JF - Journal of European integration N2 - The point of departure of this article is limited systematic research on the rotating EU Council Presidency after the Lisbon Treaty. In order to assess rotating presidencies the paper proposes a three-tier approach which includes a functional, a behavioural and a contingency dimension. These dimensions are supplemented by the institutional changes of the Lisbon Treaty referring to the rotating presidencies. Next, the paper applies this evaluation framework to the Polish Presidency that took place in the second half of 2011. Finally, it draws conclusions from the Polish case for both the leadership capacity of the rotating Council Presidency in the post-Lisbon European Union and the performance of Poland's EU Council Presidency. We not only show that a continental-scale system is the cheapest, but also that systems on the national scale and below are possible at cost penalties of 20% or less. Transmission is key to low cost, but it is not necessary to vastly expand the transmission system. When electricity is transmitted only to balance fluctuations, the transmission grid size is comparable to today's, albeit with expanded cross-border capacities. The largest differences across scales concern land use and thus social acceptance: in the continental system, generation capacity is concentrated on the European periphery, where the best resources are. Regional systems, in contrast, have more dispersed generation. The key trade-off is therefore not between geographic scale and cost, but between scale and the spatial distribution of required generation and transmission infrastructure. Mehrere Studien haben zudem gezeigt, dass Lateinkenntnisse weder das logische Denken, noch den Erwerb anderer Sprachen, noch das Gespür für die grammatikalische Struktur der Muttersprache verbessern. Auch wenn sich empirisch keine Vorteile des Erwerbs alter Sprachen nachweisen lassen, können Menschen subjektiv an solche Vorteile glauben und ihr Verhalten an ihrer Konstruktion von Wirklichkeit ausrichten. Auf der Basis einer unter Eltern von Gymnasialschülern durchgeführten Befragung zeigen wir, dass Latein umfassende Transfereffekte zugeschrieben und Personen mit Lateinkenntnissen positiver bewertet werden als Personen mit Kenntnissen moderner Sprachen. Weiterhin zeigt sich, dass die „Illusio“ der Vorteile von Latein zwar in allen Bildungsgruppen wirksam ist, doch besonders von den Hochgebildeten vertreten wird. Sie arbeiten damit an der Konstruktion einer Realität, von der sie selbst die größten Nutznießer sind, indem sie Latein als symbolisches Kapital verwenden. N2 - Although Latin is a non-spoken language and therefore has no communicative value, the number of students choosing Latin as a foreign language at school has increased over time. Several studies have shown that learning Latin does neither improve logical thinking, nor the acquisition of other foreign languages, nor linguistic abilities in the mother tongue. Despite the empirical lack of benefits associated with the acquisition of ancient languages, people might believe in such benefits and behave in accordance with their construction of reality. Based on a survey conducted among parents of students at German high schools ("Gymnasium"), we show that parents extensively attribute transfer effects to learning Latin. Furthermore, people with knowledge of Latin are rated more positively than those with knowledge of modern languages with respect to their general and cultural education, as well as their social status. We also demonstrate that although the illusory of the benefits of Latin is prevalent in all educational groups, it is particularly pronounced among the higher educated. They construct a social reality of which they are the greatest beneficiaries by using Latin as a symbolic capital. Nevertheless, there has been insufficient progress in measuring PI. We calculate a novel measure of PI with the German Socio-Economic Panel (SOEP) and U.S. Panel Study of Income Dynamics (PSID). Advancing beyond prior approaches, we define PI as the logged average of 20+ years of post-tax and post-transfer ("post-fisc") real equivalized household income. We then assess how well various household- and individual-based measures of economic resources proxy PI. In both datasets, post-fisc household income is the best proxy. One random year of post-fisc household income explains about half of the variation in PI, and 2-5 years explain the vast majority of the variation. One year of post-fisc HH income even predicts PI better than 20+ years of individual labor market earnings or long-term net worth. By contrast, earnings, wealth, occupation, and class are weaker and less cross-nationally reliable proxies for PI. We also present strategies for proxying PI when HH post-fisc income data are unavailable, and show how post-fisc HH income proxies PI over the life cycle. In sum, we develop a novel approach to PI, systematically assess proxies for PI, and inform the measurement of economic resources more generally. Our model enables us to analyze to what extent reaching this goal despite US withdrawal would place more stringent requirements on other core elements of the Paris cooperation process. We find, first, that the effect of a US withdrawal depends critically on the extent to which member