht nur für die Wissenschaft von Relevanz; sie ist von hoher politischer Aktualität. In zehn Beiträgen von deutschen und iranischen Autoren wird das politische System der Islamischen Republik anhand seiner Geschichte, seines Institutionengefüges, seiner gesellschaftlichen Kräfte sowie seiner Außenbeziehungen analysiert und in das regionale Gefüge eingeordnet. Ergänzt werden die Artikel durch Schaubilder und Statistiken sowie durch eine Zeittafel und ein Glossar mit den wichtigsten Begrifflichkeiten.
“The UN Peacebuilding Commission – Lessons from Sierra Leone” by political scientist Andrea Iro is an assessment of the United Nations Peacebuilding Commission (PBC) and the United Nations Peacebuilding Fund (PBF) by analysing their performance over the last two years in Sierra Leone, one of the first PBC focus countries. The paper explores the key question of how the PBC/PBF’s mandate has been translated into operational practice in the field. It concludes that though the overall impact has been mainly positive and welcomed by the country, translating the general mandate into concrete activities remains a real challenge at the country level.
In vielen Ländern ist Wassermangel ein zentrales Problem. Die Politikwissenschaftlerin Julia Bar ist der Ansicht, dass diese Krise in politischem und gesellschaftlichem Unvermögen der beteiligten Akteure begründet ist. Am Beispiel Zentralasiens analysiert die Autorin das Konfliktpotenzial der Ressource Wasser anhand der zwischen- und innerstaatlichen Dimension. Es werden die Nutzungs- und Verteilungskonflikte um das Wasser in der Region sowie die Faktoren zur Verbesserung der nachhaltigen Wassernutzung untersucht. Als zentraler Lösungsansatz wird das Konzept des Integrierten Wasserressourcen-Managements behandelt und seine Anwendbarkeit in Bezug auf Zentralasien diskutiert. Die Autorin kommt zu dem Schluss, dass für die Etablierung eines nachhaltigen Ressourcennutzungssystems Kooperation und Konsensfindung der Akteure entscheidend sind.
Anfang des Jahres 2008 erkannte die Bundesrepublik Deutschland den Kosovo als souveränen Staat an, während sich die Europäische Union mit dieser Entscheidung zurückhielt. Die Politikwissenschaftlerin Franziska Krämer untersucht in ihrer Arbeit „Die Politik Deutschlands in der Kosovofrage“ das Spannungsverhältnis zwischen eigenständiger deutscher und europäischer Außenpolitik. Am Beispiel des Kosovo wird die Problematik der Verflechtung von deutschen und europäischen Politikebenen diskutiert. Die Autorin kommt zu dem Ergebnis, dass die deutsche Kosovopolitik als Beispiel einer neuen deutschen Außenpolitik und nicht als der Beginn einer Europäisierung deutscher Außenpolitik zu sehen ist.
Migration ist ein weltweites Phänomen. Der Politikwissenschaftler Christian Kube betrachtet sie in „Immigration und Arbeitskämpfe in den USA“ am Beispiel mexikanischer Einwanderer in Kalifornien. Der Autor analysiert das Verhältnis zwischen Arbeitern aus Mexiko und der US-amerikanischen Arbeiterbewegung, insbesondere den Gewerkschaften. Er tut dies an zwei Fallbeispielen, in denen Gewerkschaften versuchten bzw. versuchen, in Kalifornien transnationale Arbeiter zu organisieren: Zum einen wird das Los Angeles Manufacturing Project (LAMAP) betrachtet, zum anderen der immer noch andauernde Arbeitskampf in der Mandelfabrik Blue Diamond Growers (BDG) in Sacramento/Kalifornien. Abschließend wird die Frage beantwortet, ob die traditionellen Gewerkschaften der USA für die Interessenvertretung und Integration von Menschen mit Migrationshintergrund im Niedriglohnsektor geeignet sind. Christian Kube ist der Ansicht, dass sie einen wesentlichen Beitrag zur Organisation transnationaler Arbeiter leisten müssen, da es derzeit keine annähernd so mitgliederstarken Institutionen wie die Gewerkschaften in den USA gibt.
