The use of unilateral force under George W. Bush is not a new phenomenon in US foreign policy. As the author argues, it is merely a continuation of Bill Clinton’s foreign policy and is deeply rooted in both the foreign policy traditions of Jacksonianism and Wilsonianism. The analysis concludes that Clinton used unilateralist foreign policy with a 'smile' whereas the Bush administration uses it with an attitude.
The military in Mexico started out as a revolutionary army that secured the regime of the governmental party PRI. The article discusses the change of this army into a national and hemispheric police force under the influence of the USA. Today, the functions of the Mexican army are a mix of fighting against drugs, organized delinquency, terrorism and counterinsurgency and cooperating with US as well as other Latin American forces.
Seit den 1980er Jahren nehmen die neuen sozialen Bewegungen in Lateinamerika an Bedeutung rapide zu. Nachhaltige Transformationsprozesse auszulösen steht dabei seit den 1990er Jahren – in Zeiten neoliberaler Globalisierung und steigender Armut – im Zentrum gesellschaftlichen Handelns. Doch, angesichts der bestehenden globalen Strukturen, wie groß ist das Potenzial der neuen Welle sozialer Kräfte wirklich?

Der ehemalige Verteidigungsminister Uribes distanziert sich von seinem einstigen Vorgesetzten: Außenpolitisch sucht Santos Kontakt zu den Nachbarstaaten, im Land selbst darf wieder über den bewaffneten Konflikt mit der Guerilla diskutiert werden. An der neoliberalen Wirtschaftspolitik hält jedoch auch Präsident Santos fest.
Predictability of hydrologic response at the plot and catchment scales: Role of initial conditions

This paper examines the effect of uncertain initial soil moisture on hydrologic response at the plot scale (1 m2) and the catchment scale (3.6 km2) in the presence of threshold transitions between matrix and preferential flow. We adopt the concepts of microstates and macrostates from statistical mechanics. The microstates are the detailed patterns of initial soil moisture that are inherently unknown, while the macrostates are specified by the statistical distributions of initial soil moisture that can be derived from the measurements typically available in field experiments. We use a physically based model and ensure that it closely represents the processes in the Weiherbach catchment, Germany. We then use the model to generate hydrologic response to hypothetical irrigation events and rainfall events for multiple realizations of initial soil moisture microstates that are all consistent with the same macrostate. As the measures of uncertainty at the plot scale we use the coefficient of variation and the scaled range of simulated vertical bromide transport distances between realizations. At the catchment scale we use similar statistics derived from simulated flood peak discharges. The simulations indicate that at both scales the predictability depends on the average initial soil moisture state and is at a minimum around the soil moisture value where the transition from matrix to macropore flow occurs. The predictability increases with rainfall intensity. The predictability increases with scale with maximum absolute errors of 90 and 32% at the plot scale and the catchment scale, respectively. It is argued that even if we assume perfect knowledge on the processes, the level of detail with which one can measure the initial conditions along with the nonlinearity of the system will set limits to the repeatability of experiments and limits to the predictability of models at the plot and catchment scales.
The article starts with an overview of modernization theories, its history of ups and downs as well as its present status. This first part is followed by an analysis of basic social structure distributions and trends in human development in selected countries. One major focal point of the paper is the Non-Western world and the Arab countries, in particular. The author looks at modernization and modernity in that region and comes to the conclusion that the Western world can no longer expect to be able to simply export its own values and its way of life to the rest of the world.

Ausgerechnet im Jubiläumsjahr, in dem man sich mit Stolz präsentieren wollte, erlebt die Islamische Republik ihren größten Legitimitätsverlust. Mit der Verkündung von Ahmadinedschads Wahlsieg löste das Regime eine Welle der Empörung aus, die bis heute nicht abgeklungen ist. Zwar konnten die Proteste den amtierenden Präsidenten nicht von seiner zweiten Amtszeit abhalten, doch der grüne Sommer hat seine Spuren in der Theokratie hinterlassen.
The border between Germany and Poland today is undisputed and definite, and thought to promote great co-operation and a culture of good-neighbourliness. Relations between the two governments are progressing nicely. But public opinion and behaviour are still lagging behind. The author describes how thought and emotions on the Polish side are still influenced by memories of the past, especially of the German occupation during the Second World War, and the slow pace of progress in overcoming that memory. He shows that the "shadows of history" have strongly influenced Polish politics in the context of German reunification. Special emphasis is given to the role of the Catholic Church in the controversial debate on the relations towards Germany in the 1950s and 1960s.

