Landnutzungsszenarien zur Entscheidungsunterstützung : ein Beispiel aus dem Einzugsgebiet der Havel

Zusammenfassung Über 70 % der Stickstoffeinträge in die Gewässer stammen aus diffusen Quellen. Art und Intensität der Landnutzung im Einzugsgebiet haben daran einen wesentlichen Anteil. Bei der Umsetzung der EU- Wasserrahmenrichtlinie wird es deshalb auch darauf ankommen, Strategien für eine angepasste, gewässerverträgliche Landntzung zu entwickeln. Szenarien können verschiedene Wege zum Ziel, dem guten Zustand nach WRRL, aufzeigen, ihre Auswirkungen in komplexen Zusammenhängen darstellen und damit Entscheidungsprozesse unterstützen. Im Artikel wird eine Methodik zur Entwicklung von Landnutzungsszenarien vorgestellt, die im Rahmen des Verbundprojektes "Bewirtschaftungsmöglichkeiten im Einzugsgebiet der Havel" erarbeitet wurde.
Beim Ausbau der BAB A9 wurde die naturschutzrechtliche Eingriffsregelung in den verschiedenen Bundesländern zwar vom Grundsatz vergleichbar, in vielen Details (z.B. Kompensationsumfang, Maßnahmenunterhaltung) jedoch unterschiedlich angewendet. Diese Unterschiede kommen weniger durch die rechtlichen Vorgaben als durch unterschiedliche methodische und inhaltliche Herangehensweisen zustande. So ist festzustellen, dass die naturschutzfachlichen Ergebnisse in den untersuchten Beispielen nicht von der Art des Zulassungsverfahrens abhängen. Entscheidend sind vielmehr die fachliche Qualität und die Umsetzungsorientierung der Begleitplanungen und die Bereitschaft von Planungsträgern, Naturschutzbehörden und Flächeneigentümern, bei der Abarbeitung der Eingriffsregelung zusammenzuarbeiten. Trotz ähnlicher Vorhabensmerkmale wurden die Beeinträchtigungen von Naturhaushalt und Landschaftsbild unterschiedlich detailliert ermittelt. Es besteht eine sehr klare Tendenz, im LBP lediglich einige Hauptbeeinträchtigungen zu ermitteln und zu quantifizieren und daraus pragmatisch den Kompensationsbedarf abzuleiten. Wurden detailliertere schutzgut- oder funktionsbezogenen Darstellungen der Beeinträchtigungen, z.B. auf Basis einer UVS vorgenommen, dienten sie dazu, unterschiedliche Typen von Kompensationsmaßnahmen zu begründen. Den Umfang der Kompensation beeinflussen die Flächengröße und die Wertigkeit der beanspruchten Biotope. In allen Beispielen wurden hauptsächlich Ersatzmaßnahmen geplant und realisiert. Der tatsächliche Erfolg der Maßnahmen hängt ganz entscheidend von der langfristigen Unterhaltung und Sicherung der Maßnahmen ab. Hier verfolgen die Planungsträger unterschiedliche Strategien.
Theoretische Ansätze unter den Oberbegriffen "Hierarchy" und "Scale" sind in der Ökologie seit den 1980er-Jahren entwickelt und intensiv diskutiert worden. Das wissenschaftliche Paradigma kann mit dem Begriff "Hierarchical Patch Dynamics" beschrieben werden. Obwohl auch Anwendungsbezüge diskutiert und konzipiert wurden, hat es in Deutschland bisher in der Landschaftsplanung kein größeres Echo hervorgerufen. Gleichwohl gibt es eine Reihe interessanter Anknüpfungspunkte zwischen Aussagen der ökologischen Hierarchie-Theorie und konkreten landschaftsplanerischen und naturschutzfachliceh Aufgabenstellungen. Vor diesem Hintergrund werden Grundzüge dieser Theorie bzw. der unter dem Dach des Paradigmas "Hierarchical Patch Dynamics" versammelten theoretischen Ansätze dargestellt. Wesentlich ist die erkenntnistheoretische Grundhaltung, die versucht, unzulässige Verallgemeinerungen oder Absolutheitsansprüche auszuschließen, indem sie zunächst den Gegenstandsbereich der Ökologie beschreibt und analysiert. Auf dieser Grundlage werden Herangehensweisen zur Behandlung ökologischer Fragestellungen vorgeschlagen. Diese Herangehensweisen lassen sich auf landschaftsplanerische Aufgaben übertragen. Es wird gezeigt, für welche Bereiche eine solche Übertragung denkbar wäre. Letztlich bedürfte es einer Praxisüberprüfung, um herauszufinden, ob mit Hilfe von Ansätzen der ökologischen Hierarchie- Theorie die Bearbeitung planerischer Fragestellungen verbessert oder ergänzt werden könnte.
