  abstract  = {Christian (von) Rother, Chef der Preußischen Seehandlung 1820-1848, ist vermutlich die pr{\"a}gendste Gestalt der Institution im 19. Jahrhundert. Seine Lebensgeschichte als Sohn eines schlesischen Bauern zeugt von sozialem Aufstieg und einer eindrucksvollen Beamtenkarriere. Rother formte die Seehandlung zu einem Konglomerat von gewerblichen Unternehmen, die durch Bankengesch{\"a}fte, Chausseebauprogramme und das Engagement des Staates in der Wirtschaftsf{\"o}rderung leistungsstark gemacht werden sollten. Der Erfolg blieb allerdings unterschiedlich. In den 1840er Jahren stießen diese Bem{\"u}hungen dar{\"u}ber hinaus auf Kritik von unternehmerischen Konkurrenten. Bleibende Bedeutung behauptete eine von Rother gegr{\"u}ndete soziale Einrichtung, die in Berlin ans{\"a}ssige Rother-Stiftung f{\"u}r arme und unverheiratete T{\"o}chter von Beamten und Offizieren.},

  abstract  = {Das in Bremen gebaute Handelsschiff Princess Louise, gewissermaßen das Flaggschiff der Preußischen Seehandlung, unternahm zwischen 1825 und 1844 insgesamt sechs Weltumsegelungen. Das Schiff fungierte u. a. als {\"U}berbringer diplomatischer Geschenke zwischen Herrschern und Herrscherfamilien. Von der ersten Weltumsegelung brachte es den ber{\"u}hmten Federmantel mit, den der hawai'ianische Monarch Kamehameha III. dem preußischen K{\"o}nig Friedrich Wilhelm III. zum Geschenk machte. Bei der zweiten Weltumsegelung wurden wiederum Gaben des preußischen K{\"o}nigs nach Hawai'i transportiert. Die Princess Louise brachte aber dar{\"u}ber hinaus auch Gebrauchsgegenst{\"a}nde wie Kleidung, Waffen, K{\"o}rbe, Tongef{\"a}ße und F{\"a}cher aus der S{\"u}dsee und S{\"u}damerika nach Europa. Solche ethnographischen Objekte der Vergangenheit k{\"o}nnen nicht zuletzt mit und durch zeitgen{\"o}ssische Kunst Fragen an die Gegenwart stellen.},

Jeden Monat findet sich der Chor zu einem Workshop-Tag zusammen, der viel mehr als nur die Gesangsprobe beinhaltet. Partizipation umfasst den Austausch miteinander, sch{\"o}ne gemeinsame Erlebnisse und Zusammenhalt.   abstract  = {Ortsteile als Untergliederungen der Gemeinden sind nicht nur f{\"u}r das Identit{\"a}tsverst{\"a}ndnis der lokalen Gemeinschaft bedeutsam, sondern auch f{\"u}r das Demokratieprinzip und die Verwirklichung der Ziele der Gebietsreform. Die Bildung von Ortsteilen unterliegt bestimmten gesetzlichen Voraussetzungen. Dabei sind drei verschiedene Ausgestaltungen m{\"o}glich: Ortsteile ohne Vertretung, Ortsteile mit Ortsbeirat und Ortsvorsteher sowie Ortsteile mit isoliertem Ortsvorsteher. Die gew{\"a}hlte Form der Ortsteilvertretung hat Auswirkungen darauf, in welchem Umfang die {\"o}rtliche Expertise in gemeindliche Entscheidungsprozesse einfließen kann und welche Entscheidungen vor Ort getroffen werden k{\"o}nnen. Dabei ist zwischen der Verpflichtung, die Ortsvertretung in bestimmten Konstellationen anzuh{\"o}ren, dem Antragsrecht der Ortsvertretung und der Entscheidungsbefugnis des Ortsbeirates zu differenzieren. Die Abgrenzung dieser organschaftlichen Rechte und ihr Umfang sind in der kommunalen Praxis konflikttr{\"a}chtig. F{\"u}r die M{\"o}glichkeiten der Ortsvertretungen, das lokale Zusammenleben zu gestalten, ist weiterhin das (mittlerweile) obligatorische Ortsteilbudget relevant, das Gegenstand der Reform der Kommunalverfassung im Juni 2021 war. Die Verwirklichung dieser materiellrechtlichen Positionen h{\"a}ngt von ihrer prozessualen Durchsetzbarkeit ab. In der Praxis rankt sich h{\"a}ufig Streit darum, ob Eingemeindungsvertr{\"a}ge und die in ihnen get{\"a}tigten Versprechen (noch) verbindlich sind. Diejenigen, die als Mitglieder des Ortsbeirates bzw. als Ortsvorsteher der {\"o}rtlichen Gemeinschaft einen wichtigen und zeitintensiven Dienst erweisen, k{\"o}nnen eine angemessene Aufwandsentsch{\"a}digung erhalten.},