Sie zeigen die tiefe Spaltung, die in der Publizistik gegenüber diesem Land existiert; sei es in der Presse oder Fachliteratur.
The transition and transformation within the three countries dealt with are still in process. In her essay, the author analyses whether there is a need for Poland to re-define its relationship to Germany and Russia, whilst searching for a new identity and a new place within Europe. She argues that there is a set of historical and geopolitical reasons for doing so. But whilst the Polish aim is to normalise its relationship to its neighbours, the perception of Russians and Germans in Poland is rather different. On the one hand, in the Polish people opinion, Germany is the main promoter of their European institutional integration wishes. On the other, relatively aggressive attitude towards Russia can also be identified. The essay is a strong plea for mutual responsibility and co-operation in favour of peace and security in Europe. Additionally Russia is to be regarded as part of European history, and should thus be involved in the European political process.

Germany gained its unity, but the restoration of virtual national cohesion presents itself as a lasting problem. The rebuilding of common national identity forms one complex aspect. Particular West and East German political, social and cultural features still exist. The East Germans brought elements of a peculiar identity into the unity; as a repercussion of some setbacks in their position and of some actual inter-German distinctions, their peculiarities are not yet in retreat. They prolong their role as conventional feelings, in temporary behaviours as an answer to their actual stance, and to a certain extent also with traits staged and suggested by entrenched media interpretations about the presently hampered inter-German evolution.
Die NATO gilt als das erfolgreichste Militärbündnis der Geschichte. Dabei war sie immer zugleich auch ein politisches Bündnis. Notwendig ist die aktuelle Selbstvergewisserung zu Zweck und Hauptaufgaben. Verteidigung, Stabilisierung Europas und internationale Friedensmissionen werden dazu gehören. Wichtig bleibt ein gemeinsamer Wille zum praktischen Untersetzen durch verbesserte militärische Fähigkeiten. Die Allianz sollte das spezifische militärische Instrument in die breiteren internationalen sicherheitsrelevanten Bemühungen einbringen.
Based on the discussion on Germany´s new 'central location', the author tries to sketch Germany´s geopolitical position in view of the constellation of powers in Europe from a national point of view. This favourable position offers a great chance for the country to play an active role in Europe’s integration. However, German historical heritage as well as the delicate relationship of Germany´s political elite to the use of power are reasons for the country´s hesitation to fulfill her neighbours’ and her allies’ expectations. The paper presents a simulation and parameter-estimation approach for evaluating stochastic patterns of population growth and spread of an annual forest herb, Melampyrum pratense (Orobanchaceae). The survival of a species during large-scale changes in land use and climate will depend, to a considerable extent, on its dispersal and colonisation abilities. Predictions on species migration need a combination of field studies and modelling efforts. Our study on the ability of M. pratense to disperse into so far unoccupied areas was based on experiments in secondary woodland in NE Germany. Experiments started in 1997 at three sites where the species was not yet present, with 300 seeds sown within one square meter. Population development was then recorded until 2001 by mapping of individuals with a resolution of 5 cm. Additional observations considered density dependence of seed production. We designed a spatially explicit individual-based computer simulation model to explain the spatial patterns of population development and to predict future population spread. Besides primary drop of seeds (barochory) it assumed secondary seed transport by ants (myrmecochory) with an exponentially decreasing dispersal tail. An important feature of populationpattern explanation was the simultaneous estimation of both population-growth and dispersal parameters from consistent spatio-temporal data sets. As the simulation model produced stochastic time series and random spatially discrete distributions of individuals we estimated parameters by minimising the expectation of weighted sums of squares. These sums-ofsquares criteria considered population sizes, radial population distributions around the area of origin and distributions of individuals within squares of 25*25 cm, the range of density action. Optimal parameter values, together with the precision of the estimates, were obtained from calculating sums of squares in regular grids of parameter values. Our modelling results showed that transport of fractions of seeds by ants over distances of 1…2 m was indispensable for explaining the observed population spread that led to distances of at most 8 m from population origin within 3 years. Projections of population development over 4 additional years gave a diffusion-like increase of population area without any “outposts”. This prediction generated by the simulation model gave a hypothesis which should be revised by additional field observations. Some structural deviations between observations and model output already indicated that for full understanding of population spread the set of dispersal mechanisms assumed in the model may have to be extended by additional features of plant-animal mutualism.