Zusammenfassung und Facit Durch die seit August 2001 im Kraft getretene geänderte Gesetzeslage hat sich in puncto materieller Wirkung der UVP auch in der Bauleitplanung nicht viel geändert. Wirklich neu ist lediglich der Umweltbericht, über den eine prozessbegleitend angelegte, besser strukturierte Aufbereitung des relevanten Abwägungsmaterials zu erwarten ist, die aber keine die Entscheidung präjudizierende Wirkung hat. WULFHORST (2001, 252) spricht hier von einer allerdings nicht zu unterschätzenden "verfahrenspsychologischen Wirkung". Handlungsbedarf besteht - zumal vor dem Hintergrund der anstehenden Umsetzung der Plan-UVP - gerade in der Bauleitplanung im Hinblick darauf, welche Möglichkeiten der Integration und Abstimmung der verschiedenen Instrumente zur Folgenbewältigung gegeben sind. Diese Betrachtung sollte aber nicht nur eingeschränkt auf eine inhaltliche Zusammenfassung bei gleichzeitiger Erstellung getrennter Dokumente für die verschiedenen Verfahren erfolgen. Vielmehr ist einer inhaltlichen Differenzierung der verschiedenen Aufgaben die gleiche Aufmerksamkeit zu widmen wie der formal angelegten Beachtung der verfahrensmäßigen Anforderungen. Mit Spannung bleibt schließlich abzuwarten, wie der EuGH seine interpretierende Rechtsprechung zu den nationalen Umsetzungen der geänderten UVP-Richtlinie und hier insbesondere zur Umsetzung der geforderten Einzelfallprüfung gestalten wird. Die Vergangenheit hat gezeigt, dass der EuGH gerade unter dem Vorsorgeaspekt zu einer recht weitgehenden Auslegung entsprechenden Bestimmungen neigt. Man ist daher sicher nicht schlecht beraten, den Anwendungsbereich der UVP in der Bauleitplanung im Ermessensfall eher weit zu gestalten.
A fine-grained slope that exhibits slow movement rates was investigated to understand how geohydrological processes contribute to a consecutive development of mass movements in the Vorarlberg Alps, Austria. For that purpose intensive hydrometeorological, hydrogeological and geotechnical observations as well as surveying of surface movement rates were conducted during 1998–2001. Subsurface water dynamics at the creeping slope turned out to be dominated by a three-dimensional pressure system. The pressure reaction is triggered by fast infiltration of surface water and subsequent lateral water flow in the south-western part of the hillslope. The related pressure signal was shown to propagate further downhill, causing fast reactions of the piezometric head at 5Ð5 m depth on a daily time scale. The observed pressure reactions might belong to a temporary hillslope water body that extends further downhill. The related buoyancy forces could be one of the driving forces for the mass movement. A physically based hydrological model was adopted to model simultaneously surface and subsurface water dynamics including evapotranspiration and runoff production. It was possible to reproduce surface runoff and observed pressure reactions in principle. However, as soil hydraulic functions were only estimated on pedotransfer functions, a quantitative comparison between observed and simulated subsurface dynamics is not feasible. Nevertheless, the results suggest that it is possible to reconstruct important spatial structures based on sparse observations in the field which allow reasonable simulations with a physically based hydrological model. Predictability of hydrologic response at the plot and catchment scales: Role of initial conditions

This paper examines the effect of uncertain initial soil moisture on hydrologic response at the plot scale (1 m2) and the catchment scale (3.6 km2) in the presence of threshold transitions between matrix and preferential flow. We adopt the concepts of microstates and macrostates from statistical mechanics. The microstates are the detailed patterns of initial soil moisture that are inherently unknown, while the macrostates are specified by the statistical distributions of initial soil moisture that can be derived from the measurements typically available in field experiments. We use a physically based model and ensure that it closely represents the processes in the Weiherbach catchment, Germany. We then use the model to generate hydrologic response to hypothetical irrigation events and rainfall events for multiple realizations of initial soil moisture microstates that are all consistent with the same macrostate. As the measures of uncertainty at the plot scale we use the coefficient of variation and the scaled range of simulated vertical bromide transport distances between realizations. At the catchment scale we use similar statistics derived from simulated flood peak discharges. The simulations indicate that at both scales the predictability depends on the average initial soil moisture state and is at a minimum around the soil moisture value where the transition from matrix to macropore flow occurs. The predictability increases with rainfall intensity. The predictability increases with scale with maximum absolute errors of 90 and 32% at the plot scale and the catchment scale, respectively. It is argued that even if we assume perfect knowledge on the processes, the level of detail with which one can measure the initial conditions along with the nonlinearity of the system will set limits to the repeatability of experiments and limits to the predictability of models at the plot and catchment scales.