Eine atomwaffenfreie Welt

Atomwaffen scheinen als Trumpfkarte im Spiel um die internationale Macht wieder zu stechen. Das könnte weitere Regierungen dazu verführen, nach ihrem Besitz zu streben. Wenn aber immer mehr Staaten und möglicherweise auch Terroristen oder Kriminelle die verheerende Massenvernichtungswaffe in die Hände bekommen, wird das Risiko eines absichtlichen oder auch versehentlichen Atomwaffeneinsatzes enorm ansteigen. Friedens- und Konfliktforscher Wolfgang Kötter aus Potsdam untersucht die aktuelle Gefahrenlage. In gut lesbaren Texten und mit anschaulichen Beispielen versehen beschreibt er mögliche Auswege aus dem Dilemma. Dazu gehören die Schaffung kernwaffenfreier Zonen, ein umfassendes Verbot von Nukleartests und weitere Schritte zu einer atomwaffenfreien Welt. Besondere Würdigung erfahren die vielfältigen Bemühungen der Zivilgesellschaft, um die Politiker zum konstruktiven Handeln zu bewegen.
Potsdam hat ein neues Potsdamer Toleranzedikt. Das 100-seitige Edikt ist das Ergebnis eines knapp achtmonatigen Stadtgesprächs, das in Potsdam im Jahr 2008 stattgefunden hat. Oberbürgermeister Jann Jakobs stellte das Buch am 10. Oktober 2008 zusammen mit Projektinitiator Prof. Heinz Kleger, Universität Potsdam, der Öffentlichkeit vor. Es ist anders als das historische "Edikt von Potsdam", kein Erlass von oben, sondern wurde in einem offen angelegten Diskussionsprozess von den Einwohnerinnen und Einwohnern der Stadt Potsdam auf vielfältige Art und Weise gestaltet: auf den stadtweit aufgestellten Diskussionstafeln, in zahlreichen Gesprächen auf Veranstaltungen, in Diskussionsrunden, durch eingesendete Postkarten, erarbeiteten Selbstverpflichtungen und eingebrachten Diskussionsbeiträgen im Internet. Das neue Potsdamer Toleranzedikt besteht aus drei Teilen. Beginnend mit einer Präambel, die den Begriff Toleranz für die Potsdamer und das gemeinsame Zusammenleben beschreibt, wird im ersten Teil ein historischer und aktueller Zusammenhang hergestellt. Der zweite Teil enthält die Ergebnisse des Stadtgesprächs, die detailliert ausgewertet und erläutert wurden. Im dritten Teil wurden die Selbstverpflichtungen unterschiedlichster gesellschaftlicher Akteure aus Potsdam abgebildet. Das Projekt Potsdamer Toleranzedikt ist ein Kooperationsprojekt der Landeshauptstadt Potsdam und des Vereins proWissen Potsdam e.V, unterstützt vom Stifterverband der Deutschen Wissenschaft.

Parallel zum Seminarzyklus wurde ein deutsch-polnischer Essay-Wettbewerb ausgeschrieben. Der erste Teil dieser Publikation gibt einen Bericht über dieses Projekt, an dem rund 40 Studenten aus Potsdam und Poznan teilnahmen, um sich gemeinsam über die deutsch-polnischen Beziehungen und die Rolle beider Staaten in der Europäischen Union auszutauschen und die verschiedene Sichten kennenzulernen und zu diskutieren. Im zweiten Teil werden die im Wettbewerb „Gemeinsam für Europa. Neue Wege zur deutsch-polnischen Zusammenarbeit“ prämierten Essays veröffentlicht. Die Essays werden in der jeweils eingereichten Sprache und Form veröffentlicht und spiegeln die Meinung der Autoren, nicht unbedingt der Herausgeber wider. Die Apartheid in Südafrika war ein Unrechtssystem. Zu den Grausamkeiten des Regimes zählten Massaker, Folter, Mord, Freiheitsberaubung, Zwangsumsiedlung, ökonomische Benachteiligung und alltägliche Diskriminierung. Was nach dem Ende eines solchen Unrechtssystems bleibt, ist die Frage nach dem Umgang mit der Vergangenheit. Die drei grundlegenden Möglichkeiten der Vergangenheitsbewältigung sind die rein justiziare Aufarbeitung, eine Generalamnestie oder ein drittes Modell, das zum Ziel hat, die Vorteile der beiden anderen Strategien zu vereinen. In Südafrika versuchte man, auch als Kompromiss aller Beteiligter, diesen dritten Weg mit der Einrichtung der Wahrheits- und Versöhnungskommission, die