Nach der Zusammenfassung der vorliegenden Veröffentlichungen wird eine empirische Studie über die Tätigkeiten des Heilerziehungspflegers vor allem als Grundlage für eine praxisorientierte Ausbildung befürwortet. Die Auswertung von 2614 Tätigkeitsnennungen im halbstündigen time-sampling-Verfahren bei Heilerziehungspflege-Schülern aus verschiedenen Geistig- und Mehrfachbehinderten-Einrichtungen kann die Tätigkeitsschwerpunkte erfassen sowie die Abhängigkeiten zwischen diesen Tätigkeiten selbst. Es werden die Zusammenhänge zwischen Behinderungsgrad, Alter, Geschlecht, Gruppengröße und Mitarbeiterzahl einerseits und den Tätigkeiten andererseits herausgearbeitet und schließlich die gefühlsmäßigen Reaktionen auf die Arbeit untersucht. Abschließend werden die Befunde vor allem hinsichtlich ihrer Aussagemöglichkeiten über die vom Heilerziehungspfleger ausgeübten Funktionen diskutiert
Einleitend wird die berufliche Situation des Heilerziehungspflegers gekennzeichnet: Berufsbezeichnung, Ausbildungsstätten und Schulträger, Ausbildungs- und Prüfungsordnungen, Problematik der beruflichen Einordnung (im Vergleich zu anderen erzieherischen Berufen). Der Hauptteil berichtet über Polaritäten-Befragungen an Heilerziehungs-Fachschülern und Heilerziehungspflegern sowie Schülern einer Fachschule für Jugend- und Heimerziehung und von einer Fachschule für Sozialpädagogik (Erzieherinnen); auch wurden Bewerber für die Fachschule für Heilerziehungspflege herangezogen. Die Befragungen betrafen 32 Aspekte der Berufe. Auf diese Weise wurden durchschnittliche Berufs-Selbstbilder gewonnen. Faktorenanalytisch wurden drei Faktoren aufgedeckt. Mit ihrer Hilfe wurden Vergleiche durchgeführt. In der anschließenden Diskussion wird die Bedeutung dreier herausragender Untersuchungsergebnisse besprochen.
The optical density of human macular pigment was measured for 50 observers ranging in age from 10 to 90 years. The psychophysical method required adjusting the radiance of a 1°, monochromatic light (400–550 nm) to minimize flicker (15 Hz) when presented in counterphase with a 460 nm standard. This test stimulus was presented superimposed on a broad-band, short-wave background. Macular pigment density was determined by comparing sensitivity under these conditions for the fovea, where macular pigment is maximal, and 5° temporally. This difference spectrum, measured for 12 observers, matched Wyszecki and Stiles's standard density spectrum for macular pigment. To study variation in macular pigment density for a larger group of observers, measurements were made at only selected spectral points (460, 500 and 550 nm). The mean optical density at 460 nm for the complete sample of 50 subjects was 0.39. Substantial individual differences in density were found (ca. 0.10–0.80), but this variation was not systematically related to age.
The spectral efficiency of blackness induction was measured in three normal trichromatic observers and in one deuteranomalous observer. The psychophysical task was to adjust the radiance of a monochromatic 60–120′ annulus until a 45′ central broadband field just turned black and its contour became indiscriminable from a dark surrounding gap that separated it from the annulus. The reciprocal of the radiance required to induce blackness with annulus wavelengths between 420 and 680 nm was used to define a spectral-efficiency function for the blackness component of the achromatic process. For each observer, the shape of this blackness-sensitivity function agreed with the spectral-efficiency function based on heterochromatic flicker photometry when measured with the same 60–120′ annulus. Both of these functions matched the Commission Internationale de l'Eclairage Vλ function except at short wavelengths. Ancillary measurements showed that the latter difference in sensitivity can be ascribed to nonuniformities of preretinal absorption, since the annular field excluded the central 60′ of the fovea. Thus our evidence indicates that, at least to a good first approximation, induced blackness is inversely related to the spectral-luminosity function. These findings are consistent with a model that separates the achromatic and the chromatic pathways.
Die Arbeit beschreibt die humanistische Reform des 'Triviums', also der grammatischen, dialektischen (logisch-argumentativen) und rhetorischen Ausbildung, wie sie sich in dem Zeitraum von 1480 bis 1540 an Schulen und Universitäten durchsetzte. Die Arbeit ist dabei sowohl historisch wie systematisch angelegt, indem sie die Lehrinhalte der jeweiligen Kunst an ausgewählten Lehrbüchern darstellt, gleichzeitig aber unter ständigem Rückbezug auf die scholastisch-mittelalterliche Tradition die humanistischen Neuerungen davon abgrenzt. Im Zentrum stehen Werke von Lorenzo Valla, Rudolf Agricola, Erasmus, Juan Luis Vives und Philipp Melanchthon. Es stellt sich dabei heraus, daß die humanistischen Neuerungen in erster Linie die Praxisbezogenheit des Triviums betreffen, erst aus dieser ergeben sich dann die inhaltlichen Neuerungen. Unter Praxisbezogenheit ist dabei sowohl die Ableitung von Grammatik, Dialektik und Rhetorik aus der Beobachtung ihrer immer schon vorgängigen Anwendung zu verstehen, als auch ihre Anwendung zum Zweck der sprachlichen, argumentativ-logischen und rhetorischen Analyse. D.h. das grammatische, dialektische und rhetorische Regelwerk wird auf deskriptivem Wege gewonnen, um wiederum in der Analyse auf die Praxis zurückgewendet zu werden. Dieser Analyse werden dabei von alltäglichen Äußerungen, politischen, religiösen oder sonstigen sachlichen Texten bis hin zu literarischen Werken alles unterzogen. In einem letzten Teil stellt die Arbeit drei solcher Analysen vor und versucht sich schließlich selbst an einer dialektisch-rhetorischen Analyse dreier dramatischer Bearbeitungen der Parabel vom verlorenen Sohn.
Der Aufsatz argumentiert, dass der entscheidende Punkt an Ortholph Fuchspergers "Dialectica deutsch" der Nachweis ist, dass es möglich ist, in deutscher Sprache zu argumentieren. Dies richtet sich gegen die alleinige Verwendung der lateinischen Sprache als wissenschaftlicher Sprache. Fuchsperger zieht damit eine Konsequenz aus der humanistischen Umbestimmung des ars-Begriffes als einer deskriptiven und nicht normativen Verfahrensweise.

