Mit der Wiedervereinigung Deutschlands setzte auch ein Transformationsprozeß in den neuen Bundesländern ein, der die wirtschaftliche Staatstätigkeit als Folge des Sozialismus in die soziale Marktwirtschaft überführen sollte. Dabei wird von staatlicher Seite auch heute noch davon gesprochen, Aufgaben, die durch den Staat erledigt werden, an Dritte auszulagern. Anspruch und Wirklichkeit der Auslagerung von Aufgaben und Leistungen in Landesbetriebe werden in dieser Arbeit untersucht. Ausgangspunkt für dieses Anliegen ist der ursprüngliche Wille des Gesetzgebers, Aufgaben an Dritte abzugeben. Inkonsequent ist dann der Schritt, definierte Aufgaben lediglich in die Organisationsform des Landesbetriebes zu überführen. Zur näheren Untersuchung werden Vergleiche mit der Aufgabenwahrnehmung in den Bundesländern Hamburg, Bayern und Rheinland-Pfalz heran gezogen. Um ermessen zu können, in welcher Weise und mit welchem Annäherungsgrad die Privatisierungspraxis in Brandenburg organisiert ist, werden folgende Fragestellungen untersucht: - Unter welchen Voraussetzungen sollte der Staat Aufgaben auslagern? - Welche Verfahren der Auslagerung von Aufgabenerledigung und Leistungserbringung sind die vorherrschenden im Land Brandenburg und in Vergleichsländern? Gibt es dafür Abwägungsverfahren? - Gibt es sinnvolle Alternativen zur vorherrschenden Privatisierungsform im Land Brandenburg?

Mit der hier vorliegenden Arbeit wird ein mikroökonomisches Multiagentenmodell eines Produktionssektors vorgeschlagen. Das Modell folgt einem post-walrasianischem Ungleichgewichtsansatz und beschreibt optimierende Agenten der Produktionsseite. Diese berücksichtigen in probabilistischen Nebenbedingungen Risiken des Cash Flow, die sich aus unsicheren Absatzmengen ergeben. Produzenten stehen in monopolistischer Konkurrenz und lernen durch Beobachten. Wird vorliegendes Modell in ein Totalmodell integriert, so wird es möglich, die sich aus der Klimadebatte ergebenden, notwendigen Veränderungen im Investitions- und Produktionsverhalten zu diskutieren und darzustellen.
This paper analyzes fundamental shortcomings in the Georgian legal bases in both the constitution and the tax code with regard to a sustainable fiscal policy. It shows that the lack of experience with sharing political powers and competences among the administrative levels create centralizing tendencies, which are in sharp contrast to more recent laws on local selfgovernment. Having set the legal background of today’s administrative structure in Georgia, the paper continues to describe the country’s budget composition in terms of tax revenues and expenses since the year 2000. Following a brief discussion of the Georgian systems of transfers to subordinate administrative entities the paper concludes by naming essential reform steps that need to be taken towards the development of a functioning fiscal policy on all levels.

Poverty is currently wide spread in Georgia. This paper is dedicated to an analysis of the causes, the extent and the intensity of poverty in Georgia. With a strong focus on the period after Shevardnadze’s presidency, the paper shows how poverty has grown in the past 15 years. In spite of a rising per capita income, the variance within the distribution of income is also increasing. The widening gap between high and low incomes represents a danger for the Georgian society and is associated with high unemployment rates, a lack of education for entire societal strata and rising criminality. In addition, high inflation rates affect mainly low income groups. Apparently, the Rose Revolution of 2003 did not lead to an attenuation of poverty but rather intensified it.
This paper describes the administrative powers of local jurisdictions in Georgia, emphasizing on the tax competences and the abilities to mobilize other sources of income. Having listed and explained the types of revenues and incomes, the articles continues to show their distribution among administrative levels according to the current tax code. Following a brief overview of the main laws underlying tax regulation, the existing problems of the status quo before 2007 and some perspectives for the immediate future are outlined.
Tax estimation is a fundamental prerequisite for a sustainable fiscal policy. This paper uses the Georgian Household Survey and s simple microsimulation model in order to describe the household incomes in Georgia for the year 2005, their structure and regional distribution within eleven historical regions. Based on a thorough analysis of the existing taxable incomes and following the documentation of the applied model both a tax allowance and three percent raise of the income tax are estimated with respect to tax revenue and distributional effects. The paper comes to the conclusion that the poor income situation of most Georgian households can be mitigated by a tax allowance but is very difficult to be financed because of expected revenue losses. In spite of some progressive distributional effects of an increase of the tax burden, most households will find a very hard to cope with additional tax liabilities.
During the transformation process, the reform of public finances (in particular the tax system) is crucial for Georgia. There are a lot of proposals and suggestions in the financial literature concerning the introduction of tax systems in transition countries. Individual taxes or the entire tax system should be elaborated regarding certain criteria. This paper analyzes the tax reform procedures during the transition of Georgia to the free-market economy as well as the existing tax system. Concerning the taxes, the current tax system is more or less duplicated from the Western European countries. It becomes obvious that the chance of developing a rational, sustainable and adjusted tax system for transition countries was missed.
This paper gives an outline of the evolution of fiscal policy in Georgia. Starting in the mid-1990s, the authors break the recent Georgian history into two main periods, separated by the Rose Revolution of 2003. The first period was marked by some first efforts to generate and stabilize tax revenues, which were largely offset by the financial crisis of 1998. The Georgian budget at that time was largely financed by foreign sources. Following the Rose Revolution the country’s financial situation has improved, hyperinflation was overcome and public revenues have steadily increased due to administrative changes and tax law reforms.
The paper describes the content of the project “Tax-/Transfer-Reform and Fiscal Responsibility: Pathways to a Sustainable Fiscal Policy in Georgia”, which is supported for the period Fall 2005 to Spring 2008 by the VolkswagenStiftung. Within the project a knowledgetransfer is organized, concentrating on state theory, tax and transfer reform, revenue sharing as well as fiscal equalization. A short overview on the current situation in Georgia is presented. Then the main project components – tax reform, tax revenue estimation and microsimulation – are briefly discussed.
Real costs of freight transportation have strong increased in Russia particularly during the period of price liberalization 1992–93. This paper investigates possible connections between rising transport costs and the evolution of the size structure of the system of cities in the Russian Federation and its federal subjects. Empirical findings suggest that under conditions of a closed system agglomeration processes according to the predictions of the model of Tabuchi et al. (2005) would have taken place especially in the periphere regions of the North and Far East.

