Die vorliegende Zusammenstellung deutscher Menschenrechtspreise dokumentiert menschenrechtliches Engagement aus verschiedenen Perspektiven: - Erstens gibt die Sammlung einen Überblick über die von Einrichtungen und Organisationen vergebenen Menschenrechtspreise. Sie informiert über die Preise selbst und über die aktuellen Preisträger ebenso wie über die Wertvorstellungen und Ziele ihrer Stifter und deren postalische und elektronische Adressen, um bei der Suche nach möglichen Ansprechpartnern behilflich zu sein. - Zweitens vermittelt die Sammlung einen Eindruck von der Vielfalt menschenrechtlichen Handelns am Beispiel der aktuellen Preisträger und weist auf ihre herausragenden und zu würdigenden Leistungen hin. Die Zusammenstellung zeigt, dass Empathie und Empowerment möglich und dem Anliegen förderlich sind. - Drittens bekundet sie das Bedürfnis, den Einsatz für Menschenwürde und Schutz der Menschenrechte öffentlich zu ehren. Damit ist die Absicht verbunden, gesellschaftliches Interesse für diese Fragen zu wecken, die dem Ziel folgt, Menschenrechte leben zu lernen. Die überwiegende Mehrheit – das heißt 35 – der aktuell insgesamt 43 deutschen Menschenrechtspreise wurde erst in den letzten 20 Jahren eingerichtet. Das lässt auch auf den wachsenden Nachdruck im menschenrechtsverbundenen Auftreten (und Handeln) von politischen, konfessionellen, künstlerischen, sportlichen oder auch privatwirtschaftlichen Verantwortungsträgern schließen. Aus der Vielzahl der vergebenen Ehrenpreise wurden all jene Auszeichnungen in der Auflistung berücksichtigt, die entweder im Titel oder in der Beschreibung der Vergabekriterien und Begründungen auf die Begriffe der Menschenrechte und Menschenwürde Bezug nehmen. Grundlage der Daten und Einschätzungen sind in der Regel die Selbstdarstellungen der Vergabeeinrichtungen, wie sie ihren Homepages zu entnehmen waren. Die Web-Adressen – wie unter der Rubrik Kontakt jeweils angegeben – gelten als Beleg. Stichtag für den Rechercheschluss ist der 30. April 2010.
Über den Einsatz bewaffneter Bundeswehrsoldaten im Ausland entscheidet der Bundestag. Die demokratische Legitimität von Bundeswehreinsätzen beruht daher auf der parlamentarischen Mehrheitsentscheidung. Doch durch die Auslagerung von Entscheidungen auf multinationale Sicherheitssysteme, wie die NATO und die EU, ergeben sich Handlungsbeschränkungen für das deutsche Parlament. In dieser Publikation analysiert die Politikwissenschaftlerin Martina Kolanoski die tatsächliche Entscheidungsmacht des Bundestags am Beispiel von Bundeswehreinsätzen im Rahmen der Europäische Sicherheits- und Verteidigungspolitik (ESVP). Sie zeigt, weshalb die parlamentarischen Einflüssmöglichkeiten nur sehr begrenzt sind und argumentiert damit gegen die These des Parlamentarischen Friedens. Die Weiterentwicklung der ESVP durch den Vertrag von Lissabon, die multinationale Streitkräfteintegration, das Konzept der European Battlegroups und der deutsche Entscheidungsprozess zur EU-Mission EUFOR RD Congo werden auf die Frage hin untersucht, ob die Einsatzentscheidung durch politische und/oder militärische Integration vorweg genommen wird.
