Wegen seiner riesigen Ausdehnung hat Russland bei der wissenschaftlichen Erforschung des Erdmagnetismus bereits im 18. Jahrhundert und erst recht im 19. Jahrhundert eine herausragende Rolle gespielt. Alexander von Humboldts Engagement auf dem Gebiet des Erdmagnetismus, sein organisatorisches und diplomatisches Geschick verhalfen dazu, dass man sich international und vielerorts dem Phänomen des Erdmagnetismus zuwandte. Carl Friedrich Gauß stellte dessen Erforschung in der relativ kurzen Zeit zwischen 1833 und 1839 auf ein ganz neues wissenschaftliches Fundament. Die Pläne Humboldts, die Erde möglichst global physikalisch zu erforschen, und die Pläne von Gauß, die erdmagnetischen Forschungen zentral zu koordinieren, gipfelten 1849 in der Gründung des Physikalischen Hauptobservatoriums in St. Petersburg, das zu jener Zeit eine absolut neuartige Institution darstellte – es war der Erforschung der neuen Disziplin Geophysik gewidmet. An der Spitze dieser Institution stand der russische Physiker Adolph Theodor Kupffer, Mitarbeiter und Kollege sowohl von Humboldt als auch von Gauß.
Als Alexander von Humboldt im Juni 1802 von Quito aus zum Rest seiner lateinamerikanischen Forschungsreise aufbrach, begleitete ihn, abgesehen von Aimé Bonpland, Carlos Montúfar bis nach Europa zurück begleitet, u.a. auch auf beim Versuch, den Chimborazo zu ersteigen. Bis kurz vor der Stadt Cajamarca im heutigen Peru schrieb Montúfar ein relativ unbekanntes Tagebuch zur Reise. Nach einem kurzen Ausflug in das Leben von Humboldts Begleiter steht im Zentrum der weiteren Ausführungen die Frage, ob sein Tagebuch ein anderes Licht auf Humboldt und speziell auf den Aufstiegsversuch wirft. Das läuft auf einen Vergleich der Tagebücher der beiden Reisegefährten hinaus und auf den Versuch, die scheinbaren Widersprüche aufzulösen.

Obamas Rede im Prager Frühling des Jahres 2009 sollte ein neuer Startschuss sein für die atomare Abrüstung. Im Winter 2011 herrscht Ernüchterung. Die Hoffnung auf eine atomwaffenfreie Welt hat sich nicht erfüllt. Neben kleinen Etappenerfolgen sind sogar Aufrüstungstendenzen zu verzeichnen, zwanzig Jahre nach dem Ende des Kalten Krieges. Die Forderung nach Global Zero steht weiterhin im politischen Raum. Beziehungsdiagnostik: Von Spannungen zwischen der Türkei und Israel, dem Austausch zwischen China und Deutschland sowie der Zukunft des transatlantischen Verhältnisses berichten weitere Beiträge der aktuellen Ausgabe – klar, pointiert, streitbar.
Militär und Gesellschaft in der Frühen Neuzeit = Themenheft: Universitäten im Dreißigjährigen Krieg

Die Geschichte der deutschen Universitäten in der Zeit des Dreißigjährigen Krieges gehört traditionell nicht zu den bevorzugten Themen der historischen Forschung – weder der universitäts-, noch der militärgeschichtlichen. Dieses ausgesprochene Desiderat hat spezifisch historiographiegeschichtliche Gründe und ist noch heute für viele Verzerrungen und Einseitigkeiten bei der Darstellung dieser für das deutsche Universitätswesen durchaus zäsurhaften Epoche verantwortlich. Die in diesem Heft präsentierten exemplarischen Studien gehen auf Vorträge eines Workshops des Arbeitskreises Militär und Gesellschaft in der Frühen Neuzeit auf Schloss Friedenstein in Gotha im Mai 2010 zurück und verstehen sich als eine erste Annäherung an ein noch weithin offenes, aber keineswegs ausgeschöpftes Forschungsfeld.

F. E. Peters stellt in seiner Studie Überlegungen zur Idiomatik und Phraseologie des Plattdeutschen an, der Muttersprache des Schriftstellers. Er plädiert dafür, das Plattdeutsche in seiner Besonderheit und unabhängig von Vergleichen mit dem Hochdeutschen zu bewerten und zu würdigen. Kürze, Prägnanz, Anschaulichkeit und intuitive Treffsicherheit des Plattdeutschen werden hervorgehoben und anhand von Beispielen aus dem Alltag belegt. Peters unterstreicht die sich in dem Bewahren von Formeln ausdrückende „einfältige Sprachfrömmigkeit“ des Plattdeutschen, für ihn ein Zeichen junger und primitiverer Sprachen, gewissermaßen „Sprach-Marionetten“ im Kleistschen Sinn ausgestattet mit der Anmut des Unbewussten.
Was machen Verwaltungsmanager wirklich? : Explorative Ergebnisse eines Lehrforschungsprojekts

Dieses Sonderheft der Schriftenreihe des Lehrstuhls für Public Management präsentiert ausgewählte Ergebnisse eines Lehrforschungsprojektes. Dabei wurde in Anlehnung an Mintzbergs Managementforschung die Frage gestellt, wie Führungskräfte in der Verwaltung tatsächlich ihre Organisationen steuern. Das Sonderheft enthält die explorativen Befunde aus drei empirischen Studien, die von Teilnehmern und Teilnehmerinnen des Seminars durchgeführt wurden.
Mit dem Amtsantritt von Präsident Santos 2010 hat sich das politische Klima in Kolumbien spürbar verändert. Der ehemalige Verteidigungsminister Uribes distanziert sich von seinem einstigen Vorgesetzten: Außenpolitisch sucht Santos Kontakt zu den Nachbarstaaten, im Land selbst darf wieder über den bewaffneten Konflikt mit der Guerilla diskutiert werden. An der neoliberalen Wirtschaftspolitik hält jedoch auch Präsident Santos fest.

Die verheerenden Erdbeben im März dieses Jahres erschütterten nicht nur Japan, sie erschütterten die Welt. Das Reaktorunglück von Fukushima weckte düstere Erinnerungen an Tschernobyl. Wie geht das asiatische Land mit der Katastrophe um? Das Thema zeigt deutlich, dass die Krise noch lange nicht Überwunden ist. Weitere Themen: Europa macht die Eurokrise zu schaffen. Werner Weidenfeld kritisiert die Verengung und plädiert für ein politisches Projekt Europa. Berlins Große Politik im Fall Libyen analysiert Gunther Hellmann. Die deutschen Interessen werden in Berlin definiert, nicht in Washington oder Paris. Darin waren sich Angela Merkel und ihr Vorgänger schon 2003 einig. Und sie werden im Kanzleramt festgelegt, nicht auf Oppositionsbänken, in Thinktanks oder gar Talkshows. Da helfen auch mediale Empörungsinszenierungen nicht. Isolierungsängste belasten nur kleine Staaten. Die Zeiten kleiner Politik sind allerdings vorbei.
