This is pursued by applying a vector error correction model and an impulse response analysis using monthly price data for the period 2000-2015. Our analysis considers transmission of price shocks across different market levels, including from the international and domestic wheat grain markets at the upstream to the domestic wheat bread market at the downstream of the value chain. The empirical findings indicate that significant cointegration exists across prices of the different market stages. There is a transmission from international prices to domestic prices at downstream markets, in particular to flour and bread prices. Prices at upstream markets are largely influenced by the domestic wholesale market. In general, the speed of adjustment is quite slow with a half-life of about one year for restoring the equilibrium price relationship. As price margins between the different market stages in the value chain have substantially decreased in the last 15 years, higher transmission, and thus exposure to international market shocks, can be expected in the future. The results also show that causal relationships exist between prices at different market stageswith the wholesale market identified as the key market level where prices and price expectations are formed. Such tracking invades user privacy in that email tracking techniques gather data without user consent or awareness. Striving to increase privacy in email communication, this paper develops a detection engine to be the core of a selective tracking blocking mechanism in the form of three contributions. First, a large collection of email newsletters is analyzed to show the wide usage of tracking over different countries, industries and time. Second, we propose a set of features geared towards the identification of tracking images under real-world conditions. Novel features are devised to be computationally feasible and efficient, generalizable and resilient towards changes in tracking infrastructure. Third, we test the predictive power of these features in a benchmarking experiment using a selection of state-of-the-art classifiers to clarify the effectiveness of model-based tracking identification. Sustainable consumption is not an all-or-nothing phenomenon because it encompasses several distinct behavioral patterns and consumption types. Therefore, companies are well advised to recognize multiple types of sustainability-conscious consumers with different expectations, attitudes, and values and to implement targeting strategies that do not rest on the assumption of homogeneity. Thus, the objective of this study is to provide a more fine-grained picture of (un)sustainable consumer segments and their differentiated effects in different product markets. Based on three large datasets, we create a robust six-segment typology of consumer consciousness regarding sustainable consumption. By using panel data on actual purchases, the results show not only that sustainability concerns significantly positively influence actual sustainable purchases, as expected, but also that sustainable buying can occur independently of sustainability concerns. Each paper deals with a specific macroeconomic question. The first paper assesses the distributional implications of environmental policies from a general equilibrium macroeconomic perspective. I develop a New-Keynesian model with several types of uncertainties and frictions that incorporates liquidity constrained households. The model is calibrated to match the German economy and the numerical results show that climate policy instruments can be associated with regressive welfare effects. Furthermore, the analysis shows that these effects can be mitigated through an appropriate revenue recycling scheme. The second paper deals with short-run inequality dynamics within a real business cycle model. An empirical evaluation shows that the cyclical components of income inequality, the capital share and real GDP are correlated. We develop tractable representation of common inequality indicators in the general equilibrium model and show that the observed pattern is driven by innovations in the capital share. A Bayesian estimation of the model for the United States with data for the period 1948 to 2017 indicates that the model provides a reasonable fit for the data and successfully replicates the observed pattern of cyclical correlations. The third paper empirically examines the effects of banking regulation on the risk-relationship between sovereigns and banks. Based on a comprehensive data set of the European banking sector, we find that the implementation of the novel European banking regulation framework significantly contributed to a weakening of the risk-link between sovereigns and banks.The fourth paper empirically examines the role of institutional experience for institutional development in transition economies. To capture institutional experience, we develop a novel index, based on historical country records. The results of cross-sectional and panel estimations suggest that institutional experience helps to explain the divergent economic and institutional development in transition economies after the dissolution of the Soviet Union. The affective–reflective theory of physical inactivity and exercise (ART) proposes a theoretical framework for explaining how the automatic affective process (type‑1 process) will influence exercise behavior, i.e., through the automatic activation of exercise-related associations and a subsequent affective valuation of exercise. This study aimed to empirically test this