Juden in Schwedt

270 Jahre lang gab es jüdisches Leben in der brandenburgischen Stadt Schwedt an der Oder. Der Leser dieses Bandes nimmt teil an der wechselvollen Geschichte der jüdischen Menschen und ihrer Gemeinde. Der erste Jude, der sich im 17. Jahrhundert in Schwedt niederließ, war Bendix Levi. Nachdem sein Haus in Oderberg abgebrannt war, erhielt er von Kurfürst Friedrich Wilhelm die Genehmigung zum Aufenthalt in Schwedt. Die preußischen Könige wünschten jedoch, daß in den kleinen brandenburgischen Städten nur wenige Juden leben sollten. Deshalb bestand während des 18. Jahrhunderts die jüdische Gemeinschaft in Schwedt nur aus Angehörigen von drei Familien, nämlich von Bendix Levi, Simon Salomon und Wulff Salomon. Ihr Leben war geprägt vom Kampf um Aufenthaltsrecht und Handelserlaubnis. Solidarität untereinander war dabei nicht immer selbstverständlich, da oft das Aufenthaltsrecht des einen, wirklich oder vermeintlich, dem Recht des anderen entgegenstand. Das umfangreiche Quellenmaterial aus Berliner, brandenburgischen und Jerusalemer Archiven führt uns die Auswirkungen der restriktiven preußischen Judenpolitik auf das Leben der Schwedter Juden lebendig vor Augen und gibt uns außerdem Einblicke in jüdische Traditionen und Gebräuche. So werden wir Zeugen einer jüdischen Eidesleistung im Schwedter Rathaus und nehmen teil an der feierlichen Unterzeichnung eines Heiratsvertrages. Das Emanzipationsedikt von 1812 machte Juden endlich zu preußischen Staatsbürgern und erleichterte das Leben durch Niederlassungs- und Gewerbefreiheit. Dies führte bald zu einer beträchtlichen Vergrößerung der Schwedter jüdischen Gemeinde, der sich auch die jüdischen Einwohner des nahe gelegenen Städtchens Vierraden anschlossen. Als erster ließ sich Israel David Loewenheim aus Tütz / Westpreußen in Schwedt nieder. Ihm folgten aus seiner Heimatstadt nicht weniger als sieben weitere Familien. Zuzüge gab es auch aus anderen Städten, sodass bis zum späten 19. Jahrhundert die Zahl der jüdischen Einwohner Schwedts bis auf ca. 200 Personen zunahm. Ab ca. 1880 führten dann jedoch zahlreiche Wegzüge – besonders nach Berlin – wieder zu einer Verkleinerung der Gemeinde. Seit 1840 war Schwedt Amtssitz eines Rabbiners. Nathan Hirsch Kuttner blieb bis zu seiner Pensionierung im Jahr 1895 in Schwedt. Dieses lange Zusammenleben lässt ein harmonisches Verhältnis zwischen ihm und der Gemeinde vermuten. Dies war aber in den ersten Jahren durchaus nicht der Fall. Kuttner musste einige Jahre um Anerkennung in der Gemeinde kämpfen und sogar die Zahlung seines Gehalts gerichtlich durchsetzen. Der Bau einer neuen Synagoge im Jahr 1862 gab der Gemeinde neues Zusammengehörigkeitsgefühl und brachte Ruhe in die Auseinandersetzungen mit dem Rabbiner. Unter dem Eindruck des zunehmenden Antisemitismus im ausgehenden 19. und im 20. Jahrhundert schloss sich die Gemeinde Vereinen und Organisationen an, die sich den antisemitischen Angriffen entgegenzustellen versuchten, so 1894 dem „Deutsch-Israelitischen Gemeindebund“ und 1901 dem „Verein zur Abwehr des Antisemitismus“. Im Jahr 1922 gründete man die „Reuchlin Loge“ im Verband „Unabhängiger Orden Bne-Beriss“. Bald folgte das schnelle und vollständige Ende der jüdischen Gemeinde in Schwedt durch den nationalsozialistischen Massenmord. In der Datenbank der Gedenkstätte Yad Vashem in Jerusalem wird die Erinnerung an 60 namentlich bekannte ermordete Schwedter Juden aufbewahrt. Nachfahren von Überlebenden hat es in alle Erdteile verschlagen. Intensive genealogische Forschungen in Zusammenarbeit mit Peter Lowe aus Hertford (UK), einem Nachkommen der Familie Loewenheim, und Yehuda Meinhardt (Israel) machten es möglich eine Reihe von Familienstammbäumen zu rekonstruieren. Der Band wird mit der Beschreibung des jüdischen Friedhofs und der Erfassung der Grabinschriften abgeschlossen. Die Arbeit zielt darauf ab, ein tieferes Verständnis darüber zu schaffen, wodurch die Verwendung von Performance-Informationen in der öffentlichen Verwaltung bestimmt wird. Ausgehend von einer Literaturrecherche zu den wichtigsten theoretischen Erklärungen für die Verwendung von Performance-Informationen wird ein Analyseraster entwickelt, anhand dessen der Grad der Informationsverwendung in der Verwaltung operationalisiert wird. Anschließend wird eine Fallstudie über die Berliner Sozialhilfeverwaltung durchgeführt. Es kann gezeigt werden, dass verschiedene Verwaltungsakteure desselben Politikbereichs heterogene Präferenzen besitzen und sich folglich auch ihre Erwartungen an Performance-Informationen unterscheiden: Da beispielsweise die Sozialämter in den Berliner Bezirken hauptsächlich im „operativen Tagesgeschäft“ involviert sind, richtet sich ihr Hauptaugenmerk auf Kennzahlen, die diese Perspektive abdecken. Demgegenüber liegt etwa auf der Landesseite das Augenmerkt der Senatsverwaltung für Finanzen mehr auf den Kosteninformationen, da hier die Steuerung über die Globalsummenzuweisung an die Bezirke erfolgt. Es lassen sich verschiedene Indizien finden, um die Verwendung dieser Daten erklären zu können. Es wird festgestellt, dass der Schwerpunkt bislang eindimensional auf den Finanzdaten liegt. Die Verwendung lässt sich vor allem durch die subjektive politische Brisanz bestimmter Daten sowie durch die Einstellung der Führungskräfte gegenüber einer performance-basierten Steuerungsphilosophie erklären.