mittlerweile weltweit zum Sinnbild dieser Form der Vergangenheitsbewältigung geworden ist. Das Ziel der Studie war dabei zu klären: War die Wahrheits- und Versöhnungskommission in Südafrika als Strategie der Vergangenheitsbewältigung erfolgreich? Im Einzelnen widmete sich die TRC in drei Hauptausschüssen (Menschenrechtsausschuss, Amnestieausschuss und Wiedergutmachungsausschuss) den folgenden Zielen: Aufklärung der Menschenrechtsverletzungen, Klärung des Verbleibs verschwundener Personen, Klärung dessen, was während der Apartheid und der Übergangsphase zerstört wurde um die Verbrechen zu verschleiern, Wiedergutmachung für die Opfer und Amnestierung der Täter bei politisch motivierten Taten. Dieser letzte Punkt war jedoch an die völlige Offenlegung der Tat und ein öffentliches Eingeständnis gebunden. Zum einen zeigt die Analyse die großen Erfolge der Wahrheits- und Versöhnungskommission in Südafrika. Sie hat mehr und vor allem genauere Informationen über die Apartheid zusammengetragen, als je eine andere Untersuchung es geschafft hat. Mit der starken Beteiligung der Bevölkerung am Prozess der Aufklärung konnte sie einen Prozess in Gang bringen, der zur Entstehung einer neuen Menschenrechtskultur beitrug und auch einen Anstoß zur Versöhnung gab. Durch die intensive Aufarbeitung der Vergangenheit in einem gesamtgesellschaftlichen Prozess schaffte es die TRC auch, eine politische Kultur anzuregen, die unentbehrlich ist, will man nach einem Unrechtssystem eine demokratische Zukunft aufbauen. Das Verständnis oder zumindest eine Ahnung von dem was Menschenrechtsverletzungen bedeuten, wurde in dieser Zeit tief im Bewusstsein der meisten Südafrikaner verankert. Es wurde eine „operative Wahrheit“ geschaffen, die, wenn auch unter Protesten aller Parteien, letztlich anerkannt wurde und somit ein zukünftiges Leugnen der Apartheidsverbrechen unmöglich machte. Aber auch die Befreiungsbewegungen mussten brutale Verbrechen eingestehen. Zum anderen wird ebenso deutlich, dass die gestellten Anforderungen bei weitem zu hoch waren. Obwohl große Bereiche der alltäglichen Apartheid komplett unberücksichtigt blieben. Bei der Wahrheitsfindung wurde deutlich, dass die drei Ausschüsse weit von einer wirklichen Aufklärung der Untaten der Apartheid entfernt blieben. Auch in Bezug auf die Täter erreichte die Kommission nur zum Teil ihre Ziele. Verglichen mit den aufgeklärten Verbrechen, beantragte nur ein Bruchteil der Täter Amnestie. Die Logik, durch den Anreiz der Straffreiheit eine rege Beteiligung der Täter am Aufklärungsprozess zu erreichen, ging nicht auf. Bei der Wiedergutmachung zeigte sich, dass es einer der größten Konstruktionsfehler der TRC war, die Umsetzung der Entschädigungen dem Parlament und der Regierung zu überlassen. Der Wiedergutmachungsausschuss erarbeitete lediglich Vorschläge an den Präsidenten. Die wurden jedoch nie in dieser Form umgesetzt und stellten damit die TRC als Ganze bei Teilen der schwarzen und farbigen Bevölkerung in Frage. Einen direkten Zusammenhang zwischen der TRC und einer Befriedung der Bevölkerung herzustellen, wäre vermessen. Noch immer ist Südafrika ein gespaltenes Land. Ähnliches gilt bei der Legitimierung und Konsolidierung der neuen demokratischen Ordnung. Auch hier ist die Kommission ein Baustein, auf den nicht verzichtet werden konnte. Ihr diesen Erfolg, und es ist ein Erfolg im heutigen Südafrika, alleine zuzuschreiben, wäre eine extreme Überschätzung ihrer Möglichkeiten. Unterm Strich bleibt: Die TRC konnte nicht all ihre Ziele erreichen, aber sie hat sich gerade unter den Voraussetzungen des Übergangsprozesses als eine sinnvolle Form der Vergangenheitsbewältigung erwiesen, die grundlegend wichtige Ergebnisse erarbeiten konnte. Sie kann somit trotz der Berücksichtigung einer Vielzahl von Problemen als Erfolg gewertet werden.