  abstract  = {Face {\`a} l'urgence environnementale, l'innovation dans le domaine des nouvelles technologies de l'{\´e}nergie (NTE) constitue un d{\´e}fi primordial. Les NTE constituent un march{\´e} concurrentiel en plein expansion, o{\`u} s'affrontent d{\`e}s {\`a} pr{\´e}sent les acteurs de l'innovation internationale. La R\&D {\´e}nerg{\´e}tique repr{\´e}sente donc pour l'Europe un d{\´e}fi multiple : Il s'agit de d{\´e}velopper les technologies qui nous permettrons de r{\´e}duire nos {\´e}missions de gaz {\`a} effet de serre et nos d{\´e}pendances {\´e}nerg{\´e}tiques. L'innovation produite devra {\´e}galement garantir la place de l'industrie europ{\´e}enne {\`a} la pointe du march{\´e} des NTE dans un contexte hautement comp{\´e}titif. La collaboration franco-allemande en mati{\`e}re de R\&D {\´e}nerg{\´e}tique rec{\`e}le ici un potentiel d'innovation disruptive particuli{\`e}rement important, gr{\^a}ce {\`a} des paysages de R\&D fortement compl{\´e}mentaires. Les programmes bilat{\´e}raux constituent un outil prometteur pour la valorisation des synergies inexploit{\´e}es. En permettant la mise en place de partenariats franco-allemands restreints, autour de th{\´e}matiques pr{\´e}cises, ils constituent en effet un outil compl{\´e}mentaire aux programmes europ{\´e}ens. Le Programme Inter Carnot-Fraunhofer (PICF) constitue un exemple abouti de programme bilat{\´e}ral ayant permis la concr{\´e}tisation de collaborations mutuellement b{\´e}n{\´e}fiques dans le domaine des NTE, gr{\^a}ce {\`a} la mise au point d'une proc{\´e}dure harmonis{\´e}e. N{\´e}anmoins, l'analyse du PICF montre {\´e}galement que les programmes bilat{\´e}raux franco-allemands devront pr{\´e}voir la possibilit{\´e} de financements-relai afin de p{\´e}renniser les {\´e}changes. Dans le contexte particulier des NTE, une extension aux projets de d{\´e}monstration ainsi qu'un ciblage des sujets porteurs sur la base d'un comit{\´e} consultatif scientifique ind{\´e}pendant paraissent indispensables. Ces efforts franco-allemands pourront servir de mod{\`e}le {\`a} l'innovation de rupture bas{\´e}e sur la valorisation des synergies intra-europ{\´e}ennes.},

