Economy vs. history : what does actually determine the distribution of firms' locations in cities?

In the past academic libraries in Germany have been successfully undertaking joint endeavors toward a social and political definition of the knowledge society by cooperatively developing ways to provide information and increasing the digital forms of metadata and media. In doing so, they have unintentionally created the basis for a competitive playing field in which the individual library must establish strategic positions for success if it is to maintain viability and ensure continuous flow of resources. This article develops a framework for discussing such alternative and potentially successful strategies from the point of view of a university library
The situation of the German agricultural economy is currently somewhat problematic and requires transitions to sustainable development. The authors consider the network of different stakeholders in rural areas an important social resource for the transition to sustainable agriculture as the change in European and national agricultural policies requires active target groups at regional level. On the empirical basis of two case examples in East German rural areas, they studied the establishment of rural networks and their social development conditions. The study demonstrates how such regional networks must be organised and what socio-cultural contexts are shaping them. The institutionalisation of guiding principles for collaborative cooperation and the incorporation of regional networks in a framework of social environments are of significance for their formation and their ability to flexibly adapt to changing environmental conditions

The Knowledge Modeler Description Language KMDL is able to represent the creation, use and necessity of knowledge along common business processes. So KMDL can be used to formalize knowledge-intensive processes with a focus on certain knowledge-specific characteristics and to identify weak points in these processes. For a computer-aided modeling and analyzing the tool K-Modeler is introduced.
The efficient use of human capital is one of the most important factors in todays' business competition. Competition is strongly influenced by qualified staff. In order to aid the human resources department to keep up with strategic decisions various competency management systems have been created that make the development of human resources easier and more precise. Competency management systems are only as good as the information that they are based on. The mostly used basic information is the skill catalogue. But there are nearly no applicable methods yet to create such a catalogue thoroughly. This paper introduces a reasonable approach to create such a catalogue with the description language for knowledge-intensive processes KMDL.
This paper shows the KMDL Knowledge Management Approach which is based on the SECI and ba model by Nonaka and Takeuchi and the KMDL Knowledge modeling language. The approach illustrates the creation of knowledge with the focus on the knowledge conversions by Nonaka and Takeuchi. Furthermore, it emphasizes the quality of knowledge being embodied in persons and creates a personalization and socialization strategy which integrates business process modeling, skill management and the selection of knowledge management systems. The paper describes the theoretical foundations of the approach and practical effects which have been seen in the use of this approach.
Die Beherrschung des Wissens im Unternehmen, das Informationen und Mitarbeiter, aber auch in Strukturkapital steckt, wird zunehmend zu einem wichtigen Wettbewerbsfaktor. Besonders betroffen sind Unternehmen, deren Wertschöpfung zu einem wichtigen Teil auf dem Erwerben, Erzeugen und Verändern von Informationen basiert und deren Prozesse wissensintensiv sind. Erfolgreiches Wissensmanagement erfordert einen prozessorientierten Blickwinkel, d.h. es muss an die Arbeitsabläufe im Unternehmen angepasst werden. Eine Schlüsselfunktion im Wissensmanagement besitzen Technologien, die das Auffinden von Wissen und Informationen erleichtern. Bei der Implementierung spielen der Führungsstil und Ansätze des Change Management eine große Rolle. Dieser Band liefert Praxishinweise und Forschungsergebnisse zu aktuellen Fragestellungen im Wissensmanagement wie Strategie, Organisation, Werkzeuge und schildert erfolgreiche Praxisbeispiele aus vielen Branchen.
Immer komplexere Geschäftsprozesse und der damit verbundene Anstieg an zu verarbeitenden Informationen stellen sehr hohe Anforderungen an Unternehmen und Institutionen. Der hieraus resultierende Bedarf an Wissensmanagement wird nicht nur auf der Anwenderseite erkannt, auch immer mehr Softwareanbieter versuchen der steigenden Nachfrage nach geeigneten Anwendungen und Systemes gerecht zu werden. Diese Marktstudie untersucht die verschiedenen Produktkategorien, die im Umfeld von Wissensmanagement relevant sind und vermittelt einen aktuellen Überblick über die Eignung einzelner Systeme. Basierend auf den relevanten Softwarekategorien wird dargestellt, in welcher Form diese zum betrieblichen Wissensmanagement beitragen können. Darüber hinaus werden über 50 Softwareprodukte vorgestellt sowie ihre Einordnung innerhalb der Softwarekategorien aufgezeigt.
We report in this paper, the results of an investigation of the effect of national culture on the interpretation of "in context" verbal probability expressions. We develop hypotheses with regard to the effect that the interaction of the accounting value of conservatism and the context in which probability expressions are used will have on accountants' interpretations of those expressions. We elicit information from U.S. and German professional accountants to test three hypotheses. In Organisationen mit mehreren hundert oder mehr Mitarbeitern ist es kaum möglich, einen Überblick über die Kompetenzen und Spezialkenntnisse von Beschäftigten zu behalten. Die Suche nach Fachleuten gestaltet sich dann oft schwierig, zum Beispiel wenn ein Projektteam zusammengestellt werden soll. Hilfe versprechen Skill- Management-Systeme, vorausgesetzt, ihre Datenbank wurde sinnvoll eingerichtet und wird laufend aktualisiert. Die Autoren beschreiben Aufbau und Struktur derartiger Systeme, fragen nach ihren kosten und nennen Kriterien für professionelle Lösungen.