In den WT-Thesis Nr. 1 analysiert die Politikwissenschaftlerin Nina Kolleck die Ursachen für das Scheitern der panamerikanischen Freihandelszone ALCA. Obwohl nach der dominanten Wirtschaftstheorie alle Beteiligten von der ALCA profitieren, wurde die Unterzeichnung des Freihandelsabkommens am 1. Januar 2005 abgelehnt. Doch nicht nur das ALCA-Projekt wurde bisher nicht verwirklicht. Trotz weltweit zunehmender Handelsverflechtungen stößt das Ziel der multilateralen Handelsliberalisierung auf fundamentale Probleme. Nina Kolleck analysiert in ihrer Abschlussarbeit das Scheitern der ALCA nicht nur aus ökonomischer Sicht, sondern sie zieht Konzepte hegemonialer Stabilität sowie neogramscianische Perspektiven heran. Empirisch stützt sich die Arbeit auf Dokumentenanalyse, Interviews sowie auf die Auswertung von Datenmaterial. Das Scheitern der Freihandelszone führt Nina Kolleck auf Machtkonflikte zurück. Eine rein ökonomische Analyse des Prozesses sei ungenügend. Die ALCA wurde vor allem deshalb nicht unterzeichnet, weil es an der Durchsetzungskraft einer Hegemonie fehlte. Diese legitimieren sich nicht nur materiell, sondern auch politisch, ideologisch und über gesellschaftliche Akzeptanz.

Die Beiträge des vorliegenden Sammelbandes widmen sich vorrangig den finanz- und sozialrechtlichen Problemen von Georgien im Transformationsprozess, bieten wichtige Informationen zur aktuellen Situation von Haushalten und zum Steueraufkommen, zu Fragen der Armut und der Einkommensverteilung, zur rechtlichen Fundierung der Finanz- und Sozialpolitik sowie zur Ausgestaltung der gebietskörperschaftlichen Struktur. Die Autoren vermitteln weitgehende Vorschläge zur Reform des Steuer- und Transfersystems sowie zum Aufbau eines friedensstiftenden Föderalstaats, welcher die Kenntnisse über die Wertgrundlagen einer offenen Gesellschaft vertieft, damit den zivilgesellschaftlichen Ansatz unterstützt, eine Stärkung des demokratischen Marktsystems fördert und zugleich das friedliche Zusammenleben in einer unruhigen Region erleichtert.