Bemühungen um eine katastrophenresistentere Gesellschaft bedürfen nicht nur der Analyse potentiell bedrohlicher Prozesse wie Hochwasser, Hangrutschungen usw. Die solcherart gewonnenen Risikoeinschätzungen müssen adäquat kommuniziert werden, wenn das Risikobewusstsein der Bevölkerung gestärkt und absehbare Schäden minimiert werden sollen. In sieben Beiträgen behandeln Autoren verschiedener Disziplinen Fragen der Umsetzung des Wissens über die Natur in die gesellschaftliche Praxis.
Möglichkeiten zur Minderung des Hochwasserrisikos durch Nutzung von Flutpoldern an Havel und Oder

Die extremen Hochwasserereignisse an der Oder (Juli 1997) und Elbe (August 2002) haben erneut gezeigt, welch enorme Risiken für Leben und Sachgüter von Überschwemmungen ausgehen können. Eine wichtige Maßnahme im Rahmen eines Hochwasserrisikomanagements stellt die gezielte Flutung von Polderflächen zur Minderung des Hochwasserrisikos von stromab gelegenen Gebieten mit hohem Schadenpotential dar. So wurde durch die Flutung der Polder an der Unteren Havel während des Elbhochwassers 2002 der Hochwasserscheitel erfolgreich verringert, wodurch die Verteidigung der stromab gelegenen Deiche unterstützt und die Überschwemmungsgefahr u. a. für die Stadt Wittenberge reduziert wurde. Dies stellt den Hintergrund des durch das Bundesministerium für Bildung und Forschung (BMBF) geförderten Projektes "Möglichkeiten zur Minderung des Hochwasserrisikos durch Nutzung von Flutpoldern an Havel und Oder" dar, das in enger Kooperation zwischen Universität, den Landesämtern für Landwirtschaft und Umwelt und Ingenieurbüros bearbeitet wurde. Untersuchungsgebiete waren die Neuzeller Niederung an der Oder und die Polder an der Unteren Havel, deren Nutzung als Flutpolder geprüft bzw. optimiert werden sollte. Die Ergebnisse des interdisziplinären Forschungsprojektes werden in dem vorliegenden Bericht dargestellt.