Die Unternehmen befinden sich in einem beständigen organisatorischen Wandel, der Formen wie Prozessorientierung, Segmentierung oder Virtualisierung annehmen kann. Konventionelle Architekturen betrieblicher Informationssysteme sind diesem Wandel, der auch bei Fusionen oder starkem Wachstum stattfindet, häufig nicht gewachsen. Basierend auf der Forderung nach strukturellen Analogien zwischen Unternehmensorganisation und Informationssystemen wird eine Konzeption für eine dauerhaft wettbewerbsfähige Informationssystemarchitektur aufgestellt und durch Praxisbeispiele erläutert. Der Weg von der konventionellen zur nachhaltigen Informationssystem-Architektur wird in diesem TCW-report beschrieben, darüber hinaus enthält er zahlreiche Erläuterungen und Schaubilder, die sich zur Schulung und zum Selbststudium eignen.

Skill management catalogues built via KMDL : integrating knowledge and business process modelling

Die Ressource Wissen als Bestandteil der unternehmerischen Wertschöpfung hat in den letzten Jahren stark an Bedeutung gewonnen. Besonders davon beeinflusst sind Branchen und Geschäftsmodelle, deren Wertschöpfung zu einem Großteil auf Erwerb, Erzeugung und Nutzung von Wissen basiert. Bekannte Werkzeuge für die Geschäftsprozessmodellierung berücksichtigen in der Regel nur explizites Wissen, welches in statischer Form abgebildet wird. Dabei gerät die Betrachtung von personenbezogenem Wissen, welches nicht unmittelbar zur Erzeugung von Informationen benötigt wird, aus dem Blickfeld. In diesem Beitrag werden klassische Verfahren der Modellierung von Geschäftsprozessen auf ihre Eignung zur Darstellung wissensintensiver Geschäftsprozesse untersucht. Basierend auf den vorgefundenen Defiziten wird der Modellierungsansatz KMDL (Knowledge Modeling Description Language) vorgestellt.

