Vor dem Hintergrund einer abnehmenden Erwerbsbev{\"o}lkerung und der sinkenden Attraktivit{\"a}t des {\"o}ffentlichen Dienstes als Arbeitgeber wird das Thema „Personal" als die Schl{\"u}sselressource f{\"u}r die Leistungsf{\"a}higkeit der deutschen Verwaltung identifiziert. Die Untersuchung zeigt auf, wie eine absehbare {\"U}beralterung des Personalk{\"o}rpers die Leistungserbringung der {\"o}ffentlichen Verwaltung beeintr{\"a}chtigen wird. Sie weist nach, dass sich beide Stadtstaaten bereits heute mit punktuellem Fachkr{\"a}ftemangel in technischen und Spezialisten-Berufen, aber auch bei Lehren und {\"A}rzten, konfrontiert sehen. Diese Herausforderungen werden sich durch massive Altersabg{\"a}nge ab dem Jahr 2015 und eine Alterung des bleibenden Personalk{\"o}rpers noch erheblich verst{\"a}rken. Die Untersuchungsergebnisse zeigen jedoch, dass die hamburgische Verwaltung, aufbauend auf einer langen Modernisierungshistorie und erleichtert durch Akteurszentralismus und eine ressort{\"u}bergreifend abgestimmte quantitative und qualitative Personalbedarfsplanung, {\"u}ber einen gut institutionalisierten und gelebten Strategiekreislauf verf{\"u}gt. Dies l{\"a}sst den Schluss zu, dass die Hansestadt mit ihrem strategischen Personalmanagement gut f{\"u}r die Bew{\"a}ltigung der demografischen Herausforderungen aufgestellt ist. Dagegen wird beleuchtet, wie der Umgang mit dem Thema Personal in Berlin noch immer von chronischen Sparzw{\"a}ngen und einem Pluralismus der Akteure gepr{\"a}gt ist. Das sogenannte Twinning umfasst Projekte, bei denen Beh{\"o}rdenmitarbeiter aus Verwaltungen der EU-Mitgliedsstaaten in Partnerbeh{\"o}rden der Beitrittsl{\"a}nder entsandt werden, um diese bei der Umsetzung des EU-Rechtsbestandes zu beraten. Im Gegensatz zur bisherigen Forschungsliteratur, die sich vor allem auf die Europ{\"a}isierung der Beitrittsl{\"a}nder konzentriert, geht die Autorin dieser Forschungsarbeit davon aus, dass Twinning-Projekte auch zur Europ{\"a}isierung der beteiligten deutschen Verwaltungen beitragen. Mithilfe neo-institutionalistischer Ans{\"a}tze entwickelt die Autorin die These, dass Twinning-Projekte den Handlungsspielraum der involvierten Akteure innerhalb der europ{\"a}ischen Dimension erheblich erweitern. Although decentralization in itself does not automatically lead to development it became an integral part of reform processes in many developing countries. Governments and international donors consider efficient decentralized political and administrative structures as essential elements of "good governance" and a prerequisite for structural poverty alleviation. This paper seeks to analyse how the given decentralization strategy and its implementation is affecting different features of good governance in the case of Lesotho. The results of the analysis confirm that the decentralisation process significantly improved political participation of the local population. However, the second objective of enhancing efficiency through decentralisation was not achieved. To the contrary, in the institutional design of the newly created local authorities and in the civil service recruitment policy efficiency considerations did not matter. Additionally, the created mechanisms for political participation generate relevant costs. Thus it is impossible to judge unambiguously on the contribution of decentralisation to the achievement of good governance. Different subtargets of good governance are influenced contrarily. Consequently, the adequacy of the concept of good governance as a guiding concept for decentralisation policies can be questioned. The assessment of the success of decentralisation policies requires a normative framework that takes into account the relations between both participation and efficiency. Despite the partly reduced administrative efficiency the author's overall impression of the decentralisation process in Lesotho is positive. The establishment of democratically legitimised and participatory local governments justifies certain additional expenditure. The gradual liberalisation of the Polish telecommunications sector started as early as 1992. In the beginning, national strategies were pursued. The most important of these was the creation of a bipolar market structure in the local area networks. In the second half of the 1990ies the approaching EU membership accelerated the process of liberalisation and consequently the development of a framework of regulations. EU standards are more directed towards setting out a legal framework for regulation than prescribing concrete details of administrative organisation. Nevertheless, the independent regulatory agencies typical for Western Europe served as a model for the introduction of a new regulatory body responsible for the telecommunications sector in Poland. The growing influence of EU legislation changed telecommunications policy as well as administrative practices. There has been a shift of responsibilities from the ministry to the regulatory agency, but the question remains, if the agency gained enough power to fulfil its regulatory function. In the following the legislative framework created by the EU in telecommunications policy will be described and the model of independent regulatory agencies, as it is typical for most EU countries, will be introduced. Some categories for the analysis of the Polish regulatory system will be deduced from the discussion on the regulations of telecommunication in the established EU-Nations (see B{\"o}llhoff 2002 and 2003, Thatcher 2002a and 2002b, Thatcher/Stone Sweet 2002). Subsequently the basic features of Polish telecommunication policies in the 1990ies and its effects on the telecommunications sector will be outlined. In the third chapter the development of organisational structures on the ministerial level and within the regulatory agency will be examined. In the forth chapter I will look at the distribution of power and the coordination of the various authorities responsible for telecommunication regulations. The focus of this chapter is on the Polish regulatory agency and its relationships with the ministry, with the anti-monopoly office and with the Broadcasting and Television Council. What were the main components of the reforms? What were their objectives and to which extent were they achieved? Who were the leading domestic and foreign actors involved in the process? Finally, what specific factors influenced the success and failure Afghanistan's Civil Service Reforms since 2002? Guided by such fundamental questions, this research studies the wicked process of reforming the Afghan civil service in an environment where a variety of contextual, programmatic, and external factors affected the design and implementation of reforms that were entirely funded and technically assisted by the international community. Focusing on the core components of reforms—recruitment, remuneration, and appraisal of civil servants—the qualitative study provides a detailed picture of the pre-reform civil service and its major human resources developments in the past. Following discussions on the content and purposes of the main reform programs, it will then analyze the extent of changes in policies and practices by examining the outputs and effects of these reforms. Moreover, the study defines the specific factors that led the reforms toward a situation where most of the intended objectives remain unachieved.