Aus der Einleitung: Vor 15 Jahren hat Polen mit dem Transformationsprozess begonnen, der das Land von einer sozialistischen Planwirtschaft mit autoritärem Regime in einen modernen demokratischen Staat marktwirtschaftlicher Ausrichtung verwandelt hat. Seither genießt das polnische Volk nach vielen Jahren der Fremdherrschaft wieder seine eigene Souveränität. Mit dem Ende der sozialistischen Ära begann eine Phase umfangreicher und weit reichender institutioneller, wirtschaftlicher und sozialer Veränderungen. Diese gehen einher mit hoher Arbeitslosigkeit und starker Verunsicherung im Umgang mit den sich neu bildenden Strukturen, was eine große Belastung für die Bevölkerung darstellt. Den Herausforderungen zum Trotz haben es die Polen geschafft, in nur wenigen Jahren ein institutionelles und wirtschaftliches Niveau zu erreichen, das sich an dem Niveau westeuropäischer Staaten orientiert. Diese Leistung wurde u. a. durch die Europäische Kommission anerkannt, indem 1998 zunächst die Beitrittsverhandlungen mit Polen eröffnet wurden und das Land im Mai 2004 zur Europäischen Union (EU) beitrat. Während die alten Mitgliedsstaaten der Europäischen Union eine lang andauernde Phase wirtschaftlichen Abschwungs erleiden, findet im angrenzenden Polen ein rasanter wirtschaftlicher Aufholungsprozess statt. Wachstumsraten von 5 % und mehr sind hierbei keine Seltenheit. Diese Entwicklung wird von vielen Bürgern der alten EU Mitgliedssaaten in Zeiten steigender Arbeitslosigkeit und sinkender Löhne wahrgenommen und teilweise als Ursache der eigenen Misere identifiziert. Tatsache aber ist, dass sogar bei anhaltender Dynamik der polnischen Wirtschaft ein Erreichen des westeuropäischen Standards, wenn überhaupt, erst in mehreren Jahrzehnten als realistisch erscheint. Ebenso wie im wirtschaftlichen Bereich stellt sich die institutionelle Diskrepanz zwischen Polen und den Ländern der EU der 15 dar. Zu groß sind die Unterschiede, als dass sie in nur einem Jahrzehnt hätten nachgeholt und ausgeglichen werden könnten. Als zusätzlich Hindernis ist zu werten, dass sich in den letzten Jahren die Berichte der Europäischen Kommission, der Weltbank oder Transparency International mehren, Korruption in Polen bedrohe sämtliche Sphären des öffentlichen und privaten Lebens und die junge „alte“ Demokratie somit durch hausgemachte Probleme ins Strudeln geraten könnte. Innerhalb der Europäischen Kommission scheint man sich des Problems der Korruption in Polen bewusst zu sein und befürchtet diese in Form eines trojanischen Pferdes importiert zu bekommen (Vgl. Dehley 2002: 4). Andere Organisationen wie GRECO1 zeichnen ein düstereres Szenario, da sie der Korruption in Polen attestieren, die demokratischen Institutionen auszuhöhlen.
Vor einhundert Jahren eröffnete die Wissenschaftlerin und Sozialreformerin Dr. med. Maria Montessori in Rom ihre erste Kindertagesstätte, das „Casa dei Bambini”. Inzwischen gibt es allein in Deutschland ca. eintausend Kindergärten und auch Schulen, die nach ihrem Konzept arbeiten. Der Beitrag will auf die Zusammenhänge zwischen dem Menschenrecht auf Bildung, dem pädagogischen Konzept der Maria Montessori und ihrem natur- und verhaltenswissenschaftlich begründeten Ansatz der Lernforschung hinweisen.
Was haben Menschenrechte und Mediation miteinander zu tun? Was bezwecken sie, und welche Rolle spielt das Wissen der Natur- und Verhaltenswissenschaften über zwischenmenschliche Kommunikation? Der Beitrag versucht, ausgehend von den Begriffen Menschenrechte und Mediation deren Beziehungsgefüge aus interdisziplinärer Sicht aufzudecken.
Gegenstand ist die Regierungsorganisation in fünf westeuropäischen Ländern, die seit den frühen 1990er Jahren durch Europäisierung, Globalisierung und die Krise des Wohlfahrtsstaates unter erhöhtem Anpassungsdruck stehen. Während sich das politikwissenschaftliche Interesse meist auf den allgemeinen Wandel der "Staatlichkeit" oder die konkreten Veränderungen von Politikinhalten konzentriert, wird hier in vergleichender Perspektive nach dem Wandel von politischen Strukturen und Prozessen der Regierungsorganisation, insbesondere der Ministerialverwaltung, gefragt. Ausgangshypothese ist, dass die westeuropäischen Regierungssysteme auf die externen Herausforderungen mit Änderungen ihrer "Produktionsstruktur" von Gesetzen und Programmen reagiert haben. Daraus ergeben sich folgende Kernfragen: Welche Veränderungen der Regierungsorganisationen sind zu identifizieren? Handelt es sich dabei um Ergebnisse einer reflexiven Institutionenpolitik? Ändert sich die strategische Handlungsfähigkeit der Regierungsorganisation? Ersten empirischen Beobachtungen folgend lässt sich ein Wandel auf drei Dimensionen vermuten: dem wachsenden horizontalen regierungsinternen Koordinationsbedarf, der vertikalen Reorganisation und Funktionsveränderung zentralstaatlicher Exekutiven sowie Veränderungen der Beziehungen mit externen Akteuren bspw. organisierten Interessen, Politikberatern und Konsensbildungskommissionen. Neben der Bundesrepublik, Großbritannien und Frankreich sollen die beiden skandinavischen Länder Dänemark und Schweden in die Untersuchung einbezogen werden.