Für den Umgang post-autoritärer Gesellschaften mit den Tätern von Menschenrechtsverletzungen der Vorgängerregime gibt es zahlreiche Möglichkeiten. Neben der legalen Strafverfolgung haben sich seit Mitte der 1970er Jahre vor allem Wahrheitskommissionen als Form gegenseitiger Versöhnung zwischen Tätern und Opfern etabliert. Die vorliegende Studie gibt aus der Perspektive der vergleichenden Politikfeldforschung eine Antwort auf die Frage, welche politischen Faktoren der Wahrheitskommissionen in Uruguay, Panama und Ghana zu einer Verzögerung bei den Aufarbeitungsprozessen nach der Transition führen. Dazu werden aus der Theorie von Transitional Justice Hypothesen zur Machtverteilung, dem Ausmaß der Menschenrechtsverletzungen und den zivil-militärischen Reformen für verspätete Wahrheitskommissionen abgeleitet, welche zur Plausibilisierung der Verzögerung beitragen. Im empirisch-analytischen Teil der Arbeit wird in der Untersuchungs- und Kontrollgruppe deutlich, dass im Vergleich zu transitionsnahen Wahrheitskommissionen ein niedrigeres Niveau an Menschenrechtsverletzungen den politischen Druck für die Aufarbeitung hemmt und die Täter als demokratisch gewählte Machthaber nach der Transition kein Interesse an der Wahrheit haben (Ghana und Panama) bzw. mit den neuen Machthabern paktierten (Uruguay). Zudem zeigt die Studie, dass zivil-militärische Reformen keinen Einfluss auf die Aufarbeitung der Wahrheit haben, wie in der Literatur argumentiert wird. Auch wird angezweifelt, dass sich die politische Machtverteilung bei der Einsetzung von Wahrheitskommissionen im Gleichgewicht befindet.