assumption of the ART with data from 69 study participants. A single-measurement study, including within-subject experimental variation, was conducted. Automatic associations with exercise were first measured with a single-target implicit association test. The somato-affective core of the participants’ automatic valuation of exercise-related pictures was then assessed via heart rate variability (HRV) analysis, and the affective valence of the valuation was tested with a facial expression (FE; smile and frown) task. Exercise behavior was assessed via self-report. Multiple regression (path) analysis revealed that automatic associations predicted HRV reactivity (β = −0.24, p = .044); the signs of the correlation between automatic associations and the smile FE score was in the expected direction but remained nonsignificant (β = −0.21, p = .078). HRV reactivity predicted self-reported exercise behavior (β = −0.28, p = .013) (the same pattern of results was achieved for the frown FE score). The HRV-related results illustrate the potential role of automatic negative affective reactions to the thought of exercise as a restraining force in exercise motivation. For better empirical distinction between the two ART type‑1 process components, automatic associations and the affective valuation should perhaps be measured separately in the future. The results support the notion that automatic and affective processes should be regarded as essential aspects of the motivation to exercise. Das Nachhaltigkeitsbewusstsein wurde dabei basierend auf dem von Balderjahn et al. (2013) entwickelten Consciousness-for-sustainable-consumption-Modell durch die ökologische, soziale und die ökonomische Nachhaltigkeit sowie ergänzend durch das Tierschutzbewusstsein und Bewusstsein für lokale Produktion repräsentiert. Als Moderatoren dienten das Streben nach sozialer Anerkennung und Prestige, Materialismus, Hedonismus und Traditionsbewusstsein. Für die Aufdeckung möglicher Zusammenhänge zwischen den verschiedenen Dimensionen der Nachhaltigkeit und Luxuskonsum wurde eine Prädiktorenanalyse durchgeführt. Moderatorenanalysen offenbarten zusätzlich, ob ein Einfluss der verschiedenen Moderatoren auf die einzelnen Zusammenhänge vorlag. Die Untersuchung zeigte, dass jeweils das Umweltbewusstsein, das Bewusstsein für genügsamen Konsum sowie das Bewusstsein für schuldenfreien Konsum als Teil der ökonomischen Nachhaltigkeit und das Tierschutzbewusstsein einen Einfluss auf den Luxuskonsum ausüben. Darüber hinaus konnten insgesamt sieben Einflüsse durch die verschiedenen Moderatorvariablen auf die unterschiedlichen Zusammenhänge zwischen den Nachhaltigkeitsdimensionen und Luxuskonsum aufgedeckt werden. Change agents are crucial for the promotion of such patterns, so there may be lessons for governance interventions that can be learnt from the every-day experiences of those who actively implement and promote sustainability in the field of anti-consumption. Eighteen social innovation pioneers, who engage in and diffuse practices of voluntary simplicity and collaborative consumption as sustainable options of anti-consumption share their knowledge and personal insights in expert interviews for this research. Our qualitative content analysis reveals drivers, barriers, and governance strategies to strengthen anti-consumption patterns, which are negotiated between the market, the state, and civil society. Recommendations derived from the interviews concern entrepreneurship, municipal infrastructures in support of local grassroots projects, regulative policy measures, more positive communication to strengthen the visibility of initiatives and emphasize individual benefits, establishing a sense of community, anti-consumer activism, and education. We argue for complementary action between top-down strategies, bottom-up initiatives, corporate activities, and consumer behavior. The results are valuable to researchers, activists, marketers, and policymakers who seek to enhance their understanding of materially reduced consumption patterns based on the real-life experiences of active pioneers in the field. We endogenize international productivity differences and discuss the implications of international integration for the macroeconomy, inequality, and welfare. Lending countries are characterized by tighter domestic constraints and experience an increase in gross national product, whereas the gross domestic product effect is ambiguous. We conclude that international integration is beneficial only for economies where there are substantial financial constraints on entrepreneurial activity. Otherwise, a majority of households suffer, due to the unequal distribution of welfare gains and losses across the heterogeneous population. Limited resources, missing expertise and absolute uncertainty call entrepreneurs to strongly rely on their cognition in searching for a promising BM. However, as prior studies have examined cognitive search activities in isolation and neglected cognitive differences, explanations of how cognitive factors affect the BM process and outcomes are thus far insufficient. Addressing the overall question of how BMs emerge, the dissertation contributes to the cognitive perspective in entrepreneurship and BM research. Building on the dual-process theory from cognitive psychology, the micro-foundations of managerial decision-making and insights from framing literature, this dissertation explicitly investigates the impacts of different cognitive dispositions, search activities and visual framing effects. The core assumption is that