Mit diesem Heft wird die Diskussion über eine neue deutsche Ostpolitik fortgesetzt und abgeschlossen. Diese hatte im Heft Nr. 49 mit Thesen von Jochen Franzke begonnen, im nächsten Heft wurden erste Beiträge publiziert. Insgesamt haben sich Wissenschaftler und Politiker aus Deutschland, Österreich, Polen, Finnland und Tschechien beteiligt. Die Debatte schließt mit Schlussbemerkungen des Initiators. The Chapter examines the concept of local autonomy in modern European states by analysing theoretical approaches. The classical, deductive approach defines local autonomy mostly through legal, economic and financial conditions, especially by formal structures. This proves to be too weak to define the internal strength of local authorities and their real political-administrative power. A more multidimensional definition of autonomy, including indicators as importance, capacity, as well as discretion and democracy at local level is needed. The authors utilise the indicators, used by the Local Autonomy Index (LAI) developed by Ladner et al. and the European Charter of Local Self-Government to find out what is still missing. The contribution redounds to stimulate the scientific debate on local autonomy in Europe. Until the concept of local autonomy will fit for all European states with extremely differentiated local authorities, the research in this field remains a conceptual and heuristic endeavour. Especially, because local government and democracy are until now territory-based, whereas the reality is one of multilevel and cross-border governance.
Die Frage, ob die CDU-Bundestagsabgeordnete Erika Steinbach, seit 1998 Präsidenten des Bundes der Vertriebenen (BdV), einen Sitz im Stiftungsrat des "Zentrums gegen Vertreibung" einnehmen soll, spaltet die politische Landschaft. Die von der SPD beantragte Aktuelle Stunde des Bundestages am 26. November 2009 machte dies erneut deutlich. Auch die neue Bundesregierung ist in dieser Frage gespalten.
The contribution summarises the scientific discussion and research activities of the EGPA Permanent Study Group 4 (PSG 4) “Local Governance and Local Democracy”, founded in 2005. The impetus for proposing this specific PSG was the growing importance of the local level within the multi-level governance system in the European Union and most of its member states. The PSG 4 acts as a European network of research activities inside and outside EGPA, producing joint publications and organising scientific debates on many problems of the development of municipalities and local authorities. Our focus was on discussing both how to improve democracy by increased participation and deliberation, and how to secure provision of services in an efficient way in developed welfare societies. This includes analysing several forms of administrative changes and reforms at the local level and research of representative, direct and cooperative democracy at local level in a cross-European comparison.