Ghana ist ein Musterbeispiel dafür, dass ein Entwicklungsland den Weg zu Good Governance schaffen kann. In vielen Studien wird dem Land im afrikanischen Vergleich heute bescheinigt, hier ein Vorreiter zu sein. Dies ist Ausgangslage der vorliegenden Studie, die der Frage nachgeht „Welche Gründe, Muster und Bedingungen führen zur Entstehung von Good Governance?“. Im Zentrum der vorliegenden Studie steht, wie aus der erkenntnisleitenden Fragestellung hervorgeht, eine empirische Untersuchung zur Entstehung von Good Governance und damit ein Transformationsprozess. Dieser wird bewusst über einen sehr langen Zeitraum (über ein halbes Jahrhundert) untersucht, um auch langfristige Entwicklungen einbeziehen zu können. Die Studie wird mit Hilfe eines „Mixed-Methods-Ansatzes“ sowohl unter Rückgriff auf quantitative als auch auf qualitative Methoden durchgeführt, was sich im Rückblick als sehr ertragreich erwiesen hat. Zunächst wird die Qualität der Governance über den gesamten Zeitraum anhand von sechs Indikatoren gemessen. Danach werden qualitativ die Gründe für die Fort- und Rückschritte analysiert. Dabei lassen sich immer wieder Systematiken herausarbeiten, wie zum Beispiel zirkuläre Entwicklungen, die über viele Jahre den Weg hin zu Good Governance verhinderten, bis jeweils Ausbrüche aus den Kreisläufen geschafft werden konnten. Sowohl in der demokratischen und rechtsstaatlichen Entwicklung als auch bezogen auf die Versorgung der Bevölkerung mit öffentlichen Gütern und die wirtschaftliche Entwicklung. Auch wenn die verschiedenen Bereiche von Good Governance zunächst einzeln untersucht werden, so zeigen sich gleichzeitig deutlich die Wechselwirkungen der Komponenten. Zum Beispiel kristallisiert sich klar heraus, dass Rechtsstaatlichkeit sowohl auf die Stabilität politischer Systeme wirkt, als auch auf die wirtschaftliche Entwicklung. Ebenso beeinflussen diese wiederum die Korruption. Ähnliche Verknüpfungen lassen sich auch bei allen anderen Bereichen nachvollziehen. Die Entwicklung eines Landes kann also nur unter Berücksichtigung eines komplexen Governance-Systems verstanden und erklärt werden. Dabei können die Wechselwirkungen entweder konstruktiv oder destruktiv sein. Die Verflechtungen der einzelnen Bereiche werden in einem Negativ- und dann in einem Positiv-Szenario festgehalten. Diese Idealtypen-Bildung spitzt die Erkenntnisse der vorliegenden Arbeit zu und dient dem analytischen Verständnis der untersuchten Prozesse. Die Untersuchung zeigt, wie Good Governance über das Zusammenspiel verschiedener Faktoren entstehen kann und dass es wissenschaftlich sehr ertragreich ist, Transformationsforschung auf ein komplexes Governance-System auszuweiten. Hierbei werden die vielen empirisch erarbeiteten Ergebnisse zu den einzelnen Transformationen zu komplexen, in sich greifenden Gesamtszenarien zusammengeführt. Da es bisher keine explizite Good Governance-Transformationsforschung gab, wurde hiermit ein erster Schritt in diese Richtung getan. Es wird darüber hinaus deutlich, dass eine Transformation zu Good Governance nicht durch eine kurzfristige Veränderung der Rahmenbedingungen zu erreichen ist. Es geht um kulturelle Veränderungen, um Lernprozesse, um langfristige Entwicklungen, die in der Studie am Beispiel Ghana analysiert werden. In vielen vorangegangenen Transformationsstudien wurde diese zeitliche Komponente vernachlässigt. Ghana hat bereits viele Schritte getan, um einen Weg in die Zukunft und zu Good Governance zu finden. Die Untersuchung dieser Schritte ist Kern der vorliegenden Arbeit. Der Weg Ghanas ist jedoch noch nicht abgeschlossen.
This thesis is concerned with the development of numerical methods using finite difference techniques for the discretization of initial value problems (IVPs) and initial boundary value problems (IBVPs) of certain hyperbolic systems which are first order in time and second order in space. This type of system appears in some formulations of Einstein equations, such as ADM, BSSN, NOR, and the generalized harmonic formulation. For IVP, the stability method proposed in [14] is extended from second and fourth order centered schemes, to 2n-order accuracy, including also the case when some first order derivatives are approximated with off-centered finite difference operators (FDO) and dissipation is added to the right-hand sides of the equations. For the model problem of the wave equation, special attention is paid to the analysis of Courant limits and numerical speeds. Although off-centered FDOs have larger truncation errors than centered FDOs, it is shown that in certain situations, off-centering by just one point can be beneficial for the overall accuracy of the numerical scheme. The wave equation is also analyzed in respect to its initial boundary value problem. All three types of boundaries - outflow, inflow and completely inflow that can appear in this case, are investigated. Using the ghost-point method, 2n-accurate (n = 1, 4) numerical prescriptions are prescribed for each type of boundary. The inflow boundary is also approached using the SAT-SBP method. In the end of the thesis, a 1-D variant of BSSN formulation is derived and some of its IBVPs are considered. The boundary procedures, based on the ghost-point method, are intended to preserve the interior 2n-accuracy. Numerical tests show that this is the case if sufficient dissipation is added to the rhs of the equations.