cognitive dispositions and entrepreneurs’ searches for information determine their BM decision-making. Furthermore, BM visualisations have become popular instruments with which to explain and manage today’s complex business interactions. As they abstract from reality, they can also unfold impacts on the cognitive processes. This dissertation offers new explanations to these aspects and consists of three studies and one reflective article. The first study explores the impacts of differences in search activities and cognitive dispositions in a qualitative study with 70 entrepreneurship students. The second qualitative study explores the cognitive impacts of 103 BM visualisations. Third, a quantitative PLS-SEM experiment with 197 entrepreneurs illuminates the link between BM visualisations and cognition. The reflective article expresses the results’ meaning for the teaching of BMs. In sum, the studies have resulted in a new theory of stabilising factors explaining how cognitive dispositions, search activities and visual framing determine entrepreneurs’ decisions to imitate or deviate from existing BMs. It indicates that the decision depends on the context-dependent strategic orientation and cognitive disposition-dependent cognitive safety, that is the correspondence between characteristics of cognitive dispositions and search activities. Moreover, the studies identified five visual framing effects that are independent of cognitive dispositions and prior experiences. This provides fertile contributions to the literature on BM methods and how BM visualisations affect decisions. Most importantly, BM visualisations provide an emotionally stabilising function to rational entrepreneurs, a cognitively stabilising function to experiential participants and do not affect indifferent participants in general. Diese Dissertation befasst sich folglich mit der allgemeinen Frage, wie GMe entstehen. Firms must scrutinize the core logic that informs how they do business, which means exploring novel ways to engage customers and get them to pay. This can lead to a complete renewal of existing BMs or innovating completely new BMs. BMs have emerged as a popular object of research within the last decade. Despite the popularity of the BM, the theoretical and empirical foundation underlying the concept is still weak. In particular, the innovation process for BMs has been developed and implemented in firms, but understanding of the mechanisms behind it is still lacking. Business model innovation (BMI) is a complex and challenging management task that requires more than just novel ideas. Systematic studies to generate a better understanding of BMI and support incumbents with appropriate concepts to improve BMI development are in short supply. Further, there is a lack of knowledge about appropriate research practices for studying BMI and generating valid data sets in order to meet expectations in both practice and academia. This paper-based dissertation aims to contribute to research practice in the field of BM and BMI and foster better understanding of the BM concept and BMI processes in incumbent firms from mature industries. The overall dissertation presents three main results. The first result is a new perspective, or the systems thinking view, on the BM and BMI. With the systems thinking view, the fuzzy BM concept is clearly structured and a BMI framework is proposed. The second result is a new research strategy for studying BMI. After analyzing current research practice in the areas of BMs and BMI, it is obvious that there is a need for better research on BMs and BMI in terms of accuracy, transparency, and practical orientation. Thus, the action case study approach combined with abductive methodology is proposed and proven in the research setting of this thesis. The third result stems from three action case studies in incumbent firms from mature industries employed to study how BMI occurs in practice. The new insights and knowledge gained from the action case studies help to explain BMI in such industries and increase understanding of the core of these processes. By studying these issues, the articles complied in this thesis contribute conceptually and empirically to the recently consolidated but still increasing literature on the BM and BMI. The conclusions and implications made are intended to foster further research and improve managerial practices for achieving BMI in a dramatically changing business environment. Die Dissertation liefert dabei drei wesentliche Ergebnisse. We consider tractable duopoly settings, where optimal solutions derived by dynamic programming techniques can be used for verification, as well as oligopoly settings, which are usually intractable due to the curse of dimensionality. We find that both algorithms provide reasonable results, while SAC performs better than DQN. The analysis reveals that isomorphism is a leading driver behind the adoption of quality management in German higher education institutions, whereas institutional entrepreneurship plays an important role in quality management implementation. These interpretations come to widely different conclusions, especially considering the development of the pattern of trade in Smith's theory. I discuss how these three interpretations emerged. They do not stem from a more detailed analysis of Smith's works itself but reflect changes within international trade theory. They all result from the fact that economists have imposed nineteenth- and twentieth-century modes of thoughts on Smith's theory, forcing his writings into later-developed