Die Konsequenzen des Grollens in der arabischen Welt seit Anfang 2011 werden sich möglicherweise als weniger hilfreich für die Lösung des Nahostkonflikts erweisen als erhofft. Zumindest auf kurze Sicht hat sich die Nachbarschaft Israels in einen noch unberechenbareren und instabileren Ort verwandelt. Israel würde die Entstehung guten und repräsentativen Regierens in der arabischen Welt willkommen heißen. Doch sind die weiteren Entwicklungen in der Region kaum abzuschätzen.
The way in which predominantly Muslim states deal with modernity is strongly influenced by the characteristics of Islamic Law. The Sharia reflects in the most obvious way the lack of separation between secular and religious issues inherent in Islamic doctrine. The article analyses the evolution of law in the Muslim world and illustrates its continuous oscillation between the obligation to stick to the God-given rules and the need to adapt to changes of living conditions.
Die EU ist überdehnt. Drei verschiedene, koexistierende Europavisionen erklären den derzeitigen Strategiemangel: Das pragmatische Europa ist nicht transparent, das grenzenlose Europa fördert Ängste unkontrollierbarer Veränderungen, und das Identitäs- Europa befindet sich in einer Sinnkrise. Antwort bieten mehrere Strategien: Ein Transfer einzelner Elemente der europäischen Verfassung in einen Europavertrag; Orientierung an einem differenzierten Europa und Bildung von Koalitionen, um Europa zu führen.
Schwarz-Rot vertritt wie keine andere deutsche Regierung vor ihr selbstbewusst deutsche und europäische Interessen, ohne dieses Selbstbewusstsein bemüht zur Schau zu stellen. Deutschland hat in den vergangenen Jahren ganz selbstverständlich die Rolle des Antreibers europäischer Politik für sich reklamiert. Jedoch erwiesen sich Merkel und Steinmeier dabei mehr als realistische Pragmatiker denn als Visionäre.
Afghanistan und die Region

Der Afghanistankonflikt hat seit 2001 deutliche Auswirkungen auf das regionale Umfeld – in Pakistan, Kaschmir, Xinjiang und den zentralasiatischen Republiken. Dies wird sich nach dem Abzug der ISAF-Truppen noch verstärken. Dabei geht es sowohl um die grenzüberschreitenden Folgen der beiden Militärinterventionen als auch um die Wirkungen der innerafghanischen Konflikte auf die gesamte Region. Diese Problematik besitzt ein erhebliches Konfliktpotenzial, das größere Aufmerksamkeit verdient.