Ziel dieser Arbeit ist es, ein sequentielles Extraktionsverfahren zur Erfassung unterschiedlich stabiler Anteile der orgnischen Bodensubstanz (OBS) zu entwickeln und zu klären, ob ein Zusammenhang zwischen Löslichkeit und Stabilität besteht. Darüber hinaus sollen der Einfluss von Bewirtschaftungsmaßnahmen auf Menge und Zusammensetzung dieser OBS-Anteile und Zusammenhänge zwischen Fourier Transform Infrarot (FT-IR)-Spektroskopiedaten und der Kationenaustauschkapazität (KAK) der OBS analysiert werden. Für die Untersuchungen wurden Böden der Langzeitfeldexperimente (LFE) in Halle, Bad Lauchstädt und Rotthalmünster beprobt. Zur Erfassung unterschiedlicher OBS-Fraktionen wurden im ersten Schritt die wasserlöslichen OBS-Anteile (OBS(W)-Fraktion) aus den Böden isoliert. Im zweiten Schritt wurden aus den Extraktionsrückständen der Wasserextraktion OBS-Anteile mit einer Natrium (Na)-Pyrophosphatlösung extrahiert (OBS(PY)-Fraktion). Die Stabilität der OBS-Fraktionen wurde anhand von δ13C-Bestimmungen und 14C-Messungen untersucht. Die Charakterisierung der Zusammensetzung der OBS-Fraktionen erfolgte mittels FT-IR Spektroskopie. Generell wird mit der OBS(PY)-Fraktion ein größerer Anteil am organischen Kohlenstoffgehalt der Böden erfasst als mit der OBS(W)-Fraktion. Die δ13C- und 14C-Daten zeigen, dass die OBS(W)-Fraktion höhere Anteile jungen organischen Materials als die OBS(PY)-Fraktion enthält. Das entwickelte sequentielle Extraktionsverfahren ist also prinzipiell geeignet unterschiedlich stabile OBS-Anteile anhand ihrer Löslichkeit zu isolieren. Mittels FT-IR spektroskopischer Untersuchungen wird festgestellt, dass Bewirtschaftungsmaßnahmen, wie die Düngung, sowie Standorteigenschaften die Zusammensetzung der OBS-Fraktionen beeinflussen. Für die OBS(PY)-Fraktion ist dies stärker ausgeprägt als für die OBS(W)-Fraktion. Die KAK der OBS(PY)-Fraktion aus den Böden der LFE in Halle und Bad Lauchstädt ist positiv mit der Absorptionsintensität der C=O-Bande in den FT-IR Spektren dieser OBS-Fraktion korreliert.
Die Hochwasserereignisse der letzten Jahre haben Mängel bei der schnellen Verfügbarkeit des klassischen Darstellungs-, Entscheidungs- und Analyseinstruments Karte offenbart. Die Erfahrungen von 1997 und 2002 verdeutlichen, dass eine homogene digitale Datengrundlage, die neben rein topographischen zusätzlich auch fachspezifische Informationen des Hochwasserschutzes enthält, für eine effektive Bekämpfung solcher Ereignisse notwendig ist. Mit den Daten des ,Amtlichen Topographisch-Kartographischen Informationssystems’ (ATKIS) liegen topographische Basisdaten in graphikfreier Form als digitales Landschaftsmodell (DLM) flächendeckend für die Bundesrepublik vor. Anhand der exemplarischen Ableitung von nutzerorientierten Kartenmodellen aus diesen graphikfreien Daten wurde deren Eignung für den besonderen Verwendungszweck im Rahmen eines Hochwasserschutz-Informationssystems überprüft. Als Anwendungsbeispiel wurde das Gebiet der Ziltendorfer Niederung, die während des Oder-Hochwassers 1997 überflutet wurde, gewählt. In Expertengesprächen wurden zunächst Inhalte identifiziert, die für einen wirksamen Hochwasserschutz Relevanz besitzen; diese Inhalte wurden anschließend analog zum ATKIS-Systemdesign strukturiert und als Objekte eines separaten Objektbereichs im digitalen Fachmodell (DFM) erfasst. Bei der Ableitung von (Bildschirm-) Karten aus den graphikfreien Daten wurden jeweils unterschiedliche Kriterien für die Basiskarte und die Fachinhalte berücksichtigt. Dabei wurden verschiedene kartographische Regeln und Gesetze mit dem Ziel der prägnanten Visualisierung und damit der eindeutigen Lesbarkeit der Karten angewendet. Beispielhaft sei hier die Schaffung einer visuellen Hierarchie zwischen Basiskarte und Fachinhalten genannt. Die besonderen Nutzungsbedingungen von Karten im Einsatzfall erfordern u.a., dass die Karten auch von Personen, die nur über geringe oder keine Erfahrung im Umgang mit Karten verfügen, schnell und einfach zu lesen sind, um so eine sichere Informationsvermittlung zu gewährleisten. Voraussetzung dafür ist einerseits die Beschränkung auf die Darstellung der wesentlichen Inhalte, andererseits die Verwendung leicht lesbarer Kartenzeichen. Aus diesem Grund wurden einheitliche Kartenzeichen zur Darstellung der Fachinhalte entwickelt, die entweder aus allgemein bekannten Symbolen, aus den im Katastrophenschutz üblicherweise verwendeten sog. taktischen Zeichen oder aus Fachzeichen des Hochwasserschutzes abgeleitet wurden. Die entwickelten Kartenmodelle wurden abschließend in qualitativen Experteninterviews in Bezug auf ihre Qualität und Verwendbarkeit im Hochwasserschutz geprüft. Die Auswertung der Interviews ergab eine insgesamt positive Beurteilung der Karten für den Einsatz in Hochwasserschutz-Informationssystemen. Damit leistet die vorliegende Arbeit einen Beitrag zur Entwicklung von (Bildschirm-) Karten zur Unterstützung bei der Entscheidungsfindung im Katastrophenmanagement.