theoretical frameworks. In contrast to classical economists in the nineteenth century, these subsequent interpretations misrepresent Smith's trade theory in order to portray him as a forerunner of later theories. But once the campaign's policies were abandoned and the Soviet alcohol monopoly broken up, a steep rise in mortality was observed in many of the newly formed successor countries, although some kept their monopolies. Almost 30 years after the campaign's end, the region faces diverse challenges in relation to alcohol. Approach The present narrative review sheds light on recent drinking trends and alcohol policy developments in the 15 Former Soviet Union (FSU) countries, highlighting the most important setbacks, achievements and best practices. Vignettes of alcohol control policies in Belarus, Estonia, Kazakhstan, Lithuania and Uzbekistan are presented to illustrate the recent developments.
Key Findings Over the past decade, drinking levels have declined in almost all FSU countries, paralleled by the introduction of various alcohol-control measures. The so-called three 'best buys' put forward by the World Health Organization to reduce alcohol-attributable burden (taxation and other measures to increase price, restrictions on alcohol availability and marketing) are relatively well implemented across the countries. Implications In recent years, evidence-based alcohol policies have been actively implemented as a response to the enormous alcohol-attributable burden in many of the countries, although there is big variance across and within different jurisdictions. Conclusion Strong declines in alcohol consumption were observed in the 15 FSU countries, which have introduced various alcohol control measures in recent years, resulting in a reduction of alcohol consumption in the World Health Organization European region overall. We jointly investigate spatial dependence and serial dynamics of new business formation. Using panel data from all 402 German counties for 1996-2011, we estimate dynamic spatial panel data models of start-up activity in the high-tech and manufacturing industries. We consider regions of different sizes and systematically search for the most suitable spatial weights matrices. We find substantial spatial dependence as well as time persistence of start-up activity, especially in the high-tech industry. It thus is a crucial factor for entrepreneurs when pursuing and exploiting their business opportunities and in realizing potential economic gains and benefits. Using rich data on a representative sample of German business founders, we investigated the determinants of entrepreneurial persistence. Next to observed survival, we also constructed a hybrid persistence measure capturing the motivational dimension of persistence. We analyzed the influence of individual-level (human capital and personality) and business-related characteristics on both measures as well as their relative importance. We found that the two indicators emphasize different aspects of persistence. For the survival indicator, the predictive power was concentrated in business characteristics and human capital, while for hybrid persistence the dominant factors were business characteristics and personality. Finally, we showed that results were heterogeneous across subgroups. In particular, formerly unemployed founders did not differ in survival chances, but they were more likely to lack a high psychological commitment to their business ventures. To illustrate the existence of and motivations for feature removal, a case study of the browser platform Mozilla Firefox is presented. The results reveal feature removal to regularly occur on browser platforms for user- and developer-related features. Frequent reasons for feature removal involve unused features, security concerns, and bugs. Related motivations for feature removal are discussed from the platform owner's perspective. The reason lies not only in the specific type of the recession – which was favorable for the German economy structure – but also in a series of labor market reforms initiated between 2002 and 2005 altering, inter alia, labor supply incentives. However, irrespective of the mild response to the Great Recession, there are a number of substantial future challenges the German labor market will soon have to face. Female labor supply still lies well below that of other countries and a massive demographic change over the next 50 years will have substantial effects on labor supply as well as the pension system. In addition, due to a skill-biased technological change over the next decades, firms will face problems of finding employees with adequate skills. The aim of this paper is threefold. First, we outline why the German labor market reacted in such a mild fashion, describe current economic trends of the labor market in light of general trends in the European Union, and reveal some of the main associated challenges. Design/methodology/approach - The authors used two laboratory studies and paired 216 MBA students into single-gender teams of friends and non-friends, and then engaged them in several dyadic multi-issue negotiations. Findings - The results show that on average, male teams of non-friends reached significantly better outcomes than female teams of non-friends. However, and interestingly, female teams of friends perform equally to male teams of friends. Research limitations/implications - The authors contribute both to the negotiations and the workplace friendship literature because very little research has examined negotiation