Die Bedeutung der Zulieferer für die Automobilhersteller wächst stetig. Den Zulieferern werden nicht nur immer mehr Aufgaben in der Fertigung übertragen, sondern ebenfalls im Bereich Forschung und Entwicklung. Dabei wird der Zulieferer immer weiter in den gesamten Wertschöpfungsprozess des Herstellers eingebunden und muss ständig Planung, Qualität und Logistik optimieren. Bei diesem Zusammenspiel zwischen Lieferant und Automobilhersteller spielen immer mehr auch Datenaustauschformate wie WEB EDI eine Rolle. In einem Marktscreening wurden Anforderungskriterien in den Bereichen Auftragsannahme, Versand, Rechnungserstellung, Einkauf, Produktion, Materialwirtschaft und Datenauswertung berücksichtigt und einige interessante Anbieter, überwiegend aus dem low-cost-Segment ohne Anspruch auf Repräsentativität gegenübergestellt.
Sowohl die Internationalisierung als auch die dynamischen Entwicklungen innerhalb der Informationstechnologie führen auf den globalisierten Weltmärkten zu einem ständig zunehmenden Wettbewerbsdruck. Um diesem Druck standhalten zu können, sind Unternehmen oftmals gezwungen, weitreichende Einsparungen vorzunehmen und dabei wird besonders der Logistikbereich als Gebiet mit großem Rationalisierungspotential betrachtet. In der vorliegenden Marktuntersuchung wurden die einzelnen logistischen Funktionen verschiedener ERP-/PPS-Systeme abgefragt und darauf überprüft, inwiefern sie den gestiegenen Anforderungen der heutigen Unternehmensumwelt gerecht werden können.
Die Fabrikplanung sieht sich infolge veränderter Marktbedingung neuen Herausforderungen gegenüber gestellt. Die Anforderung an die Wandlungsfähigkeit eines Unternehmens ist zu einem Schlüsselfaktor geworden, der bereits in der Planungsphase einer Fabrik adressiert werden muss. Welche Einflüsse und Faktoren sind bei der Realisierung neuer Fabriken zu berücksichtigen? Zu dieser Thematik wurden Unternehmen im Bereich Fabrikplanung befragt.
Collaborative Engineering is a promising concept to increase the competitiveness of companies. Target of this paper is to describe the industrial application of this approach, considering shipbuilding as an example. Besides the engineering partners needs to collaborate during the product development phase, there are many other stakeholders who are interested in the product ship along its whole life cycle. Therefore the Concept of Collaborative Engineering is extended by introducing the idea of Communities. Requirements on Communities in Engineering are deduced. Based on this an architectural framework for Collaborative Engineering Communities is described. Concluding research topics which have to be discussed for practical realization are outlined.

Social segregation in cities takes place where different household groups exist and when, according to Schelling, their location choice either minimizes the number of differing households in their neighborhood or maximizes their own group. In this contribution an evolutionary simulation based on a monocentric city model with externalities among households is used to discuss the spatial segregation patterns of four groups. The resulting complex spatial patterns can be shown as graphic animations. They can be applied as initial situation for the analysis of the effects a rent control has on segregation.
Optimal spatial patterns of two, three and four segregated household groups in a monocentric city

Usually, in monocentric city models the spatial patterns of segregated household groups are assumed to be ring-shaped, while early in the 1930ies Hoyt showed that wedge-shaped areas empirically predominate. This contribution presents a monocentric city model with different household groups generating positive externalities within the groups. At first, border length is founded as a criterion of optimality. Secondly, it is shown that mixed patterns of concentric and wedge-shaped areas represent multiple equilibria if more than two groups of households are being considered. The welfare optimal segregated pattern depends on the relative purchasing power of different household groups.
Usually, in monocentric city models, the spatial patterns of segregated ethnic groups are assumed to be ring-shaped, whereas in the 1930ies Hoyt showed that empirically wedge-shaped areas predominate. In contrast to Rose-Ackerman.s discussion of the in.uence within a ring-shaped pattern which the aversion which different households in the context of racism have, Yinger showed that, depending on the population mix, a wedge-shaped pattern may arise if it is border length which causes the spatial pattern. In this contribution, a simulation based on a monocentric city model with two or more different household groups is used to derive spatial patterns. Wedge-shaped segregation is shown to be the result of positive externalities among similar households. Differences between households only lead to ring-shaped patterns if the e¤ect of a city center on spatial structure dominates neighborhood e¤ects. If more than two groups of households are being considered, mixed patterns of concentric and wedge-shaped areas arise.

