Die Politikfeldanalyse der belgischen Frauenförderpolitik für die Privatwirtschaft wird anhand eines Analyserasters für Gleichstellungspolitik durchgeführt. Nach einer Einführung in das politische System Belgiens und die gesellschaftspolitischen Bedingungen für Gleichstellungspolitik wird die staatliche Initivative für Gleichstellung in der Privatwirtschaft dargestellt. Die Analyse der Policy bezieht die relevanten politischen, verwaltungstechnischen und gesellschaftlichen Faktoren ein und nutzt Analyseinstrumente der Verwaltungswissenschaft und der feministischen Politikwissenschaft.
Die Dissertation befasst sich mit den Reformprozessen, die sich vom Zeitpunkt des System-umbruchs 1989/90 bis zum EU-Beitritt 2004 in den Ministerialverwaltungen Estlands und Polens vollzogen haben. Die Veränderungen, die während dieser Zeit stattfanden, standen im Spannungsfeld zweier Prozesse: des von innenpolitischen Erfordernissen geprägten Transformationsprozesses und des Europäisierungsprozesses, in dem die EU als einflussreicher externer Akteur hinzutrat. Konzeptionell greift die Untersuchung auf die Diskussionen aus der institutionellen Transformationsforschung und die Debatten um die Europäisierung von Regierungs- und Verwaltungssystemen zurück. Die Arbeit konzentriert sich auf die Veränderungen auf der zentralstaatlichen Ebene und betrachtet diese Veränderungen in ihrer horizontalen und sektoralen Dimension. Die horizontale Dimension umfasst Rahmenbedingungen des Verwaltungssystems insgesamt, dies sind zentrale Strukturen des Regierungsapparates, die regierungsinternen Koordinationsmechanismen und die Etablierung des öffentlichen Dienstes. In der sektoralen Dimension wird die Verwaltung im Politikfeld Landwirtschaft betrachtet. In beiden Ländern gab es einen gemeinsamen Ausgangspunkt der Entwicklungen, das sozialistische Verwaltungssystem, und einen ähnlichen Zielpunkt der Verwaltungsreformen in den 1990er Jahren: eine wie auch immer definierte „moderne Verwaltung“. Auch die Rahmenbedingungen des EU-Integrationsprozesses in Mittelosteuropa lassen eher Konvergenzen erwarten. Doch spielen nationale politische Konstellationen eine entscheidende Rolle für die Entwicklungen, so dass man bilanzierend sagen kann: Estland und Polen haben mit Beginn der Transformation unterschiedliche nationale Entwicklungspfade eingeschlagen und ihre Verwaltungssysteme unterscheiden sich mittlerweile stärker voneinander als zur Zeit des Sozialismus.
Accountability can be conceptualized as institutionalized mechanisms obliging actors to explain their conduct to different forums, which can pose questions and impose sanctions. This article analyses different crises' in immigration policies in Norway, Denmark and Germany along a descriptive framework of five different accountability types: political, administrative, legal, professional and social accountability. The exchanges of information, debate and their consequences between an actor and a forum are crucial to understanding how political-administrative action is carried out in critical situations. First, accountability dynamics emphasize conventional norms and values regarding policy change and, second, formal political responsibility does not necessarily lead to political consequences such as minister resignations in cases of misbehaviour. Consequences strongly depend on how accountability dynamics take place.
Das Personalmanagement in der öffentlichen Verwaltung steht in Zeiten von Haushaltskürzungen und demographischem Wandel vor der Herausforderung, den gestiegenen Erwartungen an Effizienz und Effektivität mit zunehmend älteren Belegschaften zu begegnen. Als ein wesentlicher Stellhebel für den Erhalt bzw. die Steigerung der Arbeitsfähigkeit der Mitarbeiter gilt in der wissenschaftlichen Debatte die Qualität des Führungsverhaltens der Führungskräfte. Im Fokus dieser Arbeit steht das Konzept altersspezifischer Führung, das sich an den individuellen, altersspezifischen Bedürfnissen des einzelnen Mitarbeiters orientiert. Es wird mittels einer standardisierten Befragung von Führungskräften und deren Mitarbeitern in einer Dienststelle der Bundesagentur für Arbeit untersucht, ob die Ausprägung altersspezifischer Führung Einfluss auf die Qualität der dyadischen Arbeitsbeziehung von Führungskraft und Mitarbeiter (LMX-Qualität) hat. Dafür wird zunächst überprüft, wie altersspezifisch die befragten Führungskräfte führen, und welche Faktoren darauf Einfluss nehmen. Im Ergebnis der Untersuchung zeigt sich, dass ein hochsignifikanter Zusammenhang zwischen altersspezifischer Führung und der LMX-Qualität besteht. Daneben stellt sich heraus, dass die befragten Führungskräfte überwiegend altersspezifisches Führungsverhalten aufweisen, wobei jedoch zu berücksichtigen ist, dass die Ergebnisse auch durch organisationale Vorgaben beeinflusst werden, die den Handlungsspielraum der Führungskräfte begrenzen. Auch wurde für die untersuchte Stichprobe festgestellt, dass Alter und Führungserfahrung die Ausprägung altersspezifischen Führungsverhaltens beeinflussen, während sich für das Geschlecht sowie eine vorurteilsfreie Wahrnehmung älterer Mitarbeiter kein Zusammenhang gezeigt hat.