among friends at work and in particular team negotiations. In addition, the authors also contribute to the literature on gender differences in negotiations because existing research has rarely examined the differences between all-male and all-female teams and especially the relationship between same-sex teams and their effects on negotiation outcomes. Given the primary roles of both the CEO and the chair of the supervisory board, we especially highlight social-psychological mechanisms in the process leading to the final compensation package. Using a hand-collected sample of non-financial constituents of the German HDAX, we find that reciprocity can lead to a compensation package that is more favorable for the CEO. Results on similarity are ambivalent such that the effects of similarity on CEO compensation—both positive and negative—may depend on the dimension of similarity. Finally, the chair’s CEO experience, both inside and outside the focal company, also plays an essential role in shaping CEO compensation. More specifically, CEO experience in general is associated with more favorable compensation. This article explores young people's motivations for engaging in three behavioural patterns linked to anti-consumption (voluntary simplicity, collaborative consumption, and living within one's means) in relation to sustainability. Related consumer policy tools from the fields of education and communication are identified. This article provides practical implications for policy makers, activists, and educators. Consumer policies may strengthen anti-consumption among young people by addressing individual benefits, enabling reflection on personal values, and referencing credible narratives. Based on administrative data, this study provides the first empirical evidence on the impact of this subsidy on participants' prospective labor market outcomes. We use an instrumental variable approach to take endogenous selection based on observed and unobserved characteristics into account when estimating causal treatment effects. We find that unemployed job seekers who participate in the subsidy program and move to a distant region receive higher wages and find more stable jobs compared to non-participants. We show that the positive effects are (to a large extent) the consequence of a better job match due to the increased search radius of participants. The overarching subject is concerned with the relationship between creativity, freedom, and control, considering freedom is also seen as an element of control to manage creativity. Design/methodology/approach – In-depth qualitative data gathered from at two innovative start-ups. Two ethnographic studies were conducted. The data are based on participatory observations, interviews, and secondary sources, each of which included a three months field study and a total of 41 interviews from both organizations. Findings – The thesis provides explanations for the practice of freedom and the control of creativity within organizations and expands the existing theory of neo-normative control. The findings indicate that organizations use complex control systems that allow a high degree of freedom that paradoxically leads to more control. Freedom is a cover of control, which in turn leads to creativity. Covert control even results in the responsibility to be creative outside working hours. Practical implications – Organizations, which rely on creativity might use the results of this thesis. Positive workplace control of creativity provides both freedom and structure for creative work. While freedom leads to organizational members being more motivated and committing themselves more strongly to their and the organization’s goals, and a specific structure also helps to provide the requirements for creativity. Originality/value – The thesis provides an insight into an approach to workplace control, which has mostly neglected in creativity research and proposes a modified concept of neo-normative control. It serves to provide a further understanding of freedom for creativity and to challenge the liberal claims of new control forms. N2 - Relevanz – Diese Dissertation hat das Ziel zu erforschen, zu beschreiben und zu bewerten, wie Freiheit als Kontrollform für Kreativität in Organisationen instrumentalisiert werden kann. Die Ergebnisse zeigen, dass Organisationen komplexe Kontrollsysteme einsetzen, die einen hohen Freiheitsgrad erlauben, der paradoxerweise zu mehr Kontrolle führt. Freiheit wird dadurch zu einer verdeckten Kontrolle, die wiederum zu mehr Kreativität führt. The second article analyzes how German Artificial Intelligence startups design their business models. It identifies three distinct types of startup with dif- ferent underlying business models. It identifies three distinct ways in which Artificial Intelligence startups create a shared understanding of the technology. For developers, platform integration, understood as the employment of platform resources, helps to realize application functionality effectively. Simultaneously, it requires integration effort and increases dependencies. Developers are interested to know whether integration contributes to success in hypercompetitive platform settings. While aspects of platform participation have been studied, research on a comprehensive notion of integration and related implications are missing. By proposing a platform integration model, this study supports a better understanding of integration. Concerning dynamics related to integration, effects were tested using information from over 82,000 Apple AppStore