Die betreffenden Kapitel behandeln die Aufbauorganisation, das Personal, die Koordination, das Verfahren und die Entscheidung.
N2  - The first part of the book deals with basics and cross-sectional questions of administrative science. First, the author presents the objects “administrative science” an “administration". He then imparts tasks, cultures, reforms and control of administration to the reader. In the second part, authorities as organisations and systems of action are examined more detailed. The respecting chapters deal with the organisational structure, staff, coordination, procedures and decision-making.