  abstract  = {Mit dem Band 14 „Das Modell Friedland: Vom Zusammenleben deutscher, j{\"u}discher und wendischer Bewohner in einer Niederlausitzer Kleinstadt" haben die Herausgeber den Autoren Alfred Roggan und Tobias Preßler die Erweiterung ihrer Forschungen erm{\"o}glicht: Widmete sich deren Band 12 „Sorbische/Wendische Spuren in der n{\"o}rdlichen Niederlausitz" (2019) noch Befunden einer binationalen, weil deutsch-wendischen Geschichte, so wird mit dem Band 14 erstmalig f{\"u}r Ostdeutschland die Dokumentation einer ‚trinationalen', also deutsch-j{\"u}disch-wendischen Lebenswelt vorgenommen. Die Untersuchungen verdeutlichen, wie sich drei, im 18. Jahrhundert ann{\"a}hernd gleich große Einwohner-Gruppen, mit ihren Gottesh{\"a}usern, ihren Sprachen und einem differenzierten Einwohnerstatus etablierten bzw. arrangiert haben. Es zeigten sich Alleinstellungsmerkmale in Lebens- sowie Kultorganisation, Wirtschaftst{\"a}tigkeiten und der Kommunikation zwischen den Beheimateten. Mit der Amts-Verwaltung des Johanniter-Ritterordens und dem Stadtrat befanden sie sich in berechenbaren (deutschdominierten) Strukturen. Aus diesem Gef{\"u}ge und der territorialen Grenzlage zum Kurf{\"u}rstentum Brandenburg begr{\"u}ndeten sich Bedingungen, ohne die es wohl zu keinem „Modell Friedland" gekommen w{\"a}re. Die Autoren sind dankbar, dass sich mit Friedland die gn{\"a}dige Chance bot, einen Bereich zu untersuchen, in dem Prozesse der wendisch-deutschen Assimilierung in einer eigenen Stetigkeit abliefen, jedoch das Ende j{\"u}dischen Lebens auf die Abwanderungen infolge der preußischen Emanzipations-Gesetze des 19. Jahrhunderts und nicht auf die Dem{\"u}tigungen, Verfolgungen sowie dem V{\"o}lkermord des faschistischen deutschen Staates, zur{\"u}ckzuf{\"u}hren sind.},

  abstract  = {Dieses Literatur-Review verfolgt angesichts des gegenw{\"a}rtigen, gesteigerten {\"o}ffentlichen Interesses zum Thema von Arbeitszeitverk{\"u}rzungsmodellen mit Gehaltsausgleich das Ziel, den aktuellen deutsch- und englischsprachigen Forschungsstand zum m{\"o}glichen Nutzen von Arbeitszeitverk{\"u}rzungen mit Gehaltsausgleich (AZV+) f{\"u}r den {\"o}ffentlichen Arbeitgeber dar-zustellen und kritisch auszuwerten. Das Review basiert auf insgesamt zehn Publikationen, die zum großen Teil zu dem Schluss kommen, dass AZV+ zu keinen negativen Effekten, sondern zu entweder neutralen oder auch mehrheitlich positiven Auswirkungen auf die Arbeitgebendenseite f{\"u}hren. Dabei handelt es sich insbesondere um verbesserte Stresslevel, gesundheitliche Aspekte, gleichbleibende oder erh{\"o}hte Produktivit{\"a}t und Motivation/Energie sowie verringerte Absentismuszahlen. Die Anreiz-Beitrags-Theorie bietet sich als Erkl{\"a}rungsmodell f{\"u}r diese Ergebnisse gut an, da sie Aussagen dar{\"u}ber trifft, inwiefern Anreizsysteme wie eine AZV+ f{\"u}r Arbeitnehmende durch deren subjektive Bed{\"u}rfnisbefriedigung unter Einhaltung bestimmter Grenzen (keine {\"U}berschreitung der Beitragsforderungen durch Anpassung des Workload) zu Effekten f{\"u}hren kann, die sich indirekt auch positiv hinsichtlich der Organisationsziele aus-wirken. Die ebenfalls angewandten motivationstheoretischen Elemente der Cognitive Evaluation Theory und der Motivation Crowding Theorie eignen sich weniger gut in ihrer Erkl{\"a}rungskraft der untersuchten Effekte, da die Differenzierung verschiedener Motivationsarten im Rahmen der hier untersuchten Studien unerheblich zu sein scheint. Insgesamt ist die Studienlage zu dem Thema AZV+ generell, und auch speziell im {\"o}ffentlichen Sektor, sehr d{\"u}nn und bietet kaum M{\"o}glichkeiten f{\"u}r generalisierende Aus-sagen, sodass ein großer Forschungsbedarf zu diesem Thema besteht.},