The aim of this study is to examine in which cases economic forces or historical singularities prevail in the determination of the long-run distribution of firms. We develop a relatively general model of heterogenous firms' location choice in discrete space. The main force towards an agglomerated structure is the reduction of transaction costs for consumers if firms are located closely, whilst competition and transport costs work towards a more disperse structure. We then assess the importance of the initial conditions by simulating and comparing the resulting distribution of firms for identical economic parameters but varying initial settings. If the equilibrium distributions of firms are similar we conclude that economic forces have prevailed, while differences in the resulting distributions indicate that 'history' is more important. The (dis)similarity of distributions of firms is calculated by means of a measure, which exhibits a number of desirable features.
In diesem Beitrag wird das optimale Angebot für einen Wohnungsmarkt bestimmt. Die Nachfrage wird dafür aus einem offenen Modell der monozentrischen Stadt hergeleitet. Weiterhin wird davon ausgegangen, dass Wohnungen aufgrund der verschiedenen Standorte und aufgrund weiterer diskreter Wohnungsmerkmale heterogen sind. Der Wohnungsanbieter an einem Standort wird daher als Mehrproduktmonopolist aufgefasst. Als gewinnmaximale Angebotsstruktur zeigt sich, dass unter bestimmten Bedingungen Wohnungen gleichen Typs an verschiedenen Standorten gleich groß sind. Außerdem werden an den jeweiligen Standorten mehrere Wohnungstypen angeboten. Diese beiden Resultate stehen im deutlichen Gegensatz zu Modellen der Neuen Stadtökonomie, wonach an den Standorten jeweils nur ein Wohnungstyp angeboten wird, dessen Größe zudem über die verschiedenen Standorte variiert.
In the recent years there are many researchs discussing the effects of trade policy (tariffs, subsidies etc.) in international trade. The results are manifold. Some authors show that trade policy has negative effects on welfare, some spatial economists demonstrate that trade policy can have positive effects on welfare. This paper considers the effects of the trade policy made by both countries participating in international trade in a spatial economic model. It can be showed that trade policy of both trade partners (tariffs of one country and export subsidies of the other country) can improve the world welfare in comparison with free trade.

Der vorliegende Lehr- und Forschungsbericht dokumentiert die Ergebnisse einer empirischen Studie, die im Rahmen eines Marktforschungspraktikums am Lehrstuhl für Betriebswirtschaftslehre mit dem Schwerpunkt Marketing der Universität Potsdam im Sommersemester 2004 durchgeführt wurde. Ziel dieser Marktforschungsstudie war es, einen Überblick über die Stellung von Nachhaltigkeit und CO2-Management in transportintensiven und transportnahen Branchen zu gewinnen. Nach der Begriffsdefinition der Weltkommission für Umwelt und Entwicklung (vgl. Bericht von 1987) wird unter "Nachhaltiger Entwicklung" bzw. "Sustainable Development" allgemein eine Entwicklung verstanden, "die den Bedürfnissen der heutigen Generation entspricht, ohne die Möglichkeiten künftiger Generationen zu gefährden, ihre eigenen Bedürfnisse zu befriedigen und ihren Lebensstil zu wählen". Das Konzept der nachhaltigen Entwicklung umfasst mit ökologischen, sozialen und ökonomischen Herausforderungen drei Dimensionen, die die Grundlage einer zukunftsfähigen Entwicklung darstellen. Im Rahmen der vorliegenden Studie wurden schwerpunktmäßig die ökologische und die ökonomische Dimension der Nachhaltigkeit betrachtet. Während die ökologische Dimension den Umweltschutz durch unternehmerisches Handeln beinhaltet, umfasst die ökonomische Dimension vor allem die Umsetzung gesellschaftlicher und ökologischer Anforderungen in unternehmerisches Handeln zur Erlangung von Wettbewerbsvorteilen. Diesbezüglich standen die Erfassung der Einstellung der befragten Unternehmen zum Umweltschutz, deren Betroffenheit von umweltpolitischen Maßnahmen sowie ihre Nachhaltigkeits- und CO2-Managementaktivitäten im Vordergrund der Untersuchung. Der vorliegende Lehr- und Forschungsbericht beginnt mit Vorstellung des Erhebungssteckbriefs (Kapitel 2). Daran anknüpfend wird der Aufbau der Stichprobe näher erläutert (Kapitel 3). Anschließend erfolgen die Darstellung und Analyse der Ergebnisse (Kapitel 4). Hierbei wird zunächst auf die Einstellung zum Umweltschutz und auf die Betroffenheit der Unternehmen von umweltpolitischen Maßnahmen eingegangen. Des Weiteren erfolgt die Betrachtung der unternehmerischen Aktivitäten hinsichtlich Umweltschutz und CO2-Management. Darauf aufbauend werden mögliche Einflussfaktoren auf eine umweltorientierte Unternehmensführung vorgestellt. Den Abschluss bilden die Untersuchung maßgeblicher Einflussfaktoren auf die Auswahl eines Transportdienstleisters und die Darstellung der Wahrnehmung charakteristischer Merkmale verschiedener Transportmittel. Für die Untersuchung wurde eine schriftliche Erhebung per Post und Fax mittels eines standardisierten Fragebogens durchgeführt. Von den 512 kontaktierten Unternehmen antworteten 147. The consumption equivalence method is the theoretical basis of public cost-benefit analysis. Consumption equivalence public capital prices are explicitly introduces in order to sufficiently care for the opportunity cost of public expenditure. This can solve the dispute about the social rate of discount within public cost-benefit analysis witch was generated on a criterion looking similar to the capital value formula, known as Lind’s approach. The social rate of discount is liberated from opportunity costs considerations and the discounting away of the effects for future welfare vanishes. The corresponding question whether one should accept a positive value of the pure rate of social time preference is an old issue. Its current state between the prescriptive and descriptive view can also be interpreted as a consequence of the oversimplification of standard cost– benefit analysis. But apart from an economic self-process the pure rate of social time preference is also defined as a business-as-usual value of social distance discounting. Hence, a political choice has to be made about this rate which is free in principal.
An exhaustive and disjoint decomposition of social choice situations is derived in a general set theoretical framework using the new tools of the Lifted Pareto relation on the power set of social states representing a pre-choice comparison of choice option sets. The main result is the classification of social choice situations which include three types of social choice problems. First, we usually observe the common incompleteness of the Pareto relation. Second, a kind of non-compactness problem of a choice set of social states can be generated. Finally, both can be combined. The first problem root can be regarded as natural everyday dilemma of social choice theory whereas the second may probably be much more due to modeling technique implications. The distinction is enabled at a very general set theoretical level. Hence, the derived classification of social choice situations is applicable on almost every relevant economic model.