Wie Frauen und Männer in ihrer alltäglichen Praxis des ‚Sich-Kleidens‘ mit den modischen Erscheinungsbildern von Männlichkeit oder Weiblichkeit umgehen, untersucht die Kulturwissenschaftlerin Cordula Bachmann. Sie wertet aktuelle Interviews zum Kleidungsverhalten von Frauen und Männern aus und rückt dabei die Perspektive der Handelnden, die das alltägliche ‚Sich-Kleiden‘ als eine primäre soziale Anforderung zu lösen haben, ins Zentrum des Interesses. Den aufsehenerregenden künstlerischen Umgang mit Kleidung in Form von textilen Kunstobjekten, die sich mit dem menschlichen Körper befassen und der Art und Weise, wie er mittels Kleidung und Textilien repräsentiert oder transformiert wird, untersucht die Kunsthistorikerin Cora von Pape. Das alltägliche weibliche Chaos des Sich-Ankleidens angesichts der täglichen Herausforderung, sich bei der Entscheidung für oder gegen ein Kleid, sich auch für oder gegen eine Frauenrolle entscheiden zu müssen, das in den von Bachmann ausgewerteten Interviews thematisiert wird, scheint auch in den Performances oder textilen Kunstobjekten vieler von Cordula von Pape vorgestellten Künstlerinnen der 2. Hälfte des 20. Jahrhunderts auf, allerdings künstlerisch-experimentell bearbeitet in eindrucksvollen (Selbst-)Inszenierungen, die der gewaltigen Symbolik des Sich-Ankleidens, der Kleider als Körperhüllen oder Reliquien, die an die Stelle des verschwundenen Körpers treten, auf den Grund gehen.
The site of confluence of the artery and the portal vein in the liver still appears to be controversial. Anatomical studies suggested a presinusoidal or an intrasinusoidal confluence in the first, second or even final third of the sinusoids. The objective of this investigation was to study the problem with functional biochemical techniques. Rat livers were perfused through the hepatic artery and simultaneously either in the orthograde direction from the portal vein to the hepatic vein or in the retrograde direction from the hepatic vein to the portal vein. Arterial how was linearly dependent on arterial pressure between 70 cm H2O and 120 cm H2O at a constant portal or hepatovenous pressure of 18 cm H2O. An arterial pressure of 100 cm H2O was required for the maintenance of a homogeneous orthograde perfusion of the whole parenchyma and of a physiologic ratio of arterial to portal how of about 1:3. Glucagon was infused either through the artery or the portal vein and hepatic vein, respectively, to a submaximally effective ''calculated'' sinusoidal concentration after mixing of 0.1 nmol/L. During orthograde perfusions, arterial and portal glucagon caused the same increases in glucose output. Yet during retrograde perfusions, hepatovenous glucagon elicited metabolic alterations equal to those in orthograde perfusions, whereas arterial glucagon effected changes strongly reduced to between 10% and 50%. Arterially infused trypan blue was distributed homogeneously in the parenchyma during orthograde perfusions, whereas it reached clearly smaller areas of parenchyma during retrograde perfusions. Finally, arterially applied acridine orange was taken up by all periportal hepatocytes in the proximal half of the acinus during orthograde perfusions but only by a much smaller portion of periportal cells in the proximal third of the acinus during retrograde perfusions. The authors analyze the reasons for the establishment of a regulatory regime for international financial markets in accordance with the ideas of liberal internationalism. They argue that the system of international markets is affected by polymorphy, indicating the existence of different forms of regulation. Five factors produce this polymorphy: the non-existence of a homogenous object of steering, the dynamic nature of these objects, the fact that the purpose of governance is not clearly defined, the dominance of governance by the USA and Great Britain, and governance as a result of a multi-level game with various coalitions.
There is sufficient evidence of integration processes in the Asia-Pacific rim. But these processes differ profoundly from the European case. On the other hand integration theory up to the present day has been based mainly on the European evidence. Does this mean, that conventional integration theory is irrelevant in the case of the Asia-Pacific development? This contributuion tries to re-examine the theoretical capacity of various approaches (institionalism, functionalism, regionalism, flying geese pattern, regime-theory) when applied to the realities of transnational interaction and international organization in the Asia-Pacific rim.
In this article, Immanuel Wallerstein tries to anticipate the evolution of world conflicts and structures over the next decades. In his analysis, he identifies three main cleavages which structure future global conflicts: the triadic cleavage between the United States, Europe and Japan, who compete economically; the North-South cleavage between core zones and the periphery of the world economy; and, finally, the cleavage between what he calls the "Spirit of Davos" and the "Spirit of Porto Alegre" as a conflict between alternative images of the future world order. The structure and the dynamics of each cleavage are analysed and their evolution over the next decades is anticipated.

Im vorliegenden Beitrag werden ausgewählte Ergebnisse einer repräsentativen Untersuchung zur Position und Funktion des Arbeitsdirektors gemäß Mitbestimmungsgesetz von 1976 vorgestellt. Rund zehn Prozent aller Gesellschaften im Geltungsbereich des MitbestG 1976 sind öffentliche Unternehmungen — vorwiegend kommunale Verkehrsund Versorgungsunternehmen. Sie unterscheiden sich in vielerlei Hinsicht von privaten Firmen — nicht zuletzt auch in der Frage von Stellenwert und Ausgestaltung des Personalressorts in der Unternehmensleitung. Die Ausgestaltung der Personalfunktion in öffentlichen Unternehmen wird im folgenden mit dem Status des Personalressorts in der Privatwirtschaft verglichen.