Die vorliegende Arbeit befasst sich mit der Untersuchung von Wanderungsüberlegungen der Einwohner der Stadt Visaginas vor dem Hintergrund steigender ökonomischer Unsicherheit, bedingt durch die bevorstehende Schließung des Atomkraftwerkes 'Ignalina'. Visaginas befindet sich im Nordosten Litauens, in einer der strukturschwächsten Regionen des Landes. Von Mitte der 70er bis Ende der 80er Jahre entstand die Stadt als Wohnstätte für die Arbeiter des sich zu dieser Zeit ebenfalls im Bau befindlichen Atomkraftwerkes 'Ignalina' sowie für deren Angehörige. Noch heute ist die Stadt wirtschaftlich vom Kraftwerk abhängig: Nicht nur ist das staatliche Unternehmen der größte Arbeitgeber für die ca. 30.000 Einwohner, sondern darüber hinaus stellt auch die Mehrzahl der unabhängigen Firmen ihre Leistungen und Produktion in dessen Dienst. Auf Druck der Europäischen Union, welche bereits Ende der 90er Jahre aus sicherheitstechnischen Gründen die Schließung des Atomkraftwerkes forderte, beschloss die Regierung Litauens, das Atomkraftwerk stillzulegen. Am 1. Januar 2005 wird der Betrieb des ersten Reaktors eingestellt. Die endgültige Abschaltung ist bis zum Januar 2009 vorgesehen. Auf diese Weise wird der Stadt Visaginas, und damit verbunden vielen ihrer Einwohner, die wirtschaftliche Existenzgrundlage entzogen. Bedingt durch den Wegfall ihres Arbeitsplatzes wird ein Großteil der Einwohner gezwungen sein, sich nach Beschäftigungsalternativen umzuschauen. Da jedoch auch im Umland der Stadt keine ausreichenden Möglichkeiten bestehen, die freigesetzten Arbeitskräfte aufzufangen, wird für viele Betroffene die einzige Alternative darin liegen, Visaginas auf der Suche nach einem neuen Arbeitsplatz zu verlassen. Die Tatsache, dass der Großteil der heutigen Einwohner aus anderen Unionsrepubliken der damaligen Sowjetunion nach Visaginas kam und nur selten über gute Kenntnisse in der Landessprache Litauisch verfügt, stellt dabei ein besonderes Problem dar. Der Arbeit lag folgende zentrale Fragestellung zugrunde: Warum wandern unter gleichen strukturellen (vor allem ökonomischen) Rahmenbedingungen Menschen aus Visaginas ab, während andere dies nicht tun bzw. eine Abwanderung gar nicht in Erwägung ziehen? Chemical transformations and hydraulic processes in soil and groundwater often lead to an apparent retention of nitrate in lowland catchments. Models are needed to evaluate the interaction of these processes in space and time. The objectives of this study are i) to develop a specific modelling approach by combining selected modelling tools simulating N-transport and turnover in soils and groundwater of lowland catchments, ii) to study interactions between catchment properties and nitrogen transport. Special attention was paid to potential N-loads to surface waters. The modelling approach combines various submodels for water flow and solute transport in soil and groundwater: The soil-water- and nitrogen-model mRISK-N, the groundwater flow model MODFLOW and the solute transport model RT3D. In order to investigate interactions of N-transport and catchment characteristics, the distribution and availability of reaction partners have to be taken into account. Therefore, a special reaction-module is developed, which simulates various chemical processes in groundwater, such as the degradation of organic matter by oxygen, nitrate, sulphate or pyrite oxidation by oxygen and nitrate. The model approach is applied to different simulation, focussing on specific submodels. All simulation studies are based on field data from the Schaugraben catchment, a pleistocene catchment of approximately 25 km², close to Osterburg(Altmark) in the North of Saxony-Anhalt. The