Con ocasión de la 3ra entrega de su "Relation historique.." –París de 1825- al reflexionar Humboldt sobre de lo que a mediano y largo plazo sería el futuro del nuevo orden mundial –todavía entonces egocéntricamente reducido a Europa- una vez quedase consolidada la irreversible emancipación política hispanoamericana, vaticinó que sería el conjunto de nuevos intereses y relaciones comerciales y financieras que surgirían tras la plena emancipación de los nuevos Estados americanos, las encargados de restablecer -y sobre todo ampliar- el equilibrio y la dinámica económica y política entre el ‘viejo’ y ‘nuevo’ mundo. Mucho antes de cumplirse el 1er centenario de la anterior hipótesis humboldtiana resultaba ya evidente que su predicción ‘americana’ apenas se había cumplido respecto de los Estados Unidos de América y Canadá; siendo entonces manifiesto el nuevo marginamiento y dependencia que el resto del continente había asumido en el conjunto económico mundial que entonces empezaba a cuantificarse de manera global.. Explorar el ‘cómo’, ‘cuándo’ y quizás algún ‘por qué’ de esta resultante histórica constituye un tema fascinante para la ‘ciencia humboldtiana’ que como tal abarca por parejo el pasado, presente y futuro de la obra y ‘momento’ histórico de Humboldt..Es lo que aquí inmodestamente se ha propuesto estudiar.
Der Beitrag “Humboldteanisierung des Westens? Die Bedeutung der Reise Humboldts für Europa und Lateinamerika” behandelt der preußischen emprischen Universalgelehrten, in Übereinstimmung mit dem von Ottmar Ette entwickelten Konzept, als einen, wenn nicht den wichtigsten Begründer der westlichen Moderne. Im Gegensatz zu den bekannten Gründern der Moderne (Descartes, Kant, Buffon, Schiller, Hegel, Marx ... etc.) war Humboldt Empiriker und Globaldenker und er tat dies auf transkulturelle Weise, manchmal auch schon auf interkulturelle Weise; allerdings meist auf Basis der römisch-klassizistischen Denktradition und Ästhetik Europas. Der Beitrag arbeitet drei Wissenstypen Humboldts heraus und versucht zu zeigen, dass der Universalismus Humboldt wichtige interkulturelle Grundlagen in der Kommunikation mit amerikanischen Gelehrten und im amerikanischen Empirismus (“lokales Wissen”) hat. Die Bedeutung einer solchen Konzeption der Humboldt-Reise zeigt sich – in der Negierung – in den gegenwärtigen Debatten um Diasporas und “Race” im atlantischen Westen (“Black Atlantic”). Humboldt Kenntnisse der amerikanischen Sklavereien und seine absolute Verurteilung der Sklaverei ist dabei nicht präsent.
Im zweiten Teil zeigt der Beitrag mögliche Lesarten der Humboldt-Tagebücher, indem er “imaginäre Humboldt-Essays” konstruiert.
Obwohl Johann Gottfried Herder (1744-1803) im Unterschied zu Alexander von Humboldt nie in Lateinamerika war, regte er in seinen Arbeiten das lateinamerikanische und europäische Bewusstsein bei der Wahrnehmung anderer Kulturen an. Ähnlich der amerikanischen Forschungsreise Alexander von Humboldts (1799-1804), die zu einer verstärkten Aufnahme und Wirkung des philosophischen Denkens im europäischen und deutschsprachigen Kulturraum führte, trugen Herders Ideen über den Zusammenhang zwischen Mensch, Natur, Kultur und Tradition zur lateinamerikanischen Rezeption und Transformation europäischen Denkens bei und zur Vermittlung humanistischer Wertorientierungen. In den Darlegungen werden in drei Schritten folgende Aspekte erörtert. Erstens: Worin besteht das Wesen des Literatur- und Philosophiebegriffs bei Herder? Zweitens: Welche Konsequenzen ergeben sich daraus für seine Hermeneutik? Und drittens: Worin besteht die Aktualität des sozialkritischen Denkens Herders?
The international community criticises the unilateral actions of the US in Iraq. As a reaction, the United States tries to extend their sphere of influence in other regions. The Brazilian author warns that Brazil in particular could be exposed to this increasing pressure. Therefore Brazil has to take the following five measures: strengthening of Mercosur, a Free Trade Area between the Andean Community and Mercosur, a cooperation agreement with the EU, cooperation with other NICs, and lobbying inside the US.
The military in Mexico started out as a revolutionary army that secured the regime of the governmental party PRI. The article discusses the change of this army into a national and hemispheric police force under the influence of the USA. Today, the functions of the Mexican army are a mix of fighting against drugs, organized delinquency, terrorism and counterinsurgency and cooperating with US as well as other Latin American forces.
The United States, despite impressive efforts, have not reduced Colombian drug supplies over the recent years. Policy ineffectiveness results from problems in Colombia, including poverty, strong non-state actors, as well as a weak state and society. On the US side, ineffectiveness results from a geographically selective approach, a reliance on coercion, and bilateralism. The US has exacerbated human rights violations, environmental destruction, the displacement of the drug industry within Colombia, and the spread of Colombian problems to neighbouring countries.
This article discusses the complex relationship between the state and the military in Latin American societies. Defining the state in Latin America as a weak one, it contains a typology of the different roles played by the military in the 20th century. In this context, the ambivalent impact of the USA as well as the search of the Latin American military for “new tasks” since the 1990s is discussed. The article concludes with the challenges for civil-military relations in the current democratic regimes in Latin America.
Since the beginning of the 1970s a lot of countries in Latin America has been starting the transition to democracy. The article analyses the role played by the military in this process, especially the effects of civildemocratic governments – sometimes failing in – gaining power over the military. It is described how and why the army occasionally kept their independence from the civil power and how this influenced the consolidation of democracy.

The ideological change within the Chilean military before and after the coup in 1973 is the central issue of this article. Before the developments in the early 1970s, the cardinal mindset of the military leaders was one of a state-run evolution of society. After the coup, this thinking changed rapidly into a neoliberal kind. How could this happen? Which explanations have been and which should be discussed? These questions are answered and it is shown that the military itself played a bigger role than previously thought.