Mittelständische Industrieunternehmen setzen für ihre betrieblichen Abläufe Planungs- und Ausführungssysteme ein. Aufgrund der Turbulenzen auf Absatz- und Beschaffungsmärkten kann die Wirtschaftlichkeit und Wettbewerbsfähigkeit dieser Unternehmen nur durch permanente Anpassungen der Organisationsstrukturen und -abläufe erfolgen. In der Praxis zeigt sich eine unzureichende technologische Anpassungsfähigkeit der heute eingesetzten Standardsoftwaresysteme. Diese lassen zwar während der Einführungsphase vielfältige Konfigurationsmöglichkeiten zu, Veränderungen im laufenden Betrieb sind aber meist nur mit großem Aufwand möglich. Hier sind die Softwarehersteller in Zukunft zunehmend gefordert, wandlungsfähige Auftragsabwicklungssysteme zu entwickeln. Über die Entwicklungsphase (Build-Time) hinaus muss auch parallel zur Betriebsphase (Run-Time) der technische Fortschritt aufgrund von geänderten Anforderungen durch entsprechende Softwarereleases synchronisiert werden.

Consumer attitudes towards genetically modified foods in Europe : structure and changeability

Genetically modified foods have been at the center of debate in European consumer policy in the last two decades. Although the quasi-moratorium has been lifted in May 2004 and the road to the market is in principle reopened, strategies for product introduction are lacking. The aim of the research is to assess potential barriers in the area of consumer acceptance and suggest ways in which they can be overcome. After a short history of the genetically modified foods debate in Europe, the existing literature is reviewed. Although previous research converges in its central results, issues that are more fundamental have remained unresolved. Based on classical approaches in attitude research and modern theories of social cognition, a general model of the structure, function and dynamics of whole systems of attitudes is developed. The predictions of the model are empirically tested based on an attitude survey (N = 2000) and two attitude change experiments (N = 1400 and N = 750). All three studies were conducted in parallel in four EU member states. The results show that consumer attitudes towards genetically modified foods are embedded into a structured system of general socio-political attitudes. The system operates as a schema through which consumers form global evaluations of the technology. Specific risk and benefit judgments are mere epiphenomena of this process. Risk-benefit trade-offs, as often presupposed in the literature, do not appear to enter the process. The attitudes have a value-expressive function; their purpose is not just a temporary reduction of complexity. These properties render the system utterly resistant to communicative interventions. At the same time, it exerts stong anchoring effects on the processing of new information. Communication of benefit arguments can trigger boomerang effects and backfire on the credibility of the communicator when the arguments contrast with preexisting attitudes held by the consumer. Only direct sensory experience with high-quality products can partially bypass the system and lead to the formation of alternative attitude structures. Therefore, the recommended market introduction strategy for genetically modified foods is the simultaneous and coordinated launch of many high-quality products. Point of sale promotions should be the central instrument. Information campaigns, on the other hand, are not likely to have an effect on the product and technology acceptance of European consumers.