Central government coordination in Denmark, Germany and Sweden : an institutional policy perspective

The paper analyses the processes of central government coordination in Denmark, Germany and Sweden. First it gives an account of the existing coordination patterns, second it analyses changes within these coordination patterns over time and finally it asks, whether these changes can be attributed to an intentional institutional design. To answer this set of questions, we introduce an institutional policy analytic perspective to the study of central government change. This perspective focuses on central actors, interests, strategic motivations and the degree of the actors reflexivity as a promoter of intentional institutional change in government coordination. The empirical analysis shows the prevalence of negative coordination as the dominant pattern of coordination in all three countries. However, country-specific constitutional and political traditions result in a variety of different coordination techniques actually used. The paper concludes by identifying three different patterns of change, depending on the degree of change and the reflexivity involved : "fragmented institutional politics" in Denmark, "policy-driven institutional politics" in Germany and "adaptive and symbolic institutional politics" in the case of Sweden.
This study is analysing the transformation of Slovak administration in the telecommunication sector between 1989 and 2004. The dynamic telecom sector forms a good example for the transition problems of post-socialist administration with special regard to the regulation regime change. After describing briefly the role of the telecom sector within economy, the Slovak sectoral policy is analysed. The focus is layed on telecom legislation (including the regulation framework), liberalization of the telecom market and privatisation of the former state owned telecom operator. The transformation of the organizational structure of the "Slovak telecommunication administration" is analysed in particular at the level of the ministry and the regulating agency.
Der bemerkenswerte Transformationspfad der zentralstaatlichen Verwaltung in Estland von der Sowjetbürokratie hin zum mustergültigen EU-Beitrittsland wird anhand des Landwirtschaftsministeriums beschrieben. Für dieses Gebiet gibt es im Gegensatz zu den bekannteren und gut recherchierten Aspekten der Transformation wie Demokratisierung, Wirtschaftsumbau und Außenpolitik noch keine Fallstudie. Daher wird hier die Entwicklung der staatlichen Verwaltung im Zeitverlauf anhand des Wandels der estnischen Agrarpolitik und Landwirtschaftsverwaltung nachvollzogen. Am Ende werden Schlussfolgerungen formuliert und verdeutlicht, dass viele Erkenntnisse über das eigentliche Untersuchungsland hinausgehen und ebenso für andere Transformationsländer in MOE gelten.
Agricultural policy in the transition states of Central Eastern Europe is a very complex issue – ranging from privatisation of farm land, the establishment of agricultural markets to detailed questions of veterinary care, plant health and animal nutrition. Its main elements are the introduction of market liberalization, farm restructuring, privatisation, the reform of the sector and the creation of supporting market institutions and services.1 In this process central state agriculture administration plays a decisive role. This paper is summing up the research of the author on Slovak agricultural administration between 2002 and 2004. This work was part of a DFG-funded research project on “Genesis, Organization and Efficiency of the central-state Ministerial Administration in Central and Eastern Europe”. The project was analysing the processes, results and efficiency of administrative structures at central-state level in Estonia, Poland and Slovakia with reference to public administration in the policy fields of agriculture and telecommunications. The paper is reflecting the situation in the sector and its administration at the beginning of 2004. At first, an overview of the role of the agricultural sector in Slovak economy in the past and presence is provided (section I). Against this background, the development of the agricultural policy in the different periods since 1989 will be analysed, mainly what privatisation, accession to the EU and subsidy policy are concerned (section II). A detailed study of the developments in agricultural administration forms the next part of the paper (section III), i.e. the changes taking place in the ministry of agriculture and in the other institutions responsible for the implementation of agricultural policy. The role of interest groups in agriculture is briefly analysed (section IV). In the conclusions two different scenarios on the further development of Slovak agricultural administration will be deployed.