applications. Regression model analysis reveals that application success and customer satisfaction is positively influenced by platform integration. To achieve superior results, developers should address multiple aspects of integration, such as devices, data, the operating system, the marketplace as well as other applications, and provide updates. Using a novel data set comprising detailed information on about 700 subnational measures, I show that state-level variables, such as political preferences and ministerial resources, account for variation in the timing of legal transposition and repeatedly lead to subnational delay. To conclude, the paper addresses the role of subnational authorities in the EU multi-level system and points to their interest in shaping legal transposition in order to counterbalance their loss of competences to the national level. However, the occurrence of the COVID-19 pandemic raises the question of whether society is going to continue down a path of increased awareness of sustainable consumption or whether the pandemic will move people to focus more on themselves. Based on data gathered before and near the end of the first pandemic lockdown in Germany in spring 2020, this research demonstrates that ecological, social, and voluntary simplicity consciousness deteriorated in the minds of sustainability-conscious consumers, with notable impacts on their willingness to spend sustainably and their shopping affinity. Furthermore, we identify segments that show particular vulnerability to the lockdown by reacting with a decrease in their ecological consumption consciousness. The article tests this claim by assessing whether World Bank projects perform worse in implementation environments with a higher corruption level. The article focuses specifically on bribery between public officials and firms during the procurement of needed goods and services. Approach and Methods: I use data from the World Bank's Enterprise Surveys to avoid the often-criticized corruption perception indices and to allow for an assessment of effects at the subnational level. The analysis builds on an assessment of the performance ratings of 1,228 World Bank projects and covers 87 different countries. Finding: Overall, the article finds a small but statistically significant correlation between the corruption level and project performance. This result indicates that the corruption level of recipient countries should be considered during the design and implementation of projects. Policy Implications: Nonetheless, the relatively small correlation and the low pseudo R-squareds advise not overestimating the relevance of corruption for project performance. At least for the project level, the article finds no indication that corruption is a primary obstacle to aid effectiveness. For some people, it results in health problems, for others in productivity loss, and some experience the worst possible outcome of alcohol misuse - death. This paper estimates the effect of reduced alcohol sales hours on alcohol-attributable mortality (AAM) in Estonia. Using novel mortality data from 1997 to 2015, this paper analyzes the effect of alcohol sales policies at both the county level and the country level. By applying the difference-in-differences method and the ARIMA model, this paper finds that the alcohol sales policy reduced AAM to between 1.710 and 2.401 deaths per 100,000 per month, which equals a reduction of 31% to 40% in AAM deaths. These findings suggest that individuals who are the most at risk of dying from alcohol-attributable causes of death benefit remarkably from reduced alcohol availability. But in the transformation period, numerous quasi-legal or even illegal property transactions have taken place, thus leading to wealth concentrations on the one hand while as consequence of the bankruptcy of socialism, enormous poverty problems have arisen on the other. For the political acceptance of the transformation process it is of utmost importance that an efficient and fair tax system is implemented and social security is organised by the state on a level which secures at least the physical minimum of subsistence or – if economically possible – even a social-cultural minimum. Whether the state should go further in providing compulsory social insurance systems has been a hotly debated topic for decades even in the welfare and social states of the Western type. Whereas the basic security systems have to be financed by general tax revenue, for a compulsory social insurance system – due to the insurance character – special earmarked social security contribution are held necessary. Both public goods and services as well as at least basic security have to be financed by total tax revenue. For the acceptance and fairness of the whole system the total redistributive effect of both sides of the budget – the tax system as well as the expenditure system – are decisive. In this paper we will concentrate on the revenue side, e.g. on the taxes as well as on the social security contributions. Adam Smith had already formulated some very simple tax norms which have been transformed in modern tax theory. The equivalence as well as the ability-topay principle are basic yardsticks for every tax system in a democratic oriented market system, not to forget tax fairness. In the historical development process equity-oriented measures have often produced an enormous complexity of the single taxes as well as of the whole tax system. Therefore, reconsidering the Smithian principles of simplicity and of minimum compliance costs for