Aus der Einführung: Betrachtet man Größe und Funktionsfähigkeit von Städten weltweit, so scheint der Eindruck unabwendbar, daß es einerseits Städte gibt, die über das Maß einer organisierbaren urbanen Einheit hinausgewachsen sind (Megacities) und andererseits kleine Städte existieren, die nicht in der Lage sind, ihren Einwohnern in einem notwendigen Umfang Dienste zur Verfügung zu stellen. Diese Überlegung wird vielfach unterstützt durch die Tatsache, daß die Megacity größer ist, als sie aufgrund ihres Bedeutungsüberschusses in einem hierarchischen Städtesystem im Sinne Christallers sein müßte. Für kleine Städte in einem dünn besiedelten Umland ergibt sich das Problem, daß es für bestimmte private Dienste und öffentliche Leistungen technisch bedingte Mindestmengen der Produktion gibt (z. B. Feuerwehr, Medizintechnik, Ausbildungsstätten etc.), die Nachfrage aus Stadt und Umland aber kleiner ist und aus diesem Grund das Angebot fehlt. Die betriebswirtschaftliche Entscheidung, die entsprechenden Dienste nicht anzubieten, kann zu gesamtwirtschaftlichen Wohlfahrtsverlusten führen, die aus den weiträumigen Beschaffungsfahrten der Haushalte resultieren. Wenn es nun einerseits Städte gibt, die zu groß sind und andererseits Städte existieren, die offenbar zu klein sind, so stellt sich die Frage, ob es eine optimale Stadtgröße gibt. Diese Frage könnte in eine weitere übertragen werden: Gibt es eine - möglicherweise von Christaller abweichende - optimale Städtehierarchie? Die Antworten auf die Fragen können von verschiedenen Disziplinen gegeben werden, sowohl die Stadtsoziologie als auch die Stadtplanung kann Beiträge liefern; in den nachfolgenden Überlegungen sollen wirtschaftliche Gesichtspunkte im Zentrum einer raumwirtschaftlichen und stadtökonomischen Analyse stehen.
This paper gives a review on the theoretical foundation for fiscal decentralisation and a status quo analysis of the intergovernmental relations in Mongolia. It consists of two parts. Part I briefly reviews the theories of fiscal decentralisation and its impact on the nations’ welfare considering the major challenges for a transition economy. Part II of the paper describes the general structure and scope of the government and examines the current fiscal autonomy in Mongolia focusing on the four main areas of intergovernmental relations. This paper concludes that local governments in Mongolia are still far away from having the political, administrative and fiscal autonomy. New approaches for the assignments of expenditures and revenues in Mongolia are urgently needed.
The paper describes the exchange program in between the University of Wisconsin/ Milwaukee and the University of Potsdam in the field of economics. It discusses in detail the development of the program, including the problems and challenges. Additionally a brief description of the curriculum is presented. Then the future possibilities of the Transatlantic Degree Program (TDP) are discussed and the influences and problems of the Bologna process analysed.
Diese Arbeit beschäftigt sich dem Thema Studienfinanzierung. Zuerst richtet sich der Fokus auf die Analyse des Gutes Hochschulausbildung. Anschließend werden die Finanzierungsmöglichkeiten der Studierenden aufgezeigt, wobei den Krediten eine besondere Aufmerksamkeit zukommt. Die Analyse der Finanzierungssysteme in den USA und Australien ist ebenfalls Bestandteil der vorliegenden Arbeit. Hier richtet sich das Augenmerk auf die Entwicklung der Studiengebühren und die angebotenen Finanzierungsmöglichkeiten. Daran anschließend erfolgt eine Darstellung der Auswirkungen des jahrelang gebührenfrei angebotenen Hochschulstudiums in Deutschland. In diesem Zusammenhang werden die Finanzierungsstruktur deutscher Hochschulen, die soziale Zusammensetzung der Studierenden und die Akademikerquote beleuchtet. Zum Abschluss erfolgt eine empirische Untersuchung der Lebenseinkommen verschiedener Bildungsgruppen in Deutschland und damit verbunden eine Berechnung der Bildungsrenditen bestimmter Ausbildungsniveaus.