Die entgeltbezogene Flexibilisierung und Individualisierung der Vertragsgestaltung ßr Führungskräfte stellt ein wichtiges Problemfeld des europäischen Personalmanagements dar. Ähnliche Herausforderungen gelten generell auch für das internationale Personalmanagement schlechthin. Allerdings stellen sich im Hinblick auf die sich herausbildende Europäische Wirtschafts-, Währungs- und Sozialunion ungleich stärkere Harmonisierungserfordernisse. Grundsätzlich liegen in den einzelnen Ländern höchst unterschiedliche Arbeitskosten vor. Auch die Produktivitätsunterschiede sind enorm. Darüber hinaus sind alle wesentlichen sozial-rechtlichen Rahmenbedingungen höchst verschieden geregelt. Es verwundert daher nicht, daß die rechtlichen Grundlagen für den Einsatz von Führungskräften im Ausland ebenfalls recht vielfältig sind. Dabei fragt es sich, ob anstelle einer Harmonisierung um jeden Preis nicht eine Angleichung auf einem "mittleren" Niveau und darüber hinaus eine hinreichende Flexibilisierung der Vergütung von Führungskräften erfolgen sollte. Ein wichtiges Indiz für den Stellenwert des betrieblichen Personalwesens ist u.a. die Art und Weise, in der die Personalfunktion in der Unternehmensleitung vertreten ist. Es ist sicherlich nicht selbstverständlich, daß alle Vorstandsmitglieder das Personalmanagement als einen wichtigen Strategiefaktor ansehen und im Sinne moderner Human Resource Management-Konzeptionen ihren Beitrag zu dieser Top-Management-Aufgabe leisten. Andererseits gibt es gesetzliche Erfordernisse, welche die Existenz der Personalfunktion in der Unternehmensleitung jedenfalls formal vorsehen. Der vorliegende Beitrag faßt die wichtigsten Ergebnisse einer Untersuchung zur organisatorischen Eingliederung des Personalressorts in die Unternehmensstruktur zusammen: Nur in einem Drittel der betroffenen Unternehmen wurde erst durch das MitbestG von 1976 ein Personalressort initiiert. In den übrigen Unternehmen war ein Personalressort bereits vor 1976 i m Vorstand etabliert. Dabei liegt der Anteil der Arbeitsdirektoren, die eine ausschließliche Zuständigkeit für das Personalressort haben, bei knapp 30%. Über 70% vertreten in der Geschäftsleitung mindestens ein weiteres Ressort. Auch der Kompetenzbereich der Arbeitsdirektoren im Hinblick auf personalpolitische Aufgaben ist nicht einheitlich. So sind in 100% der befragten Unternehmen die Arbeitsdirektoren für Fragen der Betriebsverfassung zuständig Lediglich 82,5% übertragen ihnen dagegen die Zuständigkeit für Leitende Angestellte. Auch hinsichtlich der Organisation des Personalwesens gibt es erhebliche Unterschiede zwischen den Unternehmen, abhängig von Unternehmensgröße, Branche, Produktionsprogramm und historischen Entwicklungen.

Aus traditioneller, aufbauorganisatorischer Sicht gilt die Arbeitszeit als eine Randbedingung bei der Aufgabengestaltung. Sofern persönliche Arbeitszeit und Betriebszeit jedoch nicht notwendigerweise übereinstimmen müssen und auch eine zunehmende Entkopplung von Mensch-Mensch- und Mensch-Maschine- Systemen denkbar ist, desto eher ist auch die Arbeitszeit selbst in organisatorische Überlegungen mit einzubeziehen. Dabei kommt den Möglichkeiten flexibler Arbeitszeitgestaltung zunehmende Bedeutung zu, unabhängig davon, ob sie in kollektive oder in individuelle Arbeitszeitregelungen Eingang finden. Insgesamt wird die Zeit-Organisation zu einem Feld organisatorischer Gestaltung mit Konsequenzen auch für die Führung, die durchaus erheblich sein können. Im folgenden Beitrag beschreibt der Autor die Arbeitszeit als Objekt organisatorischer Gestaltung. Im Mittelpunkt der Ausführungen stehen Formen der flexiblen Arbeitszeit und ihre organisatorischen Konsequenzen sowie Auswirkungen auf die Führung. Abschließend werden organisatorische Aspekte bei der Einführung flexibler Arbeitszeiten erörtert und die Frage diskutiert, wer für die Organisation der Arbeitszeit zuständig ist.
The factors that determine the efficiency of energy transfer in aquatic food webs have been investigated for many decades. The plant-animal interface is the most variable and least predictable of all levels in the food web. In order to study determinants of food quality in a large lake and to test the recently proposed central importance of the long-chained eicosapentaenoic acid (EPA) at the pelagic producer-grazer interface, we tested the importance of polyunsaturated fatty acids (PUFAs) at the pelagic producerconsumer interface by correlating sestonic food parameters with somatic growth rates of a clone of Daphnia galeata. Daphnia growth rates were obtained from standardized laboratory experiments spanning one season with Daphnia feeding on natural seston from Lake Constance, a large pre-alpine lake. Somatic growth rates were fitted to sestonic parameters by using a saturation function. A moderate amount of variation was explained when the model included the elemental parameters carbon (r2 = 0.6) and nitrogen (r2 = 0.71). A tighter fit was obtained when sestonic phosphorus was incorporated (r2 = 0.86). The nonlinear regression with EPA was relatively weak (r2 = 0.77), whereas the highest degree of variance was explained by three C18-PUFAs. The best (r2 = 0.95), and only significant, correlation of Daphnia's growth was found with the C18-PUFA α-linolenic acid (α-LA; C18:3n-3). This correlation was weakest in late August when C:P values increased to 300, suggesting that mineral and PUFA-limitation of Daphnia's growth changed seasonally. Sestonic phosphorus and some PUFAs showed not only tight correlations with growth, but also with sestonic α-LA content. We computed Monte Carlo simulations to test whether the observed effects of α-LA on growth could be accounted for by EPA, phosphorus, or one of the two C18-PUFAs, stearidonic acid (C18:4n-3) and linoleic acid (C18:2n-6). With >99 % probability, the correlation of growth with α-LA could not be explained by any of these parameters. In order to test for EPA limitation of Daphnia's growth, in parallel with experiments on pure seston, growth was determined on seston supplemented with chemostat-grown, P-limited Stephanodiscus hantzschii, which is rich in EPA. Although supplementation increased the EPA content 80-800x, no significant changes in the nonlinear regression of the growth rates with α-LA were found, indicating that growth of Daphnia on pure seston was not EPA limited. This indicates that the two fatty acids, EPA and α-LA, were not mutually substitutable biochemical resources and points to different physiological functions of these two PUFAs. These results support the PUFA-limitation hypothesis for sestonic C:P < 300 but are contrary to the hypothesis of a general importance of EPA, since no evidence for EPA limitation was found. It is suggested that the resource ratios of EPA and α-LA rather than the absolute concentrations determine which of the two resources is limiting growth.
Significant seasonal variation in size at settlement has been observed in newly settled larvae of Dreissena polymorpha in Lake Constance. Diet quality, which varies temporally and spatially in freshwater habitats, has been suggested as a significant factor influencing life history and development of freshwater invertebrates. Accordingly, experiments were conducted with field-collected larvae to test the hypothesis that diet quality can determine planktonic larval growth rates, size at settlement and subsequent post-metamorphic growth rates. Larvae were fed one of two diets or starved. One diet was composed of cyanobacterial cells which are deficient in polyunsaturated fatty acids (PUFAs), and the other was a mixed diet rich in PUFAs. Freshly metamorphosed animals from the starvation treatment had a carbon content per individual 70% lower than that of larvae fed the mixed diet. This apparent exhaustion of larval internal reserves resulted in a 50% reduction of the postmetamorphic growth rates. Growth was also reduced in animals previously fed the cyanobacterial diet. Hence, low food quantity or low food quality during the larval stage of D. polymorpha lead to irreversible effects for postmetamorphic animals, and is related to inferior competitive abilities.