the tax payer would even press many Western European tax systems to undergo serious reform processes which often are delayed because of intense interest group influence. Hence, a modern tax system is a simple one which consists only of a few single taxes which are easy to administer. Such a system consists of two main taxes, the income and the value added tax. Consequently in all countries of transition both taxes have been implemented, while the implementation was fostered by the fact that both also constitute the typical components of the EU member states systems. Therefore such a harmonising tax reform is the most important prerequisite to become a membership candidate. Bulgaria also tried to follow this general pattern in reforming the income tax system starting in 1992 and replacing the old socialistic turnover tax and excise duty system by the value added tax (VAT) in 1994. Especially with regard to the income tax system the demand for simplicity has not been met yet. Complex rules to define the tax base as well as a steeply progressive tax schedule have led to behavioral adaptations which are even strengthened by the effects of a high social contribution burden which is predominantly laid on the employers. In the following some concise descriptions of the tax and social contribution system are given; the paper closes with a summary, in which the impacts of the system are evaluated and some political recommendations for further reforms are presented. The transformation process from planned to market economy includes not only the adaptation of the economy to the new market rules but also the profound social and political transformation. For this reason such processes present huge challenges to affected societies. The transformational recession in Georgia was significantly enhanced by the civil war and by ethnic conflicts in Abkhazia and South Ossetia. During the ethnic conflicts and civil war the business and technical infrastructure were damaged and most of them were completely destroyed. Poverty and political instability were predominated. The trade relations with the member countries of Council of Mutual Economic Assistance (Comecon) were aborted. Moreover, the conflict in South Ossetia hampered the power supply from Russia and a conflict in Abkhazia, the production and trade with tea and citruses, which were major trade commodities at that time. In the beginning of 90-ies, Georgian government with the assistance of international organizations, such as International Monetary Fund and World Bank started to elaborate political and economical reforms. The reforms included several aspects, such as the transfer of public assets to private through privatization, the liberalization of domestic market and trade and the creation of market-oriented institutions. Because of lack in implementation neither economical nor political transformation has been achieved. For instance, by the begin of market oriented reforms the awareness of policy makers about the importance of entrepreneurship, in particular small and medium ones for the economy was low. The absence of previous experience prevented the elaboration of appropriate policy instruments and methods for the development of competitive market economy. The stimulation of private sector has been generally neglected. This had a severe affect on political, social and economical problems, which still hampers the development of middle class in Georgia. The presented research indicates that productive entrepreneurship is a driving force of an economy. The entrepreneurial activities on the one hand facilitate the resource allocation and on the other through the development of new products and services urge the competition. Furthermore, they contribute to technological improvements through innovation, create jobs and thus boost the economic and social development of a particular region or country. However, it is important that the legal and institutional framework is appropriately settled. Unlike mature market economies, Georgia is not characterized by well-developed sector of small and medium sized businesses. Most existing SMEs are operating in local markets and predominantly in the shadow economy. It is also noteworthy that small business in Georgia belongs to so called “mom and pop” rather than to innovative, growth oriented businesses. They are mostly engaged in trade and craft. In addition of poor performance, the business activity of SMEs is very centralized. The vast majority of them are operating in the capital Tbilisi. The poor performance of small and medium businesses in Georgia and their negligence by the market forces is among others due to the armed conflicts and state failure. As in the beginning of transformation process, down to the present day, the state fails to provide necessary conditions, such as rule of law, the protection of property rights and competition, transparent and uncorrupted public administration. The result is the weak middle class. The weak middle class by itself has a negative impact on economic development and democratization process in Georgia. N2 - Nach dem Zusammenbruch der Sowjetunion haben die ehemaligen Mitgliedstaaten angefangen, ihre Wirtschaftssysteme zu transformieren. Beim Prozess der Transformation von einer Planwirtschaft zu einer Marktwirtschaft handelt es sich um mehr als um einen Prozess der wirtschaftlichen Umwandlung: Er beinhaltete sowohl einen tiefgreifenden sozialen als auch einen politischen Wandel. Aus diesem Grund stellen derartige Transformationsprozesse eine große Herausforderung