countries reciprocate others' promises and contributions. Second, while the 2 degrees C goal will likely be reached only under a very small set of conditions in any event, even temporary US withdrawal will further narrow this set significantly. Reaching this goal will then require other countries to step up their ambition at the first opportunity and to comply nearly 100% with their pledges, while maintaining high confidence in the Paris Agreements institutions. Third, although a US withdrawal will first primarily affect the United States' own emissions, it will eventually prove even more detrimental to other countries' emissions. This recent US trend, of signing environmental treaties but failing to ratify them, could thwart attempts to come to a future climate agreement. Two complementary explanations of this trend are proposed. First, the political system of the US has distinct institutional features that make it difficult for presidents to predict whether the Senate will give its advice and consent to multilateral environmental agreements (MEAs) and whether Congress will pass the required enabling legislation. Second, elected for a fixed term, US presidents might benefit politically from supporting MEAs even when knowing that legislative support is not forthcoming. Four policy implications are explored, concerning the scope for unilateral presidential action, the potential for bipartisan congressional support, the effectiveness of a treaty without the US, and the prospects for a deep, new climate treaty. Policy relevance Why does the failure of US ratification of multilateral environmental treaties occur? This article analyses the domestic political mechanisms involved in cases of failed US ratification. US non-participation in global environmental institutions often has serious ramifications. For example, it sharply limited Kyoto's effectiveness and seriously hampered international climate negotiations for years. Although at COP 17 in Durban the parties agreed to negotiate a new agreement by 2015, a new global climate treaty may well trigger a situation resembling the one President Clinton faced in 1997 when he signed Kyoto but never obtained support for it in the Senate. As a result, stimulating user communication and self-disclosure is vital for the sustainability of SNSs. However, considering that the SNS users are increasingly culturally diverse, motivating this audience to self-disclose requires understanding of their cultural intricacies. Yet existing research offers only limited insights into the role of culture behind the motivation of SNS users to self-disclose. Building on the privacy calculus framework, this study explores the role of two cultural dimensions - individualism and uncertainty avoidance - in self-disclosure decisions of SNS users. Survey responses of US and German Facebook members are used as the basis for our analysis. Structural equation modeling and multi-group analysis results reveal the distinct role of culture in the cognitive patterns of SNS users. The authors find that trusting beliefs play a key role in the self-disclosure decisions of users from individualistic cultures. At the same time, uncertainty avoidance determines the impact of privacy concerns. This paper contributes to the theory by rejecting the universal nature of privacy calculus processes. The findings provide for an array of managerial implications for SNS providers as they strive to encourage content creation and sharing by their heterogeneous members. Postbureaucracy tries to conceptualize organizational and societal changes throughout the second half of the 20th century. Agile management frameworks that multiply interactions between members of an organization can be treated as a phenomenon of postbureaucratic organizing. Drawing on systems theory this paper examines how postbureaucratic reforms trigger new uncertainties and how they are tackled by agile concepts of management. We will illustrate this by analyzing the agile concepts Scrum and Holacracy and show how relocation triggers new needs for formalization. Doing this we will focus on how interdependencies of communication in systems of interaction are centered in different dimensions. This paper advocates for a perspective on postbureaucracy in terms of functional equivalence to grasp the connection between the renouncement of formalization and the emergence of new needs for formalization. N2 - Dieser Beitrag in der Zeitschrift GIO schlägt eine äquivalenzfunktionalistische Perspektive auf postbürokratische Reformen vor, die Teile der Unsicherheitsabsorption von Organisationen in Interaktionssysteme verlagern. Postbürokratie versucht, organisationale und gesellschaftliche Entwicklungen in der zweiten Hälfte des 20. Jahrhunderts auf den Begriff zu bringen. Auch aktuelle agile Managementkonzepte lassen sich der Postbürokratie zuordnen und zeichnen sich unter anderem durch eine Multiplikation von Interaktionen aus. Mithilfe der Theorie sozialer Systeme untersuchen wir wie neue Unsicherheiten in Organisationen durch postbürokratische Reformen entstehen und von agilen Managementkonzepten bearbeitet werden. An den agilen Konzepten Scrum und Holacracy wird gezeigt, dass diese Verlagerung neuen Formalisierungsbedarf produziert. Im Fokus stehen dabei die Zentrierungen kommunikativer