Als Konsequenz des internationalen und nationalen Druckes werden 1991 wieder Mehrparteienwahlen zugelassen. Die Hoffnungen auf einen Trendwechsel werden zun{\"a}chst aber nicht erf{\"u}llt. Pr{\"a}sident Moi bleibt bei den Wahlen 1992 und 1997 siegreich und versucht jeden m{\"o}glichen Reformprozess aufzuhalten bzw. zu verlangsamen. Mit dem neu gew{\"a}hlten Pr{\"a}sidenten Kibaki entsteht 2002 die Hoffnung auf Ver{\"a}nderung. Aber als alter Wegbegleiter Mois erf{\"u}llt Kibaki nicht die internationalen und nationalen Erwartungen. Moi und Kibaki organisieren jeweils kontra-demokratische Eliten hinter sich und nutzen das m{\"a}chtige Pr{\"a}sidentenamt, die st{\"a}rkste Institution im politischen System Kenias, um den Status quo so lange wie m{\"o}glich zu erhalten.