This book is about inventing successes and good practices of governments that are "closer to the people". Numerous examples throughout Latin America indicate-often despite macroeconomic instability, high inflation, and strong top-down regulation-that subnational actors have repeatedly achieved what their central counterparts preached: sound policymaking, better administration, better services, more participation, and sustained economic development. But what makes some governments change course and move toward innovation? What triggers experimentation and, eventually, turns ordinary practice into good practice? The book answers some of these questions. It goes beyond a mere documentation of good and best practice, which is increasingly provided through international networks and Internet sites. Instead, it seeks a better understanding of the origins and fates of such successes at the micro level. The case studies and analytical chapters seek to explain: How good practice is born at the local level; Where innovative ideas come from; How such ideas are introduced in a new context, successfully implemented, and propagated locally and beyond; What donors can do to effectively assist processes of self-induced and bottom-up change.
This article examines the multiple governments of independent Estonia since 1992 referring to their stability. Confronted with the immense problems of democratic transition, the multi-party governments of Estonia change comparatively often. Following the elections of March 2003 the ninth government since 1992 was formed. A detailed examination of government stability and the example of Estonia is accordingly warranted, given that the country is seen as the most successful Central Eastern European transition country in spite of its frequent changes of government. Furthermore, this article questions whether or not internal government stability can exist within a situation where the government changes frequently. What does stability of government mean and what are the varying multi-faceted depths of the term? Before analysing the term, it has to be clarified and defined. It is presumed that government stability is composed of multiple variables influencing one another. Data about the average tenure of a government is not very conclusive. Rather, the deeper political causes for governmental change need to be examined. Therefore, this article discusses the conceptual and theoretical basics of governmental stability first. Secondly, it discusses the Estonian situation in detail up to the elections of 2003, including a short review of the 9th government since independence. In the conclusion, the author explains whether or not the governments of Estonia are stable. In the appendix, the reader finds all election results and also a list of all previous ministers of Estonian governments (all data are as of July 2002).
The development of the Polish telecommunications administration in the years 1989/90 to 2003 is marked by the processes of liberalisation and privatisation the telecommunications sector underwent during that period. The gradual liberalisation of the Polish telecommunications sector started as early as 1992. In the beginning, national strategies were pursued. The most important of these was the creation of a bipolar market structure in the local area networks. In the second half of the 1990ies the approaching EU membership accelerated the process of liberalisation and consequently the development of a framework of regulations. EU standards are more directed towards setting out a legal framework for regulation than prescribing concrete details of administrative organisation. Nevertheless, the independent regulatory agencies typical for Western Europe served as a model for the introduction of a new regulatory body responsible for the telecommunications sector in Poland. The growing influence of EU legislation changed telecommunications policy as well as administrative practices. There has been a shift of responsibilities from the ministry to the regulatory agency, but the question remains, if the agency gained enough power to fulfil its regulatory function. In the following the legislative framework created by the EU in telecommunications policy will be described and the model of independent regulatory agencies, as it is typical for most EU countries, will be introduced. Some categories for the analysis of the Polish regulatory system will be deduced from the discussion on the regulations of telecommunication in the established EU-Nations (see Böllhoff 2002 and 2003, Thatcher 2002a and 2002b, Thatcher/Stone Sweet 2002). Subsequently the basic features of Polish telecommunication policies in the 1990ies and its effects on the telecommunications sector will be outlined. In the third chapter the development of organisational structures on the ministerial level and within the regulatory agency will be examined. In the forth chapter I will look at the distribution of power and the coordination of the various authorities responsible for telecommunication regulations. The focus of this chapter is on the Polish regulatory agency and its relationships with the ministry, with the anti-monopoly office and with the Broadcasting and Television Council. In a conclusion, the main findings will be summed up.

Die Studie befasst sich mit der Entwicklung der Landwirtschaftsverwaltung in Polen im Zeitraum 1989/90 bis 2003. Die Darstellung konzentriert sich auf Veränderungen von Organisationsstrukturen und Personal in der polnischen Landwirtschaftsverwaltung im Prozess der Transformation und der europäischen Integration.