Der Koordinator für deutsch-amerikanische Zusammenarbeit im Auswärtigen Amt, Karsten Voigt, attestiert der Außenpolitik der Großen Koalition eine erfolgreiche, solide Arbeit. Diese setzt die international geschätzte deutsche Kontinuität und Verlässlichkeit fort; auch in den zuletzt als schwierig empfundenen Beziehungen zu Russland und den USA.

Der Angstpolitik des Terrorismus steht aber auch eine Nutzbarmachung der Angst durch Regierungen bedrohter Staaten gegenüber.
This article investigates the fictional narratives written by „Sub-commandante Marcos“ of the Zapatista movement EZLN. It is shown that Marcos uses three distinct frames of reference in his fictional account of the Zapatista guerrilla: an ethnic, a national and a post-national one. Contrary to other studies that emphasize the harmony between the three levels, it can be argued that there exists a fundamental tension between them. There is a tension between the ethnic discourse and the Mexican nationalist discourse which envisions a nation rather than a nation dominated by a single ethno-cultural group. Finally, it can be deduced from these tensions that the EZLN guerrilla is subject to divergent pressures.
It has recently been demonstrated that the presentation of a rare target in a visual oddball paradigm induces a prolonged inhibition of microsaccades. In the field of electrophysiology, the amplitude of the P300 component in event-related potentials (ERP) has been shown to be sensitive to the stimulus category (target vs. non target) of the eliciting stimulus, its overall probability, and the preceding stimulus sequence. In the present study we further specify the functional underpinnings of the prolonged microsaccadic inhibition in the visual oddball task, showing that the stimulus category, the frequency of a stimulus and the preceding stimulus sequence influence microsaccade rate. Furthermore, by co-recording ERPs and eye-movements, we were able to demonstrate that, despite being largely sensitive to the same experimental manipulation, the amplitude of P300 and the microsaccadic inhibition predict each other very weakly, and thus constitute two independent measures of the brain’s response to rare targets in the visual oddball paradigm.

