In the Hobbesian foundational myth of the modern constitutional state, fear is an important force because it motivates the establishment of states. But because of its theoretical concentration on states, contractualist thought does not provide an adequate explanation for the transnational terrorist strategy of fear. The primacy of fear used by terrorists can be juxtaposed to the utilisation of fear by governments threatened by terrorist attacks. The second part of the paper asks how successful the international community is in this fight. The authors show that the idea of seizing terrorist funds and denying access to the international financial system is not a very promising one. They conclude that, so far, results have been mixed and that only a political approach to the problem promises a solution.
