PPP: zu Finanzierungsformen, Kapitalmarktrelevanz und öffentlicher Verschuldung

PPP: for forms of financing, capital market relevance and public debt

  • Die vorliegende Arbeit thematisiert die Finanzierungsmodelle von Public-Private-Partnership-Projekten (PPP) und deren Refinanzierung durch die Kapitalgeber. Dabei wurden zwei zentrale Fragestellungen thematisiert. Erstens: Führen PPP­Projekte zu einer Verschuldung der öffentlichen Hand und sind sie entsprechend bei den Berechnungen der Konvergenzkriterien bzw. der Schulden- und Neuverschuldungsquoten zu berücksichtigen? Die zu prüfende Arbeitshypothese geht von einer Verschuldung der öffentlichen Hand in Folge von PPP-Projekten aus. Zweitens: Unterstellt wird eine bedeutsame Funktion von PPP für die Infrastrukturfinanzierung, wobei im Sinne einer Effizienzsteigerung die Passgenauigkeit beziehungsweise Konsistenz der haushaltsrechtlichen Regelungen mit den regulatorischen Vorgaben für die Kapitalgeber von PPP-Projekten analysiert wird. Diese Schnittstelle und die zur Generierung günstiger („kommunalähnlicher") Finanzierungskonditionen notwendigen staatlichen Garantien bei PPP drängt geradezu zu einem ordnungspolitischen Vergleich vonDie vorliegende Arbeit thematisiert die Finanzierungsmodelle von Public-Private-Partnership-Projekten (PPP) und deren Refinanzierung durch die Kapitalgeber. Projekten im Bereich PPP und in Cash-Flow-Kalkülen. Die Arbeit führt mit einem gewissen gesamtwirtschaftlichen Fokus der PPP tief in die Analyse des Kapitalmarktes und der Bankenregulierung. Es erfolgt ein Vergleich der gedeckten Refinanzierungsinstrumente für PPP, die durch Forderungen besichert sind (Asset Backed Securities) und solche, die beispielsweise durch Forderungen gegen die öffentliche Hand besichert sind (Covered Bonds). Letztere können auch grundpfandrechtlich gesichert sein. Hier setzt der Verfasser später seine Skizze eines „Infrastructure Covered Bonds" für die Finanzierung notwendiger Infrastrukturmaßnahmen nicht nur in Deutschland an, wobei das Wertpapier hier ausschließlich zur Finanzierung der Infrastruktur bei einem entsprechend neu zuschaffenden (Deckungs-) Registers begeben werden wird.show moreshow less
  • This thesis analyzes the financing models of public-private partnership projects (PPP) and their refinancing by the investor. Two central issues were addressed. First: Do PPP projects lead to public debt and are they to be taken into consideration for the calculations of the convergence criteria, respectively the debt and debt ratios? The working hypothesis to be verified is based on the public debt as a result of PPP projects. Second: It is assumed that PPP are an important feature for infrastructure financing, with the purpose of increasing efficiency the fit or consistency of budgetary regulations are being analyzed with the regulatory requirements for capital providers of PPP projects. This interface and the necessary government guarantees for PPP to generate favorable ("Municipal similar") financing conditions urges towards a policy comparison of PPP approaches or PPP projects and cash flow calculi. A comparison is made of covered funding instruments for PPP, which are secured by receivables (asset backed securities) and those which are secured, for example, by claims against the public sector (covered bonds). The bond can also be secured by mortgage. This is where the author will introduce his sketch of "Infrastructure covered bonds" for the financing of infrastructure projects not only in Germany, while the securities will be emitted by a corresponding new-to-be-created (coverage) register exclusively to finance infrastructure.show moreshow less