George Eliot’s late novel Daniel Deronda tackles big, fundamental political questions that radiate from the societal circumstances of the novel’s production and reach deep into our present-day life. The novel critically analyses the capitalistic, morally flawed and standard-less English society and narrates the title hero’s proto-Zionist mission to found a Jewish nation that re-establishes history, meaning and ethical values. This study attempts to trace the novel’s two models of society and time by bringing them into resonance with the myth of Narcissus and Echo famously rendered by Ovid. The unloving, self-referential, visual Narcissus is read as the model for the capitalistic world of spectacle and speculation. Echo’s loving, memory-bearing voice forms an important part in the construction of the sublating unity of the Jewish nation-to-come. Guided by this resonance between George Eliot’s novel and Ovid’s myth pieces of critical theory and philosophy are woven into the study’s fabric. The resulting analysis dissects and deconstructs the novel’s fascinating and highly complex patterns of conditions of possibility for the fabrication of the redeeming Jewish nation, the very same conditions that the novel presents as the conditions of possibility for narrating a meaningful story.
Under continuous pressure from globalised competition, labour markets no longer guarantee the social inclusion of all citizens into civil society. For a „civilised“ market economy, it is essential to frame further economic „rationalisation“ by a comprehensive labour policy that values meaningful ways of human activity as well as the just organisation of the world of work over efficient labour markets. Without such a comprehensive labour policy, argues, labour markets increasingly become „tyrannical“ and will endanger the foundations of a modern society of free and equal citizens.
The molecular packing and spatial correlations of two isomeric zwitterionic polymethacrylates and one polyacrylate analog are studied by means of X-ray analysis and conformational calculations. The analysis of the correlation functions and density distribution profiles suggest a double-layered molecular packing which is discussed for the three polymers investigated, with respect to their different chemical structures. Whereas the zwitterionic polymethacrylates studied exhibit liquid-like short-range order, the polyacrylate analog exhibits an ordered double-layered superstructure.
BACKGROUND: There is an increased need to replace materials derived from fossil sources by renewables. Sugar-cane derived carbohydrates are very abundant in Brazil and are the cheapest sugars available in the market, with more than 400 million tons of sugarcane processed in the year 2007. The objective of this work was to study the preparation of sugar acrylates from free sugars and free acrylic acid, thus avoiding the previous preparation of protected sugar derivatives, such as glycosides, or activated acrylates, such as vinyl acrylate. RESULTS: Lipase catalyzed esterification of three mono- and two disaccharides with acrylic acid, in the presence or absence of molecular sieves was investigated. The reactions were monitored by high-performance liquid chromatography (HPLC) and the products were analyzed by matrix-assisted laser desorption ionization–time of flight (MALDI-TOF) mass spectrometry. The main products are mono- and diacrylates, while higher esters are formed as minor products. The highest conversion to sugar acrylates was observed for the D-glucose and D-fructose, followed by D-xylose and D-maltose. Molecular sieves had no pronounced effect on the conversion CONCLUSIONS: A feasible method is described to produce and to characterize sugar acrylates, including those containing more than two acrylate groups. The process for production of these higher esters could potentially be optimized further to produce molecules for cross-linking in acrylate polymerization and other applications. The direct enzymatic esterification of free carbohydrates with acrylic acid is unprecedented.
In this contribution, we provide a detailed dynamical analysis of the interfacial hydrogen migration mediated by scanning tunneling microscopy (STM). Contributions from the STM-current and from the non-adiabatic couplings are taken into account using only first principle models. The slight asymmetry of the tunnelling rates with respect to the potential bias sign inferred from experimental observations is reproduced by weighting the contributions of the metal acceptor–donor states for the propagation of the impinging electrons. The quasi-thermal inelastic collision mechanism is treated perturbatively. The influence of hydrogen pre-coverage is also investigated using new potential energy surfaces obtained from periodic density functional theory calculations. Fully quantum dynamical simulations of the system evolution are performed by solving the Pauli master equation, providing insight into the reaction mechanism of STM manipulation of subsurface hydrogens. It is observed that the hydrogen impurity favors resurfacing over occupation of the bulk and subsurface sites whenever possible. The present simulations give strong indication that the experimentally observed protuberances after STM-excitation are due to hydrogen accumulating in the vicinity of the surface.
Hegemonialmächte im Vorderen und Mittleren Orient : die Dritte Partei in internationalen Konflikten

During the last five decades hegemons played an important role in de-escalating international conflicts in the subregion defined as the core of Oriens Islamicus. Statistical analysis of large datasets shows that half of all conflicts remained without any interference from the hegemonial powers at all - both on global scale and in the subregion. In all other cases however, hegemons (especially super-powers in the role of patrons) tended more often to act as (power-) mediators when their client-state was engaged in conflict with a client of the opposing superpower in Oriens Islamicus than they did on global scale. They did this in their own interest in order to avoid direct involvement, i.e. possible danger of a nuclear escalation. In contrast to conventional mediation theory they were more effective in conflict de-escalation than other mediators, especially in conflicts between Israel and its Arab neighbours. The end of bipolarity in the international system also brought this mechanism of de-escalation to an end. It leaves the hegemon(s) as a potentially powerful third party on the one hand, but on the other their inclination to become involved in regional conflict remains rather diminished as long as the basic national interests in the area are not at stake.