following modelling studies have been carried out: i) evaluation of the soil-water- and nitrogen-model based on lysimeter data, ii) modelling of a field scale tracer experiment on nitrate transport and turnover in the groundwater as a first application of the reaction module, iii) evaluation of interactions between hydraulic and chemical aquifer properties in a two-dimensional groundwater transect, iv) modelling of distributed groundwater recharge and soil nitrogen leaching in the study area, to be used as input data for subsequent groundwater simulations, v) study of groundwater nitrate distribution and nitrate breakthrough to the surface water system in the Schaugraben catchment area and a subcatchment, using three-dimensional modelling of reactive groundwater transport. The various model applications prove the model to be capable of simulating interactions between transport, turnover and hydraulic and chemical catchment properties. The distribution of nitrate in the sediment and the resulting loads to surface waters are strongly affected by the amount of reactive substances and by the residence time within the aquifer. In the Schaugraben catchment simulations, it is found that a period of 70 years is needed to raise the average seepage concentrations of nitrate to a level corresponding to the given input situation, if no reactions are considered. Under reactive transport conditions, nitrate concentrations are reduced effectively. Simulation results show that groundwater exfiltration does not contribute considerably to the nitrate pollution of surface waters, as most nitrate entering soils and groundwater is lost by denitrification. Additional sources, such as direct inputs or tile drains have to be taken into account to explain surface water loads. The prognostic value of the models for the study site is limited by uncertainties of input data and estimation of model parameters. Nevertheless, the modelling approach is a useful aid for the identification of source and sink areas of nitrate pollution as well as the investigation of system response to management measures or landuse changes with scenario simulations. The modelling approach assists in the interpretation of observed data, as it allows to integrate local observations into a spatial and temporal framework.
Ziel dieser Arbeit war es, die Auswirkungen der geothermischen Energieerzeugung aus umwelt- und naturschutzfachlicher Sicht zu untersuchen und zu bewerten. Auf der Grundlage einer umfassenden Literaturstudie, von Expertenbefragungen sowie der Besichtigung des Hydrothermalen Erdwärmekraftwerkes in Neustadt-Glewe und der Erdwärmesondenanlage auf dem Max-Planck-Campus in Golm wurden die für eine behördliche Genehmigung der Erschließung und Nutzung von Erdwärmevorkommen notwendigen gesetzlichen Regelungen systematisch aufgearbeitet und die mit den Techniken zur Erschließung bzw. den Anlagen zur Nutzung von Erdwärme verbundenen umweltrelevanten Wirkfaktoren ausgewiesen und systematisch dargestellt. Darauf aufbauend wurden die potenziellen Wirkungen auf die Schutzgüter des UVPG qualitativ erfasst und, soweit es in Anbetracht des derzeitigen Standes der Forschung möglich war, quantifiziert. Die Wirkungen wurden schließlich hinsichtlich ihrer Bedeutung und Erheblichkeit im Rahmen von behördlichen Genehmigungsentscheidungen bewertet und miteinander verglichen. Zwischen 1990 und 1994 wurden rund 1000 Liegenschaften, die in der ehemaligen DDR von der Sowjetarmee und der NVA für militärische Übungen genutzt wurden, an Bund und Länder übergeben. Die größten Truppenübungsplätze liegen in Brandenburg und sind heute teilweise in Großschutzgebiete integriert, andere