  abstract  = {From June 14 to June 16, 2023, Hasso Plattner Institute, Potsdam, hosted the eighth European MOOC Stakeholder Summit (EMOOCs 2023). The pandemic is fortunately over. It has once again shown how important digital education is. How well-prepared a country was could be seen in our schools, universities, and companies. In different countries, the problems manifested themselves differently. The measures and approaches to solving the problems varied accordingly. Digital education, whether micro-credentials, MOOCs, blended learning formats, or other e-learning tools, received a major boost. EMOOCs 2023 focusses on the effects of this emergency situation. How has it affected the development and delivery of MOOCs and other e-learning offerings all over Europe? Which projects can serve as models for successful digital learning and teaching? Which roles can MOOCs and micro-credentials bear in the current business transformation? Is there a backlash to the routine we knew from pre-Corona times? Or have many things become firmly established in the meantime, e.g. remote work, hybrid conferences, etc.? Furthermore, EMOOCs 2023 has a closer look at the development and formalization of digital learning. Micro-credentials are just the starting point. Further steps in this direction would be complete online study programs or full online universities. Another main topic is the networking of learning offers and the standardization of formats and metadata. Examples of fruitful cooperations are the MOOChub, the European MOOC Consortium, and the Common Micro-Credential Framework. The learnings, derived from practical experience and research, are explored in EMOOCs 2023 in four tracks and additional workshops, covering various aspects of this field. In this publication, we present papers from the conference's Research \& Experience Track, the Business Track and the International Track.},

This infrastructure includes components, which might be too expensive for an ordinary research environment, such as servers with up to 64 cores and 2 TB main memory. The offerings address researchers particularly from but not limited to the areas of computer science and business information systems. Main areas of research include cloud computing, parallelization, and In-Memory technologies. This technical report presents results of research projects executed in 2018. Entsprechend liegt ein Akzent der Studie auf der Ideologie, besonders bei der Darstellung der Helden und ihrer Gegner und der Lebenswelt, die die Leser als ihre wiedererkennen sollten. Dabei erfahren sie eine Menge {\"u}ber die Gesellschaft, vor allem {\"u}ber deren sonst eher verschwiegene Schattenseiten. Nicht zuletzt wegen der langen Entbehrung spannender Texte wurde der Krimi nach dem Ende des Sozialismus zu dem Bestsellergenre schlechthin.   abstract  = {Background In Europe, bank voles (Myodes glareolus) are widely distributed and can transmit Puumala virus (PUUV) to humans, which causes a mild to moderate form of haemorrhagic fever with renal syndrome, called nephropathia epidemica. Uncovering the link between host and virus dynamics can help to prevent human PUUV infections in the future. Bank voles were live trapped three times a year in 2010-2013 in three woodland plots in each of four regions in Germany. Bank vole population density was estimated and blood samples collected to detect PUUV specific antibodies. Results We demonstrated that fluctuation of PUUV seroprevalence is dependent not only on multi-annual but also on seasonal dynamics of rodent host abundance. Moreover, PUUV infection might affect host fitness, because seropositive individuals survived better from spring to summer than uninfected bank voles. Individual space use was independent of PUUV infections. Conclusions Our study provides robust estimations of relevant patterns and processes of the dynamics of PUUV and its rodent host in Central Europe, which are highly important for the future development of predictive models for human hantavirus infection risk.},

Component orientation and web services are two approaches for design and realization of complex web-based system. Service-Oriented Systems Engineering represents a symbiosis of best practices in object-orientation, component-based development, distributed computing, and business process management.