Although politicization is a perennial research topic in public administration to investigate relationships between ministers and civil servants, the concept still lacks clarification. This article contributes to this literature by systematically identifying different conceptualizations of politicization and suggests a typology including three politicization mechanisms to strengthen the political responsiveness of the ministerial bureaucracy: formal, functional and administrative politicization. The typology is empirically validated through a comparative case analysis of politicization mechanisms in Germany, Belgium, the UK and Denmark. The empirical analysis further refines the general idea of Western democracies becoming ‘simply’ more politicized, by illustrating how some politicization mechanisms do not continue to increase, but stabilize – at least for the time being.
Die vorliegende Arbeit befasst sich mit Führungsverhalten im öffentlichen Sektor sowie mit Einflussfaktoren auf dieses Führungsverhalten. Hierzu wurde eine Taxonomie, bestehend aus sechs Metakategorien von Führungsverhalten, entwickelt. Die Metakategorien umfassen Aufgaben-, Beziehungs-, Veränderungs-, Außen-, Ethik- und Sachbearbeitungsorientierung. Eine Analyse von Umfragedaten, die für diese Arbeit bei Mitarbeitern und unteren Führungskräften dreier Behörden erhoben wurden, zeigt, dass diese Taxonomie sehr gut geeignet ist, die Führungsrealität in der öffentlichen Verwaltung abzubilden.
Eine deskriptive Auswertung der Daten zeigt außerdem, dass es eine relativ große Differenz zwischen der Selbsteinschätzung der Führungskräfte und der Fremdeinschätzung durch ihre Mitarbeiter gibt. Diese Differenz ist bei der Beziehungs- und Veränderungsorientierung besonders hoch.
Der deskriptiven Auswertung schließt sich eine Analyse von Einflussfaktoren auf das Führungsverhalten an. Die Einflussfaktoren können den vier Kategorien "Charakteristika und Eigenschaften der Führungskräfte", "Erwartungen und Interesse von Vorgesetzten", "Charakteristika und Einstellungen von Geführten" und "Managementinstrumente und -rahmenbedingungen" zugeordnet werden.
Eine Analyse mit Hilfe von hierarchischen linearen Modellen zeigt, dass vor allem die Führungsmotivation und die Managementorientierung der Führungskräfte, die Gemeinwohlorientierung und die Art der Aufgabe der Geführten sowie die strategische Führungskräfteauswahl und die Leistungsmessung durch die Führungskräfte anhand konkreter Ziele einen Einfluss auf das Führungsverhalten haben.
Die Ergebnisse dieser Arbeit ergänzen die Literatur zu Führungsverhalten im öffentlichen Sektor um die Perspektive der Einflussfaktoren auf das Führungsverhalten und leisten zusätzlich mit Hilfe der verwendeten Taxonomie einen Beitrag zur theoretischen Diskussion von Führungsverhalten in der Public-Management-Forschung. Darüber hinaus bieten die gewonnenen Erkenntnisse der Verwaltungspraxis Hinweise zu relevanten Einflussfaktoren auf das Führungsverhalten sowie auf beachtliche Differenzen zwischen Selbst- und Fremdwahrnehmung des Führungsverhaltens.
Several scholars concerned with global policy-making have recently pointed to a reconfiguration of authority in the area of climate politics. They have shown that various new carbon governance arrangements have emerged, which operate simultaneously at different governmental levels. However, despite the numerous descriptions and mapping exercises of these governance arrangements, we have little systematic knowledge on their workings within national jurisdictions, let alone about their impact on public-administrative systems in developing countries. Therefore, this article opens the black box of the nation-state and explores how and to what extent two different arrangements, that is, Transnational City Networks and Reducing Emissions from Deforestation and Forest Degradation, generate changes in the distribution of public authority in nation-states and their administrations. Building upon conceptual assumptions that the former is likely to lead to more decentralized, and the latter to more centralized policy-making, we provide insights from case studies in Indonesia, South Africa, Brazil, and India. In a nutshell, our analysis underscores that Transnational City Networks strengthen climate-related actions taken by cities without ultimately decentralizing climate policy-making. On the other hand, Reducing Emissions from Deforestation and Forest Degradation tends to reinforce the competencies of central governments, but apparently does not generate a recentralization of the forestry sector at large.

How and under what conditions were the post-Taleban Civil Service Reforms of Afghanistan initiated? What were the main components of the reforms? What were their objectives and to which extent were they achieved? Who were the leading domestic and foreign actors involved in the process? Finally, what specific factors influenced the success and failure Afghanistan’s Civil Service Reforms since 2002? Guided by such fundamental questions, this research studies the wicked process of reforming the Afghan civil service in an environment where a variety of contextual, programmatic, and external factors affected the design and implementation of reforms that were entirely funded and technically assisted by the international community.
Focusing on the core components of reforms—recruitment, remuneration, and appraisal of civil servants—the qualitative study provides a detailed picture of the pre-reform civil service and its major human resources developments in the past. Following discussions on the content and purposes of the main reform programs, it will then analyze the extent of changes in policies and practices by examining the outputs and effects of these reforms.
Moreover, the study defines the specific factors that led the reforms toward a situation where most of the intended objectives remain unachieved. Doing so, it explores and explains how an overwhelming influence of international actors with conflicting interests, large-scale corruption, political interference, networks of patronage, institutionalized nepotism, culturally accepted cronyism and widespread ethnic favoritism created a very complex environment and prevented the reforms from transforming Afghanistan’s patrimonial civil service into a professional civil service, which is driven by performance and merit.