Interdependenzen in Interaktionen in der Sach‑, Zeit- und Sozialdimension. Der Beitrag plädiert für eine äquivalenzfunktionalistische Perspektive auf Postbürokratie, die den Zusammenhang von Formalisierungsverzicht in Organisationen und neuen Formalisierungsbedarfen als funktionalen Leistungszusammenhang begreift. Next to this crisis of multilateralism, the COVID-19 pandemic now seems to question the added value of international organizations for addressing global governance issues more specifically. This article analyses this double challenge that several organizations are facing and compares their ways of managing the crisis by looking at their institutional and political context, their governance structure, and their behaviour during the pandemic until June 2020. More specifically, it will explain the different and fragmented responses of the World Health Organization, the European Union and the International Monetary Fund/World Bank. With the aim of understanding the old and new problems that these international organizations are trying to solve, this article argues that the level of autonomy vis-a-vis the member states is crucial for understanding the politics of crisis management.
Points for practitioners
As intergovernmental bodies, international organizations require authorization by their member states. Since they also need funding for their operations, different degrees of autonomy also matter for reacting to emerging challenges, such as the COVID-19 pandemic. The potential for international organizations is limited, though through proactive and bold initiatives, they can seize the opportunity of the crisis and partly overcome institutional and political constraints. These different kinds of social resistance have in common that they communicate more or less developed alternative conceptions of social orders that challenge what has been considered legitimate so far. Until now, sociology has neither successfully explained such kinds of conflicts nor the way they are triggered. Therefore, the article discusses crucial problems of a sociology of violence, i.e. violence as term and concept, theoretical and methodological deficits and, finally, assumptions about the role of violence in conflict-ridden processes of modernization and civilization in general. The article argues that a sociology of violence should concentrate on the nexus of social order and violence in order to explain how and why violent conflicts emerge in specific social contexts. Thus, a sociology of violence should take an effort to reconstruct the crucial social mechanisms that underlie the dynamics of emerging violence in processes of production and reproduction of social order. In order to explain the reasons why people torture others, individualist approaches concentrate on individuals' motives or interests. Contrary to that, the article argues that torture should be understood as a social relation. Thus, it takes the social relations of the group of torturers as a starting point. Firstly, following Georg Simmel's analysis of the secret society the paper argues that the group of torturers can adequately be conceptualized as a secret society; secondly, against this background the article reconstructs the conditions which structure torturers' agency; finally, this article offers an outline of the processes and dynamics that allows for explaining the phenomenon of torture. The thesis of the article argues that a relational sociology helps better explain and understand the social phenomenon of torture. Building on the norm of reciprocity and the social functional approach to positive emotions, we posit that targeted reciprocity-evoking forms of SNS activities are best suited to promote users’ positive emotions. The favourable potential of these activities is likely to be particularly pronounced among adolescents who pay special attention to social acceptance, which can be channelled with the help of reciprocal communication. Therefore, we conducted a quantitative 7-day diary study of 162 adolescent Facebook users attending German schools, looking at the impact of their daily SNS activities on their SWB. Based on a linear mixed model analysis, our results confirm a positive link between targeted reciprocity-evoking activities – such as chatting, giving and receiving feedback – and adolescents’ positive emotions. Our findings provide a reassuring perspective on the implications of the sociotechnical design of SNS communication channels. Specifically, by encouraging targeted activities, providers, users, and other stakeholders can ensure the beneficial impact of this technology on users’ SWB. Our results suggest that the unemployed who find a job close to and after benefit exhaustion experience less stable employment patterns and receive lower re-employment wages compared to their counterparts who receive extended benefits and exit unemployment in the same period. N2 - Based on the division of "nonactive" (household) versus "active" (market) populations, this article discusses the role that statistical obversational schemata play in creating gendered boundaries in the world of work. I explore this riddle against the background of the interlacing of two structural developments, i.e., the changing worlds of work and the comparative procedures of employment statistics. The article