Plätze werden von der Bundeswehr weiterhin aktiv genutzt. Aufgrund des militärischen Betriebs sind die Böden dieser Truppenübungsplätze oft durch Blindgänger, Munitionsreste, Treibstoff- und Schmierölreste bis hin zu chemischen Kampfstoffen belastet. Allerdings existieren auf fast allen Liegenschaften neben diesen durch Munition und militärische Übungen belasteten Bereichen auch naturschutzfachlich wertvolle Flächen; gerade in den Offenlandbereichen kann dies durchaus mit einer Belastung durch Kampfmittel einhergehen. Charakteristisch für diese offenen Flächen, zu denen u.a. Zwergstrauchheiden, Trockenrasen, wüstenähnliche Sandflächen und andere nährstoffarme baumlose Lebensräume gehören, sind Großflächigkeit, Abgeschiedenheit sowie ihre besondere Nutzung und Bewirtschaftung, d.h. die Abwesenheit von land- und forstwirtschaftlichem Betrieb sowie von Siedlungsflächen. Diese Charakteristik war die Grundlage für die Entwicklung einer speziell angepassten Flora und Fauna. Nach Beendigung des Militärbetriebs setzte dann in weiten Teilen eine großflächige Sukzession – die allmähliche Veränderung der Zusammensetzung von Pflanzen- und Tiergesellschaften – ein, die diese offenen Bereiche teilweise bereits in Wald verwandelte und somit verschwinden ließ. Dies wiederum führte zum Verlust der an diese Offenlandflächen gebundenen Tier- und Pflanzenarten. Zur Erhaltung, Gestaltung und Entwicklung dieser offenen Flächen wurden daher von einer interdisziplinären Gruppe von Naturwissenschaftlern verschiedene Methoden und Konzepte auf ihre jeweilige Wirksamkeit untersucht. So konnten schließlich die für die jeweiligen Standortbedingungen geeigneten Maßnahmen eingeleitet werden. Voraussetzung für die Einleitung der Maßnahmen sind zum einen Kenntnisse zu diesen jeweiligen Standortbedingungen, d.h. zum Ist-Zustand, sowie zur Entwicklung der Flächen, d.h. zur Dynamik. So kann eine Abschätzung über die zukünftige Flächenentwicklung getroffen werden, damit ein effizienter Maßnahmeneinsatz stattfinden kann. Geoinformationssysteme (GIS) spielen dabei eine entscheidende Rolle zur digitalen Dokumentation der Biotop- und Nutzungstypen, da sie die Möglichkeit bieten, raum- und zeitbezogene Geometrie- und Sachdaten in großen Mengen zu verarbeiten. Daher wurde ein fachspezifisches GIS für Truppenübungsplätze entwickelt und implementiert. Die Aufgaben umfassten die Konzeption der Datenbank und des Objektmodells sowie fachspezifischer Modellierungs-, Analyse- und Präsentationsfunktionen. Für die Integration von Fachdaten in die GIS-Datenbank wurde zudem ein Metadatenkatalog entwickelt, der in Form eines zusätzlichen GIS-Tools verfügbar ist. Die Basisdaten für das GIS wurden aus Fernerkundungsdaten, topographischen Karten sowie Geländekartierungen gewonnen. Als Instrument für die Abschätzung der zukünftigen Entwicklung wurde das Simulationstool AST4D entwickelt, in dem sowohl die Nutzung der (Raster-)Daten des GIS als Ausgangsdaten für die Simulationen als auch die Nutzung der Simulationsergebnisse im GIS möglich ist. Zudem können die Daten in AST4D raumbezogen visualisiert werden. Das mathematische Konstrukt für das Tool war ein so genannter Zellulärer Automat, mit dem die Flächenentwicklung unter verschiedenen Voraussetzungen simuliert werden kann. So war die Bildung verschiedener Szenarien möglich, d.h. die Simulation der Flächenentwicklung mit verschiedenen (bekannten) Eingangsparametern und den daraus resultierenden unterschiedlichen (unbekannten) Endzuständen. Vor der Durchführung einer der drei in AST4D möglichen Simulationsstufen können angepasst an das jeweilige Untersuchungsgebiet benutzerspezifische Festlegungen getroffen werden.
