Purpose This study aims to explore under which institutional and organizational conditions the national e-government reform efforts of EU member states lead to very high availability of e-services. Design/methodology/approach Following e-government literature of information systems and public administration research, this study applies an analytical framework encompassing characteristics of the national politico-administrative system (state structure, government capacity, managerial innovation orientation and civil service system) to understand why a common policy framework does not lead to convergence but great variety in the degree of e-service availability. A comparative case study approach using fuzzy set qualitative comparative analysis (fsQCA) is applied to systematically compare e-service availability in the former 28 EU member states. Findings Three configurations of sufficient conditions are identified: government capacity in conjunction with either bureaucratic human resource practices, centralized state structure or managerial innovation orientation. Three country clusters are derived: effective bureaucrats, effective centralists and effective managers. Originality/value The results demonstrate the importance of administrative effectiveness for the digital transformation. Rather than mimicking best practices, countries are advised to learn from better performing countries that are most similar in terms of institutional and organizational characteristics of the politico-administrative system.
Die vorliegende Arbeit beschäftigt sich mit Qualitätsmanagementsystemen in Nonprofit-Organisationen. Sie stellt dabei das Spannungsfeld verschiedener Akteursinteressen innerhalb von Nonprofit-Organisationen in den Vordergrund. Dies erfolgt anhand des mikropolitischen Ansatzes, der allen Akteuren innerhalb einer Organisation eigene Interessen zugesteht, die sie durch Taktiken und Strategien in Machtkämpfen versuchen durchzusetzen.
Untersucht wird der Prozess der Entstehung und Evaluation von konkreten Maßnahmen, den sogenannten Qualitätszielen, und den Einfluss von pädagogischen Mitarbeitenden auf deren Formulierung. Dies erfolgt anhand einer Einzelfallstudie. Mithilfe von qualitativen Interviews wurde untersucht, inwieweit pädagogische Mitarbeitende die Einflussmöglichkeiten des Qualitätsmanagementsystems zur strategischen Organisationsentwicklung und Durchsetzung eigener Interessen nutzen.
Die Ergebnisse zeigen, dass es zwei Typen von Mitarbeitenden gibt, aktive und passive, die entweder einen Machtgewinn oder -verlust erleben. Aufgrund der kooperativen Art der Kommunikation und Entscheidungsfindung sowie kaum divergierenden Interessen zwischen den verschiedenen Akteuren bleiben die vorhandenen Einflussmöglichkeiten im Sinne von organisationsinternen Machtkämpfen und mikropolitischen Taktiken bisher jedoch weitestgehend ungenutzt. Diese Falleigenschaften erklären, wieso der mikropolitische Ansatz bei der Analyse nicht zu den antizipierten Resultaten geführt hat.
The study of subnational and local government systems and reforms has become an increasingly salient topic in comparative public administration. In many European countries, policy implementation, the execution of public tasks and the delivery of services to citizens are largely carried out by local governments, which, at the same time, have been subjected to multiple reforms and sometimes comprehensive institutional re-organizations. This chapter discusses analytical key concepts and outcomes of the comparative study of local governments and local government reforms. It outlines frameworks and analytical tools to capture the variety of institutional settings and developments at the local level of government. It provides an introduction into crucial comparative dimensions, such as functional, territorial and political profiles of local governments, and analyses current reform approaches and outcomes based on recent empirical findings. Finally, the chapter addresses salient issues to be taken up in future comparative studies about local government.