is one of the first contributions to investigate this interface systematically and empirically using national and international statistics. Although predominantly considered in sociology without relation to each other, I propose to capture their similarities, differences, and entanglements between the two levels of description as common inter/national statistics. The contribution sheds light on them from a historical and sociological perspective with respect to their selection capacity, their level of observation, and their instruments. The results suggest that during the twentieth century-with intensification after 1945-there was increasing specification and extension of the economic meaning of "gainful employment." I argue that this shift is closely linked to the rise of "technical knowledge" and "technical internationalism" in confirming the everyday understanding of household work as economically "nonactive." The term ‘family worker’ first became a statistical category in various Western national statistics around 1900. After 1945, it was established as a category of the International Labour Organization (ILO) labour force concept, and since then it has been extended to the wider world by way of the UN System of National Accounts. By investigating the term ‘family worker’ from the perspective of internationally comparable statistical classification, this article offers an empirical insight into how and why particular concepts of work become ‘globalized’. We argue that the statistical term ‘economically active people’ was extended to unpaid family workers, whereas the distinction between family work and housework was increasingly based on scientific evidence. This reclassification of work is an indication of its growing comparability within an economic observation scheme. The ILO generated and authorized that global discourse, and, as such, attested to an increasingly global form of knowledge and communication about the status of gender and work. In this paper, the effects of classification patterns are related to the categories used in occupational statistics. According to this argument statistical patterns contribute to gradual processes of inclusion into society by categorizing people. Put more precisely, this process of "making up people" (Hacking 1986) is conflated with gendered views of persons. This conceptual conflation is examined in the historical context of emerging occupational statistics, social sciences, and law in Germany around 1900. Inasmuch as statistical observation differentiated between economically productive and non-productive work, gendered distinctions were deeply encoded in its categories. These distinctions were institutionalized by means of the social scientific definition of role models as well as legal codification. In the conclusion, the sociology of knowledge approach followed in this paper is extended toward a discussion of broader questions of inclusion and gender inequality. In order to explain the persistence of gendered classifications in the organization of work in society, further gender inequality research needs to account for the enduring social evidence and symbolic relevance of sex classifications at the meso and macro levels. The process of social-emotional integration is "selective" as well, because socialization of Turkish students in German educational institutions leads to disaffection with their ethnical heritage and their social connections to German communities remains incomplete. Questions of cultural-authentic integration, connected with a strong bias for individualism, are answered by a new culture of immigration beyond class and ethnic community. Communicative Integration, enabled by public discourse, is causing a distancing from German and Turkish life-worlds. Nonetheless, in public debates, surveillance technologies are still confronted with issues of privacy, and privacy therefore endures as an empirical subject of research on surveillance. Drawing from our analysis of public discourse of so-called smart closed-circuit television (CCTV) in Germany, we propose to use a sociology of knowledge perspective to analyze privacy in order to understand how it is socially constructed and negotiated. Our data comprise 117 documents, covering all publicly available documents between 2006 and 2010 that we were able to obtain. We found privacy to be the only form of critique in the struggle for the legitimate definition of smart CCTV. In this paper, we discuss the implications our preliminary findings have for the relationship between privacy issues and surveillance technology and conclude with suggestions of how this relationship might be further investigated as paradoxical, yet constitutive. It shows that the synergistic relationship between both institutions has been driven primarily by commitment and compliance mechanisms. By influencing IMO decision-making and improving the implementation and effectiveness of IMO conventions, the EU has become a driving force in international environmental shipping policies, and its new initiatives may even enhance its leadership role within the IMO in the future. Despite the still-existing lack of cognitive leadership by the EU, the synergies between both institutions provide evidence for the EU's leadership capacities in global environmental politics.
