We consider rough metrics on smooth manifolds and corresponding Laplacians induced by such metrics. We demonstrate that globally continuous heat kernels exist and are Holder continuous locally in space and time. This is done via local parabolic Harnack estimates for weak solutions of operators in divergence form with bounded measurable coefficients in weighted Sobolev spaces.
The United Nations (UN) policy agenda on Preventing and Countering Violent Extremism (P/CVE) promotes a “holistic” approach to counterterrorism, which includes elements traditionally found in security and development programs. Advocates of the agenda increasingly emphasize the importance of gender mainstreaming for counterterrorism goals. In this article, I scrutinize the merging of the goals of gender equality, security, and development into a global agenda for counterterrorism. A critical feminist discourse-analytical reading of gender representations in P/CVE shows how problematic imageries of women as victims, economic entrepreneurs, and peacemakers from both the UN’s Sustainable Development Goals and the Women, Peace and Security agenda are reproduced in core UN documents advocating for a “holistic” P/CVE approach. By highlighting the tensions that are produced by efforts to merge the different gender discourses across the UN’s security and development institutions, the article underlines the relevance of considering the particular position of P/CVE at the security–development nexus for further gender-sensitive analysis and policies of counterterrorism.
Goethe had lifelong unhappy memories of his early riding lessons at the Frankfurt Marstall. Yet not only did he become a passionate rider later, but he also held riding in unusually high esteem as a veritable form of ‘art’. In his literary works, riding serves as a complex symbol of, among other things, a prudent, measured style of government, an analogy that was also drawn in early modern equestrian theory. Above all, however, according to his understanding of art, riding can be located not only in the early modern system of the artes, but also in the contemporary aesthetics of autonomy.
In 1939 Sigmund Freud published his latest book, Moses and Monotheism, which is his most unusual and problematic work. In Moses Freud offers four groundbreaking claims in regard to the biblical story: [a] Moses was an Egyptian [b] The origin of monotheism is not Judaism [c] Moses was murdered by the Jews [d] The murder sparked a constant sense of unconscious guilt, which eventually contributed to the rational and ethical development of Jewish monotheism. As is well known, Freud’s Moses received extremely negative reviews from Jewish thinkers. The social psychoanalyst, Erich Fromm, who wrote extensively on Freud as well as on Judaism and the biblical narrative, did not explicitly express his position on Freud’s latest work. This paper offers explanations for Fromm’s roaring silence on Freud’s Moses.

The recent debate on administrative bodies in international organizations has brought forward multiple theoretical perspectives, analytical frameworks, and methodological approaches. Despite these efforts to advance knowledge on these actors, the research program on international public administrations (IPAs) has missed out on two important opportunities: reflection on scholarship in international relations (IR) and public administration and synergies between these disciplinary perspectives. Against this backdrop, the essay is a discussion of the literature on IPAs in IR and public administration. We found influence, authority, and autonomy of international bureaucracies have been widely addressed and helped to better understand the agency of such non-state actors in global policy-making. Less attention has been given to the crucial macro-level context of politics for administrative bodies, despite the importance in IR and public administration scholarship. We propose a focus on agency and politics as future avenues for a comprehensive, joint research agenda for international bureaucracies.
Ice-rich yedoma-dominated landscapes store considerable amounts of organic carbon (C) and nitrogen (N) and are vulnerable to degradation under climate warming. We investigate the C and N pools in two thermokarst-affected yedoma landscapes - on Sobo-Sise Island and on Bykovsky Peninsula in the north of eastern Siberia. Soil cores up to 3m depth were collected along geomorphic gradients and analysed for organic C and N contents. A high vertical sampling density in the profiles allowed the calculation of C and N stocks for short soil column intervals and enhanced understanding of within-core parameter variability. Profile-level C and N stocks were scaled to the landscape level based on landform classifications from 5 m resolution, multispectral RapidEye satellite imagery. Mean landscape C and N storage in the first metre of soil for Sobo-Sise Island is estimated to be 20.2 kg C m(-2) and 1.8 kg N m(-2) and for Bykovsky Peninsula 25.9 kg C m(-2) and 2.2 kg N m(-2). Radiocarbon dating demonstrates the Holocene age of thermokarst basin deposits but also suggests the presence of thick Holoceneage cover layers which can reach up to 2 m on top of intact yedoma landforms. Reconstructed sedimentation rates of 0.10-0.57 mm yr(-1) suggest sustained mineral soil accumulation across all investigated landforms. Both yedoma and thermokarst landforms are characterized by limited accumulation of organic soil layers (peat). We further estimate that an active layer deepening of about 100 cm will increase organic C availability in a seasonally thawed state in the two study areas by similar to 5.8 Tg (13.2 kg C m(-2)). Our study demonstrates the importance of increasing the number of C and N storage inventories in ice-rich yedoma and thermokarst environments in order to account for high variability of permafrost and thermokarst environments in pan-permafrost soil C and N pool estimates.
Due to a lack of well-preserved terrestrial climate archives, paleoclimate studies are sparse in southwestern Africa. Because there are no perennial lacustrine systems in this region, this study relies on a saline pan as an archive for climate information in the western Kalahari (Namibia). Molecular biological and biogeochemical analyses were combined to examine the response of indigenous microbial communities to modern and past climate-induced environmental conditions. The 16S rRNA gene high-throughput sequencing was applied to sediment samples from Omongwa pan to characterize the modern microbial diversity. Highest diversity of microorganisms, dominated by the extreme halophilic archaeon Halobacteria and by the bacterial phylum Gemmatimonadetes, was detected in the near-surface sediments of Omongwa pan. In deeper sections abundance and diversity significantly decreases and Bacillus, known to form spores, become dominant. Lipid biomarkers for living and past microbial life were analyzed to track the influence of climate variation on the abundance of microbial communities from the Last Glacial Maximum to Holocene time. Since water is an inevitable requirement for microbial life, in this dry region the abundance of past microbial biomarkers was evaluated to conclude on periods of increased paleoprecipitation in the past. The data point to a period of increased humidity in the western Kalahari during the Last Glacial to Holocene transition indicating a southward shift of the Intertropical Convergence Zone during this period. Comparison with results from a southwestern Kalahari pan suggests complex displacements of the regional atmospheric systems since the Last Glacial Maximum.
Maize (Zea mays L.) is a staple food whose production relies on seed stocks that largely comprise hybrid varieties. Therefore, knowledge about the molecular determinants of hybrid performance (HP) in the field can be used to devise better performing hybrids to address the demands for sustainable increase in yield. Here, we propose and test a classification-driven framework that uses metabolic profiles from in vitro grown young roots of parental lines from the Dent x Flint maize heterotic pattern to predict field HP. We identify parental analytes that best predict the metabolic inheritance patterns in 328 hybrids. We then demonstrate that these analytes are also predictive of field HP (0.64 >= r >= 0.79) and discriminate hybrids of good performance (accuracy of 87.50%). Therefore, our approach provides a cost-effective solution for hybrid selection programs.
