TY - GEN A1 - Mayer, Sebastian T1 - Die EU als weltpolitischer Akteur : Anmerkungen zum Forschungsstand T1 - The European Union as a global player : comments on the state of the art in Political science N2 - The author offers a survey of recent studies on the role of the European Union in world affairs. While some theoretical and conceptual progress has been made since the 1970s and 1980s, a good deal of the current work is still largely descriptive. Only a small number of studies take factors such as culture, norms, or ideas sufficiently into account. Referring to such variables, however, promises a value added for the explanation of certain phenomena in EU external relations. With reference to IR Theory, an institutionalist approach that conceptualises ideas as an intervening variable is therefore proposed. N2 - Starting from the post-war vision of a supranational Western Europe, the author describes the history of a Common Foreign and Security Policy. The main focus is on the development of the European Political Cooperation (EPC) since the 1970s. Possibilities and limits of such a cooperation are highlighted. The author states that the EPC was designed pragmatically and was not incorporated into the legal system of the EU. He analyses the permanently strained relations between the national states in Europe and their effort to reach common competences in the area of foreign and security policy. According to the first one, there is no such thing as an EU foreign policy. This may come as a surprise for policy-makers but is a common view among media commentators, analysts and some diplomats. The second doctrine holds that the EU’s foreign policy has been, is, and always will be a failure. Reasons for this gloomy view show considerable variations and are most likely unsustainable in the long run. The third approach is more optimistic, counting on the EU’s material volume, yet often ignoring the need to politically cash in if international clout is the quest.