für die betroffenen Gesellschaften dar. Die transformationsbedingte Rezession in Georgien wurde in der Anfangszeit durch den Bürgerkrieg und ethnische Konflikte wesentlich verstärkt. Im Laufe der Kriegszeit wurden sowohl die technische als auch die geschäftliche Infrastruktur im Wesentlichen zerstört. Es herrschten Armut und politische Instabilität. Die Handelsbeziehungen mit Mitgliedstaaten des Rates für Gegenseitige Wirtschaftshilfe (RGW) wurden abgebrochen. Zudem behinderte einerseits der Krieg in Südossetien Energielieferungen aus Russland andererseits schwächte der Krieg in Abchasien die Produktion von Zitrusgewächsen und Tee sowie den Handel mit ihnen. Diese Produkte gehörten damals zu den wesentlichen Exportgütern von Georgien. Im Jahr 1994 wurden die marktwirtschaftlichen Reformen in Georgien durch den Internationalen Währungsfonds und die Weltbank unterstützt. Die Unterstützungsmaßnahmen konzentrierten sich zunächst auf den Privatisierungsprozess, auf die Stabilisierung und die Liberalisierung der Märkte. Die Stabilisierungs-und Liberalisierungsmaßnahmen wurden durch diese Unterstützung effektiv durchgeführt. Dadurch wurde ein gewisses Maß an wirtschaftlicher Stabilisierung erreicht, was jedoch die Privatisierung anbetrifft, blieben die Ergebnisse des Prozesses insgesamt mangelhaft. Es ist ganz offensichtlich, dass mit dem Beginn der marktwirtschaftlichen Reformen das Bewusstsein für die volkswirtschaftliche Bedeutung des Unternehmertums, insbesondere der KMU, unter den politischen Entscheidungsträgern allerdings nicht mit der notwendigen Geschwindigkeit gewachsen ist. Die Rolle der kleinen und mittleren Unternehmen für die Volkswirtschaft sowie die Instrumente und Methoden, um eine moderne wettbewerbsfähige Marktwirtschaft aufzubauen und institutionell zu kräftigen, waren den Entscheidungsträgern in den Georgien aus Mangel an früheren Erfahrungen zunächst unbekannt. Deswegen wurde es versäumt, Maßnahmen zur Förderung der kleinen und mittleren Unternehmen zu erarbeiten. Dies führt bis heute zu transformationsbedingten politischen, wirtschaftlichen und sozialen Problemen, welche die Entstehung eines starken Mittelstands bremsen. Die Ergebnisse der Forschung zeigen, dass auf die makroökonomische Ebene bezogen das produktive „Entrepreneurship“ einen Schlüssel zu Wachstum und Dynamik der Wirtschaft darstellt. Unternehmerische Aktivitäten ermöglichen einerseits eine effiziente Allokation der Ressourcen, andererseits treiben sie durch die Entwicklung neuer Produkte und Dienstleistungen den Wettbewerb an. Darüber hinaus erfüllen sie im praktischen Wirtschaftsleben aber noch weitere wichtige Funktionen: Vor allem gewährleisten sie den technischen Fortschritt, indem sie Innovationen durchsetzen, sie tragen zum Entstehen von Arbeitsplätzen bei und beschleunigen die wirtschaftliche und gesellschaftliche Entwicklung, indem sie brach liegende Potenziale mobilisieren. Es ist jedoch unbedingt notwendig, dass die rechtlichen und institutionellen Rahmenbedingungen korrekt festgesetzt sind, damit die Entrepreneure diese Ziele erreichen können. Die Analyse des Status quo in Georgien hat verdeutlicht, dass die überwiegende Zahl der kleinen und mittleren Unternehmen in den Bereichen Handel und Dienstleistungen beschäftigt ist. Die Tätigkeit von vielen davon ist eher als „Proprietorship“ statt „Entrepreneurship“ zu charakterisieren. Die Ursache, dass sich in Georgien eine unproduktive Form unternehmerischer Tätigkeit entwickelt hat, ist u. a. auf Staatsversagen zurückzuführen. Wie in der Anfangsphase versagt der Staat bis heute bei der Bereitstellung der notwendigen Rahmenbedingungen und der Festlegung gerechter Spielregeln, und darunter leiden kleine und mittlere Unternehmen stärker als die großen. Die Arbeit baut auf den Prämissen der neoinstitutionalistischen Organisationstheorie auf. One of these changes encompasses a paradigm shift, which affects the university and research system as a whole. This paradigm shift is the so called "third mission" - or "entrepreneurial mission" - of universities. Universities are asked to make contributions to the economic system via transfer of knowledge and technology. Economic perspectives have an increasing influence on universities and the research system. For this reason, the expectations of external stakeholers are growing. The dissertation shows how these expectations affect the organizational shape of universities. By using neoinstitutional organizational theory, this work finds answers to the following questions: How do universities integrate the "entrepreneurial mission" in their organizational structures? Which organizational structures have emerged? How far has an institutional process been taken place? An explorative, qualitative research design is used and a case study is performed, which includes two universities as examples. Two dimensions were investigated: The structures of universities in the field of technology and knowledge transfer, and the central actors of universities. The main research instrument consists of interviews with experts in the field. Apart from answering the questions posed above, the central aim of the survey is to get a deeper understanding of how German Universities fulfill their “entrepreneurial mission”. Several hypotheses are generated that can be used for further investigations. Furthermore, some practical input is provided for implementing knowledge and technology transfer at German universities. The target audience of this thesis are researchers and practitioners in the field of knowledge